to host the Pan-American and Para Pan-American Games of the year 2105, has prepared as well as the technical proposal, where you will find the whole necessary information about the realization of the games; this Executive Summary to find on an easy and fast way our candidacy's main pillars.

The support and commitment of all the governmental stratums,Central Government, Municipality, Regional and Local Governments, guarantee the realization of the infrastructure proposed.

Efficient Games, will allow that more countries of our continent as from the Lima Experience, could host the sports party of America in the future.

A practice sports program and the location of the sports venues and the Pan American Village guarantee that all the athletes and spectators enjoy this event with the bigger comfort.

Dear Sir:

The government of Peru states, through this letter, its interest in having the city of Lima, the National Capital, host the XVII Pan-American Games scheduled for 2015 and expresses its full support to the Peruvian Olympic Committee, the Metropolitan Lima Municipal Government and the Peruvian Sports Institute to organize the most important sports event of the Americas and the Caribbean.

We are persuaded Peru’s sustained development, combined with our experience in successfully organizing important events, such as the Sub-17 World Soccer Cup, the Americas 2004 Cup, the EU-LAC Summit and the meeting of the Asia Pacific Economic Forum (APEC) among others, allows us to ensure the highest level for the Pan-American Games, fully and satisfactorily meeting the expectations of the Pan-American Sports Organization.

To date no Pan-American Sports Game have been organized in Peru. Aware of the Pan-American Sports Organization’s openness when designating the country that will organize these Games, in my position as President of the Republic of Peru I confirm our commitment to decidedly support the organization of the XVII Pan-American Sports Games in the city of Lima, and our commitment to honor all our obligations, as expressed by the Pan-American Sports Organization by-laws and the responsibility agreement that will be signed when we are honored with the designation of the city of Lima as the Games’ venue.

Finally, Mr. Chairman, I convey to you the interest of the Peruvian people to welcome in 2015 the large Pan-American Sports Family with warm hospitality and invite them to visit our country’s many beautiful tourist attractions.

Consideramos que el desarrollo sostenido de nuestro país, unido a nuestra experiencia en llevar a cabo eventos importantes de manera exitosa como son el Mundial de Fútbol Sub 17, la Copa América 2004, la Cumbre ALC-UE y el Foro Económico Asia Pacífico-APEC, entre otros, nos permiten asegurar unos Juegos Panamericanos al más alto nivel, cumpliendo plenamente y a satisfacción las expectativas de la Organización Deportiva Panamericana – ODEPA.

Asimismo, si consideramos que a la fecha no se han realizado Juegos Deportivos Panamericanos en el Perú, y conocedores del espíritu de apertura que anima a la ODEPA para permitir que nuevos países los realicen, en mi calidad de Presidente de la República del Perú le reafirmo nuestro compromiso en apoyar resueltamente la realización de los XVII Juegos Deportivos Panamericanos en la Ciudad de Lima, y nos comprometemos a cumplir las obligaciones previstas en el Estatuto de la ODEPA y el acuerdo de responsabilidad a firmar cuando nos honren otorgando la Sede a la ciudad de Lima.

Apreciado Licenciado Mario Vásquez Raña, es grato diri-girme a usted en mi calidad de Presidente del Comité Olím-pico Peruano para, de conformidad con el Artículo VII inciso 2) del Estatuto de la ODEPA, solicitarle formalmente para la ciudad de Lima la sede de los XVII Juegos Deportivos Pana-mericanos 2015.

El Comité Olímpico Peruano, conjuntamente con sus Fed-eraciones Nacionales, considera que está preparado para asumir la organización del más importante evento deport-ivo de América, como lo demuestra el haber realizado in-numerables eventos deportivos en los últimos años, desde el Mundial de Voley Femenino en 1982, hasta el Mundial de Sky Acuático el presente año; pasando por el Mundial Juve-nil de Fútbol Sub 17 en 2003, el Mundial Femenino de Tabla en 2006, el Mundial Universitario de Pesas en 2007 y diver-sos campeonatos Continentales y Regionales, como la Copa América 2004, el Panamericano y Clasificatorio Continental a Beijing 2008 de Pesas, y los Sudamericanos de Gimnasia, Atletismo y Vela del año 2008, entre otros.

Asimismo, haber realizado con total éxito en el 2008 la re-unión ALC-UE y la reunión de la APEC, que congregaron a numerosos Presidentes, Jefes de Estado y delegaciones de los países más importantes del mundo, demuestra que nuestra ciudad capital puede garantizar la seguridad y co-modidad de todos los asistentes a un evento de la impor-tancia de los Juegos Panamericanos de 2015

Además, Lima cuenta con infraestructura públi-ca y privada adecuada para este tipo de eventos y con proyectos complementarios de infraestructura deporti-va, con una inversión totalmente garantizada a través del apoyo gubernamental a la candidatura. Por otro lado, nos gustaría resaltar que Lima cuenta con condiciones geográ-ficas y climatológicas que favorecerán el mejor desempeño de los atletas, al ser una ciudad al borde del mar y de clima templado.

Por último, ninguna ciudad de nuestro país ni de la costa del Pacífico Sur ha tenido el honor de ser sede de Juegos Panamericanos, por lo que respetuosamente aspiramos a que Lima sea la primera, asegurándole que todo el Perú está respaldando esta candidatura.

Dear Sir,

As Chairman of the Peruvian Olympic Committee and pursuant to Article VII, paragraph 2) of PASO’s by-laws, I am pleased to formally request the designation of the City of Lima to host the XVII Pan-American Sports Games in 2015.

The Peruvian Olympic Committee and the Peruvian Sports Federations under it are persuaded they are ready to organize the Americas’ largest sports event, as can be demonstrated by their having organized innumerable sports meets in recent years, ranging from the 1982 World Women’s Volleyball Cup to the Water Skiing World Tournament this year, including the 2003 Sub 17 Soccer Cup, the 2006 Women’s World Surfboard Tournament, the 2007 World’s University Weightlifting Championship and several regional and continental championships, like the America Cup in 2004, the Weightlifting Pan-American and Beijing Final Rounds in 2008 and the South American Gymnastics, Athletics and Sailing tournaments of 2008, among others.

Lima also successfully hosted the Latin America and Caribbean and European Union (EU-LAC) and the APEC summits in 2008. These events brought together numerous heads of government and delegations from major countries, demonstrating our city’s ability to ensure a safe and comfortable meeting for all participants in such an important event as the Pan-American Sports Games in 2015.

Lima has the appropriate public and private infrastructure for these events as well as projects for the construction of complementary sports facilities to be built by private developers backed by the government-sponsored guarantees. In addition it is worthwhile highlighting that Lima’s exceptional sea-level location and mild weather will contribute to enhance the athletes’ performance.

Finally, no Peruvian city or any other city on the South American Pacific Coast has had the honor of hosting the Pan-American Games for which reason we respectfully expect Lima will be the first such city to do so. Rest assured the entire nation stands behind Lima’s request.

Además, en el 2008, Lima fue ciudad anfitriona de la Cumbre ALC-UE y de la Reunión del Foro Económico Asia Pacífico-APEC, lo que nos permite garantizar una capacidad organizativa adecuada para el más importante evento deportivo de la región.

En mi condición de Alcalde de la Ciudad de Lima, será para mí un alto honor el que se puedan realizar por primera vez en el Perú los Juegos Deportivos Panamericanos, por lo que nos comprometemos a respetar el Estatuto de la ODEPA, el Reglamento de los Juegos Panamericanos, las condiciones previstas en la guía para las ciudades candidatas y cualquier acuerdo firmado entre la ODEPA y el Comité Organizador.

I am pleased to write to you and convey our satisfaction in entering the candidacy of the city of Lima I represent to host the XVII Pan-American Games of 2015.

In recent years, Lima has been the stage for major sport events, including the Sub-17 Soccer World Cup, the Americas 2004 Cup, the World’s Weight Lifting Championship in 2007 and, in March this year, the South American Sailing Tournament.

In addition, in 2008 Lima hosted the EU-LAC Summit and the Meeting of the Asia Pacific Economic Forum (APEC). This demonstrates the city of Lima can provide the appropriate organizational capabilities to host the most important sports event of our region.

In my position as mayor of the city of Lima, I will be greatly honored by Peru’s organizing for the first time the Pan-American Sports Games in our country, for which end we commit to abide by the Pan-American Sports Organization (PASO) by-laws, the Pan-American Games rules, the conditions outlined in the guide for candidate cities and any agreement signed between PASO and the organizing committees.

Lima 2015 y el Perú reciben con los brazos abiertos a sus hermanos ameri-canos, es por ello que 30 días antes del inicio de los Juegos y hasta la culmi-nación de los Juegos Parapanameri-canos los ciudadanos de los países de América no necesitarán visa para ingresar al Perú; de esa manera garan-tizamos que los deportistas podrán estar acompañados por sus familiares y amigos que así lo deseen durante su competición.

CAMPAMENTO DE LA JUVENTUD

Durante la realización de los Juegos Deportivos de Lima 2015 se invi-tará a dos jóvenes- un hombre y una mujer- de cada país miembro de la ODEPA a compartir en nuestra ciudad una experiencia de intercambio cultural, alegría y amistad que perdurará toda la vida.

Ellos serán acogidos en las instalaciones de Club de Regatas Lima- Sede la Cantuta, con todas las comodidades y disfrutarán de un Tour Cultural en el norte de nuestro país , donde conocerán los restos arqueológicos del antiguo Perú y parte de las maravillas naturales que nuestro país ofrece.

Todo el programa del campamento de la Juventud estará a cargo de es-pecialistas en jóvenes, lideres en las actividades lúdicas, adicionalmente los jóvenes participantes contarán con un seguro de accidentes al igual que los demás miembros acreditados a los Juegos Panamericanos.

El espíritu del Campamento de la Juventud será enfocado hacia los va-lores del Movimiento Olímpico y la filosofía del Olimpismo.

La candidatura de Lima 2015 dentro de su espíritu de unos “Juegos para Todos” plantea a la familia Panamericana los siguientes eventos y actividades antes y durante los Juegos Deportivos Pana-mericanos.

CAMP OF THE YOUTH

During Panamerican Games Lima 2015 member of the ODEPA Family will be invited two young participants - a man and a woman - of every country to sharing in our city an experience of cultural exchange, hap-piness and friendship that will last the whole life.

They will be received in the facilities of Regatas Lima Club – La Cantuta, with all the comforts and they were enjoying a Cultural Tour in the north of our country, where they will know the archaeological remains of for-mer Peru and part of the natural marvels that our country offers.

The whole program of the Camp of the Youth will be at the manage for specialists in young people, leaders in the playful activities, addition-al the young participants will have an insurance of accidents as other members accredited to the Pan-American Games.

The spirit of the Camp of the Youth will be focused towards the values of the Olympic Movement and the philosophy of the Olimpism.

Lima 2015 understands the importance of the diffusion of the participation of the

athletes of the different National Olympic Committees, and in this sense it knows

BASES DE PREPARACIÓN EN ALTURA

La candidatura de Lima 2015 ofrece a Comités

Olímpicos Nacionales la posibilidad de realizar

bases de entrenamiento en la ciudad de Arequipa

(2,600 mt. sobre el nivel del mar), este proceso de

entrenamiento servirá para un mejor desempeño

deportivo durante los Juegos.

BECAS DEPORTIVAS

Asimismo otorgara a los Comité Olímpicos Nacio-

nales becas a los deportistas por un total de 730

días con un máximo de 10 becas por país, con la

finalidad de prepararlos para una mejor perfor-

mance.

CLÍNICAS

Financiación de 10 Clínicas Deportivas por país,

entre los años 2010 y 2015, donde personal téc-

nico del más alto nivel aportará en la preparación

VILLA PANAMERICANA

DESCRIPCIÓN GENERAL

La Villa Panamericana está ubicada en la parte central del litoral de la ciudad de Lima, frente al mar y estratégicamente equidistante de las diferentes sedes deportivas de competencia y entrenamiento, de los hoteles asignados a los Juegos. Los recorridos no serán superiores a los 15 minutos desde las sedes hospedaje de la Familia Panamericana a los lugares más importantes desde el punto de vista histórico, cultural y comercial.

La Villa Panamericana se construirá en un ter-reno del Estado y abarca un área de 10 Hec-táreas, con capacidad para albergar a 7,644 atletas y oficiales en 1,092 departamentos agrupados en 14 edificios de 14 pisos c/u.

Cada departamento contará con los servicios e instalaciones necesarias para que los 42 Comi-tés Olímpicos Nacionales, sus atletas y delega-dos, puedan realizar sus actividades con total comodidad.

PAN-AMERICAN VILLAGE

GENERAL DESCRIPITION

The Pan American Village is located in the central part of the sea-board of the city of Lima, in front of the sea and strategically equidistant of the different sports venues of competition and training, and the hotels assigned to Games. Journeys will not be superior to the 15 minutes from the Hotels of the Pan American Family to the more important places from the historic, cultural and commercial point of view.

The Pan American Village will be built at a state lot and ex-tends throughout a 10-hectare area, with capacity to contain to 7.644 athletes and officers at 1.092 departments grouped at 14 14-floors buildings each.

Each department will count on the services and necessary fa-cilities in order that the 42 Olympic National Committees, his athletes and delegates, may accomplish his activities with total comfort.

Vemos con agrado que la iniciativa de la candidatura, promovida por el Comité Olímpico Peruano y La Municipalidad Metropolitana de Lima, que cuenta con el apoyo del Instituto Peruano del Deporte, ha logrado entusiasmar a los diferentes actores sociales de esta ciudad y del país, como lo demuestra el apoyo de los medios de comunicación, partidos políticos y público en general, así como el apoyo de las diversas instancias del Gobierno Central involucradas tan importante acontecimiento deportivo.

Por tal motivo, expreso a usted no sólo el compromiso del Gobierno Peruano en garantizar económicamente su realización para atender los requerimientos de la ODEPA y los que se encuentran expresados en nuestra propuesta, si no como lo manifestara el 24 de agosto pasado a la Comisión de la ODEPA durante la presentación detallada de la excelente situación económica del país, que si la ciudad de Lima es honrada con la designación de Sede de los Juegos Panamericanos 2015, el Gobierno Peruano declarará dicho evento de prioridad nacional incluyéndolo en el programa multianual de inversiones, con lo cual su ejecución será de obligación por el futuro gobierno que asumirá sus funciones a partir del 28 de julio del 2011.

We see with liking than the initiative of the candidacy, promoted for the Peruvian Olympic Committee and The Metropolitan Municipality of Lima, that counts on the support of the Peruvian Institute of Sports, has managed to enthuse the different social actors of this city and of the country, as demonstrates it the media support, political parties and public at large, as well as the so important support of the various instances of Central Government implicated in this sports event.

For such motive, I express you not only Peruvian Government's commitment in guaranteeing your realization to take care of the PASO -ODEPA's requests economically and the ones that find themselves expressed in our proposal, but also as I manifested the last August 24 during ODEPA`s Commission visit the excellent economic situation of the country, that if the city of Lima is honored with the designation to host the Pan American Games 2015, Peruvian Government will declare the aforementioned event of national priority including in the multiannual program of investments, with which the execution for it you will come from debt for the future govern that the 2011 will assume from July 28.

It is pleasant to answer your requested, and we indicate that the Municipality of Lima by Protransporte, has been carrying out the project "Primer Corredor Segregado de Alta Capacidad - COSAC 1", component of the Integrated System of Public Transport in Lima, which is financed by the World Bank - WB and the Inter American Development Bank - IADB.

In this regard, both banks are culminating the updated project of the Urban Transport Master Plan of Lima, prepared by Japan International Cooperation Agency - JICA in order to implement the projects indicated in the attached table of the master plan. The total amount of investment estimated by the Agency in reference to this Master Plan is $ 5,000 million.
