¿Qué es una RIS3?= Agenda integrada de transformación económica territorial

fortalecimiento de la I+DT y la innovación y aumento del acceso a TIC y su utilización ≠ programa operacional

… para cumplir con la condición previa (FEDER y FEADER): basada en análisis de fortalezas, debilidades, oportunidades y

amenazas (incluyendo a las TIC)concentrar los recursos en un conjunto limitado de prioridades estimula la inversión privada en investigación y desarrollo

tecnológico sistema de supervisión y revisión

capítulo de crecimiento digital: equilibrio en apoyo a la demanda y al suministro de tecnologías TIC; objetivos "e-"

+ en el PNR: marco que plasme los recursos presupuestarios disponibles para I+D+I ; plan plurianual para presupuestar y priorizar

las inversiones vinculadas a las prioridades de la UE 3

Impacto positivo del proceso RIS3

• Concepto RIS3 acogido como posible camino hacia la salida de la crisis vía la transformación de economías regionales y nacionales

• Recepción positiva del nuevo método de gobernanza (proceso de descubrimiento empresarial)

• Mayor papel de regiones en la política de innovación

• Mejor planificación y orientación hacia resultados e impacto

• Más interés en cooperación trans-nacional e inter-regional

• Regiones más conscientes de iniciativas europeas como las "KETs" (tecnologías facilitadoras esenciales) y la política industrial

Problemas típicos con la RIS3

• Priorización demasiado amplia (café para todos)

• Instrumentos no ajustados a las prioridades; continuación de instrumentos & estructuras existentes / tradicionales

• Proceso de identificación de prioridades demasiado basado en estadísticas, en vez de a través de procesos de descubrimiento emprendedor

• Sistema de monitoreo incapaz de detectar cambios / progreso en prioridades: objetivos no vinculados con las prioridades (sino más bien con los instrumentos)

• No se indican otros fondos (FSE, FEMP, FEADER y nacionales) ni concentración en los ámbitos prioritarios e instrumentos

Pasos siguientes en RIS3: ¡aprovechar las oportunidades!

Colaboración interregional / transnacional para aumentar masa crítica, integración en cadenas de valor, complementar capacidades: Vanguard, INTERREG

Sinergias con otros programas UE y nacionales

Concretizar / profundizar las prioridades

Compartir costes y colaborar en el monitoreo

Aprendizaje mutuo para ajustar los instrumentos y la interacción de diferentes tipos de medidas

Asistencia técnica, proyectos piloto, datos, metodologías, expertos, plataformas de la Comisión …

… y no solo para EM / regiones con un plan de acción …

Importantes presupuestos para RIS3

• FEDER para objetivo temático 1 (I+D+i): más de 40 000 millones €

• Hasta 50 000 millones € más de FEDER para innovación vinculada a RIS3 en objetivos temáticos TIC, PYME, energía, medioambiente, salud etc.

• Inversiones importantes en innovación bajo el FSE y FEADER (frecuentemente vinculado a la RIS3)

• Otros fondos nacionales y regionales

• Estimulación de inversiones privadas

SMEs usually welcome the seal, understand its value and were asking for it.Expectations have to be managed!

KEY MESSAGES TO SMEs :

> A great opportunity, but process just starting: be patient!

> No guarantee of 'automatic' alternative funding and/or to the funding intensity of H2020 / No to be used for DOUBLE FUNDING

> Search pro-actively: only you (SMEs) receive the seal and can use it….

> …if you wish so (no obligation!)

> Make available to the funder ALL documents at your disposal (Full Proposal, Evaluation Summary Report,...)

> DIVERSIFY your search for funding, in terms of sources (public (ESIF or own resources) / private) and type (grants / financial instruments)

KEY MESSAGES TO FUNDING BODIES:

> SoE are excellent projects, not left-overs from Horizon 2020 (strict criteria,

international panel, transparent and competitive evaluation)

> Great opportunity to exploit H2020 first-class evaluation system

> Keep the process as simple as possible: no need to re-evaluate the content

> ESIF can be used, just foresee it in the Selection Criteria!

> Different support can be provided: grants/loans/guarantee/… general support

> 'Seal'- under-performing MSs: consider the learning curve and incentive effect!

THE COMMUNITY OF PRACTICE (CoP):

Purpose: Exchange of know-how on the best ways to implement the 'seal of excellence' approach through ESIF

Creation: by the Commission since July 2015 following the presentation of the 'seal' concept at EGESIF meeting

Membership: on voluntary basis, restricted to National or Regional authorities that have a funding power and other Funding Agencies for Innovating SMEs (including private banks and investors) committing to set up 'seal-friendly' schemes
