FACTORES EXPLICATIVOS DE VOLUNTAD DE RETORNO
ALGUNAS REFLEXIONES FUNDAMENTALESAlgunas razones para explicar el NO retorno
•La distancia de renta entre los lugares de origen y España crece•Por un lado, para muchos inmigrantes el proyecto migratorio está aún incompleto: la importancia de evitar el retorno como fracasado•Para muchos de ellos, el retorno sería, en muchos casos, irreversible: un 33% (del régimen general) disponen de residencia temporal, a los que hay que sumar los que no tienen permiso; en total esto supone más de 1.700.000 extranjeros, un 30% del total.•Para aquellos con más tiempo de residencia, el retorno ha de evaluarse en términos familiares: existe un colectivo importante de inmigrantes “dependientes” (fuera del rango 16-65 o bien NO activos) que supone un 32% de los extranjeros.•El perfil no continental del residente en España dificulta el retorno (el único país de Europa con inmigración latinoamericana en proporción significativa)

La llegada de inmigrantes debería iniciarse nuevamente a partir de mediados de la década de 2020 para cubrir un déficit de empleo de oferta de empleo de entre 100.0000– 300.000 a partir de los primeros años de 2030.
Esto significaría que, entre los años 2009 y 2019, la población inmigrante podría mantenerse estable pero a largo plazo se prevé la entrada de un flujo neto promedio de entre de 65.000-200.000 personas anuales entre 2020 y 2030 y cerca de 200.000- 350.000 personas anuales entre 2030 y 2050 (4-9 millones de extranjeros a lo largo de todo el horizonte de predicción)

Excesiva temporalidad Escaso tiempo parcial (los ajustes se realizan siempre mediante la eliminación de temporalidad )SobrecualificaciónBaja movilidad laboral: España presenta el grado de dispersión regional en las tasas de empleo (9% en 2010) mayor de la UE – 15 (a excepción de Italia) y sin embargo presenta la menor movilidad Segmentación (género + edad + origen)Rigidez e inflación salarial superior a la europea que genera mercado laboral ineficiente en el que las diferencias salariales no siempre concuerdan con diferencias de productividad.

¿NUEVOS FLUJOS MIGRATORIOS?
“Labour migration is increasingly seen as playing a strategic role in the overall preparation of the labour market of the future” (IMO – 2011)
En el corto plazo, la oferta laboral es “suficiente” (al menos en volumen) y la demanda será escasa.
El objetivo prioritario es trabajar la recuperación del empleo en base a los perfiles disponibles.En ESE CONTEXTO, la política migratoria debe orientarse a:
Evitar los riesgos asociados inherentes a un desempleo elevado (explotación laboral, exclusión, culpabilización de la inmigración, abandono escolar temprano de la 2ª generación….)Colaborar en la recuperación del empleo (búsqueda, mejoras rápidas de la empleabilidad ,…etc)No conceder especial énfasis a las políticas de promoción del retorno (pero agilizar el retorno voluntario – humanitario).No centrarse en la restricción de flujos (salvo los clandestinos): la migración temporal, guiada por la demanda, manifiesta un componente de regulación “automática”.No añadir dificultades reglamentarias “extra” (reagrupación, renovación, integración, procedimiento de arraigo laboral….) evitando la irregularidad sobrevenida por causas laborales
¿NUEVOS FLUJOS MIGRATORIOS?
Con una visión de medio plazo, la acumulación adicional de factor trabajo tampoco es prioritaria.
La transformación del modelo económico se orientará progresivamente hacia un modelo más productivo (veremos cómo).En este contexto, la política migratoria debería programar:
Nuevos esfuerzos en materia de ordenación de flujos (progresivamente más cualificados, pero mejorando el esquema de las “shortage lists” y la valoración de la situación nacional de empleo).Estrategias de medio plazo de mejora de la empleabilidad (formación, movilidad geográfica, ….)Estrategias activas de convergencia educativa plena para los hijos de inmigrantes
¿NUEVOS FLUJOS MIGRATORIOS?
En el largo plazo, una vez reorientado el modelo productivo:
(1) Los expertos en economía del crecimiento sostienen que sólo si existe dotación adicional de oferta laboral permite el crecimiento y España deberá prever flujos adicionales de mano de obra extranjera.
(2) Si el modelo productivo se ha reorientado, será el momento de poner en práctica sistemas de gestión de flujos ligados a la oferta laboral (atracción de estudiantes, sistemas de puntos ligados a la alta cualificación,…..)
(3) En todo caso, la demografía será adversa (aún en un escenario de aumento de la productividad).
