    Executive Order No. 36, series of2001, which took effect onSeptember 19, 2001, mandatedthe reorganization of theadministrative regions inMindanao.

    Specifically stated in Section 3,Region Xl is hereby reorganizedto be known as Davao Regionand shall be composed of thefollowing provinces and cities:

    Davao City, a highly urbanizedcity, ranked 1st in terms ofpopulation equivalent to 31%or approximately 1/3 of the

    total population of the region.

    The highest among theprovinces is Davao del Sur with21%, Davao Norte with 20%,ComValley with 16% and

    Davao Oriental with 12%.

    Children as defined underRepublic Act No. 7610,otherwise known as Special

    Protection of Children AgainstAbuse, Exploitation andDiscrimination are

    those individuals or personsbelow 18 years of age or thoseover but are unable to fullycare of themselves from

    abuse, neglect, cruelty,exploitation or discriminationbecause of a physical ormental disability or condition.

    Davao Region has an estimated 1.7M children aged 0-17years old equivalent to 47.03% of its total population of3.6M. Of this number, 65% or 1.1M belongs to the age

    Alarming to note here is the increase in thenumber of children in conflict with the law

    from an average of 57% to a high of 70.5% of

    the total children in need of special protection.

    Situationer 1,830 CICL cases were reported by the LGUs 9,976 CICL were reported and served by DSWD in

    community and its centers for CY 2005

    Among the 197 casesadmitted in RRCY, 93 or

    47% were from Davao City.

    29 cases were from

    Panabo City which ranked

    2nd in terms of high

    prevalence region-wide

    and 1st if compared to the

    number of YOs from the 4

    component cities.

    Of the 4 provinces, Davao

    Norte has the most

    number of YOs (21)

    seconded by Compostella

    Valley (14).
