Estimados amigos,

Me es muy grato poder dirigirme nuevamente a ustedes. La presente edición de Dialogue está dedicada a Perumín 33, evento organizado por el Instituto de Ingenieros de Minas del Perú y presidido por la Sra. Eva Arias de Sologuren. Es posiblemente la convención minera más importante hoy en América Latina. Reconocemos que este evento es de gran valor para el sector minero, así como para la cadena productiva que acompaña a la minería y, por ende, para muchos de nuestros socios.

De igual manera, no podemos enfatizar más el rol fundamental que juega la minería en el desarrollo económico y en el bienestar del Perú.

Estamos muy conscientes de la magnitud y de nuestro interés en Perumín y de la gran cantidad de socios que estarán presentes como expositores y/o participantes. Por lo tanto, la Cámara de Comercio Canadá-Perú (CCCP) estará también presente en este significativo evento ofreciendo diversas plataformas de servicio las cuales tienen como objetivo poder ayudar a crear mayores y mejores oportunidades de negocio para Canadá y Perú.

La CCCP estará brindando soporte a la delegación canadiense. Hemos organizado sesiones de matchmaking para un grupo de empresas de Canadá interesadas en reunirse con compañías peruanas para poder ofrecerles un abanico de productos y servicios relacionados a innovación, tecnología y ahorro de costos.

El 19 de setiembre, Canadá será el país que iniciará el Encuentro Internacional de Perumín 33 donde diversas naciones mineras compartirán sus avances, experiencias y mejores prácticas. Durante la mañana de ese día, especialistas de Canadá tratarán temas como la transformación de la industria minera metalúrgica, la competitividad y la cadena de valor del clúster minero canadiense y el desarrollo de relaciones armoniosas entre la minería y las comunidades. La Embajadora Gwyneth Kutz, nuestra presidente honoraria, también asistirá a Perumín e inaugurará el conjunto de exposiciones de los expertos canadienses.

Así también, la CCCP ha organizado este año el reconocido cóctel “Maple & Misti” el cual será llevado a cabo el 20 de setiembre en el Monasterio de Santa Catalina en Arequipa. Esperamos recibir a casi medio millar de invitados. Este encuentro servirá como un espacio de oportunidades para extender y fortalecer vínculos los cuales podrían generar nuevos y futuros proyectos entre nuestros dos países.

Igualmente, nuestra presente edición de Dialogue será distribuida estratégicamente en Perumín 33 con información valiosa y oportuna. Servirá también de vitrina para presentar los bienes y servicios ofrecidos por nuestros socios.

Dear Friends,

I am very pleased to be able to address you once again. This edition of Dialogue is dedicated to Perumín 33, an event organised by the Peruvian Institute of Mining Engineers chaired by Ms Eva Arias de Sologuren. It is possibly the most important mining convention in Latin America today. We recognise that this event is of great value to the mining sector, to the accompanying productive chain, and therefore, to many of our members. Likewise, we cannot put enough emphasis on the fundamental role played by mining in the economic development and well-being of Peru.

We are quite aware of the importance of Perumín and that a significant number of our members will be present there as exhibitors and/or participants. Therefore, the Canada-Peru Chamber of Commerce (CPCC) will also be present at this noteworthy event offering several service platforms aimed at creating greater and better business opportunities for Canada and Peru.

The CPCC will be supporting the Canadian delegation. We have organised matchmaking sessions for a group of Canadian companies interested in meeting with their Peruvian counterparts to offer them a range of products and services related to innovation, technology and cost savings. On September 19th, Canada will be the first country to take part at the International Meeting of Perumín 33 where various mining nations will share their experiences and best practices. During the morning of the 19th, specialists from Canada will address issues such as the transformation of the metallurgical mining industry, the competitiveness and value chain of the Canadian mining cluster and the construction of harmonious relations between mining and communities. Ambassador Gwyneth Kutz, our honorary president, will also attend Perumín. She will be giving the opening remarks prior to Canada´s participation at the International Meeting.

This year the CPCC has organised the exclusive cocktail reception “Maple & Misti” to be held on September 20th at the Monastery of Santa Catalina in Arequipa. We expect to receive almost 500 guests. The reception will provide invitees with the opportunity to extend and strengthen bonds that could result in new and future projects between our two countries. Equally, our current edition of Dialogue will be strategically distributed in Perumín 33 with valuable and timely information. It will also showcase the goods and services provided by our members.

We anticipate that thanks to the current promising mining situation due to the recent price hike, Perumín 33 will be a resounding success and an exceptional opportunity to deepen commercial ties between Canada and Peru.

Tal vez, lo mejor que tenemos es el buen maridaje entre nuestros conocimientos ancestrales y aquellas técnicas nuevas desarrolladas en los últimos tiempos.

Estas técnicas hacen que nosotros llevemos la delantera frente a muchas empresas presentes en el mercado. También podríamos ostentar de nuestra mano de obra calificada. Como hemos mencionado líneas arriba, nuestros ingenieros son altamente calificados y a ello se adjunta nuestra mano de obra colaboradora y especializada a quienes brindamos formaciones periódicas y permanentes.

¿Cómo vienen enfocando su negocio en cuanto a innovación, especialmente en temas relacionados a lo empresarial, lo tecnológico, lo social y la reducción de costos para sus clientes? Esta es una pregunta muy importante y creo que nuestra respuesta no sería muy diferente a otras empresas peruanas. Somos una empresa que ha crecido con profesionales de la generación de los años 70, 80 y 90. Estos años fueron bastante complicados en nuestro país. Somos una generación de personas fuertes y un tanto maleables a los cambios, por lo tanto muy optimistas y entusiastas.

Las empresas peruanas en gran porcentaje somos familiares y las decisiones que tomamos afectan a todos en conjunto, no solo a los colaboradores. También afectan a nuestros proveedores y a nuestros clientes. Formamos parte de una cadena y una decisión mal tomada que afecta mínimamente a una empresa puede ser fatal para otra, por eso tenemos mucho cuidado en nuestra gestión.

Esta filosofía abarca lo social, lo tecnológico y lo empresarial. Siempre buscamos la mejor opción para darle un buen sustento a nuestras acciones.

Con respecto a la reducción de costos, nosotros haremos todo lo posible para sacar adelante las operaciones. Manejamos una buena red de proveedores nacionales e internacionales, con lo cual aseguramos materiales y maquinarias de primer nivel a costos razonables. Nuestros conocimientos son el resultado de años de investigación y de desarrollo en la empresa con lo cual muchos de nuestros métodos han sido aprobados por organizaciones e instituciones gubernamentales y privadas. Dentro de la empresa tenemos a los colaboradores más calificados en las tareas que realizamos, muchos de ellos originarios o residentes cercanos a la zona de trabajo, ello también es una ventaja en la gestión de nuestros costos. Formamos a las personas que desean ser parte de la empresa realizando trabajos generales y ligeros, siguen una formación según nuestro programa y al cabo de un tiempo respetable inician el proceso en tareas más especializadas. También tendremos actividades de networking y un cocktail de camaradería.

¿Cuál ha sido el mayor reto para ustedes durante el período de desaceleración en el sector minero?El período de desaceleración ha sido una prueba más para las empresas peruanas de enfrentar las vicisitudes con fuerza y honor. Como hemos mencionado, Montali es sólo un eslabón de la cadena del sector minero peruano. Tenemos la dicha que nuestras empresas mineras peruanas han dado muestra de perseverancia, de buen manejo financiero y de solidaridad en el sector minero.

En efecto, hemos sufrido en esta desaceleración, pero aún estamos presentes y de pie. Ello viene de un sector minero sólido y reconocido mundialmente. Somos un país minero de vocación y de convicción. Hacemos lo que sabemos hacer y lo haremos con nuestras mejores manos y herramientas.

Montali will have a booth at Perumín 33. What products and/or services will Montali be presenting and exhibiting at the convention?Indeed, Montali will be in Perumín at stand 597. We will be presenting our products and services. As a company, we specialize in work and project management for underground mining. We have developed and improved our know-how during these past years and this provides us with the opportunity to be the best company in the market for the type of work we do.

We are specialists in all types of underground development work, passages and roads, paths for workers, ventilation, land control, and rehabilitation. In recent years we have been recognized by our advances in piques and chimneys. We have won many awards both at the national and international levels thanks to our highly-skilled work.

What are the comparative advantages of the products and/or services offered by Montali? We are a serious company and we carry out all our assigned work in the utmost professional manner. Our engineers are licensed and psychologically capable to work under pressure and in highly perilous environments.

We can’t say that we use frontline knowledge. We use very old workings methods that we have borrowed from our Andean ancestors and we are applying these techniques to current technology. Perhaps the best we have to offer is the valuable pairing of our ancestral knowledge and recently developed techniques.

Thanks to these techniques, we are now front runners in comparison to other companies currently in the market. We can also boast about our skilled workforce. As mentioned above, our engineers are highly qualified. So is our collaborative and specialized workforce that receives training in a periodic and permanent basis.

How do you approach innovation, business management, technology, social issues and cost reduction for your clients?This is a very important question and I think our answer would not be very different from that other Peruvian companies. We are a company that has grown with professionals from the 1970s, 80s and 90s. These decades were quite complex in our country. We are a generation of strong people, somewhat malleable to change, very optimistic and enthusiastic.Many Peruvian companies are family owned businesses and the decisions we make affect everyone, not only the employees. Our decisions also affect our suppliers and our customers. We are part of a chain and a bad decision that minimally affects one company can be fatal for another, so we are very careful in our management.

This philosophy encompasses the social, the technological and the business aspects. We are always looking for the best option to base our actions on.

Regarding cost reduction, we will do everything possible to bring forward the operations assigned. We manage an important network of national and international suppliers, which ensures first rate materials and machinery at reasonable prices. Our knowledge is the result of many years of research and development. Our methods have been approved by governmental and private organizations and institutions. Within the company, we have the most qualified employees. Many of them are from or live nearby the operation sites which is quite advantageous regarding cost management. We train people who want to be part of the company. They begin doing general and simple tasks, then follow training according to our program and, after a suitable time, start to carry out more specialized tasks. This generates alternative income for the families living near the site and it reduces our operating costs. Therefore, we can offer our work, our team of specialists and our best machinery for an adequate price.

What objectives does your company intend to achieve by participating in Perumín?Work! Like all companies participating in Perumín, I consider that we are looking for work and greater opportunities to expand our horizons. Perumín is a springboard for many Peruvian and foreign companies. Each one presents specific advantages, but we have much more to offer, give us the opportunity to work with your company and we will prove that we are your best option.

What promotional techniques will you be using in Perumín to highlight the quality of the products and/or services that you are offering?We have some techniques ready for Perumín. Others will be on standby because I cannot reveal them to you at this moment.

I can say that we will have presentations at booth 597 prepared by our specialists. We will also have networking activities and a cocktail.

What has been the biggest challenge for you during the recent deceleration period in the mining sector?The slowdown has been a test for Peruvian companies to manage the vicissitudes with strength and honour. As we have mentioned, Montali is only one link in the chain of the Peruvian mining sector. We are thankful that Peruvian mining companies have shown perseverance, good financial management and solidarity in the sector.

Indeed, we have suffered during this slowdown, but we are still present and standing. This comes from a solid and globally recognized mining sector. We are a mining country of vocation and conviction. We do what we know how to do and we will do it with our best tools.

We hope that everyone present at Perumín 33 will have fruitful and enriching experiences both personally and in business.Best wishes to all!

En Explomin nos estamos enfocando en la Seguridad, Innovación y Excelencia Ope-rativa, y es debido a esto que nuestras inversiones se reflejan en estos lineamientos. Parte de estas inversiones consisten en nuevos equipos como manipuladores de barras automatizados, en donde atacamos directamente el principal riesgo y ex-posición que es tener daños en las manos, a fin de tener un lugar más seguro. Del mismo modo, se obtiene una mejora en la productividad sobre todo en taladros más profundos, así como mejora en nuestros costos, lo que produce un beneficio compartido con nuestros clientes.

Respecto a nuestra proyección de Excelencia Operativa podemos señalar este año llegaremos a 3 millones de metros perforados a lo largo de la vida de la compañía. Hemos duplicado nuestra flota a 60 equipos con una amplia gama que incluye des-de máquinas muy pequeñas y autotransportables hasta equipos gigantes que hacen pozos de agua. En los últimos años hemos logrado contratos corporativos con las empresas mineras más importantes del rubro que nos han aportado solidez desde un punto financiero y operativo; del mismo modo hemos tenido exitosos contratos con mineras Juniors, permitiéndonos diversificar nuestra cartera. Como pronóstico del comportamiento de la minería podemos decir en general que el mercado ha sido muy agresivo con los precios en los últimos 3 años, lo cual ha derivado en precios muy competitivos para los clientes. Tal como lo vemos hoy, este año debería ser muy probable que algunos clientes se inclinen por desarrollar contratos de largo plazo con el ánimo de congelar el competitivo precio actual. Algunas mineras están incrementando su volumen de perforación en un 500 ó 600% con respecto al año pasado. En un mo-mento dado, los proveedores no van a poder atender de manera inmediata (como lo hacen hoy), tendencia que podría comenzar ya en 2018 ó 2019.

En este mercado necesitamos un desempeño en Seguridad simplemente perfecto, lo cual es una meta alcanzable y nos demanda el desarrollo de muchas nuevas es-trategias. Entre ellas tenemos una estrategia de inmersión en nuestra cultura propia de seguridad. Además de las estrategias enfocadas en el desarrollo de nuestra gente que inicia desde el proceso de contratación del personal con perfiles en cada posi-ción bastante exigentes, proceso de inducción bien definido, continua capacitación y por último las constantes campañas que desarrollamos a lo largo del año para reforzar el cuidado de todos nuestros colaboradores.

We are investing in new equipment such as automated bar manipulators; where we directly address the main risk and exposure (which is hand injury) in order to have a safer workplace. This results in greater productivity especially in deeper drilling, as well as in cost reduction, a benefit that we share with our clients.

Regarding our projection for operational excellence, we can point out that this year we will have drilled 3 million meters throughout the history of the company. We have doubled our fleet to 60, ranging from very small and self-propelled machines to giant equipment that helps create water wells. This allows us to cover the most diverse needs. We have also built a team of over 1,000 employees who have the experience, capacity, talent and energy to face any challenge that we can assume both in underground and surface mining. Our vision is to become the best drilling company in Latin America. Besides Peru, we operate in Colombia and are seeking new opportunities in the region.

In recent years, we have worked with the most important mining firms in the industry. This has provided us with both financial and operational solidity. We have also had successful contracts with junior mining companies, which have allowed us to diversify our portfolio. During the past 3 years, the market has been very aggressive, which has resulted in very competitive prices for customers. As we see it today, it is quite likely that some customers will be inclined this year to develop long-term contracts with the objective of retaining current competitive prices. Some mining companies are increasing their drilling volume by 500 or 600% compared to last year. So far, suppliers have been able to immediately meet customer needs. However, this trend may change possibly as early as 2018 or 2019.

In this market, we need for safety to be perfect. This is an attainable goal that demands the development of many new strategies. We have an immersion program about our company’s view on safety. Por segundo año consecutivo, la Cámara de Comercio Canadá-Perú (CCCP) y la Organización Mundial para el Apoyo a la Educación (OMA) llevaron a cabo el exitoso programa “Mujeres Roca” el cual busca contribuir a una mayor participación femenina en posiciones gerenciales en el sector minero. La iniciativa se inspiró en un programa que se lleva a cabo en Canadá llamado “Women Who Rock”, orientado a jóvenes adultas que quieren avanzar en sus carreras en minería.

El programa está dirigido a mujeres peruanas entre 23 y 28 años de edad que estén cursando el último semestre en alguna carrera relacionada a minería o que posean un interés académico probado en el sector.

“La participación en el programa brinda la oportunidad de mostrar lo importante que una mujer puede ser en este sector y que la única diferencia de género nos la creamos nosotros mismos”*, enfatizó una de las “Mujeres Roca”, Brigitte Bermúdez, estudiante de Ingeniería de Minas.

“Siempre he sentido que con más diversidad hay más variedad de ideas y de enfoques. Esa es la gran ventaja de incluir a más mujeres en temas mineros”*, resaltó Deborah Torres, otra participante quien acaba de terminar sus estudios en Arquitectura y Urbanismo.

La segunda convocatoria fue abierta el pasado 11 de abril. Tras una rigurosa evaluación la CCCP y la OMA eligieron a 10 talentosas jóvenes provenientes de Lima, Callao, Huamachuco, Cusco, Arequipa, Huaraz y Huancayo.

“Honestamente, fue muy difícil elegir sólo a 10 profesionales ya que la calidad de los curriculums recibidos era excelente”, reveló Carla Martínez, gerente general de la CCCP.

“Para nuestra institución es un honor colaborar con el empoderamiento y desarrollo de estas jóvenes. Un paso siguiente es el apoyarlas en su crecimiento profesional vinculándolas a empresas socias de nuestra organización”, agregó.

El programa “Mujeres Roca” incluyó ocho sesiones de mentoring con destacados ejecutivos de empresas, en su mayoría, del sector minero. También hubo un taller de coaching denominado “Kallpa Warmi”, que significa “Fuerza de Mujer”, cuyo objetivo fue fortalecer las competencias blandas y preparar a las jóvenes para las reuniones con los mencionados representantes empresariales.

“En este espacio de contacto directo que se crea en las reuniones de mentoring, he visto como los CEOs comparten sus experiencias y conocimientos con las jóvenes, les dan consejos que refuerzan sus aspiraciones y las animan a trazarse metas más ambiciosas en sus carreras. Considero que es una magnífica oportunidad para que la joven profesional conozca la realidad, demandas y retos del sector a través de sus más altos ejecutivos”, destacó Susana Watson, vicepresidente de OMA.

For the second consecutive year, the Canada-Peru Chamber of Commerce (CPCC) and the Organización Mundial para el Apoyo a la Educación (OMA) carried out the successful “Mujeres Roca” Program, which seeks to increase female participation in managerial positions in the mining sector. This initiative was inspired by “Women Who Rock”, a program in Canada aimed at young women who want to advance their careers in mining.

“Mujeres Roca” targets Peruvian women between the ages of 23 and 28 who are in their last semester studying a profession related to mining or who have a proven academic interest in the sector.

“The program allows you to understand the importance of women in this sector and that the only gender difference that exists is the one that we create ourselves,”* pointed out Brigitte Bermúdez, a Mining Engineering student and one of the “Mujeres Roca”.

“I’ve always felt that greater diversity translates into a greater variety of ideas and approaches. That is the advantage of including more women in mining,”* said Deborah Torres, another participant who has just finished studies in Architecture and Urbanism.

The second call to take part in the program opened on April 11th. After a rigorous evaluation, the CPCC and the OMA chose ten talented young people from Lima, Callao, Huamachuco, Cusco, Arequipa, Huaraz, and Huancayo.

“Honestly, it was challenging to choose only ten professionals given the excellent resumes,” said Carla Martínez, General Manager for the CPCC. “For our institution, it is an honour to support the empowerment and development of these young women. As the next step in their professional growth, we would like to support them by linking them to partner companies in our organisation,” she added. The “Mujeres Roca” Program included eight mentoring sessions with prominent business executives, mostly from the mining sector. There was also a coaching workshop called “ Kallpa Warmi” (“Women’s Strength” in Quechua), aimed at consolidating soft skills and preparing the young participants for meetings with the above-mentioned business representatives.

“I have seen how CEOs share their experiences and knowledge with the young women, give them advice that reinforces their aspirations and encourage them to set more ambitious goals in their careers. I think it is a great opportunity for these young professionals to get to know the real demands and challenges of the sector from the perspective of top executives,” highlighted Susana Watson, Vice President of OMA. The senior managers who participated in the program represented the following companies: Compañía de Minas Buenaventura, Exsa, SNC Lavalin, Cerro Verde Mining Company, Milpo Mining Company, Volcan Compañía Minera, Hudbay Minerals and Gold Fields.

The talented women were invited by Ambassador Gwyneth Kutz to the Canada Day reception which was jointly organised by the CPCC and the Embassy. This year Canada celebrated its 150th anniversary, and the “Mujeres Roca” were part of this important celebration that reaffirmed a value held dear by Canadians, that of inclusion and diversity.

Víctor Gobitz, actual CEO - Gerente General de Buenaventura, fue elegido como presidente del IIMP para el período 2016-2018. Con una carrera profesional ascendente desde que obtuvo su título de Ingeniero de Minas de la Pontificia Universidad Católica del Perú, Gobitz también ha sido CEO de Milpo y es docente en la Escuela de Postgrado Gerens. Gobitz conversó con Dialogue sobre los temas que serán expuestos y debatidos en Perumín 33, la actual coyuntura minera, los retos que afronta el sector minero y el papel que juega éste como actor clave en el desarrollo del país.

En Perumín, ¿cuáles serán los principales temas a debatir? El lema de Perumín 33 es “Minería: Competitividad y Sostenibilidad”. En el tema de competitividad se va a hablar sobre cómo mejorar y simplificar todo el bagaje de presentación de licencias y permisos que es uno de los desafíos para la industria. En cuanto al tema social, habrá un encuentro para compartir mejores prácticas sobre al acceso a los terrenos superficiales y el relacionamiento a largo plazo con las comunidades. En este espacio se buscará proponer modelos para implementar una comunicación más madura y predecible con las colectividades.

Recordemos que Perumín es una plataforma de varios días donde se realizan diferentes eventos en paralelo. Los principales son dos; el encuentro empresarial donde se discuten políticas y el encuentro tecnológico donde se debaten las mejoras técnicas usadas en la industria. El tema técnico y tecnológico siempre ha sido el foco principal de Perumín. También hay otros encuentros: logístico, legal y tributario, ambiental, internacional y social; así como eventos con estudiantes.

En su Mensaje a la Nación, en julio, el Presidente Pedro Pablo Kuczynski destacó que los mejores precios de los metales favorecerán la ejecución de proyectos mineros por más de $10,000M en los próximos 18 meses. Considerando que el sector minero prevé una coyuntura favorable, ¿cómo podría traducirse esto en un impacto positivo para la economía peruana? Veamos el caso del cobre. Gracias al desarrollo en los últimos años de Las Bambas, Constancia, Antapaccay, Toromocho y la ampliación de Antamina, el Perú es ahora el segundo productor de cobre en el mundo. Producimos 2,300,000 toneladas al año. Chile es el primero con 5 millones aproximadamente. El precio del cobre ha subido gracias a una mayor demanda por parte de China. Ha pasado de US$ 5,300 ó US$ 5,400 a casi US$ 6,300 por tonelada. Esto les generará mayores ingresos y utilidades a las empresas mineras. Por lo tanto, se traduce en mayor recaudación y mayor canon minero.

Los precios del zinc y el oro también han visto un repunte. No son los precios del boom del 2011, pero son precios que van a permitir que la industria mejore sus estados financieros y que la cadena productiva que la acompaña (proveedores de bienes y servicios, consumo de energía, contratistas, etc.) también se vea beneficiada.

En cuanto al impacto en la economía peruana, el IIMP acaba de hacer un estudio con el Centro para la Competitividad y el Desarrollo de la Escuela de Economía de la Universidad San Martin de Porres. Tenemos en números redondos a 174,000 personas que trabajan directamente en la industria minera. En base a la tabla insumo/producto del año 2012, consideramos que el efecto multiplicador indirecto de la industria es 6.25. Es decir, por cada empleo formal en minería hay 6.25 empleos en negocios concatenados a la industria, lo que nos da 1.1 millones de empleos indirectos, logrando beneficiar a 5.3 millones de personas. Entonces, se estima que el 16% de la población tiene al día de hoy una relación económica con la industria minera en el Perú. Ese es el impacto que ya estamos apreciando.

Continuando con la importancia de los impactos positivos, ¿considera que la actual coyuntura podría generar mayores oportunidades de negocio en Perumín? En la convención, esperamos a más de 68,000 personas. Hay 16 delegaciones internacionales. Hemos invitado a los ministros de Energía y Minas de Chile, Colombia, México, Ecuador y Bolivia. Esto es importante porque los países de la región también están pendientes de lo que está pasando en el Perú ya que al final competimos con ellos por inversión extranjera.

Regresando a la pregunta, podríamos decir que una buena coyuntura económica minera se podría traducir en un buen Perumín.

Víctor Gobitz, current CEO and General Manager of Buenaventura, was elected President of the IIMP for the 2016-2018 period. With an ascending career since obtaining his Mining Engineering degree from the Pontifical Catholic University of Peru, Gobitz has also been CEO at Milpo and teaches at Gerens Postgraduate School. Gobitz spoke with Dialogue about the issues that will be exposed and debated in Perumín 33, the current mining situation, the challenges faced by the mining sector and its role as a key player in Peru’s development.

What are the main topics to be discussed at Perumin?The motto for Perumín 33 is “Mining: Competitiveness and Sustainability”. On the subject of competitiveness, we will talk about how to improve and simplify all the baggage related to licenses. That is one of the challenges for the industry. As for social issues, there will be a meeting to share best practices on access to surface land and long-term relationships with communities. We will try to propose models that will help create a more mature and predictable communication with communities.

Remember, Perumín is a platform that takes place during several days where different events are held in parallel. The main ones are two: the business event where policies are discussed and the technological event where the technical improvements used in the industry are debated. The technical and technological issue has always been the primary focus of Perumín. There will also be other meetings dealing with logistics, legal and tax issues, environment, international views and social concerns; as well as events with students.

While addressing the nation in July, President Pedro Pablo Kuczynski stressed that better metal prices would favour the execution of mining projects for more than $ 10,000M in the next 18 months. Considering that the mining sector foresees a favourable period how could this impact the Peruvian economy in a positive way?Let’s look at copper. Thanks to the development in recent years of Las Bambas, Constancia, Antapaccay, Toromocho and the expansion of Antamina, Peru is now the second largest copper producer in the world. We produce 2,300,000 tons per year. Chile is the first with approximately 5 million. The price of copper has risen thanks to increased demand from China. It has gone from US $ 5,300 or US $ 5,400 to almost US $ 6,300 per ton. This situation will generate higher revenues and profits for mining companies. Therefore, it translates into higher collections and greater mining canon. Zinc and gold prices have also seen a rebound. These are not the boom prices of 2011, but they are prices that will allow the industry to improve its financial statements and benefit the accompanying production chain (suppliers of goods and services, energy consumption, contractors, etc.).

As for the impact on the Peruvian economy, IIMP has just completed a study with the Center for Competitiveness and Development from San Martin de Porres University. In round numbers, we have 174,000 people who work directly in the mining industry. Based on the input/output table from 2012, we consider that the indirect multiplier effect of the industry is 6.25. That is, for every formal job in mining there are 6.25 jobs in businesses linked to the industry, which gives us 1.1 million indirect jobs, benefiting 5.3 million people. Therefore, today around 16% of the population is economically linked to the mining industry in Peru. That is the impact we are already enjoying.

Continuing with the importance of positive impacts, do you consider that the current situation could generate greater business opportunities in Perumín? At the convention, we expect over 68,000 people. There are 16 international delegations. We have invited the Ministers of Energy and Mines from Chile, Colombia, Mexico, Ecuador and Bolivia. This is important because the countries of the region are also aware of what is happening in Peru since we compete with them for foreign investment.

Going back to the question, we could say that a good economic situation for mining could translate into a good Perumín.

Este evento bienal organizado por el Instituto de Ingenieros de Minas del Perú (IIMP) desde 1954, celebra su 33ª edición y espera recibir a más de 68,000 personas. Tiene como fin fortalecer el desarrollo profesional especializado de los participantes. También, divulgar nuevos conocimientos basados en investigación, innovación y aplicación de tecnología en operaciones mineras. De igual manera, busca destacar y promover el importante papel que juega la minería en el desarrollo económico, tecnológico y social del Perú.

Perumín, possibly the most important mining convention in the region, will take place this year from September 18th to 22th on the campus of the National University of San Agustín in Arequipa. This biennial event organised since 1954 by the Peruvian Institute of Mining Engineers (IIMP), celebrates its 33rd edition and expects to receive over 68,000 visitors. The event aims at strengthening the specialised professional development of attendants and spreading new knowledge that is the result of research, innovation and application of technology in mining operations. It also seeks to highlight and promote the importance of mining in the economic, technological and social development of Peru.

Entre los encuentros que se desarrollarán en Perumín, hay uno que tratará temas sociales en el cual se discutirá el rol del Estado para el desarrollo sostenible. Hasta el momento, ¿cómo ve la disponibilidad y la voluntad del actual gobierno para trabajar con el sector minero y lograr un desarrollo sostenible? Hemos visto en este nuevo gobierno al Ministerio de Energía y Minas (MINEM) coordinando con las demás instancias del Estado que tienen que ver con las licencias y los permisos ambientales mineros. Hay un mayor acompañamiento para el desarrollo de los proyectos.

Siempre comento esto. Las operaciones y los proyectos mineros están en zonas altoandinas. En el Perú hay una tremenda disparidad en términos de índice de desarrollo humano entre zonas urbanas y altoandinas. Esto explica, en parte, tanto las altas expectativas como algunos conflictos.

El Estado, consciente de esto, ha creado el Fondo de Adelanto Social. La empresa privada y el Estado trabajan conjuntamente desarrollando obras. Así reconocen que hay muchas carencias y generan un ambiente positivo antes del inicio del proyecto. Las obras que se realizan son generalmente las de infraestructura de agua y desagüe que son las más complejas y que son fundamentales por tener un alto impacto en la salud.

La idea es, en lugar de tener una oficina de conflictos (se ríe), tener una oficina que desarrolle infraestructura y forje un clima armonioso para la generación de los proyectos. Es una mirada distinta.

¿Qué retos considera usted que afrontará el Gobier-no en los próximos años (tanto en lo político, lo so-cial como en lo económico) con relación al sector minero? Cuando uno habla del Gobierno pensamos que queremos que todo lo solucione Pedro Pablo Kuczynski. Tenemos varios niveles de Gobierno: el central, el regional y el local. Miremos la causa raíz. Tenemos partidos políticos que son agrupaciones políticas que se organizan alrededor de una elección. No tienen un ámbito nacional, por lo tanto, no hay un hilo conductor. Eso genera que no haya alineamiento en todos los estamentos del Gobierno. Por lo tanto, tú puedes tener un acuerdo con el gobierno central en cuanto a licencias y permisos. Sin embargo, cuando te enfrentas al ámbito regional o local, estos están totalmente desalineados.

Hay algunos proyectos mineros que están paralizados por falta de acuerdo con la población. A nivel de gobierno regional o local, uno ve una indiferencia total. Son gobiernos que saben que la economía depende de ellos. Sus programas de inversión dependen de la inversión minera. Por la misma razón de que no hay partidos políticos, la manera de ganar una elección a nivel local hasta ahora ha sido oponiéndose a la industria. Es una contradicción y perdemos todos.

En el Encuentro de Tecnología e Innovación de Perumín se dialogará sobre investigación y tecnología minera. Usted ha dicho que el Perú no genera su propia tecnología y que pocas son las universidades comprometidas a desarrollar conocimiento científico de base. ¿Por qué es importante que el Perú genere su propia tecnología minera y cómo lograrlo? Es importante porque afrontamos problemas muy particulares y propios. Hay oportunidades de generar un valor. Tenemos que tener un sistema educativo de mayor calidad que permita que las universidades tengan el reto de resolver problemas locales.

Hay universidades que están investigando. Sin embargo, tenemos que reconocer que, en la universidad pública, debe haber un cambio. Ésta recibe dinero por efecto del canon, pero si no cuenta con profesores competentes en investigación ni con autoridades universitarias con capacidad de gestión, el dinero, lo tangible, no sirve.

En cuanto a las privadas, hay universidades que lamentablemente son fábricas de dinero para sus dueños. Esto es algo que también tiene que regularse y requiere una intervención al más alto nivel.

Con relación a lo que requiere el sector minero, puedo decir que, comparando con otros países, tenemos un exceso de universidades y pocas escuelas técnicas. En la práctica, cuando tú ves los organigramas de nuestras mineras y los comparas con los de otros países mineros, tenemos una estructura atípica. En la práctica, hay muchos ingenieros que hacen la labor del técnico. Tenemos actualmente en el Perú 24 universidades donde se enseña Ingeniería de Minas y sólo 2 escuelas técnicas.

Among the meetings that will be held in Perumín, there is one that will address social issues and specifically, the role of the State in sustainable development. Up to now, how would you describe the availability and willingness of the current government to work with the mining sector to achieve sustainable development? The current Ministry of Energy and Mines (MINEM) is coordinating with other instances of the State that deal with licensing and environmental mining permits. There is greater support for the development of projects.

I always comment on this. Mining operations and projects take place in high Andean areas. In Peru, there is a tremendous disparity regarding human development index between urban and high Andean areas. This explains, in part, both the high expectations and some conflicts.

The State, being aware of this, has created the Fondo de Adelanto Social (Social Advocacy Fund). The private sector and the State have joined efforts to carry out civil works. Thus they recognise that there are many shortcomings and want to generate a positive environment before a project starts. The works that are developed are mainly of water infrastructure which is the most complex and fundamental since it has a high impact on health.

Instead of having an office that deals with conflicts (laughs), the idea is to have an office that develops infrastructure and creates a harmonious climate prior to the development of projects. It’s a different perspective.

What political, social and economic challenges do you think the Government will face in the coming years in regards to the mining sector?When we talk about the Government, we think that we want everything to be solved by Pedro Pablo Kuczynski. We have several levels of government: central, regional and local. Let’s look at the root cause. We have political parties that are more like political groupings that are organised around an election. They do not have a national scope. Therefore, there is no common thread. This means that there is no alignment in all the levels of government. Therefore, you can have an agreement with the central government regarding licenses and permits. However, when you face the regional or local level, these are misaligned. There are some mining projects that are paralysed due to a lack of agreement with the populations. One sees total indifference from regional or local governments. These are governments that know that the economy depends on them. Their investment programs depend on mining investment. For the same reason that there are no political parties, so far, the way to win a local election has been to oppose the industry. It’s a contradiction, and we all lose.

Mining research and technology will be one of the issues that will be discussed during Perumin’s meeting on Technology and Innovation. You have commented that Peru does not generate its technology and that few universities are committed to developing basic scientific knowledge. Why is it important for Peru to generate its own mining technology and how can this be achieved? It is important because we face very precise problems. There are opportunities to generate value. We must have a higher quality education system that allows universities to take on the challenge of solving local problems.

There are universities that are investigating. However, we have to recognise that public universities have to change. They receive money from the canon, but if they do not have experienced professors competent in investigation, nor university authorities with management abilities, the money, the tangible good, is useless.

As for private universities, there are some that unfortunately are just money making factories for their owners. This is something that has to be regulated and requires intervention at the highest level.

Considering what the mining sector requires, I can say that, compared to other countries, we have too many universities and very few technical schools. When you look at the organisational charts of our mining companies and compare them with those of other mining countries, we have an atypical structure. In practice, there are many engineers who do the work of technicians. We currently have 24 universities in Peru that teach mining engineering, but only two technical schools.

En cuestiones de gobernanza, ¿cómo se está trabajando con las comunidades?La pregunta es difícil. Si el nivel de gobernanza en una comunidad no es maduro, el liderazgo es muy débil. Cuando esto ocurre, lo único que lo fortalece es el oponerse a algo o “el anti”. Cuando se vuelve propositivo, salen 8,000 versiones de lo que se puede proponer o negociar y esa falta de gobernanza nos pasa factura.

En Perumín vamos a debatir sobre cómo el Estado (que somos todos) tiene que hacer un esfuerzo para que el sistema de toma de decisiones o de gobernanza de la comunidad campesina (que al final es la titular de muchas tierras) sea más maduro. Dicha madurez se logra en base a capacitación. Debe haber un plan (hasta ahora sólo llevado a cabo por parte de la empresa privada) para ayudar a la comunidad a desarrollar esas capacidades. Caso contrario, siempre habrá un riesgo que los procesos sean mucho más largos o que los acuerdos no se respeten. No se trata sólo de reconocer los temas físicos (las obras). Hay un intangible que hay que construir.

Usted ha destacado la importancia de la exploración para generar proyectos futuros. El MINEM publicó hace algunos meses el Reglamento de Protección Ambiental para las Actividades de Exploración Minera, el cual plantea una serie de modificaciones ¿Considera que este reglamento atraerá a más inversionistas? ¿Cuál es su posición?Es positivo. En exploración no es lo mismo tener una plataforma con pocos taladros, una campaña con muchas plataformas o túneles para poder recién acceder al cuerpo de exploración. El impacto ambiental es diferente. Lo que ha hecho la norma es segregar los diferentes tipos de exploración y para cada uno de ellos se requiere presentar un documento ambiental distinto. Entonces, la norma los ha separado y en cada una de estas categorías el MINEM se ha determinado un plazo para evaluar y opinar sobre el instrumento ambiental. Eso es bueno porque le da predictibilidad.

¿Se ha comenzado a ver un incremento en el interés por la exploración?Una manera indirecta es el incremento de petitorios mineros. La mejora de precios, sin duda, ayuda. No obstante, quisiéramos ver esta simplificación para lograr acuerdos más rápidos en acceso a tierras porque no todas las exploraciones se convierten en una mina. El acuerdo para acceder a la tierra y hacer una exploración debe tener un trámite mucho más predecible de acuerdo con el propietario superficial que generalmente es la comunidad campesina.

¿Cuáles considera que serán los principales retos para la minería peruana en el 2018? Hay dos. Ya hemos hablado de la necesidad de un alineamiento del gobierno central, regional y local. El segundo reto o, mejor dicho, la segunda oportunidad, que más depende de las empresas mineras, es ver a los proyectos mineros con una mirada cada vez más compartida. Esta es una tendencia que se está dando cada vez más a nivel mundial. Hay muchas oportunidades de proyectos que se podrían desarrollar con una huella ambiental y una inversión inicial menor si es que se busca sinergia entre ellos.

Esto aún es una propuesta para el sector privado. El Gobierno podría incentivarlo con algún mecanismo económico tipo depreciación acelerada. Esto tendría un impacto financiero muy grande y al final, movería decisiones. El Gobierno podría crear un camino que haga que el tema finalmente se debata y se implemente.

Regarding governance issues, how are you working with communities?This is a difficult question. If the level of governance in a community is not mature, leadership is very weak. When this happens, the only thing that strengthens it is the opposition to something or “the anti”. When it becomes proactive, there are 8,000 versions of what can be proposed or negotiated, and that lack of governance takes its toll.

In Perumín, we are going to discuss how the State (which we are all part of) can help peasant communities (which ultimately own many lands) reach a more mature system of governance. Such maturity is achieved through learning. There must be a plan (so far, only implemented by the private sector) to help the community develop those capabilities. Otherwise, there is always a risk that the processes are much longer or that the agreements are not respected. It is not just about building infrastructure. There is an intangible to be constructed.

You have stressed the importance of exploration to generate future projects. A few months ago, the MINEM published the Environmental Protection Regulation for Mining Exploration Activities, which included some modifications. Do you consider that this regulation will attract more investors? What is your position? It’s positive. In exploration, it is not the same to have a platform with a few drills, than to have a campaign with many platforms or tunnels to have access to the body of exploration. The environmental impact is different. The regulation has segregated the different types of exploration. Different environmental documents are needed for different types of exploration. Therefore, the regulation has separated them, and in each one of the categories, the MINEM has determined a certain period to evaluate and to comment on the environmental instrument to be used. That’s good because it gives you predictability.

Has the interest for exploration increased?It has in an indirect way. The number of mining petitions has increased. The rise in metal prices, no doubt, helps. However, we would like to see this simplification to achieve faster agreements on access to land because not all explorations become a mine. The agreement to access the land and carry out exploration must have a much more predictable process according to the owner of the surface of the land which is usually the peasant community.

What will be the main challenges for Peruvian mining in 2018? There are two. We have already talked about the need for the different levels of government (central, regional and local) to be aligned. The second challenge, or rather the second opportunity, which depends more on the mining companies, is to view mining projects from a shared perspective. This is an increasingly global trend. There are many opportunities for projects that could be developed with a lower environmental footprint and initial investment if synergy is sought between them.

This is still a proposal for the private sector. The Government could encourage it with some economic mechanism such as accelerated depreciation. This would have a very large financial impact and, in the end, it would spark decisions. The government could create a path that will finally get the issue debated and implemented.

LA MINERÍA PERUANA Y LA IMPORTANCIA DE UNA PLANIFICACIÓN ESTRATÉGICA A LARGO PLAZO

El pasado 15 de agosto, el Instituto de Ingenieros de Minas del Perú (IIMP) y la Escuela de Postgrado Gerens presentaron el estudio “Minería: Retos y Posibilidades – Planificación estratégica del sector minero en el Perú y benchmark con seis países mineros”. La investigación, realizada conjuntamente por ambas organizaciones, fue presentada en dos eventos: uno dirigido a la prensa especializada y otro, a autoridades nacionales y sectoriales, además de representantes de la sociedad civil.“El Perú necesita establecer una única visión en torno a su minería, así como políticas intersectoriales y transversales en todos los niveles de gobierno que garanticen el desarrollo, competitividad y sostenibilidad de esta actividad productiva”, concluyó el estudio.

Tal como indica el título, el trabajo estuvo basado en un análisis comparativo con los planes de desarrollo de otros países mineros. El objetivo fue conocer las mejores prácticas de desarrollo sectorial a nivel mundial y generar propuestas orientadas a consolidar una política a largo plazo para la minería peruana.

Comparación Canadá-Perú Entre los seis países estudiados, está Canadá. Los investigadores abordaron el caso de tres provincias representativas en el sector minero: Quebec, Ontario y Nueva Escocia. Éstas se caracterizan porque formulan su plan estratégico y compiten y colaboran entre sí. Los otros cinco países fueron Australia, Brasil, Chile, México y Sudáfrica.

La contribución del sector minero a la economía nacional canadiense representa en la actualidad aproximadamente el 3.40% del PBI, mientras que, en el caso del Perú, es el 10.70%. Para Canadá, las exportaciones mineras constituyen el 6.60% de sus exportaciones totales. Para el Perú, es el 60.20%. En el ranking 2016 de países en valor de producción minera, el Perú ocupa el 6° lugar y Canadá, el 8°. Considerando el porcentaje del valor de producción minera mundial al 2016, Canadá cuenta con el 3.9% (16,963 Millones US $) y Perú, 5.7% (24,470 Millones US $).

Canadá ha sabido aprovechar la riqueza generada por la minería y trasladarla provechosamente a su economía. No cuenta con un plan estratégico minero a nivel país, pero los gobiernos provinciales y las legislaturas de las provincias son responsables de gestionar la actividad minera dentro de su territorio. La organización federal de Canadá hace posible que cada una de las provincias maneje su estrategia minera. Sin embargo, hay ciertos temas en los cuales se elaboran y desarrollan programas e iniciativas a nivel federal.

La minería peruana y una visión a futuroDe acuerdo al estudio, en el Perú no hay una visión clara de lo que debería representar la minería. “Coexisten dos visiones de futuro para la minería de cara al 2021 en los planes de desarrollo nacional Plan Bicentenario (CEPLAN 2011) y su actualización –aún por oficializar- (CEPLAN 2015). Mientras el primero resalta la importancia de la minería y aprovechamiento de los recursos naturales para alcanzar una economía diversificada, la segunda presenta una visión ambigua y no precisa metas y objetivos para el sector”, señala una nota de prensa conjunta del IIMP y Gerens.

“La visión debe mostrar cómo los proyectos y la producción minera benefician a las comunidades, a las regiones con empleos de calidad, el desarrollo de proveedores locales, de infraestructura, generación de regalías y canon para mejoramiento de servicios públicos, entre otros. Debe quedar claro que el tipo de minería que se busca desarrollar es minería responsable y sostenible, desde la exploración hasta el cierre de minas”, indica el trabajo de investigación.

On August 15th, the Peruvian Institute of Mining Engineers (IIMP) and the Gerens Postgraduate School presented a study: “Minería: Retos y Posibilidades – Planificación estratégica del sector minero en el Perú y benchmark con seis países mineros” (Mining: Challenges and Possibilities - Strategic Planning for the Peruvian Mining Sector and Benchmark with Six Mining Countries). The research, carried out jointly by both organisations, was presented in two events: one for specialised journalists and another, for national and sectoral authorities, as well as representatives of civil society. “Peru needs to establish a single vision around mining, as well as cross-sectoral and transversal policies at all levels of government that guarantee the development, competitiveness and sustainability of this productive activity,” concluded the study. As the title indicates, the investigation was based on a comparative analysis of the development plans of other mining countries. The main idea was to become familiar with successful enduring strategies used by other countries around the world and to use these examples to generate proposals aimed at consolidating a long-term policy for Peruvian mining.

Canada-Peru comparisonCanada was among the six countries in the study. The researchers focused on three representative mining provinces: Quebec, Ontario and Nova Scotia. The three formulate their strategic plans and compete and collaborate with each other. The other five countries were Australia, Brazil, Chile, Mexico and South Africa.

However, there are certain programs and initiatives developed at a federal level. Peruvian mining and a vision for the future According to the study, Peru doesn’t have a clear view of the role that mining should play in the future of its economy. A joint press release from the IIMP and Gerens stated that “in Peru, there are two coexisting visions regarding the future of mining for 2021; one in Plan Bicentenario (CEPLAN 2011), and another in its updated but yet to be formalised version (CEPLAN 2015). While the former stresses the importance of mining and the use of natural resources to achieve a diversified economy, the latter presents an ambiguous vision and does not set goals and objectives for the sector.” “The vision should demonstrate how projects and mining production benefit communities, regions with quality jobs, local suppliers, the development of infrastructure, royalty generation and the improvement of public services thanks to the canon, among other values. It should be clear that the mining to be developed is responsible and sustainable mining, from exploration to mine closure,” the study pointed out.

Coordinación y planificación transversalEl estudio manifiesta que el éxito del sector minero depende también de factores que están fuera del ámbito de competencias del ente rector de la minería y son competencia de otros ministerios o de distintos niveles de gobierno. Además, confirma que “los mecanismos de articulación entre el sector minero y los otros sectores relacionados son débiles”.

De igual manera, comenta que algunos gobiernos regionales, pese a contar con un interesante potencial minero en su territorio, le dan poca importancia a la minería al momento de elaborar sus respectivos planes de desarrollo.

“Sería recomendable la formulación de una agenda de prioridades de articulación intersectorial de planes y políticas y trabajar proactivamente para materializarlas. La agenda de articulación deberá incluir temas cruciales para el funcionamiento y desarrollo del sector minero, como infraestructura de transporte, energía, gestión integrada de recursos hídricos, utilización del canon y regalías, etc.”, destaca.

El estudio también recomienda que el Ministerio de Energía y Minas asuma un papel protagónico en la conducción de la estrategia a largo plazo. Éste deberá fortalecerse como ente rector y llevar a cabo la coordinación con las autoridades regionales y los otros sectores para así alcanzar altos niveles de competitividad internacional. Sólo con una visión compartida, una conducción clara y un esfuerzo integrado se podrá lograr que la minería sirva verdaderamente como palanca para el desarrollo y bienestar nacional.

Coordination and transversal planningThe research showed that the success of the mining sector also depends on factors that are outside the purview of the mining authority and are the responsibility of other ministries or different levels of government. Also, it confirms that the coordination mechanisms between the mining sector and other related sectors are weak.

Likewise, the study mentioned that, despite having an impressive mining potential in their territory, some regional governments give little importance to mining when drawing up their respective development plans. “It would be advisable to develop an agenda of priorities for the intersectoral articulation of plans and policies and to work proactively to put them into practice. The articulation agenda should include crucial issues for the operation and development of the mining sector, such as transport infrastructure, energy, integrated water resources management, use of the canon and royalties, etc.,” noted the study.

It also recommended that the Ministry of Energy and Mines undertake a leading role in driving the long-term strategy. It should be strengthened as a guiding body, and it should coordinate with regional authorities and other sectors to achieve high levels of international competitiveness. Only with a shared vision, clear leadership and an integrated effort will it be possible for mining to serve as a lever for Peru’s national development and well-being.

Canadá celebró su aniversario 150 en un evento que realzó las excelentes relaciones bilaterales con Perú

Canada celebrated its 150th anniversary in an event that enhanced the excellent bilateral relations with Peru.

Todos los años, la Embajada de Canadá y la Cámara de Comercio Canadá-Perú (CCCP) trabajan conjunta y meticulosamente para organizar la recepción del primero de julio o Día Nacional de Canadá. El fin es poder ofrecer un gran evento de networking que sirva para reforzar y crear nuevos vínculos entre representantes y empresarios de ambos países. Las recepciones por el día patrio canadiense son reconocidas por el ambiente optimista, cálido y fraterno que se produce en ellas. Sin embargo, el evento celebrado en la noche del pasado 22 de junio fue excepcional y muy especial ya que Canadá celebró 150 años de fundación como país. La colectividad canadiense quiso festejar esta fecha conmemorativa a lo grande destacando las excelentes relaciones bilaterales con Perú, su segundo socio comercial en Sur y Centro América.

“Canadá cree en el Perú”, aseguró la Embajadora Gwyneth Kutz en el discurso que dirigió al más de medio millar de invitados que estuvieron presentes en el evento.

“Tenemos una relación sólida que ha crecido exponencialmente a través del tiempo, no solamente por nuestra relación de comercio e inversión cada vez más grande, sino también porque creemos en la diplomacia y el multilateralismo como herramientas para resguardar el sistema de reglas que ha permitido una mejora sin precedente de la calidad de vida en los últimas décadas”, resaltó.

La recepción fue llevada a cabo bajo un gigantesco toldo en los jardines de la residencia oficial de la Embajada de Canadá. El colorido evento tuvo como tema central los cuatro valores que Canadá deseó resaltar por sus 150 años: reconciliación con los pueblos indígenas, juventud, inclusión y diversidad y protección del medio ambiente.

“De la misma manera como Canadá enfrenta estos desafíos y temas centrales, también lo hacen los socios de la CCCP, empresas socialmente responsables, con claros compromisos con las comunidades, protección con el medio ambiente y gestión sostenible, así como el respeto por las minorías y por brindar oportunidades y herramientas a los jóvenes de nuestro país”, enfatizó José Vizquerra, presidente de la CCCP, en su discurso durante la recepción.

Entre los invitados, estuvieron importantes representantes de los sectores público y privado del Perú, los medios de comunicación, la academia, la cooperación internacional y altos ejecutivos de compañías canadienses en el país.

En los jardines de la residencia oficial fueron colocadas cuatro estaciones, cada una representando a uno de los valores por los 150 años. Los invitados pudieron disfrutar de ambientes acogedores en las diferentes estaciones cuya finalidad era representar, de manera lúdica, a los valores conmemorativos. En cada una hubo presentaciones artísticas en vivo (Live Art), barras con las mejores bebidas temáticas, buffets con exquisitas propuestas culinarias tanto de la gastronomía canadiense como peruana e internacional, además de “lounges” o cálidas salitas donde se desarrollaron las más animadas “tertulias” de la velada.

This grand networking event helps reinforce and create new ties between representatives and entrepreneurs from both countries. The receptions are well-known for their optimistic, warm and fraternal ambience. However, the event held on the night of June 22nd was exceptional and very special as Canada celebrated 150 years of being a confederate state. The Canadian community wanted to celebrate this commemorative date by underlining the excellent bilateral relations with Peru, its second trading partner in South and Central America.

“Canada believes in Peru,” said Ambassador Gwyneth Kutz while addressing nearly 700 guests.

“We have a strong relationship that has grown exponentially over time, not only because of our constantly growing trade and investment ties, but also because we believe in diplomacy and multilateralism as tools to safeguard the system of rules that has allowed an unprecedented improvement in the quality of life in recent decades,” she emphasized.

The reception was held under a giant canopy at the gardens of the Canadian Embassy’s official residence. The colourful event focused on the four values that Canada wished to highlight for its 150th birthday: reconciliation with indigenous peoples, youth, inclusion and diversity and the environment.

“Just as Canada faces these challenges and core issues, so do the members of the CPCC, socially responsible companies, with clear commitments to communities, environmental protection and sustainable management, as well as respect for minorities and empowering young Peruvians by providing opportunities and tools,” commented José Vizquerra, President of the CPCC, during his speech.

Among the guests were important representatives from the public and private sectors of Peru, the media, academia, and international cooperation, as well as senior executives from Canadian companies operating in the country.

Four stations were placed in the gardens of the official residence. Each one represented one of the four values for Canada150. Each station featured live art presentations, a bar with the best-themed drinks, and a buffet with exquisite culinary proposals from Canadian, Peruvian and international cuisine, as well as lounges where guests engaged in lively chats.

En la sección alusiva a la reconciliación con los pueblos indígenas, se destacó el arte de las Primeras Naciones. Bill Nasogaluak, uno de los escultores más renombrados de Canadá y miembro de la comunidad Inuvialuit de los Territorios del Noroeste, estuvo presente y expuso, durante la celebración, un oso polar elaborado con alabastro peruano.En el área dedicada a la juventud, experimentados acróbatas, inspirados en las presentaciones de Cirque Du Soleil, estuvieron en escena durante todo el evento. En el espacio para inclusión y diversidad, la artista Michelle Gleiser pintó en vivo un impresionante mural de 12 metros de largo con temas alusivos al concepto. Finalmente, en el área dedicada al medio ambiente, imágenes de la biodiversidad marina del Océano Pacífico de Canadá fueron proyectadas en el fondo de la bien iluminada piscina de la residencia, creando un efecto muy llamativo y peculiar que contrastó con la oscuridad de la noche.

The art of the Canadian First Nations was highlighted in the station that represented reconciliation with indigenous peoples. ¿Cómo se ha adaptado AK Drilling a la recesión en la exploración?Los últimos años han sido difíciles, pero nos han ayudado a reorganizarnos y reestructurarnos para estar listos para la próxima subida de precios. Nos hemos especializado en las diferentes actividades de perforación. En Perú, sólo trabajamos en minería de superficie, pero tenemos actividades de minería subterránea en Chile. De ser necesario, nuestra operación chilena podría proveer el apoyo oportuno para implementar el servicio a nivel local. En Perú, actualmente ofrecemos perforación de diamante, perforación de circulación inversa, perforación de pozos de agua, perforación geotécnica y perforación horizontal para la deshidratación. Nuestra principal industria es la minería, pero también trabajamos en construcción, y estamos entrando en el negocio de petróleo y gas en Colombia.Nuestras oficinas están en Lima y actualmente operamos en cinco países sudamericanos, lo que nos ha permitido diversificar el riesgo durante la crisis. Hemos captado importantes nichos de mercado en otros países y tenemos una capacidad instalada del 70% a nivel corporativo.

¿Cómo ha cambiado el mercado en la exploración?En este momento el mercado es probablemente 90% productores y 10% juniors. El mercado junior se ha contraído mucho. Si bien los precios son un factor importante, en Perú el ambiente político y las barreras burocráticas también juegan un papel sustancial. Con el nuevo gobierno, espero que algunas barreras burocráticas bajen y las actividades de exploración se reactiven. Esto atraerá nuevamente a las empresas junior.La minería es una industria reactiva. Cuando los precios bajan, nadie hace nada. Al contrario, es el momento de explorar y comprar propiedades porque todo es barato. Sin embargo, hay otro factor: los conflictos sociales. Algunas empresas prefieren iniciar la exploración en profundidad y moverse hacia arriba para evitar los conflictos en la superficie. Sin embargo, el mercado de perforación subterránea utiliza equipos antiguos y carece de innovación.

¿Con las mineras exigiendo precios más bajos a los contratistas, ¿cuál es el desafío de tener un negocio sostenible?El negocio de la perforación es altamente especializado. Los contratistas necesitan entregar altos estándares de seguridad y muestras de alta calidad. Esto les exige a los contratistas altas inversiones en buena maquinaria y en profesionales bien capacitados. Desafortunadamente, en los últimos años las empresas mineras sólo se han centrado en la factura final, lo cual no es sostenible. La última palabra provendrá de los resultados de la producción, pero también de los registros de seguridad que involucran a las personas. Es un tema muy delicado.

¿Cómo está cambiando la tecnología en el negocio de perforación?Invertimos mucho en nuevas tecnologías. Existe una tendencia hacia la digitalización y el uso de parámetros para tener una combinación entre el taladrador, que es un artesano con mucha experiencia, y las herramientas adicionales que la tecnología puede ofrecer. Un buen ayudante se convertirá en un buen perforador y finalmente, un excelente supervisor o gerente. Queremos que nuestro personal tenga una carrera dentro de nuestra organización.

¿Cuáles son los pros y los contras para desarrollar actividades mineras en Perú?Perú tiene condiciones excepcionales para la minería. El reto es político y burocrático, no sólo del lado del gobierno. Las empresas mineras y los contratistas se han vuelto cada vez más burocráticos. Tenemos costos más bajos que Chile, pero más altos que hace cinco años. Por lo tanto, es hora de cambiar para agilizar los procesos.

¿Cuáles son las perspectivas de AK Drilling International?Nos enfocamos en la reducción de costos con respecto a nuestros colaboradores y clientes externos, implementando estrategias sostenibles para mantener a la compañía en buena forma. También queremos seguir diversificando, buscando oportunidades específicas en diferentes países.

How is AK Drilling adapting to the downturn in exploration?The past years have been difficult but have helped us reorganize and restructure, to be ready for the next hike in commodity prices. We have specialized in all the different drilling activities. In Peru, we only work in surface mining but we do have underground activities in Chile so, if needed, our Chilean operation could provide the necessary support to implement the service locally. In Peru, we currently offer diamond drilling, reverse circulation drilling, water well drilling, geotechnical drilling and horizontal drilling for dewatering. Our main industry is mining, but we also work in construction, and we are entering the oil and gas business in Colombia.We are based in Lima and currently operate in five South American countries, which has allowed us to diversify the risk during the crisis. We have captured important market niches in other countries and have a 70% installed capacity at a corporate level.

How has the market changed in exploration?Right now the market is probably 90% producers and 10% juniors. The junior market has contracted a lot. While commodity prices are an important factor, in Peru the political environment and the bureaucratic barriers also play a significant role. With the new government, I expect some bureaucratic barriers to go down and exploration activities to pick up again; this will attract new junior companies. Mining is a reactive industry. When prices are down, no-one does anything. It should be the opposite. It is the moment to explore and buy properties because everything is cheap. However, there is another factor: social conflicts. Some companies prefer to start exploration down deep and move upwards, to avoid the conflicts at the surface. However, the underground drilling market uses old equipment and is lacking innovation.

With miners pushing for lower prices from contractors, what is the challenge to have a sustainable business?The drilling business is highly specialized, where contractors need to deliver high safety standards and a high-quality sample. Both of these demand high capital investments from contractors, in terms of good machines and well-trained professionals. Unfortunately, in past years mining companies have only focused on the final bill, which is not sustainable. The last word will come from production results, but also from safety records which involve people, so it is a very delicate issue.

How is technology changing in the drilling business?We invest a lot in new technologies. We are one of the first contractors to bring the most modern rigs in diamond drilling and RC drilling, and now we are also looking at investing in other areas of drilling. There is a trend for more digitalization and the use of parameters, in order to have a combination between the driller, who is an artisan with lots of experience, and the additional tools technology can offer. A good helper will become a good driller, and eventually an excellent supervisor or manager. We want our team to have a career path within the organization.

What are the pros and cons to developing mining activities in Peru?Peru has exceptional conditions for mining. The challenge is political and bureaucratic, not just on the government side. Mining companies and contractors have become increasingly bureaucratic. We have lower costs than Chile, but we have higher costs than five years ago, so it is time to change to streamline processes.

What are the prospects for AK Drilling International?We are focusing on cost reduction with respect to our collaborators and external clients, ensuring we implement sustainable strategies to keep the company in good shape. We also want to continue diversifying, looking at specific opportunities in different countries.

El pasado 10 de julio, la Cámara de Comercio Canadá-Perú organizó un Networking Breakfast & Conference en el cual se llevó a cabo de manera exclusiva el lanzamiento del Reglamento de Protección Ambiental para las Actividades de Exploración Minera. La presentación estuvo a cargo del viceministro de Minas, Ricardo Labó.

Durante su presentación enfatizó que el reglamento tiene como meta garantizar la continuidad de las operaciones mineras, fomentar las exploraciones e implementar nuevas estrategias de formalización minera. De igual manera, el nuevo reglamento busca simplificar y reducir los trámites administrativos.

Labó señaló que con el nuevo marco ambiental se espera que el Perú capte el 8% de la inversión mundial en exploración minera para 2021 y revertir la caída de las inversiones en los últimos años.

Inversión en exploración en el contexto mundial Investment for exploration in a global contextThe initial presentation of Peru’s new Regulation for Environmental Protection in Mining Exploration Activities took place on July 10th during an exclusive Networking Breakfast & Conference organised by the Canada-Peru Chamber of Commerce. Deputy Minister of Mines, Ricardo Labó, presented the new regulation.

He emphasised that the regulation seeks to ensure the continuity of mining operations, encourages exploration and implements new mining formalisation strategies. Likewise, the new rule aims to simplify and reduce administrative procedures. Labó said that under the new environmental framework, Peru is expected to capture 8% of the global investment in mining exploration by 2021 and reverse the decline in investments in recent years.

El 5 de julio presentamos diferentes casos de éxito relacionados a la tecnología e innovación en la reducción del uso del agua en procesos mineros y a la recuperación y reutilización de la misma. Nos acompañaron representantes de la Autoridad Nacional del Agua, del Ministerio del Ambiente y las mineras Cerro Verde y Milpo. También participaron las siguientes empresas: Amec Foster Wheeler, XYLEM Water Solutions, Golder Associates, MWH (ahora parte de Stantec), POCH y ATC Williams.

On July 5th, we presented different success stories related to technology and innovation in the reduction of water use in mining processes, as well as in water recovery and reuse. We were accompanied by representatives of the National Water Authority, the Ministry of the Environment, Cerro Verde and Milpo.
