he Basque Country is a natural industrial environment
which boasts favourable development conditions in
Electronics, Computers, Telecommunications and Multi-
media. Its population has over 300 years of industrial
culture behind it, and provides excellent professionals
trained at some of the most prestigious centres of education
in Spain. Its location and modern communications
infrastructure provide the necessary mobility of material
and human resources. Many supporting institutions provide
back-up for R&D activities and the spread of new
technologies
Located in the north-east of the Iberian Peninsula, the
Basque Country has the largest concentration of industry
in Spain. It operates in continuous adaptation to the changes
required by development within a progressing society and
has the necessary conditions, attitudes and skills to
develop the enormously active and competitive Electronics,
IT, Telecommunications and Multimedia sectors at
international level.
Strategic Location
The Basque Country is one of the geographic and
communications centres for the European Atlantic axis. It
has a number of ports, airports covering domestic and
international routes, a large, well-connected railway network
and first-class roads and motorways. The logistics units at
the Port of Bilbao and at Vitoria airport are gateways for
incoming goods or for goods being sent to major
international destinations.

Industrial and Subcontracting Framework
The Basque Country has a long industrial tradition that
began with the iron and steel industry, continued with
shipbuilding and has now moved towards hi-tech sectors.
Basque business acumen has created a strong network of
specialist small and medium-sized companies to provide
an industrial environment with much scope for
subcontracting.
International Vocation
Basque companies have a considerable International
Vocation and facilities and / or strategic alliances in many
other countries – the rest of Europe, Latin America and
the Far East.
Administrative Structure
The Basque Country has a wide range of official
administrative areas, among which the following are of
note: industrial policy, education and public expenditure.
With regard to management of assistance for companies,
considerable scope has usually been found among the
institutions for launching business projects, developing new
technology companies and products and promoting
implementation projects. The objectives of Sociedad para
la Promoción and la Reconversión Industrial, S.A. (SPRI),
the Basque Country’s development agency, are to boost
the country as an attractive location for investment, and
set up business between Basque companies and companies
overseas, and in these areas it has accumulated vast
experience. SPRI is a door providing privileged access to
a wide variety of financial assistance from both the public
and private sectors, and the offer is particularly attractive
and competitive in the case of companies in its capacity
as an advanced industr ia l promot ion system.
Public Administration in the Basque Country has created
a number of back-up units for industry in relation to: the
environment (IHOBE), technology (Saretek), energy (Eve),
continuous training (Hobetuz) and quality (Euskalit).
This is the main reason why the Basque Country boasts
the highest concentration of ISO 9000 certificates and
implementation of the EFQM European Excellence Model.
There is also a high degree of awareness in relation to
environmental issues – this both lessens the impact on our
surroundings and helps us create high-quality environments,
despite a large amount of industrial facilities in close
proximity. The Basque Strategy of Sustainable Development
promoted by the Basque Government has meant that the
Basque Country is now the region with most ISO 14001
certificates per GNP and the second most after Sweden
per number of inhabitants.
The Basque Public Authorities provide a high level public
healthcare network (Osakidetza) and one of the most
modern and automated public authorities, paying particular
attention to and providing a specific programme for the
development of the electronic authorities (e-government).

Training Infrastructure
The Basque Country has 4 prestigious Universities with 28
faculties, 3 advanced technical schools and 11 university
colleges (public and private) in which almost 80,000 pupils
study. The Open University (UNED) also has 3 centres.
Industrial automatic and electronic engineering, electricity,
information technology (management, systems, etc.) and
telecommunications are just some of the most popular
technical specialities with students.
R+D Infrastructure
The Basque Network of Science, Technology and Innovation,
known as Saratek, is formed by over 70 agents, including:
Internationally prestigious technological and sectorial
centres, university departments with accredited research,
certifying bodies and laboratories and intermediate innovation
organisations, etc.
It constitutes one of the highest concentrations in Europe
devoted to research and development in support of industrial
activity.
Industrial and Economic Infrastructure
The Basque Country has a large back-up network for the
various sectors of industry. The Basque Technology Park
Network has three large facilities (Bilbao, San Sebastián
and Vitoria), and particular mention must be made of the
Bizkaia Technological Park, which was the Spain’s first.
The Basque Country Tractor Clusters are a sound back-up
for over 1,000 companies – promoting, providing incentives
and dialogue to pave the way towards smooth industrial
development based on co-operation. All the parks and much
of Basque terr itory have access to wide-band
telecommunications networks, supplied by 2 main operators
and a large number of Internet Service Providers (ISPs).
The Basque finance system is well known for its capacity
and its expansion, it has produced international organisations
such as the BBVA Bank, the Confederation of Savings
Banks, the Co-op System etc., and all the large multi-
national finance houses are represented in the Basque
Country.
Quality of Life
The high quality of life in the Basque Country is based on
its surroundings and exceptional orographic conditions
(sea, mountain, climate etc.), and on a remarkable capacity
for culture (international conferences and festivals, cinema,
jazz festivals etc.), wonderful museums (Guggenheim Bilbao,
Artium, Chillidaleku, etc.), and splendid local cuisine. Any
kind of sport is also a marked tradition of Basque Society.

he Basque Country Electronics-Information Tech-
nology and Telecommunications Sector develops,
manufactures and sells equipment and systems using
the most advanced technologies and providing imagi-
native and effective solutions for the new challenges
of the Information Society.
To move quickly forwards in meeting business objectives,
to promote and lead collaborations among companies
and with other institutions, to create an advanced and
highly competitive sector and to promote the
development of the Information Society, the Sector has
created an organisation to serve it as a whole: GAIA -
la Asociación de Industrias de las Tecnologías
Electrónicas y de la Información del País Vasco [The
Basque Country Association of Electronic and Information
Technologies], a private and professional non profit-
making institution that covers almost all companies
developing electronic, computer and telecommunications
products and services in the Basque Country.
GAIA provides a Wide range of services and programmes
to its associated companies in areas such as:
Technology, Competit iveness, Inter-company
Collaboration, Internationalisation, Training, Commercial
and Economic Promotion, Sectorial Representation,
Advice, etc. and has a network of delegations and
representations in different countries and agreements
for collaboration with other Associations in the Sector
