En el marco de la celebración del Bicen-tenario de la Inde-
pendencia y Centenerio de laRevolución Mexicana, asícomo de la celebración del Díadel Trabajo en los Estados
Unidos , 22 consulados deMéxico llevaron con éxito la“Semana del Derecho Labo-ral”.
“La vulnerabilidad de lostrabajadores ha hecho que mu-chos empleadores abusen desus horas de trabajo y de susservicios. Estamos aquí paraproteger a los nuestros, lleva-
mos por segundo año consecu-tivo y con éxito la orientacióny ayuda a nuestros conna-cionales”, dijo David FigueroaCónsul General de México enSan José.
Figueroa también explicóque el año pasado fueron aten-didas 75 consultas personales yotras cientos recibieron infor-
mación y asesoría debida encuanto a derecho laboral se re-fiere. “Hemos seguido 22 casosserios de abusos laborales, 4 deellos fueron ganados por losempleados y los otros se en-cuentran en proceso”, explicóFigueroa.
“Todo empleado tienederechos sin importar su condi-ción migratoria. Cada trabajoque se hace en este país tieneque ser pagado justamente”,dijo el abogado de derecho laboral, Fernando F. Chavez , hijodel sindicalista César Chavez.
En el medio laboral haymuchas personas que se quejandel retraso de sus pagos.Josefino y Miguel – de quiennos reservamos su identidad-confesaron a EO que su jefe leestá pagando con retraso.
Chavez dijo que es undelito pagar con retraso perode todos modos cada caso esparticular y temas como estosdeben ser denunciados. “Em-pleadores toman como pretextoa la crisis económica y no hayjustificación para no pagar opagar con retraso a sus emplea-dos”, agregó Chávez
Durante la Semana deDerecho Laboral se repartió in-formación a todos los mexi-canos que visitaron las oficinasconsulares para gestionar algúntrámite. En estos talleres se ori-entó a todos de cómo presentaruna queja ante las oficinas federales y estatales del trabajo;el derecho a un área de trabajosegura; compensaciones por le-siones en el trabajo; el dere-cho al salario
mínimo y tiempo extra; el dere-cho a no ser discriminado y elderecho a acciones colectivas.

Theaward’s inscription states “in recogni-tion of Excellence in service to the com-munity and Reporting with Integrity,Consistency, Sensitivity & Compas-sion.” I accepted this award by stating,“Es un honor de recibir este re-conocimiento. I accept this honor andrecognition on behalf of the team who,each week, produces El Observador.Two members of that team are in the au-dience….my wife, Betty Morales whois the Vice-President and Treasurer ofEO and Ms. Monica Amador who isEO’s Chief Operations Officer. This past Sunday, August 29, 2010,while attending the installation of offi-cers and scholarship awards by the Ki-wanis, Pueblo de San Jose, Ms. GloriaTorres, President, made a contributionto be applied to the training of the nextjournalism intern. I was very surprised.It took a few moments to gather mythoughts. Then I made the followingstatement: “Kiwanis, Pueblo de SanJose, has been making supportive con-tributions to El Observador Foundation,the IRS 501-c-3 non-profit which mywife, Betty and I have operated since1986. Through this foundation, we havecounseled, trained and assisted morethan 100 individuals. Most are youthswho need assistance in completing theacademic program leading their profes-sional degree. But I want to say herewhat I did not say last Friday at the 43rdCET Anniversary event.
“We live in a valley formed by nat-ural forces and blessed by God. The fer-tile soil and temperate climate allowedfor the cultivation of anything. Manyorchards were established. Our Latinocommunity labored in those orchardsharvesting the fruits and produce beinggrown there. It was called the “Valleyof the Heart’s Delight”. Then develop-
ment occurred which resulted in the re-naming of this valley as “Silicon Val-ley”.
In that same valley exists today acommunity where 80 years ago, Mexi-can=American parents would advisetheir youth “Sal si Puedes” (Get out ifyou can). In this same community CSO(Community Services Organization)hired an entry level worker namedCesar Estrada Chavez, who in duecourse worked and learned his craft oforganizing. Today he is known and re-spected for having organized the UnitedFarm Workers of America. Chaveztransformed “Sal si Puedes” to Si SePuede” which has been our mantrasince. It has been some 17 years sinceCesar Chavez died. We are lookingback today when we use the “Si SePuede” (Yes, we can) mantra.
“I recommend that, as a commu-nity, we begin to look forward into ourcommon future here and begin to usethe mantra “Juntos Hacemos Más” (To-gether we can do more). These twoevents, CET and Kiwanis, are evidencethat our community can do more whenits leaders collaborate, coordinate andfocus its private resources. El Obser-vador will facilitate that informationdistribution process. It is especially ur-
gent that we begin to depend less onlocal, state, and federal governmentagencies because the elected officialstherein are dealing with a bankrupt sys-tem. All levels of government thesedays are operating under severe deficits.So in our community we must take careof our own using non-profit organiza-tions. Our tax dollars take a couple ofyears to return to our communities ofneed. Then these dollars come back as‘65 cent dollars’ because governmentagencies use 35 cents to pay for theircosts. We can make tax-deductible con-tributions to local non-profit commu-nity based organizations which complywith the IRS non-profit standards ofcompliance. This simple redirection ofour money will result in our communi-ties benefiting more quickly at a higherlevel from our dollars. We are capableof helping ourselves in response tocommunity needs in a manner that ismore responsive and efficient. Thiscommunity must begin to do just that.You may support the non-profit of yourchoice. I recommend that you supportthe community services of CET, Kiwa-nis, Sacred Heart Community Center,MACSA. Americans have made severalachievements in the labormovement ever since the
United States was founded. From fair wagesto medical benefits, the contributions bymany Americans have spread throughout theworld.
Labor Day is usually celebrated on thefirst Monday every September and pays trib-ute to the contributions workers have madeto the strength, prosperity, and well being ofour country.
According to the U.S. Department ofLabor, the first Labor Day holiday was cel-ebrated on Tuesday, September 5, 1882, inNew York City, in accordance with the plansof the Central Labor Union. The CentralLabor Union held its second Labor Day hol-iday just a year later, on September 5, 1883.
The form that the observance and cele-bration of Labor Day should take were out-lined in the first proposal of the holiday —a street parade to exhibit to the public "thestrength and ‘esprit de corps’ of the trade andlabor organizations" of the community, fol-lowed by a festival for the recreation andamusement of the workers and their fami-lies. This became the pattern for the celebra-
tions of Labor Day. Speeches by prominentmen and women were introduced later, asmore emphasis was placed upon the eco-nomic and civic significance of the holiday.Still later, by a resolution of the AmericanFederation of Labor Convention of 1909, theSunday preceding Labor Day was adoptedas Labor Sunday and dedicated to the spiri-tual and educational aspects of the labormovement.
The character of the Labor Day celebra-tion has undergone a change in recent years,especially in large industrial centers wheremass displays and huge parades have proveda problem. This change, however, is more ashift in emphasis and medium of expression.Labor Day addresses by leading union offi-cials, industrialists, educators, clerics andgovernment officials are given wide cover-age in newspapers, radio, and television.
Today Labor Day is celebrated in sev-eral ways; most notably by having a Bar-B-Que. Hamburgers, hot dogs and steaks arethrown on the grill while families andfriends gather and enjoy each other’s com-pany. Some Latinos like to add a Latin flavorto the Holiday by cooking carne asada.
Labor Day is the result of several effortsand achievements by American workers. Itis hard to imagine what working conditionsfor the American labor force would be likeif it were not for these achievements. Δ

más o menos cada día. Con el tiempo irá acumu-lando sueño adicional y comenzará a sentirse mejor.
Consuma alimentos saludables. La modifi-cación de su dieta con alimentos más sanos puedeayudarle a perder peso y controlar mejor su diabetes.Pruebe añadiendo algo saludable a cada comida, yasean frambuesas o rábanos. Si mantiene ese régi-men, los alimentos saludables ganarán terreno final-mente en su dieta.
Sea feliz. En ocasiones resulta difícil sentirsealegre cuando se lidia con una enfermedad crónica.Pero ver la vida de forma más positiva puede mejo-
rar su bienestar físico y mental. Cuando se sientatriste, considere aquellas cosas por las que debe estarmás agradecido, y téngalas en mente.
"La introducción de pequeños cambios en lavida implica una mayor propensión a tener éxito enel mejoramiento de la salud a largo plazo", concluyeel Dr. MacLellan.

You've probably heard that a healthysmile makes a great first impres-sion, but good looks aren't the only
reason to take care of your pearly whites.Numerous studies have linked poor oral

What constitutes quality oral health carechanges with age. The Missouri Dental Associ-ation (MDA) offers the following tips for en-suring a healthy smile at any age:
Early Childhood* The American Dental Association and the
American Academy of Pediatric Dentistry rec-ommend scheduling a child's first dentist visitaround the first birthday.
* Start cleaning your baby's mouth early.Once the child is able to spit, use a pea-sizedamount of toothpaste. Children should be su-pervised until they can write in cursive.
* Don't share spoons or blow on yourbaby's food. You can pass harmful bacteria
from your mouth to your baby's.Kids and Teens* It's okay to give kids treats once in
awhile, but try to stay away from sugary drinks,which bathe the teeth in sugar with every swal-low, and sticky foods that cling to teeth. Havechildren drink water to rinse out their mouthsafter they eat sweets.
* Have kids wear mouth guards to preventbroken teeth and injuries to the lips, tongue,face and jaw.
Adults* Talk to your dentist before using a teeth
whitening product to ensure safety and effec-tiveness.
* Limit tobacco use. Smoking or chewingare more likely to cause serious oral diseases,including periodontitis and cancer.
Older Adults* Don't let arthritis prevent good oral hy-
giene. Use a power toothbrush and pre-threadedflossers.
* If you experience dry mouth, talk to yourdentist. Lower saliva production has beenlinked to a higher risk of tooth decay.

Avisit with yourdoctor is the bestway to determine
whether you have a cold or anallergy. While allergy symp-toms and cold symptoms are
very similar, there are somesigns to look for if you want toknow the difference.
1. Take a look at the colorof your nasal discharge, mu-cous or saliva. Both allergiesand colds cause a runny nose,
but for cold sufferers, the dis-charge is usually green orbrown - which is a sign of aninfection. "If the mucous isclear - it is probably an al-lergy," says Dr. Carl Wurster,chair, Allied Health Depart-
ment, at Brown Mackie Col-lege - Boise. The allergycomes from an allergen, whilethe cold indicates exposure toa virus.
2. Allergy sufferers do notgenerally have to deal withbody pain, but if you have aheadache and feel lots of achesand pains, it's probably a cold.If you have a viral cold, you'llalso experience fatigue and asevere sore throat. "A mildsore throat may accompany anallergy, but with a cold youcould lose your voice and havehoarseness. It is rare to behoarse with allergies and loseyour voice," adds Wurster.
3. Check your calendarand keep track of how longyou've been sneezing or feel-ing sick. A cold can last up totwo weeks. Allergies are oftenseasonal, especially if the trig-ger comes from grass or treepollen. "If your allergy comesfrom something inside yourhouse like, mold, or dust - thesymptoms can be constant orcome and go - depending onthe exposure level to the in-door allergy source," saysWurster. "Allergy sufferersmay also have nosebleeds be-cause pollen gets deposited in-side the front of nose whichtriggers the sneeze reflex.Sometimes allergy sufferershave a line across the tip iftheir nose and puffiness undertheir lower eyelids because ofheparin (a substance naturally
generated from the white cellsof the body)," he says.
4. If your eyes, nose,throat or mouth itch, it's a surebet that you are reacting tosome kind of allergen whichcan come from pollen or evenan allergen in the workplace oron a college campus. If yourallergy stems from somethingin your workplace, some in-dustries have set up "cleanrooms," where employeeswear "clean suits" in highly-sterile rooms. Some employ-ees feel claustrophobic inclean rooms, but people withallergies tend to like it.
"With allergies, you willrun a low-grade fever of 100.1or 100.2 F. With the viral orbacterial cold your tempera-ture will be a degree higher -103 or 104 F," says Wurster.Hay fever is the old term forallergies "because you getsymptoms of a cold with a lowgrade fever," Wurster says.The average person does notknow whether their sickness isviral, bacterial or the result ofan allergen.
"Allergy sufferers shouldconsider using antihistaminesat night (Benadryl)," Wurstersays. "A cold will not respondto an antihistamine. Claritinand Afrin would be effectiveduring the day because theydon't cause drowsiness. Take adecongestant to prevent mu-cous from building up in yoursinuses."

Wurster says there is onegood thing about having aller-gies. "Allergy sufferers are ge-netically-coordinated withhigh intelligence." He addedthat "the peak incidence of al-lergies can be absent from theonset of puberty to the mid-20s, but can show up when thepatient is in their 30s and late40s."
For cold sufferers, the keyis to visit your physician be-cause you may need antibi-otics. Try to avert getting acold. "When it first starts, rinseyour nose out with salt waterfour to five times a day. It canprevent a bacterial cold andtreat sinus infections," he says.

Sus comentarios nos ayudarán para dirigir nuestros asuntos y cumplir con nuestros objetivos referentes a la actualización del SMP. El personal del distrito del agua estará disponible para contestar sus preguntas, preocupaciones y comentarios.
Antecedentes: Desde la temporada laboral del año 2002, el distrito del agua ha implementado el SMP con el fin de guiar las actividades de protección y mantenimiento de rutina de los canales y arroyos pertenecientes al distrito de agua. Un borrador público EIR (DEIR) y un EIR (FEIR) final, que incorpora los comentarios públicos y las respuestas a dichos comentarios sobre el DEIR, fueron finalizados en el 2001 y 2002 respectivamente. Un Aviso de Determinación fue redactado en julio 12 del 2002 con el State Clearinghouse (SCH No. 2000102055), cumpliendo con los requerimientos de revisión del Acta para la Calidad Ambiental de California (CEQA por sus siglas en inglés).
Proceso Actual: En el 2009, el distrito del agua inició un proceso de actualización del SMP para ver y revisar el cumplimiento de la documentación ambiental y renovar los permisos regulatorios necesarios. El distrito del agua preparará el subsiguiente EIR para proporcionarle al público, agencias encargadas y agencias fiduciarias, la información necesaria acerca de los efectos potenciales sobre los efectos al medio ambiente, asociados con la adopción e implementación del SMP actualizado.
El distrito del agua es la agencia encargada para el cumplimiento con CEQA. La agencia encargada ha decidido preparar un subsiguiente EIR para tener amplia oportunidad para informar al público y que este pueda participar en el proceso de planeacion y toma de decisiones.
El propósito del proceso EIR, es para evaluar los impactos y las alternativas para este proyecto y para evitar o aminorar el impacto de los efectos significativamente adversos sobre los recursos ambientales. Los asuntos que sobre el medio ambiente serán analizados a fondo en el subsiguiente EIR incluyendo estéticos, calidad del aire, recursos biológicos, recursos culturales, geomorfología, peligros, hidrología y calidad del agua, uso de tierra y planeación, ruido, utilidad y servicios públicos, tráfico, transporte y efectos acumulativos de dichos proyectos.

1. Escuche y no hableTenemos dos orejas y una sola boca. Si uno
habla más que escucha, no esta siguiendo lasleyes de la naturaleza. Es primordial de es-cuchar primero y luego comenzar a hablar.
¿Comenzaría a tocar el violín antes de oírcómo suena ese instrumento? Probablementeno. Igualmente, debe familiarizarse con lamúsica de un inglés antes de empezar a imitarsus sonidos. Los bebés y los niños pequeños es-cuchan el idioma que les rodea durante suprimer año de vida antes de decir sus primeraspalabras. Es más natural escuchar primero yluego hablar.
2) Escuche música en inglés Encuentre música que le guste. No importa
si al principio no entiende la letra. Puede em-pezar a cantarla siguiendo la música aunque noentienda las palabras. No sólo aprenderá elritmo del inglés, sino que también comenzará aadquirir vocabulario.
Relájese. No intente entender las palabras,limítese a escuchar. Dese tiempo para escuchar,sin hacer nada más. Su mente debe estar tran-quila para absorber los sonidos.
3. Escriba la letra de las canciones mien-tras las escucha
Cuando ya esta acustumbrado al ritmo deinglés y Ud opina que puede decifrar las pal-
abras de las canciones que escucha, escriba laletra de las canciones mientras las escucha. Ten-drá que detener la música y volver atrás, o es-cucharla varias veces para escribir toda la letra.Compare la letra que ha escrito con la canciónoriginal y observe hasta qué punto ha sidocapaz de entender la canción. Búsque las letrasen el estuche del CD o en algún sitio de letrasde Internet.
4. Escuche la canción en su menteAl oír canciones en su mente, las oirá en su
forma original, sin su acento. De este modoayudará a su cerebro a familiarizarse con lossonidos del idioma y los recreará en su menteantes de intentar reproducirlos físicamente. Loscantantes suelen oír las notas en su cabeza antesde abrir la boca para empezar a cantar.
5. Use los medios como sonido de fondo Escuche música mientras maneja, cuando
hace las tareas de la casa, al cocinar, etc.Aunque se limite a oírla pasivamente, le ayu-dará a familiarizarse con los ritmos del idioma.Lo importante es ir absorbiéndolo. Lo puedehacer lo mismo con la radio o televisión comosonido de fondo.

The city’s airport can add a collegeprogram for its federal security of-ficers to its list of recent accom-
plishments. The Workforce Institute, inpartnership with the San José/EvergreenCommunity College District (SJECCD) andthe Mineta San José International (SJC) Air-port, has been selected to offer the Transporta-tion Security Administration (TSA) trainingprogram, one of only three Homeland Secu-rity pilot programs in California. The programwill offer professional and academic coursesto Transportation Security Officers (TSOs)employed by the TSA.
Workforce Institute’s Executive Director,Carol Coen said, "As one of only three Cali-fornia community colleges invited to partici-pate, the Workforce Institute is proud to havecoordinated this effort between the SanJosé/Evergreen Community College Districtand the Transportation Security Administra-tion. San José City College Interim PresidentDoug Treadway and Evergreen Valley Col-lege President David Wain Coon view Home-land Security and public safety as a clearpriority for our region. This was an opportu-nity to provide leadership in these areas."
For the first time, Transportation SecurityOfficers (TSOs) can work toward earning aTSA certificate of completion of three newthree new courses in the district (Intro toHomeland Security, Intelligence Analysis andSecurity Management, and Transportation andBorder Security).
Treadway said, “The partnership provides
a pathway for career advancement that did notpreviously exist for the officers. In addition,it provides a critical route toward additionalhigher education for those who may not haveotherwise had an opportunity.” The districtleadership has made it a priority to encouragethe students to pursue an associate’s degreebeyond the TSA program. Currently, onlyabout 10% of the more than 40,000 TSA offi-cers in the United States have an associate’sdegree or higher and only 21% have somehigher education.
Coon said, “The program provides aunique opportunity for Transportation Secu-rity Officers to start courses on-site at the air-port, work in a classroom setting withcolleagues in a supportive atmosphere, andmaintain the motivation needed to continue onwith a college education.”
The first course, Intro to Homeland Secu-rity, will be taught to 20 TSO’s beginning onSeptember 8. The district is finalizing the cre-ation of its new Certificate in Homeland Se-curity to which the first cohort of students willbe invited to complete.
TSA Federal Security Director KathleenA. Roscher said, “For many of our employees,this program provides the missing “link” toacademic achievement in a field directly re-lated to their daily job. The TSA is evolvingin our pursuit of changing threat profiles.Higher education opportunities within ourworkforce will play a more important role asthe TSA continues to evolve as an agency. On Tuesday, August 31, the Center for Employ-ment Training (CET) received a grant to makesignificant improvements to the facility.
“It’s a very special event because a representative fromthe U.S. Economic Development Administration is award-ing CET with a grant of $3 million to renovate,” said Her-melinda Sapien, CET President and CEO.
Improvements to its 104,000 sq. ft. building will in-crease their annual training capacity by 860 students, whichis expected to place 4,900 more CET graduates in careerjobs over 9 years, according to grantee estimates.
“This San Jose facility houses CET Headquarters andis our primary training facility where CET has trained andplaced over 50,000 graduates in family wage jobs, includ-ing many in Silicon Valley,” said Sapien.
Sapien acknowledges the importance of the grant be-cause it provides the teachers with the tools they need tosuccessfully instruct students. The students then have agreater ability to establish their career and begin work.
“We've been working on this for several years and it'sa large federal grant that the city of San Jose is matchingnot completely but to a substantial degree,” said Congress-woman Zoe Lofren. “Then there will be private sector con-tributions as well and it will be $6.1 million total.”
The grant will put people to work right away with theconstruction ahead. The CET in San Jose is recognized na-tion wide as one of the best training organizations in theUnited States.
“You can have all the venture capitalists and innovativeideas but if you don’t have a work force that’s able to stepin and actually carry that vision out, you're not going to beas successful as you need to be,” said Chief of Staff SeanCartwright. “That's where an organization like CET comesin.”
This grant will qualify more local low-income residentsand regional dislocated workers for higher-skill, higher-wage jobs available at many local Silicon Valley firms aswell as regional jobs in the emerging Green technology andhealth industries.
