CESR- What is Article 14?
This route is available for those doctors who have
not followed a UK specialist training programme
leading to a Certificate of Completion of Training(CCT) but who may have gained the same level of
skills and knowledge to a CCT in their specialty.
Doctors will be assessed for equivalence under thisroute and if successful be awarded a CESR.

CESR ± Who can apply?There are two main groups involved:
Doctors¶ whose training and/or qualifications and
experience wherever obtained, considered
together, meet the requirements of a CCT
programme in one of the standard CCT
specialties.
Doctors¶ whose specialist training or
qualifications were obtained outside the UK and
which are not in one of the standard CCT
specialties.

CESR- The standards for Article 14If you apply under Article 14(4), your training,
qualifications and experience will be assessed
against the standard for the award of a CCT in your
specialty.
A list of the 58 recognised medical specialities that
are eligible for the award of a CCT are available
from the PMETB website.
CCT sub-specialties are not included in this list.

CESR- The standards for Article 14If you apply under Article 14(5)(a), you need to
satisfy PMETB that your overseas specialist training
and/or specialist qualifications in a non-CCT
specialty, considered together with your specialist
experience or knowledge (wherever obtained) give
you ³a level of knowledge and skill consistent with
practice as a consultant in the National Health
Service.´

Doctors must first meet the minimum requirements
in order to be assessed under Article 14.
For Article 14(4) applicants:
A doctor must have either a specialist qualification
and or specialist training in the CCT specialty, in
which they apply.
Specialist training must be a continuous period of at
least six months in the applicants CCT specialty.

For Article 14(5) applicants:
A doctor must have either a specialist medical
qualification or a continuous period of at least six
months specialist training obtained outside the UK,
in a medical specialty not listed as one in which the
UK awards a CCT.
Overseas specialist training must be a continuous
period of at least six months in the applicants non
CCT specialty.

CESR- The standards for Article 14
For both 14 (4) and 14(5)
a specialist qualification shall be a diploma,
certificate, accreditation, or other written evidence
of success in a programme or programmes of
specialist postgraduate education or training in any
medical specialty, which may or may not be listed
in Schedule 3 of the 2003 Order. This shall have
been awarded by an approved University, College,
training body or institute as a result of success in
an examination or formal assessment against
defined standards; and

specialist training must be comprised of
theoretical and practical instruction in a post
specifically designated as a training post in a
university centre teaching hospital or other health
establishment. It must be supervised by an
appropriate authority or body and involve the
personal participation of the person training to be a
specialist in the activity and in the responsibilities of
the establishment concerned

CESR ± What Information do I need?
The types of documentary evidence suggested in the
SSG for your specialty is the evidence used to measure
your expertise against the CCT curriculum programme
for your specialty.
For non standard UK CCT specialties there is generic
guidance for Article 14(5)(a) applicants. This covers
each of the six headings of the GMC¶s ³Good Medical
Practice´ and are called ³Criteria for Entry to the
Specialist Register´.

CESR ± PREPARING YOUR EVIDENCE
The Article 14 guidance gives details of what is
required and details the kinds of evidence which may be
submitted and how to present these in your application.
Any evidence not submitted as requested by PMETB will
be referred back to you for amendment or clarification.
All documentary evidence submitted in support of your
training and experience must be validated.
Authentication of overseas registration and
qualification documentation must be done by a solicitor
or the awarding body.

Each application is considered on its own individual
merit
PMETB will consider the totality of a doctors career if,
for example, they can demonstrate breadth and depth of
knowledge and skills and we are satisfied that your skills
and knowledge remain up to date.
Your documentary evidence will be assessed against
the standards of the CCT in your specialty. Please refer
to the SSG and curriculum for this information.

If PMETB decides that the evidence you providedoes not support approval of your application forspecialist registration, it may require you to
undertake further training or assessment to meetthe required standards. Full details about what isrequired is included in the decision letter.
Although PMETB has to state what additionaltraining or assessment you may require to beeligible for specialist registration, PMETB is notresponsible for organising, managing or financingthat training or assessment.

Should you disagree with the decision of PMETB, youmay request a review within 3months of receiving your
decision letter. Details will be provided in the letterturning down your application.
You also have a statutory right of appeal againstdecisions of the PMETB, including the decision resulting
from a request to review your application. Suchapplications must be made within 3 months of the dateof the decision letter or the outcome on the reviewapplication.
