Austerity : when it works and when it doesn't Alberto Alesina, Carlo Favero, Francesco Giavazzi Princeton University, 2019

Supporters argue that budget deficits have to be tackled aggressively at all times and at all costs. In this masterful book, three of today’s leading policy experts cut through the political noise to demonstrate that there is not one type of austerity but many. Looking at thousands of fiscal measures adopted by sixteen advanced economies since the late 1970s, Austerity assesses the relative effectiveness of tax increases and spending cuts at reducing debt. It shows that spending cuts have much smaller costs in terms of output losses than tax increases. Spending cuts can sometimes be associated with output gains in the case of expansionary austerity and are much more successful than tax increases at reducing the growth of debt. The authors also show that austerity is not necessarily the kiss of death for political careers as is often believed, and provide new insights into the recent cases of European austerity after the financial crisis. Bringing needed clarity to one of today’s most challenging subjects, Austerity charts a sensible approach based on data analysis rather than ideology.

The book begins with an overview of financial markets and their operation and then covers asset pricing for standard assets and derivatives, and analyzes what modern finance says about firm behavior and capital structure. After exploring banks and other forms of financial intermediation, the book examines the role they played in the Great Recession. Having provided an overview of the provate sector, Cole switches to public finance and government borrowing as well as the incentives to monetize the public debt and its consequences. Diminishing returns at work : the consequences of long working hours John H. Pencavel Oxford University, 2018

It is a central component of the production function that translates inputs to outputs. While increasing the number of hours someone works may increase output, this incisive book demonstrates that there are diminishing returns to long working hours. John H. Pencavel provides an overview of how the length of working hours evolved from the 19th century to today and how the number of working hours affects work performance and other outcomes, including health, well-being, and wages. Diminishing Returns at Work provides a brief history of working hours both in the United States and Britain, including the influence of trade unions pushing for shorter hours of work, the tension with employers who resisted reducing hours, and the influence of legislation and custom. Pencavel discusses various conceptual frameworks for specifying production functions that measure the relationship between inputs and outputs and develops an alternative approach to estimate actual relationships through a reevaluation of classic studies, including the productivity of munitions workers in Britain during the First and Second World Wars and plywood mills in Washington during the 1980s among others. The declining effectiveness of long hours is manifested not only in marketable output but also in a rising probability of ill-health and accidents, and evidence of this has been found both for blue-collar workers and for white-collar workers. In short, shorter hours of work might benefit both firms and workers.

As a result, from the very beginning there has been debates about the meaning of utility as well as how to measure it. This book is an innovative investigation of how these arguments changed over time. Measuring Utility reconstructs economists’ ideas and discussions about utility measurement from 1870 to 1985, as well as their attempts to measure utility empirically. The book brings into focus the interplay between the evolution of utility analysis, economists’ ideas about utility measurement, and their conception of what measurement in general means. It also explores the relationships between the history of utility measurement in economics, the history of the measurement of sensations in psychology, and the history of measurement theory in general. Finally, the book discusses some methodological problems related to utility measurement, such as the epistemological status of the utility concept and its measures.

Order without design : how markets shape cities Alain Bertaud MIT, 2018

Planners make rapid decisions that have an immediate impact on the ground—the width of streets, the minimum size of land parcels, the heights of buildings. The language they use to describe their objectives is qualitative—“sustainable,” “livable,” “resilient”—often with no link to measurable outcomes. Urban economics, on the other hand, is a quantitative science, based on theories, models, and empirical evidence largely developed in academic settings. In this book, the eminent urban planner Alain Bertaud argues that applying the theories of urban economics to the practice of urban planning would greatly improve both the productivity of cities and the welfare of urban citizens. Bertaud explains that markets provide the indispensable mechanism for cities’ development. He cites the experience of cities without markets for land or labor in pre-reform China and Russia; this “urban planners’ dream” created inefficiencies and waste. Drawing on five decades of urban planning experience in forty cities around the world, Bertaud links cities’ productivity to the size of their labor markets; argues that the design of infrastructure and markets can complement each other; examines the spatial distribution of land prices and densities; stresses the importance of mobility and affordability; and critiques the land use regulations in a number of cities that aim at redesigning existing cities instead of just trying to alleviate clear negative externalities. Bertaud concludes by describing the new role that joint teams of urban planners and economists could play to improve the way cities are managed.

Descárgalo aquí Resumen: Este documento investiga el efecto de la incertidumbre sobre la volatilidad del tipo de cambio peso mexicano dólar estadounidense durante el periodo 1999 - 2018. El análisis empírico consiste en estimar un modelo por MCO y MGM en Sistema que incluye como variables explicativas medidas de incertidumbre económica, política y financiera, tanto doméstica como internacional. Los resultados principales muestran que una mayor incertidumbre induce una mayor volatilidad del tipo de cambio; la incertidumbre internacional domina sobre la doméstica, si bien la incertidumbre interna también tiene un efecto importante; y hay evidencia de un efecto amplificador de la incertidumbre sobre la situación económica interna en la volatilidad del tipo de cambio, especialmente en periodo de recesión. Los hallazgos son robustos a diferentes medidas de volatilidad del tipo de cambio, diferentes especificaciones y diferentes índices de incertidumbre económica política.

Determinantes de las exportaciones manufactureras estatales de México, 2007-2015 René Cabral; Jorge Alberto Alvarado 2019-11

Resumen: El trabajo examina los determinantes de las exportaciones manufactureras en los estados y regiones de México para el periodo 2007-2015, con especial atención al papel de la inversión extranjera directa (IED). El análisis considera factores internos y externos usando métodos de datos panel estático y dinámico, obteniéndose tres resultados principales. Primero, la razón de PIB manufacturero a PIB total resultó ser el determinante más consistente que explica el desempeño de las exportaciones manufactureras, independientemente de la especificación econométrica empleada. En segundo lugar, las estimaciones mediante técnicas de datos panel estático (MGM) sugieren diferentes grados de sensibilidad respecto a la IED entre las regiones, con la norte experimentando el efecto más fuerte de corto plazo de la IED sobre las exportaciones manufactureras. Finalmente, al usar métodos de panel dinámico, se observa un efecto persistente y significativo de largo plazo similar para todas las regiones de la IED sobre el desempeño exportador del sector manufacturero.
