    About the Project

    Project donors: Council of Europe and the Embassy of the Kingdom of theNetherlands

    Project goal: facilitating the process of improving voter list through

    monitoring activities of the VLVC, experience sharing and providing

    recommendations

    Project scale: the monitoring was carried out in 73 municipalities and self-

    governing cities of Georgia

    Monitors: the field work was carried out by 74 monitors of ISFED

    Conclusions

    Monitoring of the VLVC activities has allowed us to draw the following

    conclusions:

    The period of time allocated to inform public about open positions of aninterviewer was insufficient; however, the deadline for submission ofapplications allowed sufficient time for interested persons to submit their

    applications

    Organization of trainings and the level of trainers preparedness was mostly

    positively evaluated

    During training of interviewers as well as the door-to-door campaign, therewas a problem of language barrier evident when it came to communicatingwith ethnic minorities

    Conclusions

    During the field work there were a number of cases where interviewersviolated the VLVC methodology for verification of voter lists; however,

    considering the scale of these violations they may not have had an essential

    impact on the quality of verification

    On the Election Day, voters registered on election precinct lists matchedvoters on the list elaborated by the VLVC, allowing us to conclude that voter

    lists on election precincts matched lists verified and provided to the VLVC

    Recommendations

    Based on the monitoring results, we have elaborated the following

    recommendations:

    Interviewers should have similar working experience

    It is important to allocate more time for training interviewers

    It is important that remuneration of interviewers commensurate with the job

    done and responsibilities undertaken

    Measures should be taken to tackle the issue of language barrier with ethnic

    minorities, in order to prevent any problems in the work of interviewers andhinder verification of lists in a comprehensive manner

    Recommendations

    We offer conducting a universal census of the population that will allow

    future verification of voter lists and determination of number of voters in

    a more precise manner. Although the VLVC has verified voter lists, public

    still has certain questions about total number of voters, including

    unidentified persons and persons abroad

    Registry Agency may be viewed as an alternative in view of the fact that

    the agency is responsible for processing a large-scale database of the

    population of Georgia and is experienced in working with voter lists.
