• With unanimous assent the Copernicus User Forum recommends the EU-GMS / GMSDE for immediate realization in Copernicus Portfolio.

• The Commission authorized EEA (European Environmental Agency as entrusted entity) with the implementation of the EU-GMS and informs the Member States accordingly.

EU-GMS

In the context of the EU-GMS service the main products are:

● (Level 1)

o Copernicus Sentinel-1 Single Look Complex data. Input data only, not an EU-GMS product.

● Level 2a (an intermediate product)

o Basic displacement information provided in the satellite line-of-sight (LOS), with projected to ground geometry

and quality measures per measurement point, in radar geometry

o The product will be delivered for individual and consistent frames (i.e., same relative orbit) of image stacks.

o Community best practices and state-of-the art algorithms shall be used in data processing and analysis.

o Level 2b

o Level 2a products integrated into a standardized reference frame using external information such as GNSS

network measurements and mosaicked.

o For products integration and mosaicking best geodetic practices will be utilized.

o EUREF network for georeferencing.

o Level 3

o East-West and Up-Down deformation rates produced by combining Level 2b data stemming from ascending

and descending orbits.

o Granularity of level 3 product, i.e. maximum granularity, sampling grid size, depends on the area of interest,

and the deformation signal.
