Our nation has been growing steadily since the beginning of this century. The manufacturing activity has had a leadership role in this development as a result of investment, innovation and the responsiveness of the Peruvian industry. In the last decade, our industrial businesses have made progress in the conquest of new markets, taking advantage of the opportunities of trade liberalization and its offer of quality products at competitive prices. The virtuous cycle of growth of the industry foretells that in the coming years, we could expect positive rates of at least 7% per year. The good performance of the industry is due both to domestic demand and exports, which has lead to more conditions for safe growth. The ever-increasing interest in doing business in Peru confirms that we have set ourselves in the correct path. The Peruvian industry has the capacity to meet demands of local and international suppliers and consumers in greater demanding conditions. The recent launch of the brand nation will make it possible to increase the presence of products in international markets, taking into account that currently the brand Per is already synonymous with quality. The challenge now is to consolidate the progress made in recent years, generating more investment, increasing productivity from innovation and creating value with our brands. We have all the conditions and potential to create industrial products that can be recognized for their quality and competitiveness. Manufacturers have been betting on the increase of national value-added products and for sustainable development, evidenced by the investment generated in recent years. The SNI looks at the future with the same will and determination of its founders. This is why we edited the Industrial Directory (Issue No. 87) to present an updated supply of goods, services and companies for all sectors of the manufacturing industry.

Pedro Olaechea Alvarez Caldern Presidente / President Sociedad Nacional de Industrias / National Association of Industries

In the year 2010, the manufacturing industry resumed the expansive path that was interrupted in 2009 by the international financial crisis that depressed markets and halted seven years of continuous expansion. During most part of the year, there was a monthly growth of over 10 per cent (in June it reached an all-time high of 22.1 per cent), especially supported by the dynamic of the domestic demand as well as a gradual recovery of exports which certainly make it a more sustainable recuperation. However to make this growth sustainable over time, it is necessary to correct the distortions and structural problems that prevent a more robust qualitative leap in the production of goods with higher added value. Manufacturing is an activity that adds and needs knowledge for its transformational processes. Thus the concern about obtaining higher levels of manufacturing competitiveness through the education and vocational training of the human factor and this way link education with industries. In addition, it is necessary to take effective measures to combat illicit smuggling, informality and undervaluation practices, and to implement an internal agenda that allows us to maintain the growth from the generation of value added goods in a decentralized manner with social responsibility. Finally, it is also necessary to link the entire chain of development from a fortified institutional framework towards a competitive economy with fairness and implementation of an industrial policy with a long-term vision.

Comportamiento sectorial 2010

Sector Performance 2010

In the year 2010 more than 80 per cent of the industries that we analyzed, which together are 70, had a positive performance. Of them, those which showed greater dynamics were the industrial activities linked to the construction industry, as well as the metal-mechanic industry for its relationship with mining activities. Also, there has been a significant growth in industries related to consumer goods, mainly food and beverages. In October of 2009 the industrial performance scenario was complex, where 44 of the 70 industries examined showed a negative performance. This scenario presented a drop in industrial production; lower use of installed machinery; a fall in the import of inputs, machinery and equipment purchase; etc. This is a totally different picture from that appreciated during much of the year 2010. This dynamic is closely related to the growth of the construction sector, which closed the year with a variation of 17.4 per cent, and whose dynamics were transferred to all industrial branches directly related to this economic activity. This transfer increased the demand for products directly related to the framework of the building, finishing, and building remodeling industries.

This is also the case of the metal-goods industries for structural use (rebar, wire rods, plates, etc.); the industry of cement, lime and plaster; the industry of clay products and non-refractory ceramic for structural use (coating for floors, bricks, tanks, sinks, toilets, bidets); the glass industry (security glass); as well as the industry dedicated to the manufacture of wires and insulated wires; paints and varnishes; faucets; wood products; among others. Likewise, there has been a greater demand for energy, which has revitalized the industry of transformers and electrical generators, given the need required by factories, sub-stations and mining complexes, among others for more power. These places require the presence of transformers and electromechanical equipment to increase or decrease energy levels; as well as, a need for generators when there is a shortfall in power generation as when needed in camps outside the scope of the public energy grid. On the other hand, the textile tailoring industry has presented a significant rebound in its rate of industrial growth, which is related on the one side to a slight recovery in the volumes of exports of yarns and cotton yarns, woolalpaca fabrics and cotton garments, among other products, but also by a strengthening of the domestic market. In addition, the industrial growth is related to the dynamics of the domestic demand (consumer and intermediate goods) and a greater disposable income for the population which created an increase in consumption in the beverage industry, with a very strong internal component, as in the soft drinks, mineral waters, beer and wine industry. The recovery of the agro-industrial exports and domestic consumption was reflected in an increased growth of the container, paper and paperboard industry. Also there was an increase in the industry of tin plate cans, important component of products such as paints and varnishes, evaporated milk, chemicals, liquors and soft drinks, various foods (canned fish, juices, fruits, vegetables, meats, asparagus, etc.), edible oils, among others. These containers protect contents of external factors as well as facilitate their transport and handling. In addition to the dynamics introduced in much of the industrial branches linked to market forces, it is not possible to deny that one of the factors behind this growth was linked to a statistical effect, which adds a 20 per cent increase in the real growth in the manufacturing index, as a result of the low production levels registered during the year 2009. In this context, the manufacturing industry closed the year 2010 with a growth of 13.64 per cent based on the dynamic on manufacturing of non-primary products (16.88 per cent) due to an increased internal and external demand, with a strong participation of consumer goods and intermediate goods

Industry expectations for 2011

On the other hand, in a moderate scenario that deals with variables that would not affect the pace of investment and the momentum that the domestic market has on industries, we expect for the year 2011 to have an expansion of manufacturing in the order of 7.5 per cent, led by a non-primary growth of 8.1 per cent and a recovery of the primary industry of 3.5 per cent. This industrial growth lower than the year 2010 is explained by the higher base of comparison, understanding that in the year 2010 there were historic monthly highs registered in industrial growth. Domestic demand will continue to lead the expansion of manufacturing in a virtuous circle of higher investment, increased employment, higher consumption, increased production (which only stopped in the year 2009) and is expected to be sustained in the year 2011 led by consumption and private investment, and a smaller expansion of public expenditure. However, there are external factors to take into account which could alter the expected scenario, a slow recovery of the North American market, high inflation in China and fears of global warming; as well as problems in the Euro area. It must be borne in mind that Portugal and Spain (as well as Greece and Ireland) are countries that transmit greater distrust in markets due to their financial problems that could drag the rest of the Euro zone, posing a different picture for 2011 if strong political actions are not taken to control the deficit. In this moderate scenario, the sectors that would enhance industrial growth would continue to be those who are linked with the construction sector, which would continue leading improvement in different industries in the economy with an expansion above 8.5 per cent, in addition to consumer goods

La adaptacin de innovaciones est muy asociada a la importacin de maquinaria y equipo. industries, and those that have an stronger external component due to the recovery in external markets, though slow, but more than that experienced in 2010. In this sense, industries such as the manufacture of wood products, paints and varnishes, glass, cement, metal-made and ceramic products, among others will have a growth close to or greater than 10 per cent. In the meantime, consumer goods such as soft drinks and mineral waters, beer, cleaning products, and the food industry (dairy products, fruits and vegetables, oils, etc.) will expand above 5 per cent. On the other hand in the last 5 years, with the exception of 2009, the average level of investment in industry was around U.S. $4,500 million, basically aimed at machinery and equipment renewal; but also to the expansion of infrastructure and an increase of installed capacity, new projects and investment in the industrial Micro and Small businesses (MYPEs for its initials in Spanish). Machinery and equipment is the most important component in the Gross Capital Formation in the industrial sector which explains the investment effort carried out by the industrial sector. This effort records an important innovation component to improve production processes reducing costs, improving products and achieving productivity gains. The adaptation of innovations is closely associated with machinery and equipment import. During the year 2011, we believe that industries at the national level will be making investments of US $5,680 million, 9 per cent higher than in the year 2010 (which were estimated at US $5,200 million), reflecting the business confidence in the fundamentals of the economic policy, the implementation of programmed investments in mining, electricity, infrastructure linked with industrial sectors, and the expected expansion of the internal demand for the coming years.

COMPETITIVENESS: Move Towards the Production of Diverse Goods With Added Value

The latest Global Competitiveness 2010-2011 report published by the World Economic Forum reveals once again the structural difficulties in matters related to the institutional framework, health and education (primary, secondary and higher education), and innovation, among other factors. These difficulties prevent us from a qualitative leap towards a productive development that allows us to enter external markets and strengthen our domestic market with increasingly differentiated products both in value and quality. As the report well shows, the increased competitiveness translates into the greater capacity of economies to generate higher levels of income for its citizens, increasing levels of productivity. Increasing productivity creates, maintains and enables an environment to support a greater generation of value for its enterprises which translates into greater prosperity for their people. This is not only achieved with the opening of our markets, but rather with consistent economic policies, transparency in the management of fiscal accounts and stable rules of the game. There should also be a micro-economic environment that encourages an increase in companies productivity. In other words, it is not enough to be competitive within the company if obstacles outside takes us out of the market.

The sustained growth shown in our economy over the past years has allowed to GDP adjusted for Purchasing Power Parity (PPP) to already exceed the Chilean (252,184 million compared to 243,196 millions, World Bank July 2010); but in per capita terms, a better indicator to measure welfare, Peru (US $ 8,647) is still behind countries like Chile (US $ 14,331), Mexico (US $ 14,337) or Brazil (US $ 10,427). In this regard, countries that have made progress in terms of competitiveness due to increase investments in human capital, research and development, productive transformation, among others, have translated this development in an improvement in the populations income. That is why to be able to repeat the growth rates observed in the last decade, the only way forward is by increasing productivity through innovation.

Our country is in the second of the three states of development that the report provides. This means it competes for Efficiency, which presents the challenge of developing greater capacity as a country and point toward the third-level, Innovation. The overall competitiveness indicator locates us in position 73rd, among 139 countries, which means that in front of us there are 72 economies with better conditions to invest in and that offer a better climate for doing business. Economic development is a process of updating, which assumes that in a first stage the economy is driven by its natural resource endowments and a low-skilled labor where its low productivity reflects in low wages. Remaining competitive in this stage of development depends primarily on the proper functioning of public and private institutions, a well-developed infrastructure, a stable macroeconomic environment, and a workforce that has received at least a basic education. As competition increases, we moved toward the stage of efficiency, where we have to begin to develop more efficient production processes and products of higher quality. At this point, it is of major importance higher education and

In this context, a leap towards the third stage of the innovation development by walking the steps followed by other economies such as the Chilean, which is in a transitional phase between the second and third stage, or the economy of Ireland that is located on the third stage of competitive development will necessarily require important advances in the various indicators in which we are below the world average. It is necessary to speed up reforms to encourage investment in physical and human capital, science and technology, and to promote an increase in productivity and diversification of the productive structure. The indicators of innovation, scientific research, quality of institutions, and collaboration between industry-university are not very encouraging.

PRODUCTIVE TRANSFORMATION AND HUMAN CAPITAL This qualitative leap is currently framed in a scenario occurring now that we must change: the demand of international trade goods has been migrating in recent years towards medium and mainly high-tech products, a dynamic that as a report of CEPAL (initials in Spanish) well indicates (Andean Community: a study of its export competitiveness) is opposite to that observed in the Andean Community nations, including Peru, which is associated to a very low competitive business strategy. We have not yet managed to take a firm step towards the incorporation of a basket of products with higher technology content. On the contrary, we maintain a broad base of mostly primary and natural resource-based products which reduces our competitiveness in world imports and on the domestic level as well. This should lead to reflection that when exports are concentrated in a small number of products, mainly raw materials, fluctuations in commodity prices affect the terms of trade (relationship between the export and import prices) and the economies of the countries. Thus, diversification and the search for markets for new products with higher added value, incorporating technological development in the processing of traditional products helps reduce volatility in the terms of trade and consolidates gains in long-term competitiveness. In this context of highly concentrated export structure, it is imperative to open room in public policies for work on speeding up reforms to encourage investment in physical and human capital, and science and technology to promote an increase in productivity and diversification of the productive structure. Only by improving these aspects, our manufacturing industry
