    FRAMEWORK FOR THE FUNCTIONING OF THE WORKING GROUP ON

    INTERNATIONAL COOPERATION OF THE COMMUNITY OF LATIN

    AMERICAN AND CARIBBEAN STATES (CELAC)

    (Version of 13 September 2013)

    The Cooperation Officers of the Member States of the Community of Latin American

    and Caribbean States, in compliance with the mandate launched in the Santiago

    Declaration at the First Summit of Heads of State and Government of CELAC (27-28

    January 2013),

    Aware of the wealth of experience and practices developed in recent years by our

    countries, and convinced that our different stages of development in economic, social

    and production sectors present an opportunity for joint work and South-South

    Cooperation in its different forms,

    Having met to advance the work towards building an agenda for South-SouthCooperation that will reflect the identity and priorities of the region, contribute to

    reducing regional asymmetries, promote sustainable development and work in

    coordination with existing cooperation mechanisms,

    Understanding that our respective processes of union and integration, the compatibilities

    of our economic and social policies, our geographic proximity and our cultural and

    historical affinities and cultural identity should be the pillars of the cooperation we are

    implementing,

    Bearing in mind that the changes that are taking place on the international cooperation

    scene require that we coordinate positions to advance a common agenda in international

    organizations and fora, and that we create regional political guidelines for cooperation

    that are consistent with the new global reality,

    We recommend the adoption of the following Framework for the Functioning of the

    Working Group on International Cooperation for the development of cooperation that

    shall be mutually beneficial, without conditions or impositions, and the implementation

    of which should be strictly in line with the economic and social development strategies,

    programmes and plans of each Member State, with full respect for national sovereignty

    under the guiding principle of solidarity towards our peers.

    I- Purpose

    The Group will be CELACs specialized forum for reflection, creation, articulation and

    implementation of the cooperation policy guidelines that may be agreed in the region

    with special emphasis on strengthening the cooperation ties between Latin America and

    the Caribbean.

    II- Roles

    Among other tasks, the Working Group will:

    - Work towards the establishment of a common position to make a contribution, as a

    region, to international cooperation.

    - Develop CELACs own conceptual framework for South-South Cooperation.

    - Give visibility to CELACs cooperation efforts and common positions.

    - Work in coordination with regional and sub-regional mechanisms and organizations.

    - Promote initiatives to strengthen institutional cooperation capacity-building in

    Member States.

    - Foster the synergy and supplementary nature of existing projects for the benefit of the

    region.

    - Disclose Member Countries Cooperation programs and identify opportunities, bestpractices and challenges for potential regional programs.

    - Promote, among others, cultural exchange among the peoples of the Member States.

    III- Procedures

    a) Coordination

    The CELAC Working Group on International Cooperation will be coordinated by the

    Pro Tempore Presidency (PTP). For the organization of each meeting, the PTP will be

    assisted by the host country.

    The PTP will be responsible for initiating consultations to determine the countries

    where the Group Meetings will be held.

    b) Members

    The CELAC Working Group on International Cooperation will be comprised of the

    highest-ranking Cooperation Officers of each Member State, or the delegate that its

    government may appoint.

    For the furtherance of the objectives, permanent or temporary sub-working groups may

    be organized, the composition of which will be open.

    IV - Decisions

    Decisions will be adopted by consensus and in writing.

    V- Frequency and Venue of Meetings

    The Working Group will hold ordinary meetings at least once a year, endeavoring tocoordinate their schedule with that of the Meeting of National Coordinators.

    The request for the meetings will be made through the Pro Tempore Presidency (PTP)

    of CELAC, according to the procedures for the organic functioning of CELAC.
