US agents have infiltrated Mexican drug cartels

Agentes estadounidenses infiltrados en cárteles de las drogas en México

MEXICO – Mexican Army troops stormed into a camp in Nuevo Leon, where they found several Zetas incinerating the bodies of four of their comrades who wanted to leave the criminal organization.

According to Excelsior newspaper, the Army was on patrol in the municipality of Doctor Gonzalez in the border state of Nuevo Leon when they heard gunshots.

When the troops arrived at the area where the shooting had taken place, they found eight gunmen who opened fire against the army. They responded with fire, killing one gunman and arresting three others.

The newspaper reported that the gunmen had killed four of their comrades because they wanted to leave the criminal organization. After killing them, they torched the bodies to make them disappear.

The smoke from the bonfire led the troops to the bodies, which have not been identified.In this operation authorities seized two vehicles, six long weapons and drugs.

WASHINGTON – Agentes estadounidenses de la ley han creado redes de informantes que les ha permitido infiltrar altos niveles de los cárteles mexicanos de las drogas, pero los contactos con los informantes más secretos se han realizado sin el conocimiento del gobierno mexicano, de acuerdo al diario New York Times, quien habló con oficiales y ex oficiales con conocimiento del tema.

“Los Estados Unidos, esperando reforzar la estabilidad de México y prevenir que la violencia se derrame al otro lado de la frontera, ha expandido su papel en formas que eran inimaginables hace cinco años, incluyendo los vuelos de aviones no tripulados sobre cielo mexicano”, dice el diario.

El diario informa que así como ha crecido la colaboración entre ambos países en materia de inteligencia y cumplimiento de la ley, también ha crecido la red de informantes

que tiene Washington en territorio mexicano.

Esta red de informantes ha ayudado a autoridades mexicanas a capturar o matar a aproximadamente dos docenas de traficantes de nivel medio y alto.

Sin embargo, existen algunos operativos de los que no se informa al gobierno mexicano por diversas razones.

“Generalmente, dicen los oficiales, México no está informado de los contactos de los Estados unidos con sus informantes más secretos – incluyendo oficiales mexicanos de la ley, oficiales electos y operadores de los cárteles – en parte por preocupación por la corrupción entre la policía mexicana y en parte por las leyes que prohíben a fuerzas de seguridad americanas el operar en territorio mexicano”, dice el diario.

Mientras que el uso de informantes es una actividad clandestina, el diario informa que hay varios casos hechos públicos en los que su colaboración

fue de gran valor, incluyendo el complot para que un grupo armado de los Zetas asesinara al embajador de Arabia Saudita en Washington.

El que agentes de la Administración Antidrogas estadounidense (DEA, por sus siglas en inglés) estén infiltrados en México y realizando operaciones sí ha causado descontento entre la población, pero a un nivel menor que en el pasado.

“Los mexicanos alzan los ojos y dicen: sabemos que esto está sucediendo, aunque se suponga que no debería de suceder", dijo Eric L. Olson, experto en temas de seguridad en México del Centro Woodrow Wilson, a la escritora del artículo.

Los agentes con conocimiento de la situación se muestran reacios a dar detalles sobre sus fuentes confidenciales en México.

Sin embargo, reconocen que los informantes no dan la información como una “labor altruista”, sino que lo hacen a cambio de que les retiren acusaciones en su contra o

de otra recompensa. Las autoridades reconocen que en algunos casos los informantes y los narcotraficantes son la misma persona.

Uno de los casos en los que el Departamento de Justicia ha reconocido la colaboración de informantes es el de Jesús Vicente Zambada Niebla “El Vicentillo”, quien está encarcelado en Chicago a la espera de su juicio por contrabando de drogas.

Zambada Niebla ha sido descrito como el coordinador de logística del Cártel de Sinaloa, considerado uno de los grupos de tráfico de drogas más importante del mundo.

En este caso los abogados defensores dijeron que él era informante de la DEA, y que esta agencia le había ofrecido inmunidad a cambio de que cooperara con las autoridades.

La agencia negó este acuerdo y el Departamento de Justicia dijo que el este caso, el informante entre el Cártel de Sinaloa y la DEA era Humberto Loya Castro, un confidente del jefe del cártel de

Sinaloa, Joaquín Guzmán Loera “El Chapo”. A cambio de su cooperación, la DEA retiró una antigua acusación de conspiración contra Loya Castro en 2008.

En 2009, Loya Castro arregló una reunión entre dos agentes de la DEA en la Ciudad de México y Zambada Niebla, quien estaba buscando una oferta para negociar algún tipo de acuerdo de cooperación.

La reunión fue cancelada y los agentes no hicieron ninguna promesa a Zambada Niebla, quien fue arrestado poco después.

Una experta en crimen organizado en el Instituto Brookings, Vanda Felbab-Brown, dijo que mientras algunos han criticado a la DEA por tener tratos con el enemigo, ella considera que el caso Zambada es un excelente logro de labores de inteligencia.

Ella dijo que aún con toda la tecnología, nada puede lograr más que un elemento humano que proporcione todo tipo de información sobre el blanco a seguir.

WASHINGTON – American law enforcement agents have created networks of informants that have allowed to infiltrate the highest levels of Mexican drug cartels, but contacts with the most secret of these informants have been conducted without the knowledge of the Mexican government, according to a report from The New York Times, which spoke with current and former officials involved in this issue.

“The United States, hoping to shore up Mexico’s stability and prevent its violence from spilling across the border, has expanded its role in ways unthinkable five years ago, including flying drones in Mexican skies,” the newspaper reported.

The report states that in recent years the cooperation between Mexico and the United States has increased in areas of intelligence and law enforcement, but that also the network of informants that Washington has in Mexico has increased.

This network has helped Mexican authorities to capture or kill at least two dozen high and

middle-level ranking criminals.However there are some operations that

are not disclosed to Mexican authorities for several reasons.

“Typically, the officials said, Mexico is kept in the dark about the United States’ contacts with its most recent secret informants – including Mexican law enforcement officers, elected officials and cartel operatives – partly because of concerns about corruption among the Mexican police, and partly because of laws prohibiting American security forces from operating on Mexican soil,” the article states.

While the use of informants is a clandestine activity, there have been several well-publicized cases in which the collaboration of informants was highly valuable, including the plot to hire a group of Zetas gunmen to kill the Saudi ambassador in the United States.

The fact that Drug Enforcement Administration (DEA) agents are operating in Mexico has caused some concern among Mexicans, but at a lower level than in the past.

“The Mexicans sort of roll their eyes and say we know it’s happening, even though it’s not supposed to be happening,” said Erick L.

Olson, an expert on Mexican security issues at the Woodrow Wilson Center.

Agents with information on the situation are hesitant to give details about their confidential sources in Mexico.

However, they acknowledge that the informants do not provide the information just because they want to do it, but because in exchange they get some charges dropped against them or other type of reward. Authorities acknowledge that sometimes the informant and the drug traffickers are one and the same person.

This was evident in one of the cases in which the Department of Justice has acknowledged the participation of informants. This case involved Jesus Vicente Zambada-Niebla “Vicentillo”, who is in jail in Chicago awaiting his trial for drug trafficking.

Zambada-Niebla has been described as the logistics coordinator for the Sinaloa Cartel, considered one of the most important drug trafficking organizations in the world.

In this case, defense attorneys argue that their client was a DEA informant and that he had been offered immunity in exchange for

his cooperation.The agency denied this agreement and

the Department of Justice said that in this particular case their informant was Humberto Loya-Castro, a confidant of Sinaloa Cartel kingpin Joaquin “El Chapo” Guzman Loera.

In exchange for his cooperation, DEA dropped old charges of conspiracy against Loya Castro in 2008.

In 2009, Loya-Castro brokered a meeting between two DEA agents assigned to Mexico City and Zambada Niebla, who was looking for a cooperation agreement.

The meeting was cancelled and the agents didn’t make any promises to Zambada Niebla, who was arrested hours later.

Vanda Felbab-Brown, an organized crime expert with the Brookings Institution, said that while this cooperation between DEA and informants has been heavily criticized, she considers it a coup when it comes to intelligence work.

She said that even with all the technology currently available, nothing is more valuable than a human link that can provide all sorts of information about the target.

MÉXICO – Tropas del Ejército Mexicano entraron en un campamento en Nuevo león, donde encontraron a varios Zetas calcinando los cuerpos de cuatro de sus compañeros, quienes aparentemente querían desertar de la organización.

De acuerdo con el diario Excélsior, la unidad militar patrullaba el municipio de Doctor González en el fronterizo estado de Nuevo León cuando se escucharon disparos de arma de fuego.

Cuando las tropas llegaron al lugar de donde provenían los disparos, encontraron a ocho sicarios, quienes abrieron fuego contra los militares. Ellos repelieron el ataque, matando a uno de los atacantes y arrestando a otros tres.

El periódico reportó que los sicarios habían matado a cuatro de sus compañeros porque querían abandonar la organización. Después de asesinarlos, prendieron fuego a los cuerpos para hacerlos desaparecer.

El humo de la hoguera guió a las autoridades al lugar donde estaban los cuerpos, que todavía no han sido identificados.

En este lugar las autoridades decomisaron dos vehículos, seis armas largas y droga.

UV: ¿Qué pasa cuando una persona es puesta en proceso de remoción o deportación?

DR: Cuando una persona se encuentra en procedimiento de remoción o deportación por parte de la Agencia de Inmigración y Aduanas de los Estados Unidos (ICE), su abogado debe buscar todas las opciones posibles de desahogo. En algunos casos, una persona no tiene ninguna posibilidad de quedarse de forma legal en los Estados Unidos y su único desahogo sería una salida voluntaria.

UV: ¿Qué es la salida voluntaria?DR: La salida voluntaria es una forma de

desahogo de deportación, que permite a una persona irse de los Estados Unidos por su cuenta, en vez de bajo una orden de deportación.

UV: ¿Cuándo se puede dar la salida voluntaria?

DR: La salida voluntaria puede ser otorgada por el Servicio de Inmigración y Aduanas antes de iniciar el proceso de deportación, o un juez de inmigración puede hacerlo al principio o al final del proceso de deportación. Esta salida voluntaria se hace en vez de ordenar que una persona sea removida de los Estados Unidos.

UV: ¿Existe una diferencia entre la salida voluntaria y la orden de remoción o deportación?

DR: La salida voluntaria tiene un número de beneficios. Primero, ya que no es una orden de deportación, bajo el Acta de Inmigración y Nacionalidad el irse de forma voluntaria de los Estados Unidos no resulta en una prohibición de entrada a este país por 10 años. Además, ya que no es una orden de deportación, la salida voluntaria no somete a una persona a la reintegración de la orden de deportación si esa persona entra de nuevo a los Estados Unidos de forma ilegal. Finalmente, la salida voluntaria permite a la persona irse por su cuenta, evitando el estigma de la deportación.

UV: ¿Quién puede beneficiarse con la salida voluntaria?

DR: Las personas que se benefician más con el otorgamiento de la salida voluntaria en

substitución de una orden de deportación son aquellas que a fin de cuentas van a tener que viajar al extranjero para obtener sus visas de inmigrante porque no califican para ajustar su estatus dentro de los Estados Unidos.

UV: ¿Qué pasa si a alguien le otorgan la salida voluntaria y no se va del país?

DR: Si una persona recibe la salida voluntaria y no se va a tiempo, hay consecuencias de gran importancia. Debido a estas consecuencias, es importante que se solicite la salida voluntaria solamente cuando una persona está realmente dispuesta a irse de los Estados Unidos.

Primero, por reglamento el juez de inmigración debe emitir una orden alterna de remoción o deportación, así que si usted no se va en la fecha designada, la salida voluntaria automáticamente se convierte en una orden de deportación.

Segundo, si usted no se va a tiempo puede estar sujeto a una multa civil de no menos de mil dólares y no más de cinco mil dólares.

Tercero, una persona que no se va de forma voluntaria no es elegible por 10 años para recibir algunos tipos de desahogo: cancelación de deportación, ajuste de estatus, salida voluntaria en el futuro, cambio de estatus de no inmigrante.

UV: ¿Por cuánto tiempo puede permanecer una persona en los Estados Unidos antes de que le otorguen la salida voluntaria?

DR: El periodo más largo de tiempo que el Servicio de Inmigración y Aduanas o el juez al principio del procedimiento de deportación pueden darle es 120 días para que usted se vaya de los Estados Unidos. Al final de los procedimientos, si el juez no da una decisión a su favor, la máxima cantidad de tiempo que tiene es de 60 días.

El servicio de inmigración también le pedirá que pague una fianza de salida voluntaria. Una vez que usted sale de los Estados Unidos en la cantidad de tiempo adecuada y se comunica con la embajada o consulado estadounidense en su país de origen, usted recibirá el reembolso de la

fianza, pero esto puede tardar muchos meses.UV: ¿Qué quiere que la gente recuerde sobre

la salida voluntaria?DR: Si usted pide la salida voluntaria es

importante que se vaya del país a tiempo, porque existen consecuencias adversas si no se va de los Estados Unidos cuando dijo que lo iba a hacer.

Voluntary departure does not affect future immigration benefitsUV: What happens when someone is put in

removal proceedings?DR: When a person is put in removal

proceedings by the Immigration and Customs Enforcement (ICE,) their attorney would look for all forms of relief.

In some instances, a person would have no chance of staying legally in the United States and their only form of relief would be voluntary departure.

UV: What is a voluntary departure?DR: Voluntary departure is a form of relief

from removal that allows a person to leave the United States on his or her own, rather than under a removal order.

UV: When can voluntary departure be granted?

DR: Either U.S. Immigration and Customs Enforcement prior to instituting removal proceedings, or the Immigration judge at the beginning or end of removal proceedings may grant voluntary departure in lieu of ordering the respondent removed from the United States.

UV: Is there a difference between voluntary departure and an order of removal?

DR: Voluntary departure carries a number of benefits. First, because it is not a removal

order, leaving the United States under voluntary departure does not result in inadmissibility for 10 years under the Immigration and Nationality Act. In addition, since it is not a removal order, voluntary departure does not subject a person to reinstatement of removal, should that person subsequently enter the United States illegally or unlawfully. Finally, voluntary departure allows the individual to leave on his or her own, avoiding the stigma of deportations.

UV: Who could benefit from requesting a voluntary departure?

DR: Persons who most benefit from a grant of voluntary departure in lieu of removal are those who ultimately will have to travel abroad to obtain their immigrant visas because they do not qualify for adjustment of status while in the United States.

UV: What happens if someone is granted voluntary departure and doesn’t leave the country?

DR: If a person is granted voluntary departure and does not leave in a timely manner, there are significant negative consequences. Because of these consequences, voluntary departure should be requested only when a person truly is willing to leave the United States.

First, the immigration judge is required by regulation to issue an alternate order of removal, so if you do not leave by the designated date, the voluntary departure automatically converts to a removal order.

Second, if you do not depart on time you will be subject to a civil penalty of no less than $1,000 and not more than $5,000.

Third, a person who fails to voluntary depart is ineligible for a period of 10 years for several types of relief: cancellation of removal, adjustment of status, voluntary departure in the future, change of non-immigrant status.

UV: For how long can someone remain in the United States after being granted voluntary departure?

DR: The longest time the Immigration and Customs Enforcement or the judge at the beginning of removal proceedings can grant is 120 days for you to depart the United States. At the end of the proceedings, if the judge does not rule in your favor, the maximum amount of time is 60 days.

The Immigration Service would also require you to post a voluntary departure bond. Once you leave the United States in the proper amount of time and check in at the Embassy

or Consulate in your home country, you will receive your bond back, but this may take many months.

UV: What would you like people to remember about voluntary departure?

DR: If you ask for voluntary departure, it is very important you leave on time, because there are adverse consequences to not leaving the United States when you said you would.

AURORA – El equipo infantil de futbol ‘West Aurora Cosmos’ jugó la final de la liga el pasado 22 de octubre, terminando el juego con un marcador a favor de 8 goles a 2, por lo que el equipo terminó invicto el torneo y se coronó como campeón de liga.

Este fin de semana fue de gran actividad y logros para el equipo, ya que el 23 de octubre jugaron en la ‘Copa

Zubarrio’ en Aurora, en la que participaron equipos de West Chicago, Elgin, Yorkville y Stone Park, resultando subcampeones de esta Copa.

En esta temporada resaltó el desempeño del portero del equipo, Abraham Rosales, quien logró detener varios tiros penales durante el torneo. También se destaca la participación de Samantha Rosales como mejor defensa. Ella también contribuyó al desempeño del equipo, anotando tres goles en el torneo.

’Chicharito’ a candidate for FIFA Ballon D’or trophy

PARIS – Javier ‘Chicharito’ Hernandez has been included in the list of 50 candidates to receive the 2011 FIFA Ballon D’or Trophy, which is given to the best player in the world.

Hernandez was included in the preliminary list for his performance during his first European season with the Manchester United, where he scored 20 goals, as well as his performance with the Mexican National Team.

‘Chicharito’ has been included in the list along with players like Lionel Messi, Xavi Hernandez, Andres Iniesta, Cesc Fabregas, Carles Puyol, Gerard Pique, Iker Casillas and Cristiano Ronaldo.

On Nov. 1 FIFA will announce the 23 players that got the most votes from the Football Commission, and on

Dec. 5 they will announce the three finalists to get the trophy.

AURORA – The West Aurora Cosmos youth soccer team played in the tournament finals on Oct 22, winning the final match with a score of 8-2, thus ending the tournament undefeated and winning the tournament championship.

That weekend was very active for the team, which also participated in the “Zubarrio Cup” Oct. 23. Teams

from West Chicago, Elgin, Yorkville and Stone Park played in the Cup held in Aurora.The West Aurora Cosmos finished second in this Cup.

During the inaugural tournament Abraham Rosales, the goalie, did an excellent job, stopping several penal shots. Samantha Rosales was another player who helped the team finish undefeated. She is the best defense player in the team and scored three goals during the tournament.

Intentan secuestrar a niña afuera de una escuela en Aurora

AURORA – La policía de Aurora está investigando el intento de secuestro de una niña cerca de la Escuela Primaria Greenman el 26 de octubre poco antes de las 8 a.m.

La víctima, una estudiante de 11 años de la escuela ubicada en la cuadra 700 de West Galena Boulevard, se encontraba ayudando a los niños a cruzar la calle para llegar a la escuela en la esquina de las calles North Russell y Spruce, cuando vio una camioneta azul obscuro estacionada en un espacio de estacionamiento de la escuela cerca de donde ella estaba. En la camioneta estaba un hombre adulto en el lado del conductor.

La niña dijo que el hombre le hizo una seña con el dedo para que se acercara a vehículo, por lo que ella gritó, reunió a varios niños que estaban en el área y comenzó a llevarlos hacia la escuela.

En ese momento el sospechoso salió de su vehículo y persiguió a la niña en dirección sur por Russell Avenue. El sospechoso pudo agarrar a la niña del brazo por unos momentos, pero ella se zafó y corrió hacia la escuela.

El sospechosos aparentemente corrió para su vehículo. Nadie resultó herido en el incidente.

El sospechoso es descrito como un hombre hispano de edad desconocida, de aproximadamente 5 pies 10 pulgadas de altura, delgado, con barba y bigote. Vestía un sombrero blanco con un logotipo, una sudadera blanca con capucha, pantalones de mezclilla obscuros y tenis tipo Jordan.

La víctima dijo que no había visto antes a este sospechoso en el área.

Se pide que quien tenga información sobre este incidente llame a los detectives de la Policía de Aurora al (630) 256-5500 o a Crime Stoppers del Área de Aurora al (630) 892-1000.

Attempted child abduction outside an Aurora school

AURORA – Aurora police is investigating an attempted child abduction of an 11-year-old girl near Greenman Elementary School, located in the 700 block of West Galena Boulevard on Oct. 26.

The child, a student crossing guard, was at the corner of North Russell and Spruce streets when a suspect first called the girl to his

vehicle, a dark blue pickup truck parked in a school parking spot, then chased the girl while she ran to the school.

The suspect is described as a Hispanic male, 5’10”, thin build, with a moustache and goatee.

AURORA – Desde que se mudó de México a Aurora cuando tenía 18 años de edad, Elizabeth Téllez ha acumulado horas de voluntaria y ha construido una carrera brindando servicio a la comunidad bilingüe de su nuevo hogar.

En reconocimiento a su servicio a la comunidad, el Colegio Comunitario Waubonsee la ha seleccionado como su Ex Alumna Distinguida del mes de octubre.

Téllez estudió contabilidad y se graduó de la preparatoria en México, pero quería obtener su educación universitaria en los Estados Unidos, pro lo que se mudó a Aurora y asistió a la Escuela Preparatoria del Este de Aurora por seis meses, graduándose de preparatoria en los Estados Unidos. Fue en esta escuela donde un consejero le recomendó asistir a Waubonsee.

Téllez recuerda el cuidado personal y al atención que recibió de su profesora de economía en Waubonsee, la doctora Martha Price, así como de su consejera, Gail Finley. Téllez dijo que gracias a la guía y consejo de Finley pudo tener una transición sin problemas de Waubonsee al Instituto de Tecnología de Illinois (IIT), después de obtener su título asociado en 1993.

El paso final en la educación de Téllez fue prepararse para su examen de Contador Público Certificado (CPA, por sus siglas en inglés), por medio de un programa en la Universidad DePaul.

Después de aprobar el examen en 2000, Téllez de inmediato estableció su propia compañía, Advanced Accounting Center, Ltd.

“Había una verdadera necesidad de este servicio”, dijo Téllez. “Hay un

número de negocios locales propiedad de hispanos y yo no pude encontrar un CPA bilingüe en Aurora”.

Los números apoyan el comentario de Téllez. Su oficina provee servicios a más de 400 clientes, entre individuos y empresas.

“Es importante educar a los dueños de comercios y mantenerlos actualizados sobre las leyes de impuestos”, dijo Téllez. “Estoy haciendo eso, y también les ayudo a crear empleos para la comunidad local”.

Fuera de la oficina, Téllez continúa sirviendo a la comunidad al enseñar clases de computación en español en la Biblioteca Pública de Aurora. Cada dos semanas Téllez enseña una clase de dos horas, en la que se puede aprender desde cómo usar un ratón hasta cómo usar Microsoft Excel y crear una cuenta de Facebook.

“Todos son voluntarios para ayudar a la nueva generación, pero no creo que hay suficiente ayuda para los adultos”, dijo Téllez. “Tengo amigos que necesitan ayuda con computación, así que pensé que sería una gran forma de devolverle algo a la comunidad”.

SUGAR GROVE – Since moving from Mexico to Aurora when she was 18, Elizabeth Tellez has logged volunteer hours and built a career serving the bilingual community of her new hometown. In recognition of her community service and business

success, Waubonsee Community College has named Tellez its Featured Alumna for October.

Tellez studied accounting and graduated from high school in Mexico, but she wanted to earn her college degree in the United States, so she moved to Aurora and attended East Aurora High School

for six months, earning her U.S. high school diploma. It was an East High counselor who recommended Waubonsee.

Tellez also remembers the personal care and attention she received from her Waubonsee economics professor, Dr. Martha Price, and from her counselor, Gail Finley. Tellez said it was Finley’s guidance and advice that helped her make a smooth transition to the Illinois Institute of Technology (IIT) after earning her associate degree in 1993.

The final step in Tellez’ education was preparing for her Certified Public Accountant (CPA) exam through a program at DePaul University.

After passing the exam in 2000, Tellez immediately established her own business — Advanced Accounting Center, Ltd.

“There was a real need for this service,” Tellez said. “There are a number of local small businesses owned by Hispanics, and I could not find a bilingual CPA in Aurora.”

The numbers support Tellez’ statement; her office serves more than 400 clients, including both individuals and businesses.

“It’s important to educate business owners and keep them up to date with the tax laws,” Tellez said. “I’m doing that, while also helping them create jobs for the local community.”

Outside of the office, Tellez continues to serve local residents by teaching computer classes in Spanish

at the Aurora Public Library. Every two weeks, Tellez teaches a two-hour class, which can cover anything from using a mouse to learning Microsoft Excel to setting up a Facebook account.

“Everyone volunteers to help the younger generation, but I don’t think there’s enough help out there for adults,” Tellez said. “I have friends who need computer help, so I thought that would be a great way to give back.”

14 women among ‘Most Wanted’ criminals in Mexico

CD. DE MÉXICO – La participación de mujeres en grupos del crimen organizado como jefas, líderes o sicarias ha aumentado y ahora el gobierno federal ha abierto una investigación sobre 14 de estas mujeres.

Dos de ellas también aparecen en la lista de las Más Buscadas de la Agencia Antidrogas Estadounidense (DEA, por sus siglas en inglés).

Las dos mujeres buscadas por la DEA son Elizabeth Garza y Elvira Arroyo, ambas cabecillas de grupos de tráfico de drogas y consideradas como extremadamente peligrosas.

En México la Procuraduría General de la República está ofreciendo recompensas de hasta 15 millones de pesos por información que lleve a la captura de estas mujeres, quienes están acusadas de ser miembros de organizaciones criminales involucradas en tráfico de drogas, secuestro y tráfico de personas.

La lista de las Mujeres Más Buscadas de México está encabezada

por Enedina Arellano Félix, la primera mujer que encabezó un cártel de drogas, el cártel de Tijuana. Ella se hizo cargo de la organización después de que sus hermanos fueran capturados. Las autoridades dicen que ahora ella está a la cabeza del grupo junto con su hijo, Fernando Sánchez Arellano.

Otra mujer en la lista es ‘La Güera’ o ‘La Güera Loca’, quien es la supuesta cabeza de las sicarias del Cártel del Golfo. Ella ha aparecido en varios videos que muestran la decapitación de varios miembros de los Zetas, un grupo que desertó del cártel del Golfo.

La lista también incluye a dos mujeres involucradas en el ataque al Casino Royale. Conocidas como ‘La Beba’ y ‘La Kitty’, ambas eran pareja de líderes de los Zetas en Nuevo León. La PGR está ofreciendo una recompensa de hasta 15 millones de pesos por información que lleve a la captura de ‘La Beba’.

Otra en la lista es Rosario Pérez Pérez ‘La Pelos’, quien es parte de los líderes de una banda de secuestradores conocida como Los

Montante.De acuerdo a información

oficial, ella estaba a cargo de controlar y mantener enjaulados a los secuestrados. Las autoridades dijeron que ella era quien golpeaba a las víctimas para enviar los videos a sus familiares. Está acusada de secuestro y daño corporal a cuando menos 21 personas. Dolores Torres Moreno ‘La Lola’ es otra miembro de Los Montante que está en la lista.

Las autoridades están ofreciendo una recompensa de 10 millones de pesos por información sobre Patricia Murguía Ibarra, quien está acusada de delincuencia organizada y tráfico de menores.

Otras cuatro mujeres están en la lista por el mismo crimen: Vanesa Barroso Mosqueda ‘La Parkay’, Kenia Rocío Priego Alarcón, Blanca Estela Rincón Yáñez y Braulia Valverde Vilchis.

La lista también incluye a dos mujeres acusadas de asesinato y consideradas peligrosas por las autoridades: Jenny Denisse Gijón Heredia y Alma Rosa Pacheco

Hernández Alcántara. El gobierno mexicano ha solicitado la ayuda de la Interpol (Policía Internacional) para capturarla. Ella está involucrada en varios fraudes contra la Caja de Ahorros La Mexiquense.

La mujer de mayor edad en la lista es Elizabeth Garza, quien está incluida en la lista de la DEA de los 15 criminales más peligrosos en el mundo. Ella nació en 1940 y está acusada de introducir cantidades grandes de cocaína a los Estados Unidos.

De acuerdo a un reporte del diario Excélsior, antes de 209 las actividades de las mujeres dentro de organizaciones criminales estaban reducidas a labores administrativas, de información, de cooptación de funcionarios públicos y como informantes.

Pero en el año 2009 la PGR comenzó investigar a un grupo conocido como ‘Las Panteras’, formado por mujeres sicarias y líderes de grupos criminales.

De acuerdo a un informante, este

grupo fue creado para hacer que las mujeres fueran jefas de plaza.

Para 2010 las autoridades ya habían identificado a un grupo de mujeres menores de edad, conocidas como ‘Las Cachorras’, también entrenadas como sicarias.

Las autoridades han determinado que ‘Las Panteras’ están afiliadas a los Zetas, pero hay otros dos grupos, también afiliados a cárteles de las drogas. ‘Las Hienas’, que pertenecen a cártel del Golfo y ‘Las Aztecas’, afiliadas con el cártel de Juárez.

En un reporte le diario Excélsior dice que desde el 2009 el papel de las mujeres dentro las organizaciones criminales ha cambiado. Actualmente ellas cumplen tres objetivos particulares: son el nexo de comunicación entre grupos; administran y distribuyen os recursos obtenidos del tráfico de drogas y están a cargo de reestructurar la organización y mantener tanto a la familia como al grupo unido cuando sus parejas son arrestadas o mueren en enfrentamientos con la policía o con otros grupos.

MEXICO CITY – The participation of women in organized crime groups as bosses, leaders or armed soldiers is increasing, and now the Mexican Federal Government has opened investigations on 14 of them.

Two of these women also appear in the Drug Enforcement Administration list of Most Wanted women.

The two women being sought by U.S. authorities are Elizabeth Garza and Elvira Arroyo, who are described as extremely dangerous and are said to be heads of drug trafficking organizations.

In Mexico, the Attorney General Office (PGR) is offering a reward of up to 15 million pesos for information that leads to the capture of women who are charged with being members of crime organizations that deal with drug trafficking, kidnapping and human trafficking.

The list of Most Wanted Women in Mexico is headed by Enedina Arellano Felix, who was the first woman to be at the helm of a drug organization, the Tijuana cartel. She took over the cartel after her brothers were captured.

Authorities say that now she leads the group along with her son, Fernando Sanchez Arellano.

Another woman on the list is ‘La Guera’ or ‘La Guera Loca’, who is the alleged head of the female killers group of the Gulf Cartel. She has appeared in several videos that show the beheading of alleged Zetas, a group that deserted from the Gulf Cartel.

The list also includes two women involved in the Casino Royale attack. Known as ‘La Beba’ and ‘La Kitty’, both are romantically involved with Zetas leaders in Nuevo Leon. PGR is offering up to 15 million pesos for information that leads to the capture of ‘La Beba’.

Another woman who appears in the list is Rosario Perez Perez ‘La Pelos’, who is part of the leadership of a kidnapping group known as Los Montante. According to official information, she was in charge of controlling the people they kidnapped and kept them in cages. Authorities said she was the one who physically abused them and then sent the videos to their relatives. She is charged with kidnapping and causing bodily injures to at least 21 people. Dolores Torres Moreno ‘La Lola’ is another member of Los Montante that is on the list.

Authorities are offering a 10 million pesos reward for information on Patricia Murguia Ibarra, who is being charged with organized crime and human trafficking of minors.

The list also includes Catalina Hernandez Alcantara. The Mexican government has requested help from Interpol (International Police) to capture her. She has been linked to multi-million frauds against La Mexiquense Savings Group.

The oldest woman on the list is Elizabeth Garza, who has been included by the DEA in the list of the 15 most dangerous criminals worldwide. She was born in 1940 and is accused of introducing large amounts of cocaine to the United States.

According to a report from Excelsior, before 2009 women in organized crime groups were limited to administrative duties, information,

recruitment of public officers or informants.But in 2009, the PGR started investigating a

group known as ‘Las Panteras', a group of female assassins and group leaders.

According to an informant, this group was created to make women heads of several markets.

By 2010 authorities identified a subgroup of minor women, who were trained as killers, known as ‘Las Cachorras’.

Authorities have identified ‘Las Panteras’ as affiliated with Los Zetas; but there are other two groups, ‘Las Hienas’, affiliated with the Gulf cartel; and ‘Las Aztecas’, affiliated with the Juarez cartel.

In a report, Excelsior newspaper says that since 2009 the role of women within organized crime groups has changed. Currently they fulfill three important roles: first, they are the link between organizations; second, they administer and distribute resources obtained through drug trafficking; and third, they are in charge of restructuring and keeping the criminal and family groups together once their partners are arrested or die in a shootout with authorities or other crime groups.

Over 460 people killed in Turkey quake

ERCIS, TURQUÍA – Más de 460 personas murieron y cientos más se cree pueden estar bajo los escombros, después de que un fuerte terremoto sacudiera la zona sureste de Turquía el 23 de octubre.

Autoridades dijeron que cuando menos 461 personas han muerto y más de mil 350 resultaron heridas, además de que quedan cientos atrapados bajo los escombros. Oficiales dijeron que a varios días del terremoto, las esperanzas de encontrar sobrevivientes son mínimas.

Sin embargo, se han registrado rescates milagrosos de entre los escombros. Una bebé de dos semanas de nacida fue rescatada de los escombros de un edificio 47 horas después de que se registró el temblor.

La bebé, de nombre Azra Karaduman, fue rescatada de entre los escombros de un edificio de siete pisos que se desplomó. La madre y la abuela de la niña fueron rescatadas horas después

del mismo sitio, pero se desconoce el paradero del padre de la bebé.

También se rescataron a dos maestros y a un estudiante universitario tres días después del temblor.

Hasta el momento se han rescatado alrededor de 40 personas con vida de entre los escombros.

Sin embargo, autoridades dijeron que es difícil dar un número exacto de heridos, ya que reciben tratamiento y son dados de alta de inmediato.

Para rescatar a los que están atrapados bajo los escombros, rescatistas han usado sus manos, maquinaria pesada y palas, tratando de llegar a ellos lo antes posible.

El temblor de magnitud 7.2 que se registró a la 1:41 p.m. hora local es el más poderoso que se ha registrado en Turquía en una década. Destruyó villas de casas de adobe en un área cercana a la frontera con Irán. Esta es una zona remota y montañosa, donde hay grandes distancias entre un pueblo y otro.

En un comunicado, la administración de Desastres y Emergencias dijo que 2 mil 262 edificios se habían derrumbado con el temblor.

El epicentro del temblor fue localizado en la villa de Tabanli, cerca de Van y de la frontera con Irán.

Miles de personas quedaron sin hogar a consecuencia del terremoto y tuvieron que pasar la noche en las calles, envueltos en cobijas y amontonados cerca de hogueras para mantener el calor. En esta zona las temperaturas bajan por debajo del punto de congelación e n las noches.

Oficiales de gobierno enviaron batallones del ejército a Ercis y Van para ayudar con las labores de rescate,

pero los residentes s se quejaron que no era suficiente.

Por su parte, la Media Luna Roja, equivalente de la Cruz Roja en los países musulmanes, envió alrededor de 5 mil tiendas de campaña y 11 mil cobijas al área afectada poco después del temblor, además de que instaló una zona con tiendas de campaña en un estadio deportivo de Ercis. Actualmente hay alrededor de 20 mil tiendas de campaña en la zona. Las autoridades informaron que más de 2 mil 300 miembros de grupos de rescate se encuentran en la región.

Sin embargo, residentes se quejaron que las tiendas de campaña y las cobijas fueron destinadas a los familiares de policías y soldados, causando tensión entre los damnificados.

El director de Media Luna Roja de Turquía, Ahmet Lutfi Akar, dijo que 17 camiones con ayuda habían sido saqueados antes de que la ayuda pudiera ser distribuida.

Más de 500 réplicas se han sentido en la región desde el temblor principal.

Una de estas réplicas, de magnitud 5.7, causó una revuelta en la prisión de Van el 25 de octubre, que duró varias horas. A raíz de esto, aproximadamente 350 prisioneros fueron transferidos a prisiones en otras ciudades.

ERCIS, TURKEY – Over 460 people were killed and hundreds more are feared dead under the rubble, after a strong earthquake hit southeast Turkey Oct. 23.

Authorities said at least 461 people were killed and over 1,350 were injured, with hundreds of people still trapped under the rubble. Officials said hopes of finding more survivors under the rubble are quickly fading.

Miraculous rescues, however, have taken place. A two-week old baby was pulled from the wreckage of a building 47 hours after the quake hit.

The baby, named Azra Karaduman, a girl, was rescued from a seven-story apartment building Oct. 25. The mother and grandmother of the baby were also rescued a few hours later; however, the baby’s father is still missing.

Also, two teachers and a student were rescued three days after the earthquake. To date about 40 people have been pulled out of collapsed buildings.

Authorities said it is hard to come up with an accurate number of injured, as they are released as soon as they get treatment.

Rescuers have pulled out several survivors from under the rubble, including children and a man who

called for help using his cell phone.People were using shovels, heavy

machinery and even their bare hands to free people trapped under the rubble.

The 7.2 magnitude quake that hit at 1:41 p.m. local time was the most powerful in a decade in Turkey. It destroyed villages of mud brick houses in an area need the border with Iran. This is a remote and mountainous area, with long distances between villages.

Turkey is susceptible to quakes because it sits on major geological fault lines.

According to authorities, the hardest-hit town was Ercis, with about 75,000 where 55 buildings collapsed, including a student dormitory. The town of Van also sustained major damage.

In a statement, the Disaster and Emergency Administration said 2,262 buildings collapsed with the earthquake.

The epicenter was located in the village of Tabanli, near Van and close to the Iranian border.

Thousands of people left homeless by the quake spent the night on the streets wrapped in blankets and huddled around open fires to keep warm. Temperatures dip below freezing at night in this area.

Government officials sent army battalions to Ercis and Van to help with rescue work, but residents complained the aid is not enough.

The Red Crescent, the equivalent of the Red Cross, sent about 5,000 tents and 11,000 blankets to the area right after the quake and a tent city had been set up at Ercis. Currently there are about 20,000 tents in the area.

Authorities said over 2,300 emergency personnel are in the region.

But residents complained the tents and blankets were made available only to relatives of police and soldiers, causing tension. Also, others said these supplies were now on the black market.

The Turkish Red Crescent Moon Director, Ahmet Lutfi Akar, said 17 trucks with aid for the victims were looted

before the aid could be distributed.Over 500 aftershocks have hit the

region since the main quake. One of those aftershocks, with

a 5.7 magnitude, caused a riot in a Van prison on Oct. 23, which lasted several hours. After this, authorities transferred about 350 inmates to other prisons throughout the country.

Authorities said the quake was more destructive because most of the buildings in this area of Turkey are not built to comply with a code for zones where earthquakes are frequent. While turkey has stringent building codes, these are not enforced. It is estimated that only a third of buildings in Turkey comply with codes.

Several countries offered help, but initially the Turkish government said they were capable of handling the situation.

However, hours later they accepted international help of prefabricated homes and containers to house the families who were left homeless by the quake.

MISRATA – National Transitional Council (NTC) officials in Libya are facing their toughest task yet, now that Muammar Gaddafi is dead.

Gaddafi was killed Oct. 20 in his hometown of Sirte, when he was allegedly trying to escape.

There are several versions about his death. While leaders of the interim government said Gaddafi was killed in crossfire, some video footage showed him alive but wounded in the hands of anti-Gaddafi forces.

Peter Bouckaert, emergencies director for Human Rights Watch, told CNN that fighting ended when Gaddafi was cornered in a drainage ditch. Bouckaert said crowds beat Gaddafi after he was captured.

“When he left the area, he was very much alive,” Bouckaert said. “There’s no reason why he should have been subjected to this kind of mob justice.”

The autopsy performed on Oct. 23 confirmed the former Libyan leader died of a gunshot wound to the head. Medical authorities, however, didn’t say if the wound was sustained in crossfire or at close-range.

Meanwhile, the United Nations and international human rights groups have called for an investigation of the way Gaddafi died.

The dictator, 69, died in his hometown two months after NTC officials took control of

Tripoli, the nation’s capital, and eight months after a civil war started.

Until his death Gaddafi claimed to be Libya’s legit head of state.

After his death, Gaddafi’s remains were taken to the refrigerated storage area of a shopping center, where people stood in line for hours to see the former strong man’s body. The remains of one of his son’s and the army chief were also on display.

The grotesque show ended Oct. 24, when authorities closed off the refrigerated warehouse without any explanation. Some speculate it was because of health concerns that the bodies were pulled out from exhibition.

The bodies were removed overnight and prepared for burial. While Islamic law dictates that bodies must be buried within 24 hours, Gaddafi was buried at dawn Oct. 25 in a secret location.

Ibrahim Beitalmal, a spokesman for the military council in Misrata, said the three were buried in unmarked graves to prevent vandalism. In a text message he also said Islamic prayers were read over the bodies before burial and that the ceremony was attended by a few relatives and officials.

NTC officials wanted the remains to be buried in a secret location, to prevent the site from becoming a pilgrimage destination for Gaddafi loyalists. Members of Gaddafi’s tribe, centered in Sirte, had asked for the body to be

Jalil said they are launching an investigation of Gaddafi’s death, and suggested he could have been killed by his own supporters to prevent him from implicating them in other crimes.

“Let us question who has the interest in the fact that Gaddafi will not be tried. Libyans want to try him for what he did to them, with executions, imprisonment and corruption. Free Libyans wanted to keep Gaddafi in prison and humiliate him as long as possible. Those who wanted him killed where those who were loyal to him or had played a role under him, his death was in their benefit.”

The treatment Gaddafi received at the hands of rebel forces has sparked concern that Libya will not fulfill its promise of respecting human rights.

This concern was heightened Oct. 24, after the bodies of 53 people, apparently soldiers loyal to Gaddafi, were found in an abandoned hotel. Some of the bodies had their hands tied behind their backs.

Authorities are investigating this incident, saying the hotel had been under control of rebel forces before the killings took place.

What the future holdsNTC chairman Jalil announced the liberation

of Libya on Oct. 23. That day, people took to the streets, shooting to the air and celebrating their

freedom after 42 years of dictatorship. Now the hard part of forming a new government begins, as several groups are in negotiations to form an interim government that can put together free elections.

Plans call for elections within eight months.Jalil said Oct. 24 that the new government

would use Islamic Sharia as the “basic source” of legislation and that existing laws that contradict the teachings of Islam would be declared invalid.

He also said that to fulfill what Islamic law dictates, he was making changes, including banning banks from paying interests and lifting restrictions on the number of wives.

To appease foreign governments who helped the rebels in their cause and now may be concerned the new government is going to be very strict, he said he was creating a temporary constitution and wanted to “assure the international community that we as Libyans are moderate Muslims.”

Meanwhile, one Gaddafi’s eight children, Saif Al-Islam Gaddafi, who is currently at-large, told a Syrian TV station that he is still fighting for his country.

“We continue our resistance. I’m in Libya, alive, free and intend to go to the very end and exact revenge,” he said. “I say go to hell, you rats and NATO behind you. This is our country, we live in it, and we die in it and we are continuing this struggle.”

El tratamiento que recibió Gadafi a manos de los rebeldes ha creado preocupación de que Libia no va a cumplir su promesa de respetar los derechos humanos.

De acuerdo a algunas fuentes, se dice que los involucrados en la transmisión de este programa en todo Latinoamérica le han pedido a la pareja dar una imagen positiva durante este proyecto, por lo que el divorcio queda descartado por el momento.

Originalmente los cantantes no tenían programado participar en el programa, solo eran productores del show, pero las negociaciones con las cadenas televisoras Univisión, Televisa y Caracol TV, exigieron que ambos participaran como jurados en la emisión para poderla transmitir.

Una de las fuentes dijo que como ya se había invertido mucho dinero en el proyecto y la promoción del programa estaba en pleno apogeo, JLo y Marc Anthony tuvieron que

hacer a un lado sus diferencias y trabajar juntos para sacar este programa adelante.

Actualmente ambos parecen estar rehaciendo su vida por separado. A ella se le ha ligado sentimentalmente con el actor Bradley Cooper, mientras que a él recientemente se le vio con la actriz Sandra Echeverría.

JLo and Marc Anthony’s divorce seems to be on hold, but not because they are trying to get back together. The reason is purely professional.

The couple split several months ago and has started divorce proceedings, but now the process will have to wait until the reality TV show Q’Viva: The Chosen, in which they participate, ends its first season.

According to some sources, those involved in the broadcasting of the show throughout Latin America have told the couple that they need to project a positive image and that a divorce would go against that image.

Originally the singers were not scheduled to appear in front of the cameras on the show, limiting their participation to the production side of the show. But broadcasting networks Televisa, Univision and Caracol TV demanded the singers to be in the show as judges as a condition for them to broadcast the reality show.

One source said the couple gave in to this requirement, given the amount of money

and time already spent in the production of the show. JLo and Marc Anthony had to set their differences aside and now will have to work together to make the show a success.

Both seem to be moving on with their lives. JLo has been seen with actor Bradley Cooper, while he has been spotted with actress Sandra Echeverria.
