Guadalajara será la sede mundial de las te-lecomunicaciones del 4 al 22 de octubre, con la realización en esta ciudad de la Conferencia de Plenipotenciarios de la Unión Internacional de Teleco-municaciones (UIT), que es la instancia más importan-te de la Organización de Naciones Unidas en materia de comunicaciones y tecnologías de la información.

La Conferencia de Plenipotenciarios, que integran 192 países, es el órgano supremo de la UIT, se celebra cada cuatro años, y es el escenario donde se decidirá el futuro de las telecomunicaciones hasta el año 2014.

La Secretaría de Turismo de Jalisco ha informado que a este magno evento asistirán ministros, jefes de Estado y personalidades de más de 160 países, al igual que 700 representantes del sector privado y de diferentes orga-nizaciones regionales e internacionales relacionadas con las tecnologías de la información y comunicación.

Durante la Conferencia también se eligen los altos cargos de la organización así como los miembros del consejo. Según los organizadores, se espera que en esta reunión los 2,500 delegados asistentes también trabajen en diversas mesas en temas más vinculados con las tele-comunicaciones en los países, como proponer acciones que reduzcan la brecha digital, además de promover el mejor uso de las tecnologías disponibles en beneficio de las personas.

“Se abordan asuntos complicados, como la frecuencia para la telefonía celular, hasta cosas tan sencillas como unificar las entradas para los cargadores de electricidad de los teléfonos celulares, todo se ve aquí”, señaló Guillermo Ramírez, director general de la Comercializadora de la Oficina de Visitantes y Convenciones de Guadalajara, encargada de la logística del hospedaje para las delegaciones participantes.

Entre las empresas que han confirmado su partici-pación se encuentran Microsoft, Telmex, Telefónica, Samsung y Toshiba.

Guadalajara will be the world venue of the telecommunications, from October 4 until 22, thanks to the execution of the Plenipotentiary Conference of the International Telecommunications Union (ITU), which is the most important instance of the United Nations concerning of communications and information technologies.

The Plenipotentiary Conference, conformed by 192 countries, is the supreme body of the ITU, it takes place every four years and is the scenario where the future of the telecommunications, from here until the year 2014, will be decided.

The Tourism Office of Jalisco has informed that heads of state and personalities from more than 160 countries, ministers, 700 representatives of the private sector and other regional and international organizations related to information and communication technologies will attend this great event

The Plenipotentiary Conference addresses various

topics, some of them can be a matter exclusive of the ITU, such as the strategic orientation of the union, be-sides, in this kind of event policies and recommendations are made to answer the necessities of the members of the organization and their own financial plan is settled, among other things.

During the Conference the high ranks of the organiza-tion are chosen, and so the members of the board.

According to the organizers, they are hoping that the 2,500 delegates attending will also work on several topics more related to the telecommunications of the nations, such as proposing actions that reduce the digital gap and the promotion of the better use of the available technolo-gies for the benefit of the people.

En el marco de la Conferencia de Plenipo-tenciarios de la UIT en Guadalajara, se rea-lizará la elección de los principales funcionarios del máximo órgano de las telecomunicaciones de la ONU.

Este año se elegirá al secretario general, el vicesecretario general, los directores de las oficinas de los sectores de Radiocomunicaciones, de Normalización de las Teleco-municaciones y de Desarrollo de las Telecomunicaciones, y los miembros de la Junta del Reglamento de Radioco-municaciones, así como a los 47 estados miembros que integrarán el próximo Consejo de la UIT.

El secretario general de la UIT, Hamadoun I. Touré, de Mali, y el vicesecretario general, Houlin Zhao, de China, serán reelectos en Guadalajara.

El mexicano Héctor Olavarría Tapia, actual director general de Política de Telecomunicaciones y Radiodifusión de la Secretaría de Comunicaciones y Transportes (SCT), aspira a dirigir la oficina de Desarrollo de las Telecomu-nicaciones de la UIT.

De los 47 asientos del Consejo, la Región A, que corres-ponde a América, cuenta con ocho lugares disponibles, por lo que para pemanecer en la UIT, México compi-te por una silla con Argentina, Brasil, Colombia, Costa Rica, Cuba, Ecuador, Jamaica, Paraguay, Estados Unidos y Venezuela.

As part of the Plenipotentiary Conference of the International Telecommunication Union in Guadalajara, there will be the election of the principal officers of the highest organ of tele-communications of the United Nations (UN)

This year will be elected general secretary, general vice-secretary, and directors of the offices of Radiocom-munication, Telecommunication Standardization and Telecommunication Development. Also members of the Radio Regulations Board will be elected.

In this context, Mexico had two nominations: Héctor Olavarría Tapia, current CEO of Telecommunications and Broadcasting Policies of the Ministry of Communications and Transport (SCT in Spanish), who aspires to manage the Telecommunications Development Office of the ITU.

Héctor Olavarría competes against Brahima Sanou, from Burkina Faso, and Sami S. Al-Basheer, from Saudi Arabia. Meanwhile. The ITU general secretary, Hamadoun I. Touré, from Mali, and the general vice secretary, Houlin Zhao, from China, will be reelected in Guadalajara.

Of the 47 seats of the Council, the A Region, which corresponds to America, has eight available places. So Mexico compites against Argentina, Brasil, Colombia, Costa Rica, Cuba, Ecuador, Jamaica, Paraguay, United States y Venezuela for a seat.

Comienza la cumbre/The summit begins

La Conferencia de Plenipoten-ciarios de la Unión Internacio-nal de Telecomunicaciones (UIT) arranca a las 9:30 de la mañana de hoy, con una reunión entre los jefes de las di-ferentes delegaciones. El programa sigue a las 11:00 de la mañana con la ceremo-nia de apertura, y a las 14:30 horas inicia la primera sesión plenaria.

No obstante que el arranque oficial es hoy, ya desde ayer se realizaron algunas actividades en el marco de la cumbre de la UIT, pues por la tarde se llevó a cabo una reunión oficiosa de jefes de delegación para intercambiar opiniones y ayudar al secre-tario general del organismo, Hamadoun Touré, a formular recomendaciones para la reunión oficial de jefes de delegaciones de hoy y, especialmente, para examinar por adelantado la estructura propuesta de la cumbre y las propuestas relativas a la cons-titución de la mesa de la conferencia.

Asimismo, según la misma información divulgada por la UIT, se advierte que las instalaciones oficiales de Expo Guadalaja-ra quedarán estrictamente limitadas a las personas que lleven una tarjeta de identifi-

cación de la conferencia con su fotografía. Se señala a los participantes que todos los delegados, observadores, representantes de los medios de comunicación, miembros del personal de la UIT y de la Secretaría del país anfitrión, así como todo el personal técnico y de asistencia de Expo Guadalajara, deberán presentar la tarjeta de identifica-ción si desean entrar en el recinto de la conferencia.

Asimismo, los participantes deberán pasar por los controles de seguridad situados en los puntos de acceso al centro de convenciones, similares a los de control de seguridad que pueden verse en los aeropuertos.

No se autorizará el acceso al recinto a los participantes que transporten más de un ma-letín de dimensiones que correspondan a los aceptados en las cabinas de los aviones.

La UIT recuerda a los participantes que vigilen sus pertenencias personales en el recinto de la conferencia y el perímetro del hotel. Todas las preguntas sobre objetos perdidos deberán dirigirse al Servicio de Seguridad de la conferencia de la UIT, que responderá a las mismas en el mostrador de información situado en el recinto.

Nevertheless the oficial beggining is today, since yesterday some activities had been made within the framework of the summit, like the meeting that took place in the afternoon, on which delegation chiefs exchanged opinnions and helped the secretary general of the organization, Hamadoun Touré, to formulate recomendations for today’s oficial reunion of delegation chiefs, and specially, to examinate in advance the strcuture proposed by the summit and the proposals related to the constitu-tion of the conference pannel.

Also, according to the information spread by the ITU, it is noted that the oficial facilities of Expo Guadalajara will be strictly limited to the people

that carries a propper ID with pho-tography.

It is pointed out to the participants that all of the delegates, observers, the media, the ITU personnel and the memebers of the Secretary of the host country, as the staff of Expo Guadala-jara, must show such ID if they want to enter into the enclosure.

Everyone should pass through the security controls placed at the access points to the convention center, similar to those that can be seen at the airports.

To those individuals who carry more than one briefcase of the allowed di-mentions inside an airplane cabin, the access will not be authorized.

The ITU would like to remind the participants to watch their belong-ings at the place of the summit and on the perimeter of the hotel. All the questions regarding to lost objects will be made to the Security Service of the ITU summit, who will take care of them at the information counter inside the building.

Porque las sociedades rezagadas en ac-ceso a Internet de banda ancha sufren también atrasos en desarrollo económico, social y democrático, la conectividad de todas las comunidades del orbe a banda ancha, y con ello la eliminación del “analfabetismo contemporáneo”, será uno de los temas centrales en la Conferencia de Pleni-potenciarios de la Unión Internacional de Telecomuni-caciones (UIT), que se desarrollará en Guadalajara del 4 al 22 de octubre.

“Será una especie de objetivo universal de banda an-cha”, explicó el presidente de la Cámara Nacional de la Industria Electrónica, de Telecomunicaciones y Tecno-logías de la Información (Canieti), Santiago Gutiérrez Fernández.

“Nosotros esperamos que las políticas que se definan sean de una fuerza tal que nos ayuden como país a avanzar en la penetración y cobertura de banda ancha”, indicó.

Pero al hacer un análisis por regiones, la situación es aún más crítica. Según el presidente de la Canieti, entidades como Chiapas, en el Sureste de México, cuentan con una penetración a banda ancha de entre 2 y 4 por ciento, ubicándose en el mismo nivel que tienen los países más pobres del mundo.

La inequidad es más evidente cuando se analiza la conectividad por estratos sociales. Con base en las estadísticas del organismo, casi 70 por ciento de las co-nexiones a banda ancha en México están concentradas en menos de 10 por ciento de la población.

No obstante el aumento exponencial que ha tenido México en penetración de banda ancha durante los últimos tres años, con tasas de crecimiento anual de 40 por ciento, ello no ha sido suficiente para sa-

tisfacer la cobertura requerida, debido al nivel de rezago en que se encontraba previamente el país.

“Ahorita estamos en 10 por ciento [de penetración] y deberíamos estar por lo menos en 20 o 22 por ciento”, dijo Santiago Gutiérrez.

Protocolo de Internet 6 Otro de los temas relevantes durante la cumbre será lograr una normatividad que permita acelerar la adopción del Protocolo Internet versión 6 (IPv6, por sus siglas en inglés), pues la versión 4 está totalmente agotada.

Pese a que fue uno de los temas que se abordaron durante la Cumbre de Plenipo-tenciarios de la UIT en Antalya, Turquía, hace cuatro años, y a que desde entonces se ha venido trabajando en la adopción de la IPv6, el avance ha sido lento conforme a los objetivos que inicialmente se trazaron, refirió el presidente de la Canieti.

Según el experto, el volumen de infor-mación que se maneja a través de Internet ha sido mucho mayor y ha superado las expectativas, de forma tal que la IPv4 “está prác-ticamente agotada en cuanto a capacidad”, lo que supone un riesgo de saturación y cuellos de botella que harían inefi-ciente o inaccesible el uso de Internet en caso de que la versión 6 no se adopte con la debida celeridad.

Plan mundial de TIC’s Durante la Conferencia de Plenipotencia-rios en Guadalajara se aprobará asimis-mo el Plan Estratégico para Desarrollo de

las TIC’s (Tecnologías de Información y Comunicación), que emite la UIT como recomendación a todos los países.

Dicho plan se ha venido trabajando desde hace varios años, desde la cumbre de 2006 en Antalya, y de acuerdo con Gutiérrez Fernández, hay un gran interés de los países miembros por conocer los detalles.

“Hay mucha expectativa por conocer cuál es ese plan estratégico para desarrollo

de las TIC’s a escala mundial, y que ese plan incluya reco-mendaciones sobre políti-cas públicas para extender la adopción de uso de TIC’s. En el caso de México, nos in-teresa sobre todo la adopción de TIC’s a pymes (pequeñas y

medianas empresas) para la productividad y competitividad”, puntualizó.

Cabe mencionar que la Conferencia de Plenipotenciarios determina las polí-ticas y acuerda los programas de trabajo y proyectos de la UIT para los siguientes cuatro años.

Algunos acuerdos alcanzados por la Conferencia de Plenipotenciarios en Antalya, Turquía, en 2006 son:

Examinar la situación de los servicios de tele-comunicaciones/TIC (Tecnologías de Información y Comunicación) en los países identificados por la ONU como PMA (países menos adelantados) y PEID (pequeños estados insulares en desarrollo), que necesiten medidas especiales para el desarrollo, y prestar ayuda eficaz a dichos países a través del programa voluntario de cooperación técnica y cré-ditos con cargo al mismo. (Resolución 30)

Prestar asistencia y apoyo a los países con necesidades especiales para la reconstrucción de su sector de telecomunicaciones, entre ellos, Afganistán, Irak y Líbano, cuyos sistemas de te-

lecomunicaciones han quedado destruidos por la guerra y requieren una atención urgente. El apoyo se ordena asimismo para la República Democrática del Congo, Burundi, Timor Oriental, Eritrea, Etiopía, Guinea, Guinea-Bissau, Liberia, Rwanda, Sierra Leona y Somalia. (Resolución 34)

Instar al sector de Normalización de las Telecomuni-caciones de la UIT a elaborar metodologías para deter-minar costos apropiados para servicios fijos y móviles.

Para mitigar los efectos de las catástrofes y para operaciones de socorro, la Conferencia determinó invitar a sus miembros a adherirse al Convenio de Tampere, sobre la utilización de las redes públicas de servicios móviles para emitir alertas tempranas y di-vulgar información de emergencia. (Resolución 36)

Que haya un acceso sin discriminación a los medios y servicios de telecomunicación y de las tecnologías de la información. Para ello, invita a los gobiernos de los estados miembros de la UIT a ayudar a los fabricantes de equipos de telecomunicación y de sistemas de infor-mación y comunicación, así como a los proveedores de servicios, para garantizar que estén disponibles para el público sin discriminación alguna. (Resolución 64)

Con el fin de estimular la reflexión y el intercambio de ideas, recomienda a los países miembros organizar programas nacionales y debates con la sociedad para celebrar el Día Mundial de las Telecomunicaciones y de la Sociedad de la Información anualmente el 17 de mayo (fecha de la firma del primer convenio telegráfico internacional), instituido en Málaga-Torremolinos (Es-paña) en 1973. (Resolución 68).

Plan Estratégico de la Unión para 2008-2011: Ayudar a reducir la brecha digital nacional e inter-nacional en las TIC´s, facilitando la interoperabi-lidad, interconexión y conectividad mundial de las redes y los servicios. (Resolución 71)

Broadband access, ITU’s universal goal


The delegations will discuss penetration and coverage to Internet, new web protocol’s adoption and a world plan for public policies in telecommunications.

Since the societies with limited broadband internet access also suffers from backwardness on their economic social and democratic develop-ment, the broadband connectivity of all orb’s com-munities and so the elimination of the “contemporary illiteracy” will be one of the central topics at The Pleni-potentiary Conference of the International Telecom-munications Union (UTI), to take place from october 4 to 22, in Guadalajara.

“It will be some kind of broadband universal goal”, explained Santiago Gutiérrez Fernández, president of the the National Chamber of the Electronics Industry, Telecommunications and Information Technologies (Canieti, in Spanish).

“We hope the settled policies to be of such strength that, as a country, will help us to go forward on the broad-band penetration and coverage”, appointed. to 22, in Guadalajara.“It will be some kind of broadband universal goal”,

for Economic Cooperation and Develop-ment (OECD).

But making an analysis per regions, the situation is even more critical. Ac-cording to the president of the Canieti, states like Chiapas, at the southeast of Mexico, have a broadband penetration between 2 and 4 per cent, placing itself at the same level of the poorest countries of the world.

The inequality is more palpable when the conectivity per social stratums is analyzed. Based on the statistics of the organization, almost 70 per cent of the broadband con-nections in Mexico are concentrated on less than 10 per cent of the population.

In spite of the exponential growth that Mexico has had in broadband penetra-tion over the past three years, with anual growth rates of 40 percent, it hasn’t been enough to satisfy the required coverage thanks to the previous lag on which the country was.

“Right now, we’re at the 10 per cent [of penetration] and we should be, at least,

around 20 or 22 per cent”, Santiago Gutiér-rez said.

Internet protocol 6Another relevant topic at the summit will be to achieve regulations that allow the adoption of the Internet Protocol, version 6 (IPv6), at a higher rate, once

the version 4 is totally worn out. Although it was one of the issues dis-

cussed during the Plenipotentiary Confer-ence in Antalya, Turkey, four years ago, and that the adoption of the IPv6 has been worked, the progress has been slow, accord-ing to the initial goals, said the president of Canieti.

As the expert said, the volume of in-formation that is managed through Internet has been bigger and has overcome the expectations, and so the IPv4 “is almost spent on its capacity”, which means a saturation risk and bottle-necks that could make inef-ficient or inaccessible the Internet, in case the version 6 is not adopted quickly enough.

World Plan of ICTs The Strategic Plan for the Development of the ICT (Information and Communica-tion Technologies) will be also approved

during the Plenipotentiary Conference in Guadalajara, which is issued by ITU as a recommendation to all the nations.

Such plan has been at the table since several months, since the 2006 summit in Anrlaya, and according to Gutiérrez Fernández, there’s a great interest to know the details from the member nations.

“There is a lot of expectation to know the strategic plan for ICTs development at world scale, and the recommendations on public policies to extend the adoption of ICTs. In the case of Mexico, we’re inter-ested on the adoption of ICTs for small and medium

companies (pymes, in Spanish) and its productivity and competitiveness”, he pointed out.

It is worth to mention that the Pleni-potentiary Conference establishes the policies and agrees work programs and projects of the ITU for the next four years.

The Conference decided to invite to the member countries to stick to the Tampere Agreement on the use of the public networks of mobile services to broadcast early warnings and emergency informa-tion, in order to mitigate the consequences of the catastrophes. (Resolution 36)

That there be an indiscriminate access to the media and telecommunication services. To accom-plish that, the government of the member states or the ITU are invited to help the manufacturers of telecommunication and information systems equipments and the service providers in order to guarantee the availability of them for the general public. (Resolution 64)

In order to stimulate the meditation and ex-change of ideas, it is recommended to the member nations to organize national programms and de-bates with the society at the Telecommunications and the Information Society World Day, each May 17 (date of the signature of the first telegraphic international agreement), instituted in Málaga-Tor-remolinos (Spain) in 1973. Dirigir el vuelo de un avión desde su propia estación de control, interactuar con un robot, di-señar videojuegos, crear un video y compartirlo al ins-tante con todo el planeta a través de las redes sociales dejaron de ser escenas que los jóvenes podían observar sólo a través de caricaturas o películas futuristas.

A partir del 9 de octubre próximo, dichas actividades serán exhibidas a miles de jaliscienses y a los partici-pantes de la UIT, a través del Foro Interactivo de Tecno-logía (FIT) Jalisco, organizado por la industria de alta tecnología instalada aquí y la Secretaría de Promoción Económica (Seproe).

Considerando que la industria electrónica en Jalisco atrajo inversiones por 327 millones de dólares (mdd) en el primer semestre de 2010, “el doble de su meta anual”, la Seproe y la Cámara Nacional de la Industria Electrónica y de Tecnologías de la Información (Canieti) promoverán los desarrollos de este sector al mundo aprovechando la cumbre de la UIT, informó Jacobo González, director de Promoción a la Inversión de la dependencia estatal.

Además de organizar eventos que combinarán la pro-moción económica y la atracción de inversiones con una muestra cultural, pasando por catas de tequila para los delegados asistentes a la UIT, la FIT contará también con una parte lúdica que mostrará a los jóvenes que la quinta supercomputadora más grande del mundo se fabricó en Jalisco, y que los sistemas de almacenamiento masivo para que toda la información de sus cuentas de Facebook y de correos electrónicos estén guardados en un solo kit también son hechos en nuestro estado.

Por su parte, el presidente de la Canieti en Occidente, Octavio Parga, confió que el FIT sea una “semilla” para futuros negocios, y agregó que la industria llevará a grupos de delegados a visitar las plantas y centros de software localizados en Jalisco, para que conozcan ejemplos de lo que aquí se realiza.

Además, la Canieti invitará a los delegados a participar en el evento dedicado a la industria aeroespacial, Aeros-pace Meetings, que se realizará en Expo Guadalajara a la par de la cumbre de la UIT.

From next October 9, such activities are going to be shown to thousands of Jalisco born and to the attendants of The Plenipotentiary Conference of the International Telecommunications Union (ITU), through the Interactive Technology Forum (ITF) Jalisco, that the high technology industry stated here and the Ministry of Economic Pro-motion (Seproe in Spanish) will organize at the frame of the event that takes place in Expo Guadalajara.

Considering that the electronic industry in Jalisco at-tracted investments of 327 million dollars on the first semester of 2010, “the double of its annual goal”, Seproe and the National Chamber of the Electronics Industry and Information Technologies (Canieti in spanish) will promote developments of this sector to the world, taking advantage the ITU forum, as Jacobo González, manager of Investment promotion of the state agency said.

Besides the organization of events that will combine the economic promotion and the investment attraction thanks to a cultural display (like tequila tasting for the delegates attending the ITU), the IFT will also have a playful side that is going to introduce the fifth biggest supercomputer of the world to the young ones, which was made in Jalisco, the same place where systems of massive storage –like the ones that storage all the information from their Facebook accounts and emails, so they can have them on one only kit—are made.

Meanwhile, the president of the Western Canieti, Octavio Parga, said he trust on ITF as a “seed” to future business, and he added that the industry will take the delegates to visit the plants and software centers located in Jalisco so they get to know what is been made here.

Besides, Canieti will invite the delegates to attend the event dedicated to the aerospace industry, Aerospace Meetings, which will take place at Expo Guadalajara at the same time as the ITU forum.

El gobierno de Jalisco destinará 34 millones de pesos (mdp) en la realización de la Conferencia de Pleni-potenciarios de la Unión Internacional de Telecomunicaciones (UIT), gasto que será altamente redituable para el estado, con-siderando que la derrama económica que dejará en el estado se calcula en cerca de 300 mdp, lo que constituye un retorno de la inversión de diez a uno, según dijo el se-cretario de Turismo, Aurelio López Rocha.

Detalló que la inversión se canalizará a las acciones vinculados con el papel de anfitrión que tendrá Jalisco, considerando que el montaje temporal en Expo Guada-lajara para las sesiones plenarias y para las oficinas de cada una de las delegaciones de los países que acudirán y la conectividad del recinto, correrán por cuenta de la Secretaría de Comunicaciones y Transportes (SCT).

Indicó que en los 19 días que durará la confe-rencia, se espera una ocupación hotelera de 100 por ciento en Guadalajara, mientras el promedio regular en octubre es de 70 por ciento.

Mónica Sánchez, directora de Asun-tos Internacionales del gobierno estatal, confirmó que al acto inaugural asistirá el secretario general de la UIT, Hamadoun Touré y el titular de la SCT, Juan Molinar Horcasitas.

El lunes 4 de octubre, en la inauguración, se presentará un timbre conmemorativo del evento de la UIT y el billete de la Lotería Nacional correspondiente al sorteo del 8 de octubre presentará impreso el logotipo de la conferencia. La noche de la inaugura-ción, el Ejecutivo ofrecerá un coctel para los delegados asistentes en la que se presenta-rá una muestra artesanal, gastronómica, cultural y turística.

La Conferencia de Plenipotenciarios de la UIT será uno de los tres eventos que la Organización de Naciones Unidas (ONU) realizará este año en Jalisco. En noviem-bre se celebrará en Puerto Vallarta el Foro de Migración y unas semanas después el Foro Parlamentario de Turismo también en ese destino.

He explained that the investment will be channeled to the actions related to Jalisco’s role as host, since the tempo-rary staging in Expo Guadalajara (made for the plenary sessions and the offices of each and every delegation, as well as the connectivity of the enclosure) shall be borne by the Ministry of Communications and Transport (SCT in spanish).

He said the hotel occupancy is expected to be at 100 percent in Guadalajara during the 19 days of the conference; while, the

average of occupation through October is estimated at 70 percent.

Mónica Sánchez, director of International Affairs of state government, confirmed that ITU’s general secretary, Hamadoun Touré, and SCT’s holder, Juan Molinar Horcasitas, will attend at the opening ceremony.

At the opening of the meeting, on Mon-day October 4, a commemorative postage stamp and the National Lottery bill for the October 8 draw will show the print logo of the conference. That night the Executive will offer a cocktail to the attending delegates, in which handcraft, gastronomic, cultural and touristic show will take place.

The Plenipotentiary Conference of the International Telecommunications Union is one of three events that the United Na-tions (UN) will make in Jalisco this year. On November, the Migration Forum will be celebrated at Puerto Vallarta, and weeks later the Tourism Parliamentary Forum will take place at the same location.

Para dimensionar el rezago que tiene México en co-nectividad, el titular de la Seplan dijo que la conexión de alta velocidad que están ofreciendo las empresas es 30 o 40 veces más lento que en países como Corea del Sur.

“En Jalisco somos líderes en producir software y hard-ware, pero no somos líderes en el uso de las tecnologías para educación, para salud, para seguridad, para turismo, para comunicación y para todas las áreas”.

Señaló que según una encuesta de la Seplan, cuatro de cada diez familias en Jalisco cuentan con Internet, pero la velocidad de conexión es muy baja y son “muy pocos lugares” los que cuentan con banda ancha.

La red conectará a unidades exclusivamente públicas a una banda ancha a través de una red propia híbrida, es decir, utilizará tres tipos de tecnología, Wimax, cable y satélite.

Para salir del atraso tecnológico que man-tiene a México en el último lugar en conec-tividad a Internet entre los 30 países de la Organi-zación para la Cooperación y el Desarrollo Económico (OCDE), Jalisco pondrá en marcha en octubre próximo la red digital más importante de América Latina.

El lanzamiento del proyecto Red Digital Jalisco se hará el 7 de octubre en el marco de la Conferencia de Plenipotenciarios de la Unión Internacional de Teleco-municaciones (UIT), que se realizará en Guadalajara del 4 al 22 de octubre próximo.

Con una inversión de casi 450 millones de pesos (mdp) de recurso estatal y federal, el gobierno de la entidad arrancará el proyecto que proveerá el servicio de Internet de banda ancha a diez mil unidades, entre escuelas, hospitales y oficinas públicas en todo el estado, informó el secretario de Planeación (Seplan), Víctor González Romero.

Los planes del gobierno pretenden que en diciembre de este mismo año, 60 por ciento de los diez mil puntos contemplados tenga Internet de banda ancha, con una primera inversión de 146 mdp de recurso estatal.

Los cuatro mil puntos restantes se incorporarán a la red en 2011 y requerirán una inversión de 300 mdp,

The SCT will permit the use of frequencies and the connectivity through the optical fiber of the Federal Commission of Electricity.

The cost is higher, González Romero explained, because at two thousand units the service will be provided through satellite, since their geographic location. This means that the users in Mexquitic, Quitipan and all Jalisco schools will be able to navigate at a higher speed than the com-mercially available.

In order to put on perspective the backwardness of Mexico on connectivity matter, the head of the Seplan said the high speed connection offered by companies is 30 or 40 times slower than countries as South Corea. “We are leaders at software and hardware production, but we’re not at the application of technologies on education, health, security, tourism, communication and other branches”.

He also pointed out that according to a Seplan survey, four of ten families in Jalisco have Internet, but the speed of the connection is very slow and “very few places” re-ceive it on broadband.

The network will connect only public units to a broad-band through an own hybrid network, i.e. it will use three kinds of technology: Wimax, wire and satellite.


In order to leave behind the technological backwardness that keeps Mexico in the last position in Internet connectivity among the 30 countries of the Organization for Economic Co-operation and Development (OECD), Jalisco will launch the most important digital network of Latin America this october.
