    NOTICE OF VIOLATION

    Released: February 1, 2011

    By the Resident Agent, San Juan Office, South Central Region, Enforcement Bureau:

    1. This is a Notice of Violation (Notice) issued pursuant to section 1.89 of theCommissions Rules 1 to Puerto Rico Broadcasting Corp., licensee of educational digitaltelevision station WIPR-TV, San Juan, PR.

    2. On April 13, 2010, an agent of the Commissions San Juan Office of the EnforcementBureau inspected television station WIPR located in San Juan, Puerto Rico, and observedthe following violation(s):

    47 C.F.R. 73.3527(a)(2): Responsibility to maintain a file . The followingshall maintain for public inspection a file containing the material set forth inthis section. (2) Every permittee or licensee of an AM, FM, or TV stationin the noncommercial educational broadcast services shall maintain a publicinspection file At the time of inspection, there was no public inspectionfile for WIPR-TV.

    47 C.F.R. 73.1870(a): The licensee of each AM, FM, TV or Class A TV broadcast station must designate a person to serve as the stations chief operator At the time of inspection, there was no designated chief operator.

    3. Pursuant to section 308(b) of the Communications Act of 1934, as amended, 2 and section1.89 of the Commission's Rules, Puerto Rico Broadcasting Corp., must submit a writtenstatement concerning this matter within twenty (20) days of release of this Notice. Theresponse must fully explain each violation, must contain a statement of the specificaction(s) taken to correct each violation and preclude recurrence, and should include a

    4. This Notice shall be sent to Puerto Rico Broadcasting Corp. at its address of record.

    5. Anyfalse statement made knowingly and willfully in reply to this Notice is punishable by fineor imprisonment under Title 18 of the U.S. Code. 4
