Introduction

Health is a vital resource, encompassing social, personal

and physical well-being and capability. Assessing the

health needs of a community can be difficult and time-

consuming, as information can be hard to find and because

the term Health Needs Assessment can mean different

things to different people and professional groups. In Walsall

the need for effective Health Needs Assessment (HNA) is

recognised as a way of identifying and systematically

assessing priority health issues, which can inform

organisations responsible for resource allocation and for the

design of new services.

This resource pack has been created in an initiative supportedby Walsall Health Action Zone, the Public Health Directorate

and Health & Regeneration at Walsall Teaching Primary Care

Trust. The aim of this resource pack is to act as a simple,

practical guide to those undertaking a Health Needs

Assessment by setting out the main areas which need to be

considered in relation to health in its broadest sense. Where

applicable, relevant agencies and organisations are identified.

Sources of relevant information are provided and, wherever

possible, contact details allowing access to information are

provided. It must be recognised that this resource pack is only

a guide, and will need to be updated regularly. However, it is

hoped that by following the format of this resource pack the

process of Health Needs Assessment should be quicker, easier

and more effective.

This Toolkit is set out to provide the user with the basicelements needed to initiate a Health Needs Assessment

(HNA) in the town of Walsall. The toolkit itself does notcomplete the HNA for you, it provides you with the resourcesneeded to locate information.

This toolkit identifies the key areas that have an influence uponcommunity health needs. This resource includes contact detailsand addresses to assist you in finding information.

Toolkit useProvided below is a model of use forthe toolkit. There are six basicsteps you may want to consider:-1. Why are you assessing this

group or area? Has a needsassessment previouslybeen undertaken that youcould build upon?

2. Who is the targetpopulation, i.e. teenagemothers or the localcommunity?

3. What do you want to assess?It could be the provision ofcommunity health services or theimpact of crime on a particular area.

4. Think about how you will collect the data and how will youanalyse it? Who is going to look at the results, i.e.community members or the Public Health Department?

5. What will the evaluation contain and who will it be

produced for?6. Will the piece of work you have undertaken result in service

change that is more beneficial for the service user?

You may wish to review related literature or informationtargeted around your HNA. The review is important as it mayidentify areas of need that you may not have thought of. It alsoleads you to other assessors within the field that may have awider knowledge base.

Why is this important to health?

When performing a Health Needs Assessment, the first step is

to describe the community being assessed. For example, typesof housing, employment rates andeducational attainment are importantelements in the composition of acommunity. Identified below areaspects of communitycomposition that may beconsidered in a HNA.

Where can I obtain thistype of information?

There are four main sources ofinformation.1. The first major source of

information is the internet. There areseveral excellent websites that hold a large volume ofhealth and demographic data. These include:

Where can I obtain thistype of information?The library service collates local informationin the form of a file. There are fourteen categories and theyrange from education services, Local Authority informationthrough to the population census. It also has a local organisationsdirectory with contact details of over 800 organisations and

community groups in Walsall. It is available in hard copy andelectronic format. The information can be requested by categoryexample locality, activity, interest groups. The library servicethroughout its network (Central Library, 19 branch libraries andmobile library services) provides an enquiry service for all types ofinformation requests.

Why is this important to health?The views of the community play aprominent part in assessing healthneeds. This important point ofview provides the qualitativeinformation that is requiredin this assessment process.The views that are given helpto bring about service changeand delivery.

Where can I obtain thistype of information?The library services are a good

starting point to obtain informationabout local community groups and theirlocation. The Electric Palace is a centre inBloxwich that offers information on health issues that youngpeople in Walsall can access. The service also co-ordinatesParticipatory Appraisal Training. The training involves theresearch and sharing of information that local people findinteresting. The techniques taught are used to consult withthe community on a range of issues. There is work done onspecific projects in particular localities, e.g. transport issues inthe West of the borough.

Another means of accessing community views is via theCommunity Empowerment Network (CEN). This a newstatutory body that provides an umbrella organisation forvarious groups within the community. The CEN feeds backinformation from the community via a network to the WalsallBorough Strategic Partnership (WBSP).

Why is this important to health?The fear of crime and not feeling safe has an adverse effecton the health of individuals and communities who findthemselves victims of crime. Housing notonly has to be warm, dry andweatherproof but it alsohas to be safe and securehopefully in an attractiveenvironment. Where can I obtainthis type ofinformation?The Housing Department at theWalsall Metropolitan Borough Councilhave compiled a series of reports that examine issues aroundhousing need and accommodation for specific users. TheWalsall Housing Strategy provides an overview of the housing

strategy for Walsall and how it will deliver on improving thequality of homes. The information provides a summary of theresearch undertaken, i.e. the percentage of homes owneroccupied or rented . The other document is the HousingNeeds Study 2000 (an updated version will be available inDecember 2004). Why is this section important to health?It is widely reported that people on low incomes or very lowincomes suffer more from illness than those in a higher

earnings bracket. They are also more likely to die moreprematurely than those people in a higher income group(Townsend et al 1988). The health inequalities experienced bythese groups are a result of not meeting the basic humanneeds sufficiently. Basic needs such asdecent housing, food and warmthwill all impact uponhealth.

The groups of peoplemost likely to findthemselves in povertyare the elderly, lowpaid, lone parents,people withdisabilities and theunemployed.Below are some ofthe factors that arefaced by people who areunable to findemployment.

Where can I obtainthis type of information?

A survey called the Health of theHousehold survey has been undertakenin some areas of Walsall. This survey is funded partly by HAZ(Health Action Zone) and will provide the assessor with basicdemographics. There is also data on any diseases that may bepresent in the households. The survey is comprehensive inthat it covers many, if not all of the households in the area.The data held cannot at present be cross-referenced (e.g.how may women in the chosen area smoke).

Walsall Sports and Leisure Development Services can retrievelifestyle information on clients who have accessed theHeartcare initiative. Types of information you may find arethe age of the client, risk factors, Coronary Heart Disease(CHD) and self-fitness evaluations.

Services that are jointly available to help with lifestylechanges under the theme Time to Change include SmokingCessation, Community Dietetics and Physical Activity.
