Y LOS RESULTADOS…..?
13 (10/03/2015)

Strategic Research Clusters in H2020 • In response to a request from interested Member States, ESA submitted (26th
March), as coordinator, two proposals under the H2020-COMPET-2014 call:
– EPIC (Electric Propulsion Innovation and Competitiveness) for the "COMPET-3-2014: In-Space electrical propulsion and station keeping“ topic.
– PERASPERA (Plan the European Roadmap and its Activities for Space Exploitation of Robotics and Autonomy) for the "COMPET-4-2014: Space Robotics Technologies“ topic.
• Both calls had as an objective to propose a Programme Support Activity (PSA), for the future implementation of a Strategic Research Cluster (SRC) in Horizon 2020. Both proposals mainly aim at providing advice to the Commission for their respective SRCs over a 5-year period through preparing Roadmaps, drafting call texts and assessing results of the SRC operational grants with respect to the overall SRC objectives.
• The R&D work for these topics will come in the SRC as a part of future Calls made by the Commission, open to all EU Member States and H2020 participants, and will be selected and supported through the normal Horizon 2020 grant procedures

• Non-EU applicants that are NOT automatically eligible.
• Applicants from other non-EU countries may be granted funding ONLY if:
1. Funding is provided for in a bilateral scientific/technological agreement or similar arrangement between the EU and the country where the applicant is based.
2. The call for proposals clearly states that applicants based in such countries are eligible for funding.
3. Their participation is deemed essential for carrying out the action by the Commission or the relevant funding body because it provides:
• o outstanding competence/expertise
• o access to research infrastructure
• o access to particular geographical environments
• o access to data.

CRITERIO 1: EXCELENCIA
Comentarios más
frecuentes
Sub-criterio GOOD BAD (However)
Clarity and pertinence of the objectives
Objectives well defined in a qualitative and quantitative way, measurable, interrelated, pertinent within the scope of the call and the goals of the topic
It is not described adequately how the TRL indicated will be achieved
Credibility of the proposed approach
Clearly structured, realistic, yet simple and technically challenging, supported by a valid preliminary business plan (Galileo Call). Links with previous projects, end-user engagement.
Ambiguous user requirements and market driver, non- detailed implementation steps, too optimistic on all the required costs.
Soundness of the concept
Involvement of user community from the beginning, transdisciplinarity, concept proven outside of Europe
Inherent conceptual weaknesses and unsolved technological and operational challenges
Extent that proposed work is ambitious, has innovation potential and is beyond the state of the art
Clear and concise overview of the state of the art; excellent summary of existing initiatives
The novelty is not sufficiently described, it does not provide clear references to on-going efforts in the field
Index

CRITERIO 2: IMPACTO

Sub-criterio GOOD BAD (However)
Expected impacts listed in the topic
Critical analysis of barriers and obstacles , for each objective the method to be used to meet the impacts is described
No clear market analysis, It does not sufficiently quantify the extent of the impact
Enhancing innovation capacity and integration of new knowledge
It will encourage the development of new advanced techniques, it will significantly improve the understanding of [XX]
Potential innovation capacity is limited due to the superior state of the art in alternative technologies
Strengthening the competitiveness and growth of companies by developing innovations
Market analysis report, preliminary analysis of the potential sales, the consortium includes manufacturers and suppliers who have sufficient market access to exploit theproduct
Limited embrace of European industrial needs, fails to engage with sufficient stakeholders to ensure that the system can meet market needs
Any other environmental and socially important impacts
Other societal challenges identified that will benefit from the development/application, gender aspects
Several impacts are provided but in a generic way
Effectiveness of the proposed measures to exploit and disseminate the project results, to communicate the project and to manage research data
Detailed market analysis, market penetration scenario with commercial potential, comprehensive definition of the rules for IPR management and access rights, appropriate open data policy
No measures to engage with stakeholders, time to market is not sufficiently described, the approach to the end users is not demonstrated, no WP dedicated to the commercial evaluation of the technology

CRITERIO 3:
IMPLEMENTACIÓN
Comentarios más
frecuentes
Sub-criterio GOOD BAD (However)
Coherence and effectiveness of the work plan
Tasks are split among the participants in a balanced manner, according to the expertise of the partners. Milestones must allow for an effective tracking progress, choice for subcontractors justified
Short time frame in relation
with the activities, very high
number of deliverables, the
market study starts too late,
large amount of subcontracting
Complementarity of the participants within the consortium
The consortium partners have
already successfully cooperated,
the coordinator is an end user,
which should provide a clear
market pull
The coordinator may not have sufficient technical experience, overlap in the technology areas covered by some partners, coordinator is dominant, with almost 50% of manpower
Appropriateness of the management structures and procedures, including risk and innovation management
Plan for the management of technical risks and risks associated with management aspects, provide a risk level (probability of their occurrence and level of impact), the Exploitation Manager will lead the management of innovation
The structure may slow down the monitoring/control/decision loop, lacks a responsible technical leader, It is not clear how the interfaces between the WPs will be managed
