In or der to keep safe this season,keep an ey e out for r attlesnakes as par t ofyour outdoor r outine when going for hikes,runs or walks in the hills and open spaces inthe County.  Each y ear, about 7,000 peopleare bitten b y venomous snakes in the U.S.,with 1 out of 500 venomous snakebites result-ing in more serious injury.

Following a few simple tips can help y ouenjoy the warm w eather and outdoor activ i-ties while staying safe.

Tips for Safety• If you see a snake, stop an d keep your

distance.  Give the snake plenty of r oom toget away.

• Wear heavy boots—about four inchesabove ankle height—and l ong pants whenhiking. Always watch where you step and besure to look for snakes in areas of high brush,under logs, and stepping o ver logs or fallentrees.

• Look out for snakes sunning on rocks ortrails, especially in the cooler times of day.

• Never try to touch a snake or scar e itaway; give the snake its space and back awayto a safe place.

• Keep your dog and/or pets on a leashwhen you are on trails.

• Tell a r anger or park staff if y ou see asnake but do not try to catch it.

• In the r are case of being bitten b y asnake, remember these steps:

• D o n ot pa nic. S tay c alm a nd s lowlymove away from the snake.

• Call 9-1-1 or send someone for help.• DO NOT apply a cold pack or tourniquet,

cut the bite, or attempt to suck-out venom.• Avoid movement of the ar ea that was

bitten.• Keep the bite at or below heart level.• Do not attempt to kill or catch the snake

but d o t ry t o r emember w hat th e s nakelooked like.

• Remain calm and wait for help.• If you have time, take note of the time

The County of Santa Clara Board of Su-pervisors approved the creation of theSanta Clara County Reentry Network

for offenders who have paid their debt to society.The Network will help the County to developcross-system and comprehensive reentry and re-cidivism reduction strategies, including thoseneeded to prepare the County for State realign-ment of parolees and low-level prisoners.

The Santa Clara County Reentry Network isa client-centered model aimed at identifying theneeds of inmates in custody to link them with re-sources available through the County, cities, andcommunity groups prior to release.  Right now,when inmates are released, they most likely facethe same conditions of joblessness, illiteracy, vi-olence, or anger that were present prior to incar-ceration.  Initial goals of the Network will be toprovide in-custody assessment and effec tivecommunity programming, resources, and bene-fits to help inmates transition to a more stable,self-sufficient and successful lifestyle.

Diverse reentry initiatives are underway inSanta Clara County to tar get different inmatepopulations, including the chronically homeless,mentally ill, drug addicted, and women. Thanksto the leadership of Dest ination: Home, theMental Health Department, the Superior Court,and the Office of Women’s Policy, the County hassuccessfully secured grants to support these ef-forts.

A recently released report on recidivism byHuskey and Associates indicates that high-riskoffenders should be tar geted with evidence-based programming that takes into account spe-cific risk factors.

“Our correctional landscape continues tochange, a nd w e n eed t o r espond t o t hese

changes with creative and innovative solutions,”said Santa Clara County Chief of Correction JohnHirokawa. “This Network is crucial to help ourcounty develop a new comprehensive vision anddirection focused on reentry practices and pro-grams.” 

The average jail population in Santa Clar aCounty is 3,600 inmates.  Based on the jail pop-ulation daily report, the maximum-security unitsin the Main Jail are regularly over capacity and inneed of relief. These higher-level offenders re-ceive minimal in-custody programming and cur-rently have no coordinated reentry effort.

The short-term goals of the Network are to:• Conduct pr oper assessments to link in-

mates to effective in-custody and community-based programs.

• Establish an integr ated method to effec-tively transition inmates into the community.

• Leverage existing effor ts in the juv enileand adult settings.

• Prepare the organization and its partnersfor State realignment of prisoners and parolees.

An important component of the Reentry Net-work is a par tnership between the County andthe City of San José May or’s Gang PreventionTask Force. Last October, the United States De-partment of Justice launched the National Forumon Youth Violence Prevention and chose SanJose as one of six cities to be part of this Forum.The Forum seeks strategic partnerships, realisticapproaches and factual data to addr ess youthviolence. Last month, Supervisor Shirakawa andProbation C hief M itchell j oined t he S an J oséteam in Washington D.C. to present the City’sWork P lan.  R eentry i s n ow i ncluded o n t heMayor’s Gang Prevention Task Force’s work planfor 2011-2013 due to County efforts. ∆

Consumer A ction N ews – i Phones,iPads, Androids and more. The ex-plosive growth of data-driven wire-

less products poses new concerns for parentsas young people use (and abuse) the devices.

Consumer Action asked, “Ho w can par -ents pr otect their childr en and spar e theirbudgets?” To get the answ ers, the nationalconsumer advocacy and education organiza-tion surveyed the top six wir eless carriers tolearn about the parental controls each has tooffer. Of the surveyed carriers, AT&T, Verizon,Sprint, T-Mobile and U S Cellular offer edparental controls, while Metro PCS, a prepaidwireless company, did not.

T-Mobile offers the lar gest v ariety ofparental control services—earning this dis-tinction because its L G Optimus T smar t-phones featur e “ safe driving” contr ols toblock calls and texts while a car is moving—

while Sprint offers the most controls for free.Consumer Action found that, for a price,

companies allow parents to control the waysyoung people use their phones. The fee-based services allow parents to block or limitaccess to certain functions of cellphones andsmartphones at spec ific times or locations.The cost of paid ser vices can be as high as$14.99 per month (A T&T’s Family Map plancovering up to five phones), although all car-riers have lower cost plans as well.

Depending on the carrier, paid servicesallow parents to restrict text messaging, call-ing hours and web access, as well as blockimages, calls and texts during cer tain hoursof the day or prevent access to online “adult”content if accessed through the wireless car-rier’s network. Some carriers allow parents totrack or monitor wireless calls and texts andprevent online purchases.

Resurrect the Marshall Plan

This past Memorial Day, May 30,2011, A merica n eeded to r e-member one military person

who served this nation with great distinc-tion. General George C. Marshall’s great-est achiev ement was not his militaryefforts, but rather his service as Secre-tary of State during the Harry S. Trumanadministration. Beginning in 1948 Gen-eral Marshall oversaw the implementa-tion of the European Recovery Program,since called The Marshall Plan, an eco-nomic policy to help Western Europe re-cover from the devastation of World WarII. For his efforts toward world peace, hewas awarded the Nobel Peace Prize in1953.

The purpose of the Marshall Plan wasto provide economic aid to assist war -ravaged nations, including those of ourformer enemies. As an outcome, Euro-pean and Japanese economies and soci-eties were re-established. The sufferingof the residents of those areas was miti-gated.

The post-war economic b oom oc-curred d uring t he h opeful, o ptimistic,and peaceful years that followed.

America must addr ess the issue of“endless wars” which may have beenused in the past by authorities to stimu-late the domestic economy. Today Amer-ica is a major producer of weapons of alltypes, some of which end up in the handsof drug cartels in Mexico.

Keep in mind that war requires manyresources which are needed by people toimprove their lives. So we need to recog-nize the use of essential resources to ‘de-fend and enfor ce’ our policies, botheconomic and ideological. A new objec-tive could be to impr ove the living stan-dards of many communities and peoples.

Former General Dwight D. Eisen-hower, as the r etiring P resident of theUnited States, warned our nation of thegrowing influence and power of the “mil-itary-industrial complex” made up ofCongress, the Pentagon, and ‘military’ in-dustries. Recently, Congress insisted onfunding the continued development andproduction of “weapon systems” whichDefense Secretary Gates said w ere notessential and recommended for “suspen-sion or deferral”.

These very expensive weapons sys-tems were not need ed nor appr opriatefor today’s war against terr orism. Whilea military force will always be needed,what is needed most is a flexible balanceof the different kinds of military and civil

expertise to ensur e that this worldachieves an expanded lev el of law andorder in support of global peace and eco-nomic and social development.

In order to thrive societies and busi-nesses need a r eliable, secur e andpeaceful s ocial e nvironment. P eopleneed jobs to enable them to earn an hon-orable living.

The Obama Administration needs tolook at the “Marshall Plan” for the pur-pose of applying an updated v ersion tothe challenges being faced today at aglobal level. The objective needs to be to“replace war as an economic stimulus”with an updated Marshall Plan thatbuilds and pr ovides the necessities ofhuman existence.

In addition to assisting New Orleansand Joplin to r ebuild, an effor t to buildthe economies of under-developed na-tions would cr eate many jobs her e athome producing the goods and servicesneeded for those efforts. The same logicapplies to natur al disasters such asearthquakes, hurricanes and tornados.Let’s address human needs throughoutthe globe in a system atic constructiv emanner.

Once people hav e safety, security,food, clothing, shelter , tools, jobs andeducation, many of the causes for de-structive wars will be eliminated or mit-igated. Let’s try this as an appr oach tothe current mindless and endless warswhich seem to generate more hatred anddestruction.

Let’s choose to be constructiv e. Agreater level of peace and prosperity willbe the outcome along with a climate forgreater business oppor tunities andglobal prosperity.

Ordinary pe ople a re s uffering a ndneedy all over the world and in this na-tion. Let’s use our many resources to ad-dress the needs of the people rather thanthe needs of destructiv e wars whichwastefully consume the r esourcesneeded to u pgrade l iving s tandardsthroughout the world.

What is r equired tod ay is a r esur-rected and updated Marshall Plan.

Such an e ffort w ill p ut m any j obseeking Americans back to work produc-tively in peace and tranquility while cre-ating a global consumer society. We willall have a sense of purpose, accomplish-ment, a nd achievement when Americaresurrects an updated Marshall pla n.This plan benefited many before and cando so again. ∆

This winter was unusually wet, whichwas good for our water supply . Unfor-tunately, as we can see from viewing

the hills surrounding the valley turning brown, itmeans this year will also bring high fire danger.Like all disasters, the best way to protect your-self from fire is by being prepared. Here are a fewtips for you.

The large wildfires that make the news, likethe Oakland Hills Fire, are typically in rural lands.But regardless of whether y our home is in therural country or in an urban area, the key methodfor protecting your home i s the same: r emovefire hazards away from your house.

Dry grass, overgrown bushes, and even deadleaves and twigs can be fir e hazar ds. E venworse, they can transfer fire between a smallgrass fir e and y our house. The Santa Clar aCounty Fire Safe Council (www.sccfiresafe.org)has tips and guidelines on ho w best to pr otectyour home through management of landscaping.The most important tips are to not plant treesright next to y our house, keep existing tr eestrimmed away f rom your house, keep bushestrimmed away from your house, and clean upany dry grasses, leaves and branches.

Don’t be dismay ed. Good fir e pr otectiondoes not mean keeping y our property dry andbarren. Properly planned green landscaping isactually one of the m ot effective ways to slo wthe spr ead of fir e. The keys ar e to keep theplants near your home green and in good health,keep large bushes separate to break the path ofa fire, and ensure there is a height separation be-tween bushes and the tree canopy to prevent afire from spreading to the trees.

You may think that the best time to cutweeds and tall grasses is after they have turned

brown. However this is a common mistake thatcan lead to wildfires. When the mower bladescome into contact with rocks and other hard ma-terials, they can throw off sparks. In dry weeds,these sparks can quickly start a fire and spreadout of control before you even realize what hap-pened. The best time to cut is actually while thevegetation is still green so that any sparks givenoff won’t have any dry fuel to burn.

What if you are on a camping or hiking trip?Before star ting any campfir es, check to see ifthey are allowed or if y ou need a permit. Clearthe sp ace a round y our fi repit f rom a ny co m-bustible materials. And make sure you are notunder any dry or dead trees or bushes. Most im-portantly NEVER leave the fire unattended.When you are ready to leave camp, be sure tofully extinguish the fire with plenty of water.

When you are hiking in dry areas, please donot smoke or light matches. The same can besaid wh en d riving t hrough d ry a reas. D o n otthrow your cigarettes, matches or smoking ma-terials out of y our vehicle. It is surprising ho wthe smallest spark can create such large devas-tation. Also, keep an ey e on your surroundingsand always plan an escape route in case a wild-fire approaches.

If you are caught in a wildfire either at homeor while out in the country, always follow the in-structions of emergency personnel. If they ad-vise an evacuation, they have very good reasonsto do so. And while we are on the topic of fires,don’t forget to keep fresh batteries in the smokedetectors in your home. You do have smoke de-tectors on ev ery level of y our home and nearevery sleeping area, right?

El Equipo del Proyecto para la Sección de San José a Merced del Tren de Alta Velocidad está ofreciendo una tercera ronda de talleres comunitarios para continuar con el examen del proyecto y su desarrollo en el Sur del Condado de Santa Clara. Durante la primera ronda de talleres, en enero de 2011, la comunidad nos proporcionó información sobre el desarrollo de las alternativas de alineación para ser estudiadas en el Borrador del EIR/EIS. La segunda ronda de talleres, en marzo de 2011, explicó la metodología utilizada para evaluar el impacto auditivo y visual, así como para identificar posibles enfoques para su mitigación. “Stretch to Kindergarten” (STK) es una or-ganización no lucrativa enfocada en promoverla educación para familias de bajos recursos.STK es una ayuda para pequeños que tienenque pasar la transición a su primera vez en laescuela.

José Juárez, padre de familia fue uno delos participantes del programa educativo deprimavera que pr eparó (S TK) par a el año2011.

“Me he sentido bastante contento de par-ticipar en las clases que se pr ogramarontodos los sábados. Me alegra que hayan pen-sado en este día porque es el único que tengolibre, ya sabe uno tiene obligaciones de tr a-bajo”, dijo Juárez.

“Aprendía jugar y compartir con mi hijo yme han dado todas las herramientas”, agregóel joven padre.

Este programa está compuesto de clasespara padres e hijos y ay uda a los pequeñosde etapa pre escolar a familiarizarse con laescuela e involucra a los padres a participaren las actividades educativas de sus hijos enlas escuela Primaria Mariano Castro de Moun-tain View.

La escuela Castro cuenta con un alto por-centaje de estudiantes latinos, y el programaSTK es como un puente que ayuda a pasaretapas escolares claves en el desarr ollo delniño.

A raíz de los r ecortes presupuestales entodas las escuelas, éstas han quedado sinprograma después de clase u otr os progra-mas que han ayudado desde un comienz o alos pequeños, sin embargo la ayuda persiste

gracias a l a poyo i ncondicional d e S TK qu eactúa como organización sin fines de lucro.

La misma e xperiencia la t uvo YeseniaEchevarría quien el año pasado par ticipó eneste programa educativo.

“Las clases me ayudar on mucho tanto ami como a mi hijo . Yo como madre pude en-tender más la impor tancia de par ticipar ensus actividades escolares”, expresó muy con-tenta.

“Queremos ayudar a padres de bajos re-cursos a que tomen estas clases”, dijo Car -men Ponce Directora del Programa

“Los niños que no han podido ingr esar aun pre escolar y que tienen que asistir alkindergarten del Distrito Escolar en Mtn. Viewparticipan en este pr ograma”, agr ega lamaestra Ponce.

La demanda ha sido tan grande que cien-tos de familias están en lista de espera paraser parte de este programa que por cierto esgratuito.

Las clases se dan los sábados (par a queparticipen padr es-hijos) entr e las 9am a12pm.

“Se les explica a los padres cómo puedenayudar a sus hijos y a fortunadamente estánteniendo buenos resultados. La participaciónde las padr es es buena y no se pier denninguna clase”, agregó Ponce.
