1. Tratar de mantener la unifica-ción de la comunidad de nego-cios trabajando juntos en hacer el Cantón de Aguirre en un lu-gar mejor para vivir y trabajar para todos.

2. Trabajar en estrecha colabora-ción con nuestro municipio y el Gobierno Central sobre proyec-tos de infraestructura tales co-mo el estudio de viabilidad de la planta de tratamiento de aguas residuales, instalaciones municipales de estacionamien-to y otras mejoras de infraes-tructura.

3. Ayudar a encontrar "Go Get-ters" para las posiciones abier-tas de la Junta Directiva en las próximas elecciones de la Junta en abril para ayudar a fortale-cer la Junta y los Seis Comités Permanentes con el fin de maximizar la eficiencia y la pro-ducción de la Cámara.

4. Continuar trabajando con la Comisión de Ambiente de la Cámara en el cabildeo para el Parque Nacional Manuel Anto-nio, trabajando para proteger los intereses ambientales de la Comisión Marina de la Cámara en la preservación de las pobla-ciones de peces para el benefi-cio de la pesca deportiva local y la industria de pesca comercial.

5. Continuar trabajando con el

Comité de Turismo y el Ministe-rio de Turismo (ICT) para atraer a más turistas nacionales e inter-nacionales en beneficio del Cantón de Aguirre todo por ayu-dar a implementar un plan de marketing agresivo para el área.

6. Como Director del Comité de Seguridad, miembro de la Comi-sión Municipal de Seguridad y Coordinador Fuerza de Tareas Quepos seguir trabajando con el Ministerio de Seguridad en San José en la superación de las me-joras en la seguridad del Cantón de Aguirre, incluyendo un Siste-ma de Vigilancia de la zona con cámaras. Continuar con nuestra misión que la comunidad local de policía trabaje mucho más cerca.

7. Como Coordinador del Programa Ciudades Hermanas Internacio-nal (SCI) seguir haciendo lobby con la Alcaldesa, el Presidente del Concejo Municipal y los miembros del Concejo Municipal para reactivar el programa de SCI y tratar de convencerlos de que los programas internaciona-les de divulgación como este son de mucha importancia para el futuro de nuestro cantón. Los Programas de SCI son funda-mentales para salir y dejar atrás nuestro Estado del Tercer Mun-do en el menor período de tiem-po y podría ofrecer muchas

oportunidades a través de la Ayuda para la Educación, la Cul-tura, el Desarrollo, la Seguridad y el Ambiente y Programas de Intercambio.

8. Trabajar en estrecha colabora-ción con la Comisión de Educa-ción y Cultura de la Cámara en ayudar a reconstruir el patrimo-nio cultural de nuestra región y específicamente en los alrede-dores de la Zona Americana.

9. Continuar utilizando las Consejo Asesor del Presidente “Movers and Shakers” como una caja de resonancia de proyectos y áreas de preocupación y seguir las Políticas de la Cámara de inclu-sión y no exclusión de todos los negocios interesados de la zona. Una comunidad de negocios unida que trabaje en estrecha colaboración con otras ONG y el Gobierno central y local es esencial para nuestro futuro.

10. Seguir trabajando en los inter-eses comunes de todo el Cantón de Aguirre y no en los intereses de individuos y seguir reconociendo el esfuerzo de los que hacen la diferencia en nuestra comunidad a través del Programa de Premios Anual de la Cámara "Making a Difference ".

¡Mis diez resoluciones como Presidente para este año!

1. To try to keep unifying the Business Community by working together on making the Canton de Aguirre a bet-ter place to live and work for everybody.

2. To work closely with our Municipality and Central Government on Infrastruc-ture Projects such as the Feasibility Study of the Wa-ter Sewage Treatment Plant, Municipal Parking Facilities and other Infrastructure Im-provements.

3. To help find “Go Getter’s” for the open Board positions in the upcoming Board elec-tions in April to help strengthen the Board and the Six Standing Committees in order to maximize the efficiency and output of the Chamber.

4. To continue to work with the Chamber Environmental Committee in lobbying for Manuel Antonio National Park, to work to protect the environmental interests of the Chamber’s Marine Com-mittee in the preservation of Fish Stocks to benefit the local Sport and Commercial Fishing Industries.

5. To continue to work with the Tourism Committee and the Tourism Ministry (I.C.T.)

to attract more national and international tourists to benefit the entire Canton of Aguirre by helping to imple-ment an aggressive area mar-keting plan.

6. As Chairman of the Security Committee, member of the Municipal Security Commis-sion and Quepos Task Force Coordinator to continue to work with the Security Minis-try in San Jose on pushing for improvements in the security of the Canton de Aguirre in-cluding an area Camera Sur-veillance System. Continue our mission to have the local law enforcement community working much closer to-gether.

7. As Coordinator of the Sister Cities International (SCI) Pro-gram to continue to lobby the Mayor, President of the City Council and the City Council Members to reacti-vate the SCI program and to try to convince them that in-ternational outreach pro-grams like these are of the utmost importance to the future of our Canton. The SCI Programs are fundamental to leaving our Third World Status behind in the shortest period of time and can pro-vide many opportunities through Educational, Cul-

tural, Development, Security and Environmental Aid and Exchange Programs.

8. To work closely with the Educational and Cultural Committee of the Chamber and help rebuild the cultural heritage of our area and spe-cifically in and around the American Zone.

9. To continue to use the Presi-dential Movers and Shakers Advisory Council as a sound-ing Board for projects and areas of concern and follow the Chambers Policy of inclu-sion and not exclusion of all area business interests. A united Business Community that works closely with other NGO’s and the Central and Local Government is essen-tial to our future.

10. To continue to work in the common interests of the en-tire Canton de Aguirre and not in the interests of indi-viduals and to continue to recognize the efforts of those making a difference in our community through the Chamber’s Annual “Making a Difference Awards Program”.

Una vez más, los días de fiesta del periodo

2013 fue un desorden organizado. Cada

año miembros del Comité de Seguridad de

la Cámara convocan a una reunión con los

miembros de la Comisión de Seguridad

Municipal justo antes de este periodo

para tratar de evitar el colapso de Manuel

Antonio y reunirse con el personal de Pri-

mer Respuesta para intentar evitar aho-

gos. Más de 15 organizaciones se encuen-

tran involucradas en estas reuniones y las

buenas noticias es que no hubo ningún

ahogo y que no hubo prácticamente

ningún crimen gracias al incremento de la

presencia de la Fuerza Pública, Policía

Turística, Policía de Tránsito, Guardacos-

tas y Policía Municipal. Las malas noticias

es que una vez más experimentamos com-

pleto estancamiento en el área de la playa

debido al hecho que todavía no hay solu-

ción con respecto al Lote del Parqueo

Municipal en Manuel Antonio o Quepos.

Otro problema es que las calles no están

demarcadas por la municipalidad debido a

que los visitantes no saben dónde pueden

y donde no pueden parquear lo cual solo

aumenta el problema de tráfico. La Cáma-

ra ha realizado varias recomendaciones a

la Municipalidad las cuales no se han

podido ejecutar por limitaciones de

presupuesto y desacuerdos internos. La

Cámara por medio de su Comité de

Asuntos Ambientales continúa presio-

nando fuerte por los fondos restantes

recolectados por el MINAET y siente que

los casi $2 millones de dólares en tique-

tes del Parque Nacional Manuel Antonio

recolectados cada año, de acuerdo a la

Ley 8133, debería beneficiar al Cantón

de Aguirre primeramente, por lo menos

hasta que se fortalezcan los problemas

de infraestructura en las afueras del

Parque.

Y aquellos que visitaron Manuel Anto-

nio durante las últimas semanas del año

pueden dar fe que la presencia policial

ha mejorado manteniendo las tasas del

crimen bajas. Estamos tratando de man-

tener esta presencia policial permanen-

te apoyando los planes de una pequeña

estación policial en el área de Manuel

Antonio manteniendo los vehículos de la

policía en condiciones operables. Los

pocos autos policiales a disposición de la

policía local se desgastan muy rápido y

se despedazan porque están trabajando

24/7. No hay duda que la ayuda del sec-

tor privado continua siendo necesaria

para apoyar los planes del reforzamiento

de la ley local. Simplemente no hay sufi-

cientes fondos en el presupuesto federal

para darle a nuestro Cantón lo que nece-

sita o simplemente no hay deseo de par-

te de los que toman decisiones en San

José de darnos más recursos de equipo

porque el área Metropolitana de Costa

Rica tiene la prioridad.

Continuamos haciendo lo mejor con el

título que tenemos y esperamos que

nuestra comunidad de negocios com-

prenda que para que la policía haga su

trabajo y continúen manteniendo nues-

tra área lo más libre de crimen como es

posible, necesitan nuestra constante

asistencia. Hemos tenido un gran progre-

so pero la seguridad es una constante

preocupación y nunca nos deben captu-

rar fuera de base. Solamente una segura

area de Manuel Antonio podrá hacer que

los turistas regresen y así asegurar un

futuro financiero de nuestros negocios.

Simplemente hay otros destinos para

vacacionar ahí afuera como para que

nosotros ignoremos los proyectos de

reforzamiento de la ley.

Once again, the peack season

2013 Period was an organized

mess. Every year members of the

Security Committee of the Cham-

ber convene a meeting with mem-

bers of the Municipal Security

Commission just prior to this pe-

riod to try to avoid the collapse of

Manuel Antonio and meet with

First Responders to try to avoid

drownings. More than 15 organi-

zations are involved in these

meetings and the good news is

that there were no drown-

ings and that there was

virtually no crime due to

increased presence of the

Fuerza Publica, Policia Tur-

istica, Transit Police, Coast

Guard and Policia Munici-

pal. The bad news is that

once again we experienced

complete gridlock in the

beach area due to the fact

that there is still not solu-

tion for a Municipal Park-

ing Lot both in Manuel

Antonio or Quepos.

Another problem is that the roads

are still not marked by the munici-

pality as visitors do not know

where and where not to park

which is only adding to the traffic

problem. The Chamber has made

several recommendations to the

Municipality which has been un-

able to execute some of these

recommendations due to budget

constraints and internal disagree-

ments. The Chamber through its

Environmental Committee contin-

ues to lobby hard for the remaining

funds collected by the MINAET and

feels that the almost $2 million dol-

lars in Manuel Antonio National

Park fees collected every year, in

accordance with Law 8133, should

benefit the Canton de Aguirre first,

at least until we straighten out the

infrastructure problems outside of

the Park.

As those who visited Manuel Anto-

nio during the last few weeks of the

year can attest, police presence was

greatly enhanced thereby keeping

crime rates low. We are trying to

keep this police presence perma-

nent by supporting the plans of a

small police station in the Manuel

Antonio area and by keeping the

vehicles of the police in working

condition. The few police cars at the

disposal of the local police take an

enormous wear and tear because

they are running 24/7. There is no

doubt that the help of the private

sector continues to be needed to

support local law enforcement

plans. There are simply not enough

funds in the federal budget to give

our Canton what we need or there

is simply no desire on the p[art of

the decision makers in San Jose to

give us more equipment resources

because the Metropolitan area of

Costa Rica gets first priority.

We continue to do the

best with the little we

have and hope that our

business community un-

derstands that in order for

the police to do their job

and continue to keep our

area as free of crime as

possible, they need your

ongoing assistance. We

have made great progress

but security is an ongoing

concern and we should

never be caught off-guard.

Only a safe Manuel Antonio area

will have tourists keep coming back

and ensure the financial future of

your business. There are simply too

many other vacations destinations

out there for us to ignore our law

enforcement projects.

El año anterior, La Cámara de Comercio, Industria y Turismo de Aguirre gracias al aporte económico de algunas empresas turísticas de Aguirre y con el apoyo del ICT se logró participar por primera vez en una feria internacional para promover el destino Quepos Manuel Antonio en el segmento de pesca deportiva y la industria marina en el Show Internacional de Yates de Fort Lauderdale. Con ello se dejo evidenciado (informe del 3 Nov. 2012) que sabe-mos cómo hacerlo y esperamos continuar desarrollando este tipo de presentaciones sobre todo porque una vez más gracias a la gestión realizada en el 2012 logramos el apoyo económico del ICT para la elaboración del Catalogo del Destino y la Pagina Web (en construcción) que serán las herramientas que estare-mos llevando al extranjero a cada una de nuestras presentaciones.

La agenda propuesta por el Comité de Turismo o si le quisiéramos llamar tam-bién (CAMARA DE TURISMO) para el 2013 incluye en el mercadeo internacional des-tinos clásicos y de suma importancia co-mo son: USA Y CANADA; así como tam-bién nuevos mercados a los que en con-versaciones con el ICT estamos pidiendo que nos tomen en cuenta tales como: CHI-NA, RUSIA y BRASIL. El primero de ellos CHINA ha sido estudiado por el Comité de Turismo a tal punto que ya tenemos con-tacto con la Embajada de China en Costa Rica a quienes esperamos visiten Quepos en los próximos días. Nuestro interés por este mercado creció mucho más a raíz de la reciente publicación en un medio escrito nacional que público las ges-tiones que realiza el ICT para llevar una delegación a China y se nos ha tomado en cuenta.

Aparte del mercadeo internacional la agenda de turismo incluye una serie de eventos en el Cantón iniciando con la Expo Manuel Antonio, La Maratón de Quepos, El Festival del Mar que se llamara diferente por razones ya conocidas y la cuarta edición del Triatlón en Diciembre. Estos eventos entre otros en la agenda son con el fin de atraer el mer-cado nacional sobre todo en los meses de más baja ocupación Septiembre y Octubre.

Estamos en espera de la fecha de reunión con el ICT donde esperamos analizar más detalladamente la agenda del Comité de Turismo así como otros puntos relacionados a la infraestructura de la región la cual requiere de nuestro empuje para tener el destino más seguro y limpio para los miles de turistas que esperamos en el 2013.

Last year, The Chamber of Commerce, Industry and Tourism of Aguirre thanks to the financial support of some of the tourist companies of Aguirre and the ICT support was able to participate for the first time in a international show to promote the destination Quepos, Manuel Antonio in the sport fishing segment and the marine indus-try en the Fort Lauderdale International Boat Show. With this I leave evidence (Nov 3, 2012 report) that we know how to do it and we hope to continue developing this type of presentations specially because once again thanks to the operation made in 2012 we got the financial support from ICT for the elaboration of the Destination Catalog and the Web Page (in construction) which will be the tools that we will be taking to the for-eign in each one of our presentations.

The proposal agenda by the Tourism Com-mittee or if we also want to call it (CHAMBER OF TOURISM) for the 2013 includes very important classic destina-tions in the international market such as: USA AND CANADA; also new markets which we asked ICT to take in con-sideration such as: CHINA, RUSSIA AND BRAZIL. The first one has been studied by the Committee of Tourism at the point that now we have contact with the Embassy of China in Costa Rica who we hope they visit Quepos in the next days. Our interest for this market has grown much more due to the recent publication in a national written press that published the efforts that ICT is making in order to take a delegation to China and we have been considered to go.

Besides the international market the tourism agenda includes a series of events in the Canton starting with the Expo Manuel Antonio, The Marathon of Quepos, The Festival of the Sea which will have a different name for well known reasons and the fourth edition of the Triathlon in December. These events among others in the agenda have the purpose to attract the national market specially on the low season months September and October.

We are waiting for the meeting date with ICT where we hope to analyze more in detail the agenda of the Commit-tee of Tourism just like other topics related to infrastructure in the region which requires for our push to have a safer and cleaner destination for the thousands of tourists we are expecting in 2013.

Mientras que todos los hoteles del area, restau-rants, bares, compañías de

tours, servicios de transpor-te, tiendas y casas de alqui-

ler se benefician del trabajo de los Seis Comités en Curso de la Cámara de Comercio, In-

dustria y Turismo del Cantón de Aguirre en particular los co-mités con la tarea de la promo-

ción del turismo, seguridad, protección ambiental y desarro-

llo de la infraestructura el hecho real es que solamente punado de 1530 patentatos

están apoyando constantemen-te los esfuerzos de la Cámara. Por supuesto los primeros be-

neficiados de estos esfuerzos han sido los mismos miembros

especialmente aquellos nego-

cios que prestan atención a nuestros artículos del Boletín,

leen nuestros editoriales, leen la información que se ha reen-viado por parte del I.C.T, C.C.H

y otras organizaciones de ne-gocio con respecto a las ten-dencias en la industria del tu-

rismo y aquellos que participan en nuestras mesas redondas y

seminarios usualmente van mucho mejor que aquellos que no son miembros de la

Cámara.

La razón es porque nues-

tra Cámara mantiene a sus miembros informados, el

análisis de la Cámara, reco-

mienda cursos de acción ba-sados en la retroalimentación de los respectivos comités y

continuamente presiona a las Instituciones del Gobierno

central y local acerca de las mejoras en el gran área de intereses en los rangos desde

asuntos ambientales, proyec-tos de promociones de turis-mo, asuntos de seguridad y

educación. Estos esfuerzos

continúan dibujando los bene-ficios para nuestros miembros

y aquellos familiarizados con nuestra industria local de

hoteles se encuentran muy al tanto que los establecimientos hoteleros de la Cámara disfru-

tan de una mayor ocupación mayor que los hoteles no miembros y que financiera-

mente están en mejor posi-

ción que la mayoría de los hoteles no- miembros debido a nuestras oportunidades de

networking.

La Cámara no tiene miedo

de ir en vía de los ¨asuntos difíciles¨ como lo son la co-

rrupción, asuntos de abuso de

poder, ilegal renta de casas, asuntos de abuso infantil o de presionar para remover un Al-

calde o un Jefe de Policía que no sirve a los intereses de

nuestra comunidad de nego-cios o a la comunidad en ge-neral. Nuestros líderes de la

comunidad que se interesan y los dueños de negocios que si prestan atención a estos es-

fuerzos y por esta razón la es

que la Cámara se mantiene fuerte e influenciando donde

otras organizaciones lo tienen todo pero desaparecieron. No-

sotros disfrutamos de excelen-tes relaciones de trabajo en todos los niveles de gobierno y

estamos preparados para el 2013.

Por qué convertirse en un miembro de la Cámara de

Comercio, Industria y Turismo del Cantón de Aguirre

debe ser su Resolución #1 de Año Nuevo.


While all area hotels, res-taurants, bars, tour com-

panies, transportation ser-vices, shops and rental

houses benefit from the work of the Six Standing Committees of the Chamber

of Commerce, Industry and Tourism of the Canton de

Aguirre in particular the com-mittees tasked with tourism

promotion, security, environ-mental protection and devel-

opment of infrastructure the sad fact is that only a handful of the 1530 “Patentados” are

currently supporting these ef-forts of the Chamber. Of

course the primary beneficiar-ies of these efforts have been

the members themselves es-pecially those businesses who

get involved in the fabric of the Chamber. Without a doubt those businesses that

pay attention to our Newslet-ter articles, read our Editori-

als, read the information that are forwarded by the I.C.T,

C.C.H. and other trade or-

ganizations in regards to trends in the tourism indus-

try and those who partici-pate in our round table dis-

cussions and seminars usu-ally fare much better than those who are not member

of the Chamber.

The reason is because

our Chamber keeps its members informed, the

Chamber analysis, recom-mends courses of action

based of feedback from the respective committees and continuously lobbies the lo-

cal and Central Governmen-tal Institutions for improve-

ments in a wide area of in-

terests ranging from envi-

ronmental issues, tourism promotion projects, security

issues and education. These efforts continue to draw benefits for our members

and those intimately familiar with our local hotel industry

are very much aware that Chamber hotel establish-

ments enjoy a much higher

annual occupancy than non-member hotels and are fi-

nancially in a much better position that most non-

member hotels because of our networking opportuni-ties.

The Chamber is not afraid to tackle the “hard

issues” such as corruption, abuse of power issues, illegal

rental houses, child abuse issues or lobby for the re-

moval of a Mayor or a Police Chief that does not serve the interests of our business

community or the commu-nity at-large. Our community

leaders that do care and

business owners that do pay

attention appreciate these efforts and for that reason

the Chamber remains strong and influential where other organizations have all but

disappeared. We enjoy ex-cellent working relationships

at all levels of government and are ready for 2013.

miento de los Estudios de Factibilidad

de una muy necesitada Planta de Tra-

tamiento de Aguas Residuales para

Quepos. Los participantes de la reu-

nión incluyen a Isabel León, Alcaldesa

de Quepos, Ing. Cristian Mora, Dra.

Alejandra Quesada, Luis Salas, Direc-

tor del AyA en Quepos, Harry Bodaan,

Presidente, CCIT, Cornelio Mesén,

Miembros de la Junta Directiva CCIT,

Mariana Araya, Directora de la CCIT y

el Ing. Luis Humberto Quesada del

AyA en la oficina central en San

José.

El Ing. Luis Humberto Quesada pre-

sentó el actual estado del Estudio de

Factibilidad de un Centro de Trata-

miento de Aguas Residuales pro-

puesto en el área de Quepos y Ma-

nuel Antonio y el costo estimado del

Estudio es de aproximadamente

85.5 millones de colones – Este Es-

tudio incluirá áreas económicas, fi-

nancieras, sociales, ambientales y

de impacto técnico.

Estimaciones aproximadas de un

Proyecto de Tratamiento de Aguas

Residuales sería de alrededor de $20

Millones y el Estudio de Factibilidad

proveerá los costos reales de este

proyecto. Como los fondos ya se en-

cuentran disponibles el Estudio em-

pezará lo antes posible y no se espe-

ra que demore más de 6 meses.

As funds have been made avail-

able the Study will start as soon

as possible and is not expected

to take more than 6 months.

Almuerzo de Prensa con la Alcaldesa Isabel León y Presidente del Consejo Municipal Jonathan Rodríguez.


La Alcaldesa Isabel León y el presidente del Consejo Municipal Jonathan Rodríguez se dis-culpó por no haber podido acompañarnos en nuestra Cena Anual de Navidad en “The Falls Resort” y quiso presentarse personal-mente durante un almuerzo privado con to-dos los ganadores del Premio a Quien Hace la Diferencia. Ella personalmente quería decir gracias a PAWS, Mono Titi Alliance, Richard Lemire, y Kids Saving the Rainforest.

Los ganadores tuvieron la oportunidad de expresarse y hablar acerca de sus trabajos con la comunidad y la Alcaldesa junto con el Presidente Municipal Jonathan Rodríguez contestaron sus preguntas. Realmente lo disfrutamos, gracias a todos por venir. Nos veremos en la entrega del Premio a Quien Hace la Diferencia 2013.

Mayor Isabel León and President of the City Council Jonathan Rodriguez apologized for not being able to join our Annual Christ-mas Dinner at “The Falls Resort” and wanted to introduce herself during a private lunch with all the winners of the Making a Difference Award. She personally wanted to say thank you to PAWS, Mono Titi Alliance, Richard Lemire, and Kids Saving the Rainforest . The winners had an opportunity to express

themselves and talk about their work with the community and Mayor with Jonathan Rodríguez the Municipal Council President were able to answer some questions for them. We really enjoy it, thank you all for coming. We´ll see each other on the Making a Differ-ence Award Gala Dinner 2013.
