Vision: To enable access and maintenance of Village Land

Records in an Easy, Transparent and Secure manner.

Objectives To convert physical Village Land Records into Electronic

records.

To automate maintenance and updation of Village Land

Records in a secure manner. To set up e-Dhara Kendras (e-DKs) for accessing and updating

of Land Records in a scalable manner

To charge user fee for self sustainable structure.

Complete system:

1) Issuance of computerized ROR from dedicated counters in

the taluka office

(2) receiving mutation application and processing it in onlinemode

Wave of change in record maintenance and piloted in

Junagadh, Vanthali Taluka.

Statistics

As on today, all 227 talukas are on central server solution

Monthly 80,000 mutations take place at e- Dhara Kendras and

from it 20,000 mutations take place automatically due tointegration with registration

Approx. 40 lacs of copies of ROR getting printed every month

Software Requirements

Software for e-Dhara is known as BhulekhSoft ,developed by

the NIC Gujarat unit.

Client : Windows platform (98SE, 2000, ME and XP).

Servers : Windows OS (98SE, 2000, 2003 or Win NT) with SQL

Server (7.0 or 2000).

Front end in Visual Basic 6.0 | Back end

data base : SQL 7.0 and 2000.

Reports : Crystal Reports, Version 7 | Gujarati

language interface, GIST SDK from C-DAC

Minimum RAM : server is 128 MB,

client 64 MB RAM

Front Office Module : mutation application receipt,

application verification, mutation entry number generation

and acknowledgement receipt printing.

VF6 mutation entry, printing, verification and locking for

generating of notices.

Mutation Module : Structure entry, S-form generation

depicting changes to be effected, final form and effecting

update to RoR.

RoR and Query Module : No data entry can be made.

Meant only for viewing and verifying of records. The module can

be run over a dial-up line.

Crop Module : Checklist generation, crop data entry, carrying

or- ward previous season crop data and data entry for changes.

Admin Module :Configuring user ID, password and

biometric fingerprints for all categories of users.

Correction Module :Correcting 7/12 and 8A based

upon talati or public verification. Strict timelines have

been built into this module.
