capital of Silicon Valley. All Rights Reserved: No part of this publication may betransmitted or reproduced in any form or by any means, this includes photo copying

These Are Pivotal Times

These are pivotal times wherein a largelydisgruntled electorate is grumping aboutthe state of the economy. If the electorate

votes their fears and emotions then America will def-initely suffer even more. It is essential that registeredvoters really separate the massive amount of ‘news’and ‘information’ which is really someone’s interpre-tation. Poll projections and opinions concerning anyparticular public policy topic are placed in the pub-lic’s view by those who strive to influence publicopinion.

The reality is that all levels of government, local, state, and federal, are simply BANKRUPT. Currenttax revenues do not meet the current obligations ofgovernment. All levels face enormous deficits be-cause of a series of private sector business decisionsthat have been implemented without regard to the im-pact on the American labor force and its ability tocontinue to support the American consumer econ-omy.

Since 1975, a series of policy decisions enabledcorporations to stash their cash offshore where it wasnot taxable. Also, during the Reagan administration, the interest paid on credit card balances became anon-deductible personal expense.

Over these years taxes paid by corporations ac-tually fell compared to those paid by individuals tax-payers. Individual taxpayers became the ‘beast ofburden’ that kept on paying more taxes while corpo-rations, with their lawyers and lobbyists, kept onseeking more and more subsidized ‘profitability’.

The electorate must face the reality that the re-cent wars, from Desert Storm to the currentAfghanistan nation-building effort, were largelyfunded by the Republican Administration with fundsborrowed from international sources. An outcome isChina now holding U.S. Treasury notes worth about$700 billion. The Democratic Clinton administrationleft a surplus that quickly became a huge deficitunder the Republican Bush Administration. It wasduring the ‘no government oversight’ approach of theGeorge W. Bush administration that their failed fiscalpolicies led to the near-financial system collapsecaused by those ‘derivatives’ whose true marketvalue was totally misrepresented. The result was thattruthful integrity necessary for financial exchangesbecame totally suspect.

These are pivotal times. The voter, whose largestfinancial exposure is a mortgage, millions of whichare ‘underwater’ today, must realize that the domesticAmerican economy has been prevented from collaps-ing by the bail-out funding which helped Wall Street,

but did not deal with Fannie Mae and Freddie Mac,because of the minority Republican ‘NO’ partisan ap-proach to any corrective public policy proposed bythe Obama administration. Remember, the Republi-can minority in Congress refused to provide fundingfor unemployment benefits just recently.

Today, many politicians are presenting proposalsabout creating jobs because that is what the 12% un-employed need urgently. Think about it…jobs are infactories which produce a product which consumerspurchase. Under the Republican administrations, much manufacturing has been relocated offshore. The recent record reveals partisan Republican Sena-tors voted against the energy-climate legislation, which was needed to scale up U.S. produced cleanenergy technology. This left American industry at adistinct disadvantage in the next global high tech in-dustry. Thomas L. Friedman (New York Times, Oc-tober 19, 2010) states, “While American Republicanswere turning (global) climate change into a wedgeissue (A JOKE), the Chinese Communists were turn-ing it into a work issue (JOBS).” The outcome is thatsolar panels are “Made in China” rather than manu-factured here in Silicon Valley where solar panelsbeing installed are not produced by America’s skilledlabor. The Republican Party seems to be taking careof profit oriented corporations rather than being con-cerned with continuing the pre-eminent leadership ofAmerica as the world’s most successful economy anddemocratic government.

During the past 19 months the Obama adminis-tration has prevented a global economic collapse thatwould have caused a second Great Depression. Fi-nancial industry, especially credit cards, have newupdated rules to follow; a national health care policywas established; education reform is being imple-mented with science, technology, engineering andmathematics being emphasized, and it is beginningto address the credit needs of small businesses. Theseaccomplishments must be credited to the Democraticmajorities in both houses of Congress. The Democ-rats must strive to achieve a filibuster proof majorityin Congress this coming election day, Tuesday, No-vember 2, 2010.

What can the individual registered voter do? Firstof all, learn the facts and truths which impacts yourfinancial situation. Secondly, ask the question:“Which party, Republican or Democratic, has donethe most for me? Which party is best at creatingJOBS? And then vote accordingly because these arepivotal times.Δ

Washington, DC—NCLR(National Council of LaRaza), the largest na-

tional Hispanic civil rights and advo-cacy organization in the United States, expressed profound disappointmentthat long-awaited Senate action on the“Development, Relief, and Educationfor Alien Minors (DREAM) Act” wasthwarted in a procedural vote by SenateRepublicans. Not a single Republicansenator voted to open debate on the“Department of Defense AuthorizationAct of 2011” (S. 3454), which con-tained the “DREAM Act” as an amend-ment.

“For years, we have fought for thislong overdue day. We have seen anoverwhelming outpouring of supportfor the ‘DREAM Act’ from business, military, religious, civil rights, and im-migrant organizations and educationleaders from throughout the country, aswell as incredible leadership fromyoung students. The ‘DREAM Act’earned the right to be discussed on itsmerits before the Senate. We are deeplyfrustrated that Senate Republicans didnot see it fit to give the legislation thatopportunity,” said Janet Murguía,NCLR President and CEO.

“While we await progress on com-prehensive immigration reform, thevery least we can do is give these re-markable young people the opportunity

to contribute all they can to our coun-try’s well-being, to its defense, and itsfuture,” Murguía continued.

The “DREAM Act” would allowyoung members of our society—whowere brought here as children throughno decision of their own, have grownup in our country, demonstrated goodcharacter, and excelled academically—to earn legal residence by serving in themilitary or completing two years of col-lege. The measure was endorsed by thefiscal year 2010–2012 Strategic Planfor the Department of Defense’s Officeof the Undersecretary for Personnel andReadiness to help the military “shapeand maintain a mission-ready All Vol-unteer Force.”

“More than a dozen so-called sup-porters of the ‘DREAM Act’ chose touse a procedural maneuver to avoid anup-or-down vote on the legislation, keeping the lives of young people inlegal limbo. Some senators might thinkthat they can flip-flop on this issue orhide behind such Washington-speak as‘I support it but I won’t vote forit.’ They should be advised that the His-panic community will not stop its pushfor the ‘DREAM Act’ and broader im-migration reform, and the rapidly grow-ing number of Latino voters willremember this vote in November,”Murguía concluded.

On Tuesday, September 21, TheCounty of Santa Clara’s SocialServices Agency and the Depart-

ment of Mental Health partnered with TheArchstone Foundation Protecting Our Elders:an Interfaith Response to Elder Abuse and Neg-lect Project, to present the annual Protecting ourElders Summit 2010. The summit was held atthe Quinlan Community Center in Cupertino.

“Our goal was to get at least 100 partici-pants to attend this summit but we managed toattract over 300,” said Betty F. Malks, Director,Santa Clara County Department of Aging andAdult Services. “We hope these participantswill be able to take what they learn about elderabuse at this summit and apply these skills intheir everyday lives.”

Projections indicate that in Santa ClaraCounty the population of older adults will dou-ble between 2000 and 2020, from approxi-mately 220,000 to 428,300. The County ofSanta Clara receives an average of 2,700 re-ports of different types of elder abuse per year.Victims of elder financial abuse have a threetimes higher mortality rate than those who arenot victims.

“Less then 10 percent of all financial abusesituations are ever reported to the authorities,”Malks said.

Many elder abuse, neglect and self-neglect

victims have mental health issues and needservices.

In Santa Clara County, seniors (60 yearsand over) comprise approximately 13 percentof the population (approximately 230,000 indi-viduals). The most prevalent mental healthproblems among seniors are depressive disor-ders (42.1 percent of older adults who receivedservices in 2003).

National data shows that elder abuse occursprimarily at home. Most likely perpetrators areadult children of the victim, spouses and otherrelatives, but these crimes are the least reportedand prosecuted.

“The other types of elder abuse are , neglectby a care giver, material exploitation, emo-tional, psychological and physical abuse,”Malks said.

The goals of the summit included: helpingparticipants understand the correlation betweenelder abuse/neglect and care giver/receiverstress; to help participants understand their in-dividual and collective roles in supporting eld-ers and to be compelled to move forward withaction plans that prevent elders from beingabused.

“Only about 20 percent of elder abuse casesare ever reported, so we want to make sure ourelders do not remain quiet,” Malks said. “ Wewant them to report the abuse and to not beashamed of what has or is happening to them.”

When you thinkabout gettingin shape, you

might flash back to '80s moviemontages of jogging up stairs, hitting punching bags andpracticing martial arts moves. But if the movies had it right, they'd also show the herokicking back with a glass ofchocolate milk -- when itcomes to getting in shape orimproving performance, re-covery time is just as impor-tant as working out. Exercisecreates micro-tears in muscle

fibers. The body repairs thosemuscles, making themstronger than they were beforethe workout. But muscle re-pair takes time. If you exercisebefore your muscles recover, you increase the damage. Overa period of time, you'll actu-ally sabotage your perform-ance by repeatedly breakingdown muscle without giving ita chance to rebuild.

The faster your body canrecover after exercise, thestronger you'll get, becauseyou'll be able to exercise at ahigher level more frequently. Here are some tips for improv-

ing muscle recovery for betterperformance:

* Fuel your muscles. Mus-cle recovery starts right after aworkout, so you should giveyour body the nutrients itneeds to rebuild muscle assoon as possible. Drink waterand electrolytes immediatelyafter exercise. Exercise usesup muscles' glycogen energystores, so replenish them withsimple carbohydrates. Makesure to eat protein within twohours after working out. Inone study, those who drankchocolate milk after exerciserecovered more quickly thanthose who drank a sports bev-erage, probably due to milk'sbalance of minerals, carbohy-drates and protein.

* Increase circulation. Themore blood going to your legs, the better. Stretching and mas-sage can help your muscles re-lease toxins. You may alsowant to try a pain-relievingliquid, such as Absorbine, Jr.(www.absorbinejr.com). Thenatural herbal formula pro-vides temporary relief frommuscle aches by improvingcirculation and reducing pain,so you can speed up your re-covery time and get back toyour sport.

* Rest. Getting a full eighthours of sleep will help yourbody recover. On a similarnote, give your body time torebuild between workouts. Most athletes include one ortwo recovery days in theirtraining programs, when theywill either not exercise or willperform a low-intensity activ-ity, such as walking.

Los Lobos are an American Chicanorock band. They are three-timeGrammy Award winners. Their

music is influenced by rock and roll, Tex-Mex,country music, folk, R&B, blues, and traditio-nal Spanish and Mexican music such as bolerosand norteños. Mexican-American roots-rockgroup Los Lobos has been performing and re-leasing albums since the late 1970s.

The band's first noteworthy public appea-rance occurred in 1980 at the Olympic Audito-rium in Los Angeles when they were hired byDavid Ferguson and CD Presents to open forPublic Image Ltd. In the late 1980s and early1990s the band toured extensively throughoutthe world, opening for such acts as Bob Dylan,U2 and the Grateful Dead.

Los Lobos returned with The Neighbor-hood in 1990, and the creative and wildly ex-perimental Kiko (produced by Mitchell Froom)in 1992. In 1991, the band contributed a livelycover of Bertha, that which they often perfor-med live, to the Grateful Dead tribute/rain fo-rest benefit album Deadicated. In 1994 theyalso contributed a track, Down Where theDrunkards Roll, to the Richard Thompson tri-bute album Beat the Retreat.

Los Lobos signed to Hollywood Records in1999, and released This Time. Hollywood alsoreissued 1977's Del Este de Los Angeles. In2000, Rhino/Warner Archives released the Can-cionero: Mas y Mas boxed set.

In 2002, the band released their MammothRecords debut, Good Morning Aztlan; they re-

leased The Ride in 2004. The Ride featured ar-tists such as Tom Waits, Mavis Staples, BobbyWomack and Elvis Costello covering LosLobos music along with the band.

Los Lobos released its first full-length live-show DVD Live at the Fillmore in 2004. TheDVD captures the band's act over a two-day pe-riod in July at the famed San Francisco venue.

In September 2006, Los Lobos releasedThe Town and the City (Hollywood Records)to much critical acclaim. The album's lyricsdeal with Louis Perez's childhood in East LosAngeles while the music portrays complex andoriginal soundscapes reminiscent of their pre-vious release Kiko. Cartoonist Jaime Hernan-dez did the artwork for the album. The albumis told in the first-person, with each song ser-ving as an episodic step.

In 2007, the group performed the songBilly 1, Bob Dylan's cover from Pat Garrett &Billy the Kid album, recorded in I'm Not Theresoundtrack.

In 2009, the group released an album ofDisney covers, Los Lobos Goes Disney (Dis-ney Sound). Also in 2009, the group participa-ted in a tribute album to the late Doug Sahm,Keep Your Soul: A Tribute to Doug Sahm (Van-guard Records).

Cesar Rosas and David Hidalgo were fea-tured artists in the Experience Hendrix Tour in2010. Also in 2010, the group released thealbum Tin Can Trust. Los Lobos will sing onSunday September 26th at the Cesar ChavezPlaza. Δ

Have fun with Los Lobos
