Art. 1 El Concurso está abierto, sin distinción de nacionalidad, a cantantes nacidos entre el 10 de noviembre de 1986 y el 10 de noviembre de 2001.

Art. 2La solicitud de inscripción deberá enviarse a más tardar el 24 de julio de 2018 por E-mail o carta certificada. Deberá copiarse de las bases en FORMATO MICROSOFT WORD e incluir declaración firmada y escaneada si es vía email.

a) Breve Currículum, que contenga específicamente :

* Nombre, edad y sexo* Nacionalidad, país de residencia actual, dirección completa, teléfono, E-mail.* Estudios, indique brevemente Academias, Escuelas de Música, Profesores y Años.* Conciertos últimos 3 años, indique lugar y críticas si las hay.* Premios obtenidos en su trayectoria artística.

NOTA: ESCRIBIR EN FORMA LEGIBLE A MAQUINA O LETRA IMPRENTA LOS DATOS SOLICITADOS.

b) Fotocopia pasaporte.c ) Certificado de Nacionalidad, si es necesario.

d) Un DVD (NTSC) sin acompañamiento de orquesta y sin editar, de una duración entre 20 y 30 minutos, que contenga específicamente:

* Nombre del intérprete* Nacionalidad* Fecha de grabación del DVD* Indicación del repertorio enviado en orden de grabación. Debe incluir obras de la

primera y segunda etapa exigidas en las bases. Puede ser acompañado de piano.

NOTA: SI LA GRABACIÓN SE ENVÍA POR CORREO ELECTRÓNICO, ÉSTA DEBERÁ SER EN FORMATO AVI, RESOLUCION MÍNIMA 640 x 480.

LA RECEPCIÓN DEL DVD (NTSC) POR PARTE DEL JURADO PRESELECCIONADOR ES REQUISITO INDISPENSABLE PARA LA EVALUACIÓN Y ACEPTACIÓN DEL PARTICIPANTE.

e) Carta de respaldo artístico del Profesor o Escuela de Música (imprescindible), que constituye además garantía de responsabilidad y seriedad de la postulación a nuestro Concurso. Se requiere el E-mail del profesor o escuela.

f) Una (1) fotografía en formato digital en 300 dpi de resolución. Dos (2) fotografías blanco y negro de 5 x 5 cm y, una (1) fotografía de 10 x 15 cm indicando en el dorso el nombre del candidato, nacionalidad y edad. El participante autoriza el uso de estas fotografías para fines promocionales y de divulgación del Concurso.

Art. 4 La Comisión Pre-seleccionadora elegirá a los participantes conforme al DVD y antecedentes proporcionados en la ficha de inscripción (sin apelación).

Art. 5 La Comisión Pre-seleccionadora seleccionará a los candidatos en 3 categorías: A, B y C (categoría C, sólo chilenos radicados en Chile).

A El Candidato seleccionado en Categoría A, tendrá derecho a un pasaje aéreo de ida y vuelta desde y hacia la capital de su país de origen y / o residencia, o al tramo más directo según la ciudad y país informados por el candidato. También traslado Aeropuerto Santiago – Viña del Mar - Aeropuerto Santiago. Será responsabilidad del candidato informar de su residencia en relación a la fecha del Concurso. Además tendrá derecho a hospedaje y alimentación mientras dure el Concurso.

B El Candidato seleccionado en Categoría B, también podrá participar en el Concurso, siempre y cuando costee su propio pasaje. Deberá notificar a la Organización, las fechas de su llegada y salida, indicando Línea Aérea, horarios y vuelos. La Comisión Organizadora del Concurso le proporcionará hospedaje y alimentación, mientras dure el Concurso y Traslado en Chile, Aeropuerto de Santiago-Viña del Mar-Aeropuerto.

C El Candidato seleccionado en Categoría C, Premio Senador “Gabriel Valdés”, otorgado por el Centro de Extensión Pablo Neruda del Senado de la República, corresponde a cantantes chilenos residentes en Chile. Será obligatorio postular a través de esta forma. No se aceptarán inscripciones directas al proceso de preselección del Concurso. La Comisión Organizadora pagará viático de traslado a Viña del Mar y alojamiento y alimentación durante el desarrollo del Concurso.

DEBERÁN POSTULAR POR ZONAS DE ACUERDO A LAS SIGUIENTES CONDICIONES : Macro Zona Norte, postulantes entre Arica y Valparaíso e Isla de Pascua, a través del Concurso organizado por Universidad de La Serena. Macro Zona Centro, postulantes entre Santiago y Talca, deberán postular a través del Concurso organizado por el Centro de Extensión de la Universidad de Chile. Macro Zona Sur, postulantes entre Chillán y Magallanes, deberán postular a través del Concurso organizado por la Universidad Austral de Valdivia. Los ganadores de cada Macro Zona clasificarán directamente a la primera etapa eliminatoria del Concurso, y serán acreedores al Premio una vez cumplida su participación en el Concurso Internacional “Dr. Luis Sigall, sin importar el nivel de éxito que tengan en esta competición.

El candidato seleccionado deberá acreditar ante la organización del Concurso, la contratación de un seguro de viaje de una compañía reconocida internacionalmente, válido por el tiempo de traslados y estadía en el Concurso. Este seguro debe cubrir todo riesgo, liberando totalmente a la organización de costos y responsabilidades ulteriores.

Art. 7 El candidato seleccionado deberá enviar un correo electrónico en que acepta nuestras condiciones y confirma su participación antes de 60 días de la fecha de inicio del Concurso, firmado y escaneado. La Organización se reserva el derecho a informar a la Federación Mundial de Concursos Internacionales de Música y al (los) profesor (es) o Escuela de Música que le hubiera respaldado, todo incumplimiento no justificado a este compromiso.

NOTA: LAS POSTULACIONES QUE NO CUMPLAN CON ESTAS EXIGENCIAS SERÁN ELIMINADAS.

Art. 8

El Concurso comprende tres etapas :

a) PRIMERA ETAPA, para todos los concursantes seleccionados.b) SEGUNDA ETAPA, SEMIFINAL, incluye 8 semifinalistas.c) TERCERA ETAPA, FINAL, para los 3 concursantes que hayan superado las dos primeras etapas. En esta etapa final, éstos serán acompañados por la Orquesta Filarmónica Regional.

El público será admitido en las tres etapas, las que serán anunciadas y difundidas por prensa, radio, televisión y correo electrónico. El concursante autoriza con su postulación que la organización registre y divulgue sus diferentes participaciones.

Art. 9Los concursantes tendrán a su disposición pianistas acompañantes designados por la Comisión Organizadora y no podrán solicitar preferentemente a uno determinado.

Art. 10El concursante que desee ser acompañado por un pianista de su elección, deberá costearlo a sus expensas y obtener previamente la aprobación de la organización.

Art. 11Cada concursante deberá interpretar en la Primera Etapa, una Composición Chilena Obligatoria creada para el Concurso, cuya partitura se podrá conocer en la página www.culturaviva.cl , desde finales de mayo de 2018.

Art. 12Los concursantes tendrán derecho a ensayar su programa en el lugar y hora que determine la organización, máximo una hora en la primera etapa y una hora en la segunda etapa. El ensayo del Concierto Final será organizado, programado y dirigido por el Director Artístico del Concurso.

Art. 13 Los concursantes deberán regresar a su país de origen en la fecha fijada por la Comisión Organizadora, con un plazo de hasta 48 horas después de finalizado el Concurso y según disponibilidad de vuelo.

Art. 14 Durante el Concurso, los participantes deberán estar a disposición de aquellas actividades de carácter académico o social que pudieran generarse como Actividades de Extensión del Concurso.

Art. 15 Los candidatos estarán dedicados exclusivamente al Concurso Internacional de Ejecución Musical y sus actividades durante todo su desarrollo (desde el día de inicio hasta su clausura). Cualquier actividad, concierto, clase u otra que se realice en el país, deberá ser informada a la organización, que se reserva el derecho de autorizarla o exigir los aportes financieros que implicaran otras actividades o actuaciones ajenas al Concurso, y exigir la tramitación y autorizaciones de acuerdo a la legislación vigente.

Art. 16El Comité Organizador, en concordancia con el Director Artístico del Concurso, se encontrará autorizado a modificar alguna de las normas del presente reglamento, que fuera necesario para optimizar el Concurso y el éxito de su desarrollo.

DEL JURADO

* El Jurado del Concurso estará constituido por músicos chilenos y extranjeros de reconocida idoneidad profesional.

* El reglamento interno que regirá la actuación del Jurado será explicado a los concursantes antes de iniciarse el Certamen.

* Los votos que se emitan serán secretos.

* Ningún miembro del Jurado tendrá derecho a voto frente a un alumno o ex-alumno.

* En caso de empate, el voto del Presidente del Jurado será decisivo.

* Los fallos del Jurado serán inapelables.

Cinco Arias de Ópera, de las cuales el Director Artístico elegirá 3 (tres). Los concursantes serán acompañados por la Orquesta Filarmónica Regional, bajo la dirección del Director Artístico del Concurso.

NOTE: IF YOU SEND YOUR RECORDING BY EMAIL, IT MUST BE IN AVI FORMAT, WITH MINIMUM RESOLUTION OF 640 x 480 NOTE: RECEIPT OF THE DVD BY THE PRE-SELECTING COMMITEE IS AN ESSENTIAL REQUIREMENT FOR THE EVALUATION AND ACCEPTANCE OF THE CONTESTANT

e) A letter of support or recommendation from a Music School or Teacher, which also constitutes a guarantee of the responsibility and seriousness of the applicant to our competition. Teacher email is required.

-Applications without this letter will not be considered.

f) One (1) photograph in digital format at 300 dpi resolution. Two (2) black and white photographs (5 x 5 cm.) and one (1) picture 10 x 15 cm, indicating the candidate's name, country and age, on - the back. The Contestant authorizes the use of these photographs for promotional purposes and to publicize the Contest.

Art. 4 The Pre-selecting Committee will select Contestants, based on the DVD and background information supplied with the Registration Form (There will be no right to appeal).

Art. 5 The Pre-selecting Committee will select Contestants according to three categories: A, B and C (Category C relating only to Chileans living in Chile).

A The applicants accepted in Category - A, will be provided with an air round-trip- ticket from the - capital of the Contestant’s - origin or residence country, or the most direct way the contestant had previously proposed on their registration form. Also transfer Santiago-Airport - Viña del Mar-Airport. It will be the entire responsibility of the candidate to notify the Organizing Committee his residence in the dates of the Contest. The candidate will also receive lodging and meals during the contest.

B Those applicants who have been selected in - Category B, can also participate in the Contest, provided they finance their own transportation, and pay their own air fare. The candidate must notify the Organizing Committee of his or her planned arrival date for the Contest and departure date thereafter, also indicate Air Line, flight number and time. The candidate will also received lodging and food during the competition and transfer Santiago Airport - Viña del Mar-Airport.

C Applicants selected in Category C, Senator “Gabriel Valdés” Award, granted by the Extension Center “Pablo Neruda”, from the Republic Senate, is open only to Chilean singers residing in Chile. It will be mandatory to apply in this way. Direct Applications to the preselection will not be accepted. They must apply for zones according to the following conditions:

Macro Zona Norte, applicants from Arica to Valparaiso and Eastern Island, through the contest organized by the Universidad de La Serena. Macro Zona Centro, applicants from Santiago to Talca, through the Contest organized by the Extension Center from Universidad de Chile. Macro Zona Sur, applicants from Chillán to Magallanes, through the contest organized by Universidad Austral de Valdivia. Winners of each Macro Zona, will qualify directly to the first stage of the competition.

Art. 6 The selected contestant must provide evidence to the Organizing Committee of a travel insurance policy, from a reputable insurance company which is valid for the full period of the travel and the Competition. The insurance must cover any kind of event, freeing the Organization of any cost or further responsibilities.

Art. 7The selected contestant must send an email in which the Contestant accepts the established rules and terms and confirms participation in the Contest, no later than 60 days in advance to the starting date of the contest, signed and scanned. The Organizing Committee reserves the right to inform the World Federation of International Music Contests and the Contestant’s professor(s) or music schools, of any Contestant’s unjustified failure to meet such obligations.

NOTE: THOSE APPLICATIONS LACKING OF ANY OF THE ABOVE REQUIREMENTS WILL NOT BE CONSIDERED.

Art. 8

THE CONTEST CONSISTS OF THE FOLLOWING THREE STAGES:

a) FIRST STAGE, which includes all selected contestants.b) SECOND STAGE-SEMIFINAL ROUND, which includes 8 semifinalists. d) FINAL STAGE, WHICH INCLUDES 3 FINALISTS SELECTED IN THE SEMIFINAL STAGE. The finalists will be accompanied by the Regional Philharmonic Orchestra.

The public will be admitted to all three stages, which will be announced and publicized through emailing, written press, radio and television. The contestant authorizes with his, her application, that the organization register and disclose their different participations.

Art. 9 The contestants will be provided with piano accompanists, and the contestants will not be allowed to express any personal preferences for accompanists.

Art. 10Contestants who wish to provide their own piano accompanist, may do so with the prior written approval of the Organizing Committee, but the Contestant shall pay all air fare, lodging and other expenses for the accompanist.

Art. 11Each contestant must perform, in the First Stage, a Chilean Work, composed for the contest. The score will be available and for download at www.culturaviva.cl at the end of May 2018. (Obra chilena obligatoria / Obligatory Chilean work.

Art. 12 Contestants will be allowed to rehearse their preliminary and semifinal stages with the piano accompanist in the place that will be indicated, for no more than one hour each. The Organizing Committee will organize the rehearsal schedule. The rehearsal of the final stage will be organized, scheduled and directed by the artistic director of the contest.

Art. 13The contestants are required to return to their origin country on the day set by the Organizing Committee, within 48 hours after the end of the Competition, or as soon as there is an available flight.

Art. 14 During the Contest, the contestants must be available for certain Academics or Social Activities that the Committee determines for Extension Activities of the Musical Competition.

Art. 15 The candidates agree to devote their entire time during the Contest to the activities of the International Contest of Musical Performance, from the day of its inauguration to the final day of the Contest. No Contestant shall engage in any activity, concert, class or other event, unless approved in advance by the Organizing Committee, which approval may be conditioned upon financial contribution to the Contest, in accordance with current legislation.

Art. 16 The Organizing Committee, in accordance with the Artistic Director of the Competition, will be authorized to modify any of these rules or regulations in their sole discretion, including if it is necessary to optimize the competition and the success of its development.

THE JURY

* The Jury of the Contest will be composed of Chilean and internationally renowned professionals and musicians.

* The internal rules which will be applied by the Jury will be explained to the contestants before the Competition begins.

* The votes will be secret.

* No member of the Jury will be allowed to vote for his own pupil or ex-pupil.

* Should there be a tie, the vote of the Jury's President will be final.

* All of the Jury decisions are final, and not subject to appeal.

Por la presente, me inscribo en el XLV Concurso Internacional de Ejecución Musical, "Dr. Luis Sigall", Mención Canto, a efectuarse en Viña del Mar, Chile, desde el 10 al 16 de noviembre del año 2018. Declaro que acepto todas las condiciones, reglamentos y Bases del Concurso indicados en el presente prospecto, como asimismo, acepto que mis presentaciones durante el Concurso sean difundidas y/o publicitadas en internet, prensa, radio y/o televisión, sin percibir por ello remuneración o compensación alguna. Me comprometo además, a asistir a las conferencias de prensa de medios de comunicación programadas por la Comisión Organizadora.

Si fuera aceptado para participar en el Concurso, me comprometo a estar presente en la ciudad de Viña del Mar en las fechas que se me indique.

Cedo los derechos de grabación y difusión de mis intervenciones en el Concurso.

DECLARATION

I hereby apply for the XLV International Musical Contest "Dr. Luis Sigall", Singing Mention, to take place in Viña del Mar, Chile, from November 10th to November 16th 2018 , and declare that I accept all the conditions and rules of the Contest. I also declare that I accept my performances to be recorded and published via internet, press, radio and television without receiving any compensation or remuneration. I also commit myself to attend all the press conferences programmed by the Organizing Committee.

In the case I were selected to participate in the Contest, I commit myself to be in Viña del Mar on the date indicated by the Organizing Committee.

I waive all my rights of compensation for the recordings and publications of my performances during the Competition.
