BRIEF BACKGROUND
The Seal of Good Housekeeping for LGUs is in line withthe Departments commitment to aggressively scale upinterventions to elevate the practice of governance that valuesdevelopment outcomes into institutionalized statues.
It aims to recognized local governments that accord
primacy to the principle of performance, accountability,transparency and participation. After all, such principles areessential in building the long term foundation of a responsiblelocal government system in the country.
All provinces, cities and municipalities are covered
Passing the Seal of Good Housekeeping is an eligibilitycriterion to access the Performance Challenge Fund (PCF).

2. Presence of an Internal Audit Service toensure an effective and effective fiscaladministration and performance of localgovernment functions

Local Governance Performance Management System
(LGPMS) Is a self-assessment tool that has the ability to assess performance andstate of development using sets of questions (indicators). It is called self-assessment since the local government officials and functionaries
themselves are the respondents Serves as an on-line information system on local governments
Generates information that are useful in policy and programdevelopment both at the local and national government levels
