Un 17 de septiembre de 1980 seestableció en el Área de la Bahíael semanario “El Observador”.

Hilbert y Betty Morales invirtieron en un periódico que en aquel entonces atravesaba pro-blemas económicos. En 1986 los Morales de-cidieron tomar las riendas de este medioimpreso de comunicación.

“Estaba cansado de ver a la comunidadlatina maltratada por los medios de comuni-cación quienes elaboraban reportajes negati-vos sobre nosotros”, dijo Hilbert Morales.

“La información sesgada o parcial es pro-paganda, al establecer un periódico tuvimosla oportunidad de informar a la comunidadlatina acerca de los problemas que nos afec-tan, así como la oportunidad de dar a conocera la comunidad en general sobre quienes sonlos nuestros, cuáles son nuestras esperanzasy sueños, qué tipo de valores te nemos y cuantrabajadores somos. Establecer El Observadorfue una oportunidad para ce lebrar semana asemana nuestros éxitos”, agregó Morales.

El Observador se ha mantenido en las úl-timas tres décadas como un “observador” y“testigo” de todos los importantes eventos lo-cales que han transformado el Norte de Cali-fornia. Este medio ha cubierto situacionesdifíciles y momentos de algarabía reportandocon arítculos bilingües a nuestra comunidad.

Debido a la diversidad que existe en San

José y todo el Área de la Bahía el periódicoestá dirigido a quienes recién llegan y solohablan español y a quienes viven aquí ha-blando el inglés con fuertes raíces latinas oaquellos simpatizantes de nuestra cultura, talento e historia. El Observador es un perió-dico de igual acceso para ambos grupos.

En esta edición especial le ofrecemos unrecuento general de los importantes eventosque El Observador ha cubierto en los úlltimastres décadas. Los temas de inmigración, edu-cación, salud, elecciones, lucha por las causasjustas han sido siempre motivo de portadas ensus más de 1,560 ediciones que se han publi-cado sin parar y han estado en manos de nues-tros lectores de manera gratuita.

El Observador cumple con un rol impor-tante en la vida de los inmigrantes y en la co-munidad latina en general. En su más de1,560 ediciones ha ilustrado a través de la fo-tografía la rica historia de gente que larga-mente contribuye en este país. En estasdécadas se ha logrado mantener unida a nues-tra comunidad y al mismo tiempo a preservarnuestra herencia cultural a través de editoriales teniendo un liderazgo, fortaleciendo acomunidades en sus movimientos sociales.

EO: Thirty Years Later l Observador

newspaper archivescontained the mostcomplete historicalrecord of the evolu-tionary developmentof the local Hispanic-

Latino community. This collection of recorded infor-

mation unlike electronic media, isavailable in the public domain to allwho make the effort to review it.

It is an amazing amount of infor-mation that needs to be made known tothe general community because, unlikemainstream media, it continually fo-cused on the concerns and challengesfaced by Latinos. EO’s staff membersare encouraged to become board mem-bers of local Latino community basednon-governmental organizations. Thisinformation network permits EO to ad-dress current events and topics of inter-est to Latinos. An outcome is that EOwas the local media to support the de-velopment of events such as Cinco deMayo, Fiestas Patrias, Hispanic CharityBall, Mariachi Festivals, Hispanic De-velopment Corporation (Portraits ofSuccess) and the San Jose GI ForumScholarship Foundation.

The focus of El Observador hasbeen to provide, whenever possible, in-formation on 1) ECONOMICS: espe-cially jobs and business opportunities;2) EDUCATION: access to and howto become a professional educatortherein; 3) MEDICAL CARE: accessto and how to become a professionaltherein); 4) PUBLIC POLICY: as in-terpreted and applied by civil servantsand elected officials in order to requireaccountability; 5) ENVIRONMEN-TAL MATTERS: especially job sitesafety and toxics information and 6)SOCIAL ISSUES: such as racism,bias, bigotry, prejudice, violence, etc.

During the 1980’s we advocatedfor traffic lights along King Road inorder to prevent speeding which killedtwo kids. El Observador, with the helpof La Raza Lawyers’s Association, dis-tributed cards that informed individualsthat they had a right to not respond toquestions asked by INS agents (LaMigra) who would stop individualswalking along the sidewalks of ourcommunity.

EO has advocated for the legaliza-tion of marijuana and drugs becausedrug trafficking is a “business enter-prise” which does not pay any taxeswhich are then used to maintain the in-frastructures used (roads, airports, har-bors, etc.) as well as help pay for themedical care required by drug users.

Home foreclosures is a major eco-nomic issue in the Latino community.Mortgages currently protect the lenderswhile containingno protective con-siderations for thehome buyer. Toomany individualsare being de-prived of thehome equitywhich took yearsto accumulate.Considerationsfor home-buyersneed urgent inclu-sion.

Why were weinterested at all? Itwas because ofthe many publicpolicy, social andeconomic issuesbeing faced bymany within thelocal Latino com-munity. Thereseemed to be noend of challengesto resolve withtruthful and fac-tual information.

What wasgoing on? Indi-viduals of Mexi-can heritage werebeing mistreatedand held in con-tempt by certain racist Anglos who hadmigrated to this area. The educationlevel of many Latinos was much belowaccepted standards. More importantmany Latinos were not taught the men-tal rigor required to be logical and ob-jective. Many lacked ‘fiscal literacy.’

In the field of HEALTH CARE:EO presented much information in atimely manner. The AIDS/SIDA pres-entation was used by many local clinicsand was sent to the U.S. Surgeon Gen-

eral. Information about obesity, dia-betes, and other diseases were pre-sented. Good nutrition and exercise areessential to good health as is knowl-edge about maintaining your body. Thebody is a biological machine that mustbe exercised to be healthy.

El Observador became an advo-cate to many important issues. For ex-ample, during the San Jose City budgetdeliberations (1990’s), a proposal was

made to close the Biblioteca Latino-Americana, which is the major archiveof Spanish language materials. EO ad-vocated to continue its funding becauseLatinos need to connect with their his-torical and cultural heritage.

In 1985, as President, MexicanAmerican Chamber of Commerce, withthe support of John Torres, ExecutiveDirector, and its board whose member-ship contained Val De Leon and Ismael“Vic” Zavala, the Office of Economic

Development, City of San Jose agreedto a performance based contract total-ing $125,000 now awarded annually tothe Silicon Valley Hispanic Chamber ofCommerce.

The Hispanic Chamber of Com-merce has benefitted from the annualrenewals of this contract since. Theprogram funding is used to train anddevelop small businesses in the com-munity. Recently that effort focused on

assisting the 2,000small businesseswho are located atthe San Jose FleaMarket. Many en-terprises in theLatino communityhave had theirstartup plans andefforts assisted bythis economic de-velopment funding.

The work ofJoaquin Vila, Esq.,an attorney whocommitted his lifeto the establish-ment of politicalempowerment, wasinstrumental in thechanges from “atlarge” elections torepresentationalcity districts. Whatfollowed was theelection to civic of-fices of Latinossuch as Blanca Al-varado.

Information isessential to copingvery well. Manyjobs today arebased on informa-tion technology

that require that our youth learn to usecomputers, understand computer pro-grams, and be able to operate in a soci-ety whose economy is based on havinginformation and using it to one’s advan-tage. Through the EL OBSERVADORFOUNDATION, INC. (IRS Section501-c-3) more than 100 of our youthhave been trained towards this objec-tive.

There is a need for the corporationknown today as El Observador to con-

tinue to provide the information needsof this Latino community and to recordits contributions to the local economy,society, and its governance. It hasearned much good will, community ac-ceptance and reliance.

EO has been recognized for its ex-cellence in presentation of information.Its many awards include recognition bythe Center for Employment Training(CET) and the Mexican Association ofCommunity Services Agency(MACSA-San Jose). Its many awardsare still in boxes because of lack of wallspace on which to hang them. The Na-tional Association of Hispanic Publica-tions (Washington, D.C.) has oftenrecognized EO as a leader in this fieldof endeavor.

One of our rights as citizens andresidents is to benefit from the freedomof the press as well as the power of thepress. The written word has recordedour activities and endures as a record ofour involvement and commitment.Who will step forward to support andcontinue these efforts that we havebegun?

Cesar E. Chavez has demonstratedthat ‘Si se Puede’ exists in us. In the fu-ture it will take a group to accomplishwhat may be possible. Therefore, thenew Latino mantra needs to be “Juntoslo hacemos” (together we will accom-plish).

An objective is to have a reason-able transition of ownership and re-sponsibility while acquiring anopportunity to be a source of valid in-formation coupled with being an advo-cate for what is right. It is a veryinteresting journey you will experienceas has the current leadership. Knowl-edge based on facts and good informa-tion will always be useful.

Cesar Chaves and the United FarmWorkers (UFW), have left their markand Chavez supporters up to this daystill use their powerful slogan ‘Si sePuede’ or ‘Yes we Can.’ Co-founder ofUFW Dolores Huerta came up with themeaningful slogan. Farm workers con-tinue to face problems of labor abuse,while the fight remains despite the earlydeath of Chavez. But his legacy contin-ues in the communities.

The Tropicana Shopping Center was deemed ablighted area. It became the target for inappro-priate eminent domain actions by the Redevel-

opment Agency. El Observador published an editorial thatinformed the 90 small businesses about the true definitionof eminent domain along with a suggestion that they organ-ize and oppose this action.

Dennis Fong, landowner and Jose Mendoza, proprietor,San Jose Clothiers led a group of small businesses whichsuccessfully thwarted this redevelopment effort. The Cityof San Jose paid out about $7 million and today TropicanaShopping Center has been developed by private capital to-taling about $14 million. Across the street is the Plaza deSan Jose that was developed by Redevelopment Agency ata much higher cost using public funding. Δ

The first Latina to serve on the San Jose CityCouncil as well as on the Santa Clara Countyboard of Supervisors. Alvarado was well

known by the time she ran for City Council, while serving

in local politics for 28 years. She is easily considered alocal Latino civil rights pioneer. In 1989, El Observadorpublished and article about her recognition as the firstLatina Vice mayor in San Jose.

tancia del voto latino. En la década de los 90

se hizo mucho hincapié a participar cívica-mente, algo que a la fecha se hace en cadaelección y cuyo número de votantes se ha in-crementado en la última década. Δ

Over the years, El Observadorhas taken on the task of pro-moting the Latino vote by

providing the proper information neededand emphasizing the importance of vot-ing. In the 90s, much attention wasplaced in civic engagement, which todate is in each election and the numberof voters has increased in the last decade.

The challenge today is to motivatethe Latino citizen to register to vote,learn about the issues and then vote inhis/her own interest.

En California, las pequeñas empresas, o

los negocios que emplean a menos de 100

personas, componen más del 90% de los

empleadores del sector privado, dan em-

pleo a más de 5 millones de Californi-

anos, y pagaron más de un tercio de las

planillas del sector privado del estado. A

nivel nacional, las pequeñas empresas

dan trabajo a más de 50 por ciento de

todos los trabajadores del sector privado

en los EE.UU. y han generado dos tercios

de los nuevos empleos en nuestra

economía durante la recesión. ¿Qué está

Respuesta: La ley no hace obligatorio

proveer cobertura a las pequeñas empre-

sas con 50 empleados o menos.

Yo tengo una rosticería (BBQ) en Orange

County con 13 empleados a tiempo com-

pleto. El costo de mi seguro ha aumen-

tado de entre el 5 y 6 por ciento de mis

gastos totales a más del 12 por ciento du-

rante los últimos cuatro años. Pronto ten-

dré que optar por dejar de proveer

seguros de salud. ¿No puede la ley ayu-

darme a reducir mis costos de seguro de

salud? – Liz Parker.

Respuesta: Dos disposiciones le ayudan a

reducir primas. La primera, si usted tiene

menos de 25 empleados que ganan un

sueldo promedio menor a los $50,000 al

año, usted es elegible para un crédito fis-

cal de hasta 35 por ciento del monto con

el que contribuye a las primas de los em-

pleados, para los impuestos presentados

entre el 2010 y el 2013. Entre el 2014 y el

California permitirá a las pequeñas em-

presas aliarse para comprar seguros, dán-

doles el tipo de influencia del que las

grandes empresas disfrutan al negociar

cobertura. En California, 3.76 millones de

empleados de pequeñas empresas y sus

dependientes, y 840,000 personas au-

toempleadas serán elegibles para adquirir

un seguro a través de este intercambio.

Soy un emprendedor coreano-esta-

dounidense que opera una pequeña agen-

cia de viaje en San Jose. Tengo siete

empleados. A uno se le diagnosticó

cáncer al hígado pero nuestro proveedor

de seguros ha estipulado un límite en el

costo que va a asumir. ¿Qué alternativas

tengo? ¿Puede ayudarme la nueva ley de

cuidado de la salud? -- Lianna Kim

Respuesta: La ley de cuidado de la salud

hace ilegal la negación de un seguro a

aquellos con condiciones preexistentes.

Pero este cambio no entrará en pleno

vigor hasta el 2014. Sin embargo, aquel-

los ciudadanos estadounidenses e inmi-

grantes ilegales que tuvieran condiciones

preexistentes y no hayan tenido cobertura

de un seguro durante al menos seis meses

serán elegibles para inscribirse en la

nueva Póliza de Seguro con Condiciones

Preexistentes (PCIP, por sus siglas en in-

glés) que viene ofreciéndose a través del

Directorio de Riesgo Médico y Riesgo de

Seguro de California (MRMIB, por sus

siglas en inglés). El monto máximo de

costo compartido con los inscritos será de

$5,950 para individuos y de $11,900 para

familias, por año.

Desde el 23 de

setiembre, la ley

prohíbe a todos los planes de salud im-

poner límites en los montos vitalicios en

el pago de beneficios. Esta provisión se

aplica tanto a las antiguas como a las

nuevas pólizas de seguro. Para quienes

hayan excedido sus límites vitalicios

antes del 23 de setiembre, la póliza debe

entregar notificación de que el límite vita-

licio ya no aplica y proveer un periodo de

inscripción para aquellos que hayan sido

sacados (ya no estén inscritos) de su pól-

iza de salud.

Soy un emprendedor hispano a cargo de

un restaurante mejicano en San Jose, con

10 empleados. No tengo el tiempo ni los

conocimientos para averiguar cuál es la

cobertura más conveniente y apropiada

para mis empleados. ¿La nueva ley sim-

plifica el proceso de compra de un se-

guro? - Jose Rios

Respuesta: Se exige a California crear

nuevos intercambios de seguros para las

pequeñas empresas como la suya y para

personas naturales comenzando en el

2014. Esto tiene como finalidad hacer

más simple a los individuos y las pe-

queñas empresas comparar diferentes pól-

izas, haciendo obligatorio para los

aseguradores participantes alcanzar un

conjunto de estándares federales de ben-

eficios esenciales. Se requerirá que

ningún plan tenga límites vitalicios o an-

uales en cuanto a lo que un asegurador

pueda pagar, y debe limitar el gasto pro-

pio a $5,950 para un individuo y $11,900

por una familia. Los deducibles de las pe-

queñas empresas no pueden ser mayores

a $2,000 por cada póliza individual o

$4,000 por cada póliza familiar.

Se ha hecho el llamado para una audiencia pública que se llevará a cabo en el despacho del buró de directores en el 5700 Almaden Expressway, Headquarters Building, San José, California, el 12 de octubre del 2010, a las 6:10 p.m. en referencia a lo siguiente:

SE PROPONE UNA ORDENANZA PARA OTORGAR UN INCREMENTO EN LA COMPENSACION DE LOS DIRECTORES DE SANTA CLARA VALLEY WATER DISTRICT SIGUIENDO EL CAPITULO 2, DIVISION 10 DEL CODIGO DEL AGUA DE CALIFORNIA DENTRO DE LA AUDIENCIA PUBLICA.

El buró de Directores de Santa Clara Valley Water District ordena lo siguiente:

PRIMERA: Esta ordenanza es adoptada siguiendo el capitulo 2, división 10, sección 20200 y siguiendo el código del agua de California.

SEGUNDA: Por cada año calendario, siguiente a la fecha efectiva de esta ordenanza, la presente compensación de doscientos sesenta dólares con tres centavos ($260.03) por día otorgado a cada miembro del buró de distrito por cada día de asistencia a las reuniones del buró, ó por cada día de servicio prestado como miembro del buró a petición del buró es incrementado por un monto igual al diez (10) por ciento por un total de doscientos ochenta y seis dólares con tres centavos ($286.03), comenzando el primero de Enero del año 2011.

El aumento es de acuerdo con el Código del Agua de California, Sección 20202 que autoriza al buró a incrementar la compensación hasta en un(5) cinco por ciento por cada año calendario siguiendo el último incremento adoptado por ordenanza. El último aumento adoptado porla ordenanza 08-02 para el año calendario 2009 representó un monto igual al diez (10) por ciento sobre la compensación del 2007, cinco (5) por ciento por el año calendario 2008 y cinco (5) por ciento por el año calendario 2009.

TERCERA: Esta ordenanza no deberá considerar la autorización de una compensación por más de diez (10) días en cualquier mes calendario.

Immigration reform was a public policy issue back in1986 and remains so today. It impacts 13 million un-documented residents who continue to live in the shad-

ows of our society and economy. Too many exploit theundocumented worker paying low wages and providing nobenefits. Today, there are ‘day-worker programs’ which ensurethat these day-workers get paid a fair wage.

El Observador se fundó el 17 de septiembre de 1980.En la década de las 80 las primeras ediciones pu-blicadas contenían cuatro páginas. En los siguien-

tes años el periódico fue creciendo en páginas.Las impresiones fueron publicados en blanco y negro y

a falta de fotografía buenas fueron las ilustraciones queacompañaron a las notas comunitarias.

FormatosEl Observador se inició en formato tabloide. En 1989 se

convirtió a un periódico de gran formato. En marzo de 2008regresó al formato tabloide ofreciendo portadas con diseñosmodernos.

El logoEl logo fue modificado en cuatro ocasiones. En la foto-

grafía se muestra el primer logo que predominó en la dé-cada de los 80. En la década de los 90 fue modificado dosveces y fue publicado a dos colores. En el 2008 se lanzó elactual logo de EO diseñado por Wilson Barrios.

A colorHasta el año 2003 El Observador fue publicado en

blanco y negro. A partir de entonces las publicaciones fueronhechas a color ofreciendo mucho material fotográfico.

Ahora EOEO son las iniciales de El Observador y en los últimos

Versión InternetAntes de iniciar el milenio El Observador instaló su sitio

web www.el-observador.com. Desde entonces la versión in-ternet contiene más material informativo. El Observador hainiciado con éxito video reportajes. La versión en internet nosha permitido conectar ampliamente con personas de todo elmundo.

La historia de EO

El Observador was founded on September 17,1980. In its early years, the weekly editions itpublished were four pages long. (Over the years

these pages were increasing). Like any newspaper of thattime, the bilingual paper was printed in black and whiteand had illustrations to accompany its news articles.

FormatsEl Observador used a tabloid format and by 1989 it

converted to typical broadsheet format. On March 2008,it returned to its tabloid format, only this time the coversare dedicated to original and modern designs.

The Logo The logo has been modified on four different occa-

sions. In the photo above, you will notice the set font typeduring the 80s. While in the 90s it changed twice, withsmall modifications, including the distinct red color. In2008, the recent logo was introduced by Wilson Barrios.

ColorUntil 2003 El Observador was published in blank and

white. Since then the publication has been published incolor, providing more photographs.

EO NowEO are El Observador's obvious initials and in the

last two years it the logo was modified to be readily iden-tified by its readers. In times like theses, where peopleare bombarded with text messages and emails, two let-ters to identify the newspaper couldn't come at a bettertime.

Online Before the start of the millennium, El Observador

launched their Web site www.el-observador.com. Sincethen, the Internet allowed El Observador to provide morematerial that otherwise wouldn't be available on the printversion. It has also successfully launched a section forvideos. Being online has enabled El Observador to fullyconnect with people around the globe.

FreeEO has a great merit to survive major economic

crises. The readers get free editions every week since itsinception.

Latino LifeAn entertainment tabloid established in October

2003, works under the direction of El Observador to high-light local talent. The tabloid also has provides a collec-tion of articles, videos and photos relating toentertainment. The entertainment and fun lovers can visitwww.LatinoLife.net and find out about the latest news inthe industry.

El Observador Foundation The foundation provides assistance to students with

mentoring, internships, referral to apprentice programsand scholarships needed to complete the degree require-ments of their four year academic programs. This assis-tance enables those assisted to not become drop-outsand to enter the work force as trained professionals withearned academic degrees in their chosen field of expert-ise.

AwardsEO has been honored since it began circulating

throughout the Bay Area and has received countlessawards with humility. The awards have motivated and in-spired the newspaper to continue its task of informingthe community.

sponsored by the American GI Forum, San Jose Chapter. Yearafter year hundreds of families have enjoyed the celebrationswhile the GI Forum generates funds for the city, police depart-ment and parking facilities. An equal chance is also given tosmall businesses and non-profit agencies that sell or exposetheir products during the events.

The Mexican customs and cele-brations do not hesitate to crossthe border. One of the biggest

celebrations that connects the Latino com-munity is the celebration of “Dia de los

Since its founding, El Observadr has ex-celled in reporting the work of current con-gress members Lofgren and Honda.

Lofgren was born in San Mateo Califor-nia and taught Immigration Law at the Uni-versity of Santa Clara. Was Supervisor ofSanta Clara County and is now the Head ofthe subcommittee on Immigration under theObama administration.

Mike Honda started out as an assembly-man and is now congressman of District 15,which includes the city of San Jose and Sili-con Valley. Honda is known for speakingSpanish, which he learned when he was inthe Peace Corps and went to El Salvador.

pansión. Los astros marcan a EO más anun-ciantes y una gran audiencia en el internet. Amitad del año 2011 llegará un inversionistaque revolucionará ésta casa editora. Habrácambios internos del personal.

Treinta años se dice fácil pero no lo es,ha sido toda una vida llena de muchos de-safíos.

Durante los últimos diez años he sidoparte del grupo de colaboradores de El Obser-vador, he sido testigo del enorme compromisoque se tiene con la comunidad y el deseo deseguir siendo uno de los medios escritospreferidos por los hispanos del condado deSanta Clara.

“Hilbert y Betty Morales” son un claroejemplo de lealtad, disciplina y el deseo deseguir adelante informando a nuestra comu-nidad. En los últimos años es de todos sabidoque nos afecta en todo el país una grave crisis

económica, la recesión no ha perdonado anadie, con tristeza hemos visto desaparecer enel Área de la Bahía a varios periódicos, entreellos el semanario Nuevo Mundo del MercuryNews. Ha sido una calamidad y una gran per-dida que lamenta toda la comunidad.

El Observador es un guerrero que hasabido salir a flote aun en la tempestad queafecta a todos los medios de comunicación, labuena voluntad de sus trabajadores y colabo-radores se hace cada vez más evidente con elpaso del tiempo.

Los próximos dos años estarán llenos deretos, sin embargo la posición de los astrosserá benéfica para las comunicaciones y lospocos medios escritos que quedan en españollograrán sobrevivir, siendo El Observador unode los más afortunados gracias en parte a losaciertos editoriales.

Los tiempos venideros traen retos, sola-mente los más fuertes sobrevivirán y El Ob-servador es y seguirá siendo fuerte, seguirádistinguiéndose con el paso de los años comoel mejor semanario bilingüe del Área de laBahía.
