1. Objeto del Reto
El presente documento “Bizkaia Open Future_ Reto OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces)” establece las bases que rigen el proceso para seleccionar los mejores proyectos orientados a resolver el reto que plantea la OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces) a la comunidad de talento global articulada a través de la iniciativa Bizkaia Open Future_. Este reto se enmarca dentro del Programa de Innovación Abierta de Bizkaia Open Future_
En concreto, el objetivo para este reto, es seleccionar entre 5 y 10 proyectos para participar en el Bizkaia 4.0 Immersion Trip, de entre los que saldrán el Ganador y los Finalistas del reto.
2. Bizkaia Open Future_
Bizkaia Open Future_ es una iniciativa promovida por la Diputación Foral de Bizkaia y Telefónica con objeto de apoyar al sector industrial del Territorio Histórico de Bizkaia (en adelante, el “Territorio”) en su transición hacia una Industria 4.0. Bizkaia Open Future_ se dirige a la industria en general, con especial atención a los sectores prioritarios de Bizkaia: aeronáutica, automoción, energía... Bizkaia Open Future_ aspira a posicionarse, además, como el punto de conexión entre el nuevo talento emprendedor digital, tanto local como internacional, y las empresas industriales del Territorio.
Bizkaia Open Future_ se articula, por un lado, a través de un espacio físico y, por otro, a través de un espacio virtual. El espacio físico, denominado Crowdworking Ilgner, situado en las instalaciones de BIC Bizkaia Ezkerraldea (antiguo CEDEMI), en Barakaldo, pretende convertirse en un espacio de referencia, bajo un novedoso concepto de Garaje de Innovación Abierta, mediante el cual se fomentarán los

proyectos tecnológicos de la Industria 4.0 con una orientación abierta e internacional. Un lugar donde se desarrollarán numerosas actividades para que las startups y el talento emprendedor impulsen y desarrollen sus iniciativas, las pymes conozcan nuevos modelos de negocio con los que evolucionar, y las empresas referentes adquieran nuevos conocimientos y tecnologías que evolucionen y mejoren sus negocios.
La actividad digital de Bizkaia Open Future_ se desarrollará a través de la plataforma openfuture.org, el punto de encuentro virtual y global de Telefónica Open Future_ para inversores, startups y otros agentes del ecosistema emprendedor.
3. El Programa de Innovación Abierta
Bizkaia Open Future_ se articula en torno a 6 programas: un Programa de Sensibilización, un Programa de Formación, un Programa de Aceleración de Startups, un Programa de Innovación en Modelos de Negocio para pymes, un Programa de Innovación Abierta y un Programa de Prototipos y Pilotos.
El presente reto se enmarca dentro del Programa de Innovación Abierta, en el que empresas referentes del Territorio plantean retos de negocio a la comunidad, para buscar soluciones basadas en tecnologías de Industria 4.0, con la implicación de personas emprendedoras, startups, pymes, organizaciones o instituciones, como universidades, centros tecnológicos, etc. Son retos de negocio reales que pueden ser abordados mediante soluciones innovadoras basadas en tecnologías de Industria 4.0.
Este documento rige las bases del proceso de innovación abierta asociado a la OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces).
4. La OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces)
La Organización Sanitaria Integrada OSI Ezkerraldea Enkarterri Cruces OSI EEC), es una organización de Servicios Sanitarios perteneciente a la Red de Osakidetza, dependiente del Departamento de Salud del Gobierno Vasco. Se crea por Acuerdo de 20 de diciembre de 2014, del Consejo de Administración de Osakidetza, integrando las organizaciones de servicios Comarca Ezkerraldea-Enkarterri y el Hospital

Universitario Cruces. Su ámbito geográfico de referencia está constituido por los cerca de 170.000 habitantes de los 17 municipios de Ezkerraldea-Enkarterri a los que presta servicios sanitarios de Atención Primaria y Hospitalaria, y por los casi 215.000 habitantes de los municipios de la OSI Uribe, a los que presta servicios sanitarios Hospitalarios hasta la puesta en funcionamiento paulatina del Hospital de Urduliz.
No obstante, dada la amplitud y complejidad de su cartera de Servicios y la alta cualificación de sus profesionales, el área de influencia de la OSI EEC se extiende geográficamente más allá de este límite, atendiendo a numerosas personas que precisan de una asistencia sanitaria compleja, en la que el Hospital Universitario Cruces actúa como centro de referencia para la Comunidad Autónoma Vasca y para el Sistema Nacional de Salud, de manera que más del 50% de los pacientes ingresados en el hospital provienen de áreas externas a su cobertura.
Cuentan con una estrategia transformadora que define su personalidad como organización sanitaria, marca los objetivos a lograr, y establece su Misión: «Trabajamos para mejorar la salud de la ciudadanía, generar y transmitir conocimiento e innovación útiles para la sostenibilidad del sistema sanitario y la sociedad».
5. El Reto
El reto planteado por la OSI EEC lleva por título “¿CÓMO PUEDEN LAS NUEVAS TECNOLOGIAS AYUDAR A PROMOCIONAR HÁBITOS DE VIDA SALUDABLES?” y responde a la necesidad que se describe a continuación.
La OSI EEC plantea el reto de mejorar la calidad de vida por medio de la promoción e inculcación de hábitos de vida saludable.
Objetivos específicos
- Identificar a la población con hábitos poco saludables, para mejorar sus hábitos y su futura calidad de vida.
- Informar de los hábitos de vida saludables. - ¿Cómo podríamos ayudar a adquirir hábitos de vida saludable? - Concienciación a la sociedad de la importancia de reaccionar ante los primeros
síntomas.

- Evitar que pacientes con una enfermedad, se conviertan en enfermos crónicos, ayudándoles a manejar su salud y los cambios de hábitos de vida que pueden necesitar realizar.
- Resolver dudas al paciente sobre las enfermedades. Contexto Identificar a la población de personas sanas, pero con hábitos de vida que les ponen en riesgo de desarrollar enfermedades en el futuro. De esta manera se lograría retrasar la aparición de enfermedades y mejorar la salud de la población. Así mismo, se produciría un beneficio para el sistema sanitario y la sociedad al disminuir el consumo de recursos. A largo plazo se conseguiría disminuir la prevalencia de ciertas enfermedades o retrasar su aparición a una mayor edad.
¿Cómo podríamos identificar a la población con hábitos de riesgo? ¿Cómo podríamos conocer los motores del cambio de las personas para prevenir la aparición y evolución de enfermedades? ¿Cómo conseguir cambiar los hábitos de vida?
Hacer consciente a la población de riesgo ante los primeros síntomas es clave para no evolucionar o desarrollar enfermedades más graves en un futuro próximo. Ante las primeras señales de problemas de salud es fundamental conocer los factores de riesgo y ser consciente de la necesidad de un cambio en los hábitos de vida.
¿Cómo hacer que sean conscientes de los riesgos? ¿Cómo podemos ayudar a la población de riesgo con nuevas herramientas que puedan ser recomendadas por el personal sanitario?
Cambiar los hábitos de vida de los pacientes que ya han debutado con ciertas enfermedades permitiría retrasar el desarrollo de una enfermedad crónica y/o no agravarlas. Estos cambios de hábitos beneficiarían no sólo al paciente sino también a su familia y entorno. De esta manera se conseguiría mejorar la calidad de vida del paciente y reducir el gasto sanitario y social.
¿Cómo canalizar, positivizar el shock de la aparición de la enfermedad? ¿Cómo acompañar a pacientes y familiares para resolver dudas? ¿Cómo motivar y empoderar al paciente y al entorno?
Ejemplo

Pedro tiene 30 años y no tiene ninguna enfermedad, aunque tiene unos hábitos de vida poco saludables:
- Es fumador (10-15 cigarrillos) - Con trabajo sedentario - Cuando acaba de trabajar va a tomar algo con los amigos - Todos los fines de semana tiene algún evento - Le gusta el deporte, pero sólo para verlo
A los 40 Pedro va al médico de empresa: - Tiene el colesterol alto - Tiene hipertensión - Tiene sobrepeso de 15kg - Tiene que dejar de fumar - Está estresado
El médico le recomienda un cambio de hábitos, pero a Pedro no le duele nada, ni es consciente de que tenga un problema. No vuelve al médico de familia hasta que a los 50 años tiene un dolor en el pecho y se asusta.
El médico le diagnóstica diabetes y angina de pecho. En este momento se convierte en paciente crónico.
Después de pasar el susto y el ingreso en el hospital se marcha de alta con una serie de recomendaciones de cambios de hábitos de vida muy importantes que le afectan a su actividad física, a la dieta, a las relaciones sociales, y a su familia y entorno más inmediato.
Unos meses después Pedro ya se encuentra mejor, ha pasado el susto. Aunque él comenta que hace todo lo que le han recomendado, su mujer dice que no es así.
Pedro entiende la situación, pero minimiza la gravedad o la necesidad de los cambios y no queda claro si va a cumplir las recomendaciones sanitarias sobre su salud. Dice que toma las pastillas pero que es muy difícil no salir con los amigos o seguir ciertas pautas. El personal del hospital que le atiende no sabe cómo ayudarle.
¿Podemos identificar a Pedro cuando tiene 30 años? ¿Podemos convencerle de que cambie sus hábitos de vida por otros más saludables cuando tiene 30 años? ¿Cómo evitamos que sus hábitos deriven en una patología? ¿Cómo le hacemos consciente de la importancia del adoptar hábitos de vida más saludables?

Alcance del reto
El reto tiene por objetivo la selección de entre 5 y 10 proyectos que, respondiendo al reto planteado por la OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces) participen en Bizkaia 4.0 Immersion Trip, de entre los que saldrán posteriormente el Ganador y los Finalistas del Reto.
Bizkaia 4.0 ImmersionTrip
Los proyectos seleccionados accederán al Bizkaia 4.0 Immersion Trip, un viaje de 3 días de duración a Bilbao-Bizkaia (Comunidad Autónoma del País Vasco-España), que se celebrará los días 29, 30 y 31 de marzo de 2017 (número de días y fechas tentativas que podrían llegar a modificarse en caso de necesidad).
El Bizkaia 4.0 Immersion Trip es un viaje de co-creación, descubrimiento y aprendizaje, en el que los proyectos seleccionados tendrán acceso a:
• Una jornada de co-creación con la OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces) (unas 6 horas de duración). En ella, conocerán en detalle la empresa referente y la problemática objetivo del reto y trabajarán mano a mano con profesionales de la organización en identificar mejoras en las soluciones que han planteado para resolverlo.
• Encuentro con instituciones de referencia en Bizkaia, para conocer de primera mano el potente ecosistema industrial e innovador del Territorio.
• Encuentros con talento emprendedor y startups locales, para propiciar conexiones y posibilidades de colaboración.
• Actividades culturales, para descubrir un Territorio reputado por el arte y la gastronomía.
El coste asociado a la participación de los proyectos seleccionados en el Bizkaia 4.0 Immersion Trip (viaje, alojamiento y actividades organizadas) serán sufragados por la Diputación Foral de Bizkaia (se sufragarán los gastos de una persona por proyecto participante).
Proyecto Ganador y Finalistas

De entre los participantes en el Bizkaia 4.0 Immersion Trip se seleccionarán el Proyecto Ganador del Reto y los Finalistas, que podrán acceder al Crowdworking Ilgner de Bizkaia Open Future_, sujeto a las condiciones de acceso.
El proyecto Ganador del Reto tendrá acceso a:
• La realización de un piloto real de su solución con el acompañamiento de la organización, en el marco del Programa de Prototipos y Pilotos de Bizkaia Open Future_. La organización, la OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces), colaborará en el diseño del prototipo facilitando los contactos y la interlocución necesaria para el desarrollo del proyecto. Concretamente:
- Acompañamiento de un año para desarrollar el prototipo - Adjudicación de un técnico del equipo de innovación de la organización
como contacto para el seguimiento del proyecto. - Realización de sesiones de co-creación con profesionales sanitarios de
la organización para iterar prototipo y prueba final. - y seguimiento del Comité de Innovación (compuesto por distintos
profesionales de la organización, entre los que se encuentra el Gerente) para facilitar el desarrollo del proyecto.
• Apoyo económico o en especie de la Diputación Foral de Bizkaia por importe máximo de 20.000€ para sufragar gastos del proyecto. Este apoyo requerirá que el beneficiario tenga radicado su domicilio social y centro de trabajo en el Territorio, se concretará en alguno o varios de los siguientes conceptos:
- Aportación de hasta el 50% del capital social de constitución de la sociedad.
- Compensación por la financiación de gastos externos relativos al desarrollo de proyecto piloto ganador del reto que se esté trabajando dentro del “Programa de Prototipos y Pilotos de Bizkaia Open Future_”.
- Compensación de los costes de acceso a incubadoras de la Diputación Foral de Bizkaia (arrendamiento de espacios, desplazamientos, gastos de acceso, etc.)

• Acceso a las ayudas de la Diputación Foral de Bizkaia con las que se impulsa la creación de empresas innovadoras así como la innovación, inversión e internacionalización de proyectos, siempre que el proyecto cumpla con los requisitos de la convocatoria y tenga gastos justificables adicionales a los ya sufragados con la aportación del punto anterior.
Para ser empresa Ganadora del Reto, serán requisitos necesarios estar legalmente constituida, ser integrada por personas mayores de edad, no estar incursa en causa legal de disolución así como tener el domicilio social y un centro de trabajo en Bizkaia. En caso de que se trate de una empresa de fuera de Bizkaia deberá proceder a constituir una empresa en Bizkaia y contar con centro de trabajo en Bizkaia. Para ello, se le concederá el plazo de 1 mes desde la notificación de condición de Ganador (la Diputación Foral de Bizkaia cuenta con una red de incubadoras en las que pudiera domiciliarse la empresa en un periodo de 3-5 años hasta concretar la ubicación definitiva en Bizkaia). En definitiva, para que los beneficios asociados a la condición de ganador se materialicen es preciso que la empresa esté constituida y con centro de trabajo en Bizkaia.
Tanto el Proyecto Ganador como los Finalistas, podrán acceder al Programa de Aceleración de Bizkaia Open Future_. Dicho Programa tendrá 4 meses de duración, con el objetivo de ayudarles a madurar su propuesta/solución y a consolidar su proyecto empresarial. El proceso de aceleración será de modalidad flexible (residente, presencial, online), en función de la situación de los Finalistas. El número exacto de Finalistas se determinará en función de la calidad de los proyectos recibidos.
La participación en el Programa de Aceleración está sujeta a normas y a un proceso de evaluación continua. Dichas normas y dinámica de seguimiento serán informadas a los participantes al inicio del Programa y se suscribirá un contrato entre las partes con el fin de poner en conocimiento las normas que regirán el programa de aceleración. No se cubrirán los gastos de participación en el Programa, tales como desplazamiento, alojamiento, etc.
6. Requisitos de participación
Podrán participar en el reto, cualquier persona emprendedora, startup, pyme, organización o institución, como universidades, centros tecnológicos, etc. con una

propuesta que pudiera contribuir a la resolución parcial o total del reto planteado por la empresa referente.
Un mismo promotor solo podrá participar con un proyecto, ya sea de forma individual o de forma conjunta con terceros.
Los miembros del equipo promotor/representante persona física del proyecto deberán ser mayores de edad y deberán tener capacidad legal para obligarse.
Los participantes que, de forma originaria o sobrevenida, no cumplan alguno de estos requisitos, podrán ser excluidos de reto, perdiendo toda opción a recibir servicio alguno y sin derecho a reclamar nada a los organizadores de la presente Convocatoria.
Los datos que los participantes faciliten al registrarse en el reto deberán ser veraces, por lo que perderán toda opción a participar en el reto y a recibir servicio alguno aquellos participantes cuyos datos sean falsos, incorrectos o incompletos, todo ello, sin perjuicio de las responsabilidades que de estas conductas se derivasen, que serán asumidas de forma íntegra por el participante dejando indemne a los organizadores de la presente Convocatoria.
Mediante la inscripción en este reto el participante acepta íntegramente y sin reservas o condiciones los términos contenidos en las presentes Bases.
Los organizadores de la presente Convocatoria se reservan el derecho a no aceptar o dar de baja del reto, sin previo aviso, a todos aquellos participantes que, a su entender, actúen de forma fraudulenta, abusiva, contraria al espíritu del programa o a la ley, a derechos de terceros y/o a la buena fe; todo ello, sin perjuicio de las responsabilidades que de estas conductas se derivasen, que serán asumidas de forma íntegra por el participante, dejando en todo caso indemne dichos organizadores. En cualquier caso, podrán dar de baja a cualquier participante cuya actuación (o la de una persona relacionada) pueda ser contraria a la reputación o buen nombre de los organizadores y del programa Bizkaia Open Future_. Asimismo, se reservan el derecho a no aceptar a cualquier participante porque entiendan que no dan una respuesta adecuada a los retos planteados o, bien, debido al número de proyectos aceptados o por cualesquiera otras causas.
7. Presentación de candidaturas

Las personas emprendedoras, startups, pymes, organizaciones o instituciones, como universidades, centros tecnológicos, etc interesadas en participar en el reto deberán presentar su candidatura a través de los mecanismos electrónicos dispuestos en la siguiente dirección: https://www.openfuture.org.
Deberán rellenar el correspondiente formulario de participación, anexando a su inscripción, cuanta información se le requiera o vea de interés.
El plazo de presentación de candidaturas comenzará el miércoles 14 de diciembre de 2016y finalizará el lunes 27 de febrero de 2017 a las 18:00 (GMT+1).

8. Criterios de evaluación
Se buscan soluciones que ayuden a mejorar la problemática definida en las presentes bases en relación al proceso de prevención, diagnóstico y seguimiento asistencial, parcialmente o en su totalidad, basadas en nuevas tecnologías relacionadas con Industria 4.0: Internet de las Cosas, Big Data, Ciberseguridad, Sistemas ciberfísicos, Inteligencia Artificial, Impresión 3D o Fabricación Aditiva, Robótica, Realidad virtual, Realidad Aumentada, Wearables, etc.
Las soluciones deben poder mantenerse en el tiempo, dirigirse al fomento de hábitos de vida saludables y minimizar la intervención del sistema de salud.
En concreto, la OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces) valorará las siguientes dimensiones de cada propuesta en base exclusivamente a la información que los participantes hayan incluido en su candidatura.
• Oportunidad: Se valorará que sea una alternativa a lo ya existente, que la idea suponga una ventaja frente a lo ya existente y que la idea aporte una solución frente al reto planteado.
• Impacto: Se valorará que suponga una mejora en los resultados de salud, que sea escalable a otros segmentos de la población/patologías/áreas de actuación, que suponga un ahorro potencial derivado de la implantación a medio/largo plazo, que genere retornos económicos como resultado de la creación de un producto o servicio, que tenga impacto en pacientes/familiares,

que tenga impacto en los profesionales o que mejore las condiciones sociales del paciente y su entorno.
• Factibilidad de implantación: Se valorará la gestión del cambio estimado (organización, formación, cambios, hábitos…), el tiempo estimado de desarrollo, la velocidad estimada de implantación y el riesgo/incertidumbre.
• Viabilidad económica: Se valorará que el proyecto requiera financiación o no, y que el proyecto cuente con financiación externa
9. Proceso de selección
Con el fin de elegir los mejores proyectos, se constituirá un Comité de Evaluación con representantes de Bizkaia Open Future_ y de la OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces), que llevará a cabo una preselección a partir de una primera evaluación de las propuestas recibidas.
Con los proyectos que resulten preseleccionados se realizarán entrevistas individuales online o telefónicas, con objeto de que el Comité de Evaluación disponga de mayor información acerca de la solución propuesta y del equipo promotor.
Los proyectos que resulten seleccionados para participar en Bizkaia 4.0 Immersion Trip, serán informados vía correo electrónico el 16 de marzo de 2017.
Tras la celebración del Bizkaia 4.0 Immersion Trip (previsto para los días 29, 30 y 31 de marzo de 2017), los proyectos seleccionados dispondrán de dos semanas adicionales para hacer evolucionar sus soluciones y enviarlas de nuevo. Dicha solución será defendida en un Demoday virtual el día 18 de abril de 2017.
Será entonces cuando el Comité de Evaluación decida el Ganador y los Finalistas. La comunicación de los resultados se hará por correo electrónico el 28 de abril de 2017.
Las fechas indicadas son tentativas que podrían llegar a modificarse en caso de necesidad.
A los efectos de proceder al análisis y evaluación del proyecto, los participantes autorizan a los organizadores a poner en conocimiento de los miembros del Comité de Evaluación de las ideas, documentación e información facilitada por el participante en el marco de su participación en la presente convocatoria.

10. Propiedad Industrial e Intelectual
En todo momento el proyecto, así como las posibles patentes que pudieran derivar del mismo, será propiedad de la persona o empresa que haya presentado la candidatura. La participación en el reto “Bizkaia Open Future_ Reto OSI Ezkerraldea Enkarterri Cruces (Hospital Universitario Cruces)” no conlleva la cesión de participación por parte de la persona o empresa candidata ni a las entidades promotoras de la iniciativa ni a la empresa referente.
Asimismo, los participantes consienten expresamente, y por el mero hecho de participar en esta Convocatoria que los organizadores puedan utilizar tanto su nombre, a título individual así como el de la startup, y sus imágenes y/o logos asociados, por cualquier medio y exclusivamente con fines corporativos, publicitarios, promocionales y/o para dar a conocer el proyecto ganador al resto de participantes y al público en general, sin limitación territorial ni temporal alguna, y sin que se genere remuneración alguna a su favor.
11. Consideraciones Finales El presente reto podrá ser modificado, interrumpido, desactivado y/o cancelado si se dieran circunstancias justificadas que lo requirieran. Igualmente, los organizadores se reservan el derecho a declarar desiertos todos o alguno de los beneficios, si ningún proyecto presentado merece resultar Finalista o Ganador a criterio del Comité de Evaluación.

1. Purpose of the Challenge
This document, “Bizkaia Open Future_ OSI Ezkerraldea Enkarterri Cruces (Cruces University Hospital IHO) Challenge” establishes the terms and conditions governing the process for the selection of the best projects that aim to meet the challenge laid down by the OSI Ezkerraldea Enkarterri Cruces (Cruces University Hospital IHO) to the global talent community through the Bizkaia Open Future_ initiative. This challenge is framed within the Bizkaia Open Future_ Open Innovation Programme.
Specifically, the aim of this challenge is to select between 5 and 10 projects to participate in the Bizkaia 4.0 Immersion Trip, among which the winner and the Finalists of the challenge will be selected.
2. Bizkaia Open Future_
Bizkaia Open Future_ is an initiative promoted by the Provincial Council of Bizkaia and Telefónica with the aim of supporting the industrial sector of the Historic Territory of Bizkaia (henceforth, the "Territory") in making the transition towards Industry 4.0. Bizkaia Open Future_ is aimed at industry in general with a special focus on the sectors identified as priorities for Bizkaia: aeronautics, the automotive sector, and energy. Moreover, Bizkaia Open Future_ aspires to position itself as the point of contact between new digital entrepreneurial talent, both local and international, and the industrial companies in the Territory.
Bizkaia Open Future_ operates through a physical space, on the one hand, and a virtual space on the other. The physical space, named Crowdworking Ilgner, located at the facilities of BIC Bizkaia Ezkerraldea (formerly CEDEMI) in Barakaldo, is intended to become an exemplary space under the novel concept of Open Innovation Garage,

through which Industry 4.0 technology projects with an open and international orientation will be fostered. A place alive with activity so that startups and entrepreneurial talent can thrive and develop their initiatives, where SMEs can discover new business models with which to evolve and leading companies acquire new knowledge and technologies that can evolve and improve their business.
The digital activity of Bizkaia Open Future_ will be developed through the platform, openfuture.org, the global virtual meeting point of Telefónica Open Future_ for investors, startups and other agents of the enterprise ecosystem.
3. The Open Innovation Programme
Bizkaia Open Future_ is organised in 6 programmes: an Awareness Programme, a Training Programme, a Startup Acceleration Programme, a SME Business Models Innovation Programme, an Open Innovation Programme and a Prototypes and Pilots Programme.
This challenge is framed by the Open Innovation Programme, in which leading companies in the Territory set business challenges for the community to look for solutions based on Industry 4.0 technology with the involvement of enterprising individuals, startups, SMEs, organisations or institutions such as universities, technological centres, etc. These real business challenges can be taken on through innovative solutions based on Industry 4.0 technology.
This document governs the basics of the innovation process associated with OSI Ezkerraldea Enkarterri Cruces (Cruces University Hospital IHO).
4. OSI Ezkerraldea Enkarterri Cruces (Cruces University Hospital IHO)
The Cruces University Hospital Integrated Health Organisation (OSI Ezkerraldea Enkarterri Cruces) is an organisation made up of Health Services that belongs to the Osakidetza network, a subsidiary body of the Department of Health of the Basque Government. It was created by the Resolution of 20 December 2014, of the Board of Directors of Osakidetza, integrating the service organisations of the Ezkerraldea-Enkarterri and Cruces University Hospital. The geographic scope of reference is

comprised of nearly 170,000 inhabitants of the 17 municipalities of Ezkerraldea-Enkarterri to which it provides Primary and Hospital Care services, and the almost 215,000 inhabitants of the municipalities of the Uribe IHO to which it provides Hospital care services until the gradual start-up of operations of Urduliz Hospital.
Nevertheless, given the breadth and the complexity of the portfolio of services and the high qualification levels of its professionals, the area of the CUH IHO extends beyond these geographic limiters, attending to many patients who require complex medical care. Cruces University Hospital is a leading centre for the Autonomous Community of the Basque Country and for the National Health Network, meaning that 50% of patients in the hospital come from areas beyond its geographic area of coverage.
It boasts a transformative strategy that defines its identity as a health organisation, sets targets and establishes its mission: "We work to improve the health of our citizens, generate and transmit useful knowledge and innovation for the sustainability of the health system and of society."
5. The Challenge
The challenge posed by the CUH IHO takes the title "HOW CAN NEW TECHNOLOGIES HELP PROMOTE HEALTHY LIFESTYLE HABITS?" and respond to the need described below:
The CUH ISO sets the challenge to improve quality of life through promoting and inculcating healthy lifestyle habits.
Specific objectives
- To identify unhealthy lifestyle habits in the population to improve their habits and future quality of life.
- To provide information on healthy lifestyle habits. - How can we help acquire healthy lifestyle habits? - To raise awareness of the importance of reacting to first symptoms - To prevent patients with an illness becoming chronic patients, to help them
manage their health and the lifestyle habits they need to make. - To resolve patients' doubts about their illnesses.

Context Identify the population of healthy individuals who have lifestyle habits that put them at risk of developing illnesses in the future. In this way, the onset of illnesses can be delayed and the health of the population improved. In addition, there is a benefit for the health system and society by reducing the strain on resources. In the long-term, the prevalence of certain illnesses can be reduced or their onset delayed to a later age.
How can we identify the population with risk habits? How can we identify the factors to bring about changes in people to prevent the onset or development of illnesses? How can we manage to change lifestyle habits?
Making the risk population aware of the risk from the first symptoms is key to preventing the evolution or development of more serious illnesses in the future. When the first signs of health problems arise, it is fundamental to know the risk factors and be conscious of the need to change lifestyle habits.
How can we make people aware of the risks? How can we help the risk population with new tools that may be recommended health workers?
Changing the lifestyle habits of patients that have already shown certain illnesses would allow for the development of a chronic illness to be delayed and/or not aggravate it. These changes of habits would benefit not only the patient but also their family and environment. In this way, the quality of life of the patient can be improved and the health and social spend reduced.
How can we channel the shock of the onset of an illness in a positive way? How can we accompany patients and their families to resolve their doubts? How can we motivate and empower the patient and their loved ones?
Example
Pedro is 30 years old and has no illnesses, although he does have some unhealthy lifestyle habits:
- He's a smoker (10-15 cigarettes per day) - His job is sedentary - After work, he goes for a drink with friends - He has some event to attend every weekend

- He likes sport, but only to watch
At 40, Pedro visits the company doctor: - He has high cholesterol - He has high blood pressure - He is 15 kg overweight - He had to stop smoking - He is stressed
The doctor recommends a change in habits, but Pedro is unconcerned, nor is he conscious of the fact that he has a problem. He doesn't return to his GP until he's 50 and he notices a pain in his chest, which gives him a scare.
The GP diagnoses diabetes and chest angina. From this point, he becomes a chronic patient.
After the scare and the stay in hospital, Pedro returns to his life with a series of important recommendations to change habits that affect his physical activity, his diet, his social life, his family and his immediate environment.
Some months later, Pedro is feeling better and the scare has passed. Although he says he is doing everything they have recommended, his wife says that it's not true.
Pedro understands the situation, but makes light of its serious nature or the need for change and it's not clear if he's going to fulfil the recommendations made for his health. He says he's taking the pills but that it's very difficult not to meet up with his friends or follow certain instructions. The hospital staff that deal with him don't know how to help him.
Can we identify Pedro when he's 30? Can we convince him to change his lifestyle habits for other, healthier ones when he's 30? How can we prevent his habits becoming a pathology? How can we make him conscious of the importance of adopting healthier lifestyle habits?
Scope of the Challenge
This challenge aims at selecting 5 to 10 projects which, on the basis of the challenge laid down by the OSI Ezkerraldea Enkarterri Cruces (Cruces University Hospital IHO)

participate in the Bizkaia 4.0 Immersion Trip, from which the Challenge's Winner and Finalists will be later selected.
Bizkaia 4.0 Immersion Trip
The chosen projects will win a place on the Bizkaia 4.0 Immersion Trip, 3-day trip to Bilbao-Bizkaia (Basque Country, Spain), which will be held on 29, 30 and 31 March 2017 (number of days and dates provisional, may be changed if necessary).
The Bizkaia 4.0 Immersion Trip is a journey of co-creation, discovery and learning, as part of which the selected projects will have access to:
• A day of co-creation with the OSI Ezkerraldea Enkarterri Cruces (Cruces University Hospital IHO) (duration of 6 hours). Over the course of this day, they'll get to know the company in detail and the problems at the heart of the challenge and work hand in hand with the organisation's professionals to identify improvements in the solutions they have proposed to meet the challenge.
• Meeting with leading institutions in Bizkaia to get to know first-hand the potent industrial and innovation ecosystem of the Territory.
• Meetings with entrepreneurial talent and local startups to provide connections and collaboration possibilities.
• Cultural activities to discover a Territory renowned for its art and gastronomy.
The cost associated with the participation of the projects selected in the Bizkaia 4.0 Immersion Trip (travel, accommodation and organised activities) are covered by the Provincial Council of Bizkaia (costs covered for one person per participating project).
Winning Project and Finalists
The Winning Project of the Challenge and the Finalists will be selected from those participating in the Bizkaia 4.0 Immersion Trip, which will have access to Bizkaia Open Future_'s Crowdworking Ilgner, subject to conditions of access.
The Challenge's Winning Project will have access to:

• A real pilot of their solution with the accompanying organisation, in the framework of the Prototypes and Pilots Programme of Bizkaia Open Future_. The organisation, the OSI Ezkerraldea Enkarterri Cruces (Cruces University Hospital IHO), will collaborate in the design of the prototype, by facilitating all necessary contacts and dialogue for the development of the project. Specifically:
- Accompaniment for one year to develop the prototype. - Assignment of a member of the organisation's innovation team as
contact for monitoring of the project. - Co-creation sessions with health professionals from the organisation to
iterate the pilot and final testing. - Monitoring of the Innovation Committee (made up of different
professionals in the organisation, among them the Manager) to facilitate the project's development.
• Economic support (or in kind) of the Provincial Council of Bizkaia up to a maximum value of €20,000. This support requires that the beneficiary has their registered office and work place in the Territory, and will focus on one or several of the following concepts:
- Contribution of up to 50% of the share capital of the company upon incorporation.
- Compensation for financing external expenditure relating to the development of the winning pilot project which will be within the framework of the “Bizkaia Open Future_ Prototypes and Pilots Programme."
- Compensation for the costs of access to incubators of the Provincial Council of Bizkaia (rent of spaces, travel, access costs, etc.)
• Access Provincial Council of Bizkaia supports for fostering the creation of innovative companies along with innovation, investment and internationalisation of projects, provided the project fulfils the requirements of the call and incurs justifiable additional expenses to those already covered in the previous point).

For a company to win the Challenge, it must be legally incorporated, be comprised of persons of legal age, not be involved in any legal cause for dissolution and be incorporated and have a workplace in Bizkaia. In the case of a company from outside Bizkaia, it must be incorporated a company in Bizkaia and have a workplace in the Territory. To arrange this, they shall be afforded a period of 1 month from notification of winning (the Provincial Council of Bizkaia has a network of incubators that may be used for a company's registered address for 3-5 yes until it is definitively located in Bizkaia). In short, so that the benefits associated with winning materialise, it is necessary that the company be incorporated in, and have a workplace in, Bizkaia.
Both the Winning Project and the Finalists can access the Bizkaia Open Future_ Acceleration Programme. This Programme has a duration of 4 months, with the aim of helping the proposal/solution mature and consolidate its business project. The acceleration process is flexible (residential, face-to-face, online) based on the situation for each Finalist. The exact number of Finalists shall be determined based on the quality of the projects received.
Participation in the Acceleration Programme is subject to the norms of a process of continuous evaluation. Participants shall be informed of said monitoring standards and dynamics at the beginning of the Programme and an Agreement shall be signed between the parties for the purpose of informing all parties of the rules that govern the acceleration programme. The costs of participation in the Programme, such as travel, accommodation, etc., shall not be covered.
6. Requirements for Participation
Any entrepreneur, startup, SME, organisation or institution, including universities, technological centres, etc., can compete in the challenge with a proposal that may contribute to meeting, on part or in full, the challenge laid down by the company.
The same promoter can only submit one project, whether and individual or jointly with third parties.
Members of the promotional team or natural person representing the project must be of legal age and have legal capacity to be bound by this Agreement.

The participants that, either initially or subsequently, fail to meet any of these requirements, may be excluded from the challenge, losing all rights to receive any service or to claim from any of the organisers of this Call.
The data provided by participants upon registration for the challenge must be truthful. Those participants found to have provided false, incorrect or incomplete data shall lose all rights to participate and to any service, without prejudice to their responsibility that may arise from such conduct which shall be assumed wholly by the participant, with the organiser of this Call held harmless from same.
Through registration on this challenge, the participant accepts wholly and unreservedly the terms and conditions contained herein.
The organisers of this Call reserve the right to reject or remove from the challenge, without prior notice, those participants who, in their understanding, act fraudulently, abusively, or against the spirit of the programme or the law, third parties and/or good faith, with none of the foregoing prejudicing any of the responsibilities which may arise from conducts which shall be assumed wholly by the participant, with the organiser of this Call held harmless in all such cases. In any case, any participant whose behaviour (or that of a related person) may be deemed contrary to the reputation or good name of the organisers and of the Bizkaia Open Future_ programme may be removed. Similarly the organisers reserve the right to not accept any participant because, in their understanding, they do not respond to the nature of the challenge set, or due to the number of projects accepted or for any other reason.
7. Presentation of Candidates
All enterprising individuals, startups, SMEs, organisations or institutions such as universities, technological centres, etc. interested in participating in the challenge shall present their candidacy through the electronic channels provided at the following address: https://www.openfuture.org.
They must complete the corresponding form, attaching to their registration the information required or which may be of interest.
The term for the presentation of candidates begins on Wednesday 14 December 2016 and ends on Monday 27 February 2017 at 18:00 (GMT+1).

8. Evaluation Criteria
Solutions are sought that help to improve the problem defined in these terms and conditions in relation to the process of prevention, diagnosis and monitoring, partially or in full, based on new technologies with Industry 4.0: Internet of Things, Big Data, Cybersecurity, Cyber-physical Systems, Artificial Intelligence, 3D Printing or Additive Manufacturing, Robotics, Virtual Reality, Augmented Reality, Wearables, etc.
It should be possible for solutions to be maintained over time, aimed at fostering healthy lifestyle habits and minimising the intervention of the health system.
Specifically, the OSI Ezkerraldea Enkarterri Cruces (Cruces University Hospital IHO) will evaluate the following dimensions of each proposal based exclusively on the information participants have included in their candidacy.
• Opportunity: Ideas will be evaluated as an alternative to the status quo. Ideas that offer such an advantage and provide a solution to the challenge set will have an advantage.
• Impact: Ideas will be evaluated in terms of how they provide an improvement in health results that is scalable to other segments of the population/pathologies/areas of activity, that offer potential savings arising from implementation over the medium/long-term, generating economic returns from the creation of a product or service that has an impact on patients or their families, in professionals or improves the social conditions of the patient and their environment.
• Feasibility of Implementation: Ideas will be evaluated in terms of estimated change (organisation, training, changes, habits, etc.), estimated development time, estimated implementation time and risk/uncertainty.
• Economic Viability: The project will be evaluated in terms of whether it requires financing or not, and if the project already has external financing
9. Selection Process
For the purpose of choosing the best projects, an Evaluation Committee with representatives of Bizkaia Open Future_ and the OSI Ezkerraldea Enkarterri Cruces

(Cruces University Hospital IHO), which will carry out pre-selection from the first evaluation of the proposals received.
Individual online or telephone interviews will then be held with the pre-selected projects, to provide the Evaluation Committee with more information on the proposed solutions and teams behind them.
The projects selected to participate in the Bizkaia 4.0 Immersion Trip will be informed by email on 16 March 2017.
Subsequent to the Bizkaia 4.0 Immersion Trip (provisional dates 29, 30 and 31 March 2017), the selected projects will have an additional two week period to further develop their solutions and re-submit them. The solution will then be defended at a virtual Demoday on 18 April 2017.
It is then that the Evaluation Committee will decide the Winner and the Finalists. The results will be communicated by email on 28 April 2017.
The dates provided are provisional and may be subject to change if necessary.
For the purposes of proceeding with the analysis and evaluation of the project, participants authorize the organisers to inform members of the Evaluation Committee of the ideas and provide documentation and information provided by the participant as part of their participation in this call.
10. Industrial and Intellectual Property
The project, along with any possible patents that may arise from same, shall at all times be the property of the person or company who had presented them as part of their candidacy. Participation in the "Bizkaia Open Future_ OSI Ezkerraldea Enkarterri Cruces (Cruces University Hospital IHO) Challenge" does not automatically constitute any transfer of equity on the part of the candidate individual or company nor to the promoting entities of the initiative or the company in question.
Participants expressly consent, by hereby participating in this Call, that the organizers can use their individual name and that of the startup, and their images and/or associated logo through any medium exclusively for corporate, advertising, promotional purposes and/or to announce the winning project to other participants

and the general public, without any territorial and time limit and without any remuneration in their favour.
11. Final Considerations This challenge may be modified, interrupted, deactivated and/or cancelled in the event of justified circumstances that require such action. Similarly, the organisers reserved the right to declare all or some of the prizes null and void if no project is deemed worthy of being declared Finalist or Winner in accordance with the criteria of the Evaluation Committee.

“Bizkaia Open Future_ OSI Ezkerraldea Enkarterri Cruces Erronka (Gurutzetako Unibertsitate-Erietxea)” agiri honek OSI Ezkerraldea Enkarterri Cruces-ek (Gurutzetako Unibertsitate-Erietxea) Bizkaia Open Future_ ekimenaren bidez gauzatutako talentu globaleko komunitateari jarri dion erronka konpontzeko proiekturik onenak aukeratzeko prozesua arautzen duten oinarriak ezartzen ditu.
Zehazki, erronka honen helburua Bizkaia 4.0 Immersion Trip-en parte hartzeko 5 eta 10 proiektu artean aukeratzea da, gero horietatik erronkako irabazlea eta finalistak hautatzeko.
2. Bizkaia Open Future_
Bizkaia Open Future_ ekimena Bizkaiko Foru Aldundiak eta telefónicak sustatzen dute Bizkaiko Lurralde Historikoko (aurrerantzean “Lurraldea”) industria sektoreari 4.0 industriarantz aldatzen laguntzeko. Bizkaia Open Future_ industria arlo guztiari zuzenduta dago eta berebiziko arreta ematen die Bizkaian lehentasuna duten sektoreei: aeronautika, automozio, energia... Bizkaia Open Future_, alde batetik, gune fisiko baten bidez bideratzen da eta, bestetik, gune birtual baten bidez. 3. Berrikuntza irekiko programa
Bizkaia Open Future_ 6 programaren inguruan egituratzen da: Sentikortze Programa, Trebakuntza Programa, Startupak Bizkortzeko Programa, ETEentzako Negozio Ereduetan Berritzeko Programa, Berrikuntza Irekiko Programa eta Prototipo eta Pilotuen Programa.
Oraingo erronka hau Berrikuntza Irekiko Programaren barruan dago eta bertan Lurraldeko enpresa erreferenteek negozio-erronkak planteatzen dizkiote komunitateari, 4.0 Industriaren teknologietan oinarritutako konponbideak bilatzeko. Esku hartzen dute ekintzaileek, startupek, ETEek, antolakunde eta erakundeek, unibertsitateek, teknologia zentroek… Egiazko negozio-erronkak dira eta 4.0 Industriaren teknologietan oinarritutako konponbide berritzaileen bidez konpon daitezke.
Agiri honek OSI Ezkerraldea Enkarterri Cruces-i (Gurutzetako Unibertsitate-Erietxea) dagokion berrikuntza irekiko prozesuaren oinarriak arautzen ditu.
4. OSI Ezkerraldea Enkarterri Cruces (Gurutzetako Unibertsitate-Erietxea)
OSI Ezkerraldea Enkarterri Cruces OSI EEC Osasun Antolakundea Eusko Jaurlaritzako Oosasun Sailaren menpean dagoen Osakidetza Sarearen Osasun Zerbitzuen antolakunde bat da. Osakidetzaren 2014ko abenduaren 20ko Erabakiaren bidez sortu zen, Ezkerraldea-Enkarterri Eskualdeko zerbitzu-antolakundeak eta Gurutzetako Unibertsitate-Erietxea bateratuz. Haren erreferentziako geografia-eremua Oinarrizko eta Erietxeko osasun zerbitzuak ematen dizkien Ezkerralde-Enkarterriko 170.000 biztanle inguruk eta Urdulizko Erietxea osorik funtzionatzen hasi arte Erietxeko

osasun zerbitzuak ematen dizkion OSI Uribeko udalerrietako 215.000 biztanle inguruk osatzen dute.
Dena dela, bere zerbitzu aukera zabala eta konplexua dela-eta, OSI EECren eragin-eremua muga huetatik harago doa eta arreta ematen dio osasun-urgazpen konplexua behar duten hainbat pertsonari. Hor Gurutzetako Unibertsitate-Erietxeak ereferentziako zentro bezala dihardu Euskal Autonomia Erkidegoarentzat eta Nazio Osasun Sistemarentzat, izan ere erietxean sartzen diren gaixoen %50 baino gehiago bere estaldura-eremutik kanpo dator.
Eraldatzeko daukan estrategiak osasun-antolakunde legez bere nolakotasuna zehazten du, lortu beharreko helburuak ezartzen ditu eta Xedea erabakitzen du: “Lanean ari gara herritarren osasuna hobetzeko, osasun-sistema jasangarria izan dadin eta gizartearentzat jakintza sortu eta transmititzeko”.
5. Erronka
OSI EECk ezarritako erronkaren izenburua “NOLA LAGUN DEZAKETE TEKNOLOGIA BERRIEK BIZI OHITURA OSASUNTSUAK SUSTATZEN? da eta jarraian azaltzen den beharrizanari dagokio.
OSI EECk ezartzen duen erronka bizi-kalitatea hobetzeko bizi-ohitura osasuntsuak sustatzea eta zabaltzea da.

Osasunez ondo dagoen arren bere bizi-ohiturengatik etorkizunean gaixotasunak garatzeko arriskua daukan biztanleria identifikatzea. Halaber, onuragarria izango litzateke osasun-sistemarentzat eta gizartearentzat, baliabide gutxiago kontsumituko litzatekeelako. Zenbait gaixotasun izan dituzten gaixoen bizi-ohiturak aldatzeak aukera emango luke gaixotasun kroniko bat garatzea atzeratzeko edota ez larriagotzeko aukera emango luke. Kepak 30 urte ditu eta ez dauka gaixotasunik, baina haren bizi-ohiturak ez dira batere osasuntsuak:

Medikuak ohiturak aldatzeko gomendatu dio, baina Kepak ez du minik eta ez du bere baitan arazorik somatzen. Ez da berriro itzuli familiako medikuarengana 50 urterekin bularreko minarengatik beldurtu den arte.
Medikuak diabetesa eta bularreko angina diagnostikatu dizkio. Une horretan gaixo kronikoa bihurtu da.
Ezustekoa eta erietxeko egonaldia pasatu ondoren alta jaso zuen. Alde egin baino lehen bizi-ohiturak aldatzeko oso gomendio garrantzitsuak eman zizkioten eta horrek eragina dauka bere jarduera fisikoan, dietan, gizarte harremanetan eta senitarte eta ingurukoetan.
Zenbait hilabete geroago Kepa hobeto dago, lasaitu egin da. Berak gomendatu dioten guztia egiten duela dio, baina emazteak ez dela egia ziurtatzen du.
Kepak egoera ulertu egiten du, baina larritasun edo aldaketen beharra gutxiesten du eta ez dago argi bere osasunari buruzko osasun gomendioak beteko dituen. Erronkaren norainokoa
Erronkaren helburua 5 eta 10 proiektu bitartean aukeratzea da, OSI Ezkerraldea Enkarterri Cruces-ek (Gurutzetako Unibertsitate-Erietxea) jarritako erronkari erantzunez Bizkaia 4.0 Immersion Trip-en parte har dezaten. Hortik geroago Erronkako irabazlea eta finalistak aterako dira.

Aukeratzen diren proiektuak Bizkaia 4.0 Immersion Trip saria irabaziko dute, Bilbo-Bizkaian (Euskal Autonomia Erkidegoa) 2017ko martxoaren 29, 30 eta 31n egingo den 3 eguneko bidaia (egun kopurua eta datak aldatu egin litezke beharrezkoa izanez gero).
Bizkaia 4.0 Immersion Trip elkar-sortze, aurkitze eta ikaste bidaia da eta aukeratutako proiektuek hurrengo jarduerak egingo dituzte:
• Elkar-sortze jardunaldi bat OSI Ezkerraldea Enkarterri Cruces-en (Gurutzetako Unibertsitate-Erietxea) (6 orduko iraupena gutxi gora behera). Bertan zehatz-mehatz ezagutuko dituzte enpresa erreferentea eta erronkaren arazo objektiboak eta antolakundeko profesionalekin batera lan egingo dute konpontzeko proposatu dituzten hobekuntzak bilatzeko.
• Bizkaiko erreferentziako erakundeekin biltzea, Lurraldeko industria eta berrikuntzarako ekosistema ahaltsua bertatik bertara ezagutzeko.
• Bertoko ekintzailetza-talentu eta startupekin bilerak egitea, konexioak eta lankidetzarako aukerak sortzeko.
• Kultura jarduerak, arte eta gastronomiarengatik ospetsua den Lurraldea ezagutzeko.
Bizkaia 4.0 Immersion Trip-en aukeratutako proiektuetan parte hartzeari dagokion kostua (bidaia, ostatua eta antolatutako jarduerak) Bizkaiko Foru Aldundiak ordainduko du (parte hartzen duen proiektu bakoitzeko pertsona baten gastuak ordainduko dira).
Proiektu irabazlea eta finalistak
Bizkaia 4.0 Immersion Trip-en parte hartzen dutenen artean erronka irabazten duen proiektua eta finalistak aukeratuko dira, eta horiek Bizkaia Open Future_ko Crowdworking Ilgner-era joan ahalko dira, sartzeko baldintzak bete beharra izanik.
Erronka irabazten duen proiektuak hurrengoak jasoko ditu:
• Bere konponbidearen egiazko pilotu bat egitea bere antolakundearekin batera, Bizkaia Open Future_ko Prototipo eta Pilotuen Programaren barruan. Antolakundeak, OSI Ezkerraldea Enkarterri Cruces-ek (Gurutzetako

Unibertsitate-Erietxea), prototipoa diseinatzen lagunduko du, proiektua burutzeko beharrezkoak diren kontaktuak eta solaskideak eskainiz. Zehazki:
- Prototipoa garatzeko urtebeteko urgazpena. - Antolakundeko berrikuntza taldeko teknikari bat esleitzea proiektuaren
segimendua egiteko kontaktu legez. - Antolakundeko osasuneko profesionalekin elkar-sortze saioak egitea,
prototipoa iteratu eta amaierako proba egiteko. - Berrikuntza Batzordearen (antolakundeko zenbait profesionalek
osatuko dute, besteak beste kudeatzailea) segimendua proiektuaren garapena errazteko.
- Bizkaiko Foru Aldundiaren laguntza ekonomikoa edo gauzazkoa, gehienez 20.000€-koa, proiektuaren gastuak ordaintzeko. Laguntza hau jasotzeko onuradunaren helbide sozial eta lantokiak Lurraldean eduki behar du, eta hurrengo kontzeptuetariko bat edo batzuk izango da:
- Sozietatea eratzeko kapital sozialaren %50erainoko ekarpena. - “Bizkaia Open Future_ko Prototipo eta Pilotuen Programa”-ren barruan
lantzen ari den erronka irabazi duen proiektu pilotua garatzeari dagozkion kanpoko gastuak finantzatzeagatik konpentsazioa.
• Bizkaiko Foru Aldundiaren inkubagailuetan sartzeko kostuen konpentsazioa (lekuak alokatzea, joan-etorriak, sarbide-gastuak, etab.).
• Bizkaiko Foru Aldundaik enpresa berritzaileen sorkuntza, inbertsioa eta proiektuen nazioarteratzea bultzatzeko dituen diru-laguntzak eskuratzeko aukera, beti ere proiektuak deialdiko baldintzak betetzen baditu eta aurreko puntuko ekarpenarekin ordaindu diren gastu justifikatuez gain gastu gehigarririk badu.
Erronka irabazi ahal izateko enpresak legez eratuta egon behar du eta adinez nagusiak direnek osatua; ez du deusezteko lege auzibidetan sartuta egon behar eta helbide soziala eta lantoki bat Bizkaian izan behar ditu. Bizkaitik kanpoko enpresa bada, Bizkaian enpresa erroldatu beharko du eta Bizkaian lantoki bat izan. Horretarako,

irabazlea dela jakinarazten denetik hilabeteko epea emango zaio (Bizkaiko Foru Aldundiak badauka inkubagailu sare bat eta bertan 3-5 urteko epean helbidera liteke). Azken batean, irabazle izateak dakartzan onurak gauzatzeko beharrezkoa da enpresa eratuta egotea eta Bizkaian lantoki bat izatea.
Proiektu irabazlea eta finalistak Bizkaia Open Future_ko Bizkortze Programan sartu ahalko dira. Programa horrek 4 hilabeteko iraupena izango du eta helburua proposamena/konponbidea ontzen laguntzea eta enpresa proiektua sendotzea da. Bizkortze-prozesua malgua izango da (egoiliarra, presentziala, online) finalisten egoeraren erabera. Finalista kopuru zehatza jasotako proiektuen kalitatearen arabera erabakiko da.
Bizkortze Programan parte hartzeko zenbait arau bete beharko dira eta etengabeko ebaluatze-prozesua egongo da. Arauak eta segimenduaren dinamika programaren hasieran jakinaraziko zaizkie parte hartzaileei eta alderdien artean kontratua sinatuko da bizkortze-prozesua zuzenduko duten arauen berri emateko. Ez dira estalita egongo programan parte hartzeko gastuak: joan-etorriak, ostatua, etab.
6. Parte hartzeko betebeharrak
Erronkan parte hartu ahalko du enpresa erreferenteak ezarritako erronka zatika nahiz osorik konpontzen lagun dezakeen proposamena daukan edozein ekintzaile, startup, ETE, antolakunde edo erakundek, esate baterako unibertsitateek, zentro teknologikoek, etab.
Sustatzaile bakoitzak proiektu banarekin parte hartu ahalko du, banaka nahiz beste batzuekin batera.
Proiektua sustatzen/ordezkatzen duen taldeko kide pertsona fisikoek, adinez nagusiak, izan behar dute, eta erantzunbeharrak hartzeko legezko gaitasuna eduki behar dute.
Hasieratik edo geroago baldintza hauetakoren bat betetzen ez duten parte-hartzaileak erronkatik kanporatuak izan ahalko dira eta ezein zerbitzu jasotzeko aukera guztiak galduko dituzte, deialdi honen antolatzaileei ezer erreklamatzeko eskubiderik izan gabe.

Erronkan erregistratzean parte-hartzaileek ematen dituzten datuak egiazkoak izango dira eta, horrenbestez, erronkan parte hartzeko eta ezein zerbitzu hartzeko aukera guztiak galduko dituzte datu faltsu, oker edo osatu gabeak ematen dituzten parte-hartzaileek, jokabide horren ondorioz sor litezkeen erantzukizunen kalterik gabe. Parte-hartzaileak bere gain hartuko ditu erantzukizun horiek, deialdi honen antolatzaileak inolako kalterik gabe utziz.
Erronka honetan izena ematean parte-hartzaileak osorik eta erreserba edo baldintzarik gabe onartzen ditu oinarri hauetan agertzen diren terminoak.
Deialdi honen antolatzaileek eskubidea izango dute parte-hartzaileak ez onartzeko edo erronkatik baztertzeko, aurretiaz jakinarazi gabe, beren ustez iruzurrez, gehiegikeriaz edo programako izpirituaren, Legearen, hirugarrenen eskubideen edota fede onaren kontra jokatzen badute, beti ere jokabide horren ondorioz sor litezkeen erantzukizunen kalterik gabe. Parte-hartzaileak bere gain hartuko ditu erantzukizun horiek, deialdi honen antolatzaileak inolako kalterik gabe utziz. Nolanahi den ere, edozein parte-hartzaile baztertu ahalko dute haren jokabidea (edo harekin zerikusia dutenena) antolatzaileen eta Bizkaia Open Future_ programaren ospearen kontrakoa bada. Halaber, eskubidea izango dute edozein parte-hartzaile ez onartzeko beren ustez ez badiete erantzun egokirik ematen ezarritako erronkei edota onartutako proiektu kopuruari, nahiz beste edozein arrazoirengatik.
7. Hautagaitzak aurkeztea
Erronkan parte hartu nahi duten ekintzaile, startup, ETE, antolakunde edo erakundeek ˗esate baterako unibertsitateek, zentro teknologikoek, etab. ˗ beren hautagaitza aurkeztu beharko dute ezarritako mekanismo elektronikoak erabiliz, hurrengo helbidean: https://www.openfuture.org.
Dagokion parte-hartze formularioa bete beharko dute, izen-ematearekin batera eskatzen zaion edo interesgarritzat jotzen duen informazio guztia erantsiz.
Hautagaiak aurkezteko epea 2016ko abenduaren 14an hasiko da eta 2017ko otsailaren 27an amaituko da, 18:00etan (GMT+1).

8. Ebaluatzeko irizpideak
Oinarri hauetan agertzen diren arazoak konpontzen lagunduko duten konponbideak bilatzen dira, prebentzio, diagnostiko eta segimendu asistentzialaren prozesuari dagokionez, zatika nahiz osorik, Industria 4.0, Gauzen Internet, Big Data, Zibersegurtasun, 3 D Inprimaketa edo Fabrikazio Eranskor, Robotika, Errealitate Birtual, Errealitate Handitu, Wearables, eta antzeko teknologietan oinarriturik.
Konponbideak denboran mantendu ahalko dira, bizi-ohitura osasuntsuak sustatzea izan behar dute helburu, eta osasun sistemaren esku-hartzea gutxitu behar dute.
Zehazki, OSI Ezkerraldea Enkarterri Cruces-ek (Gurutzetako Unibertsitate-Erietxea) proposamen bakoitzaren hurrengo gaiak balioztatuko ditu soilik parte-hartzaileek beren hautagaitzan erantsi duten informazioan oinarrituta.
• Egokitasuna: Kontuan hartuko da orain dagoenaren alternatiba izatea, ideiak orain dagoenaren aldean abantaila ekartzea eta ideiak ezarritako erronkari konponbidea ematea.
• Inpaktua: Kontuan hartuko da osasunaren emaitzetan hobekuntza ekartzea, biztanleriaren beste segmentu/patologia/jardute-eremutara eskalagarria izatea, ezartzearen ondorioz epe ertain/luzean aurrezkia sortu ahal izatea, produktu edo zerbitzu bat sortzearen ondorioz itzulkin ekonomikoak sortzea, gaixo/senideengan inpaktua izatea, profesionalengan inpaktua izatea, edo gaixoaren eta bere inguruaren gizarte baldintzak hobetzea.
• Ezarketaren egingarritasuna: Kontuan hartuko da espero den aldaketaren kudeaketa (antolaketa, aldaketak, ohiturak…), garatzeko beharko den denbora, ezartzeko aurreikusten den abiadura eta arriskua/ziurgabetasuna.
• Bideragarritasun ekonomikoa: Kontuan hartuko da proiektuak finantzaketa behar duen ala ez eta proiektuak kanpoko finantzaketa edukitzea.
9. Aukeratzeko prozesua
Proiekturik onenak aukeratzeko, Ebaluatze Batzordea osatuko da Bizkaia Open Future_ eta OSI Ezkerraldea Enkarterri Cruces-eko (Gurutzetako Unibertsitate-Erietxea) ordezkariekin, eta batzorde horrek jasotako proposamenen lehenengo ebaluaketa egin ondoren aurre-aukeraketa egingo du.

Aurre-aukeratuta gelditzen diren proiektuekin banakako elkarrizketak egingo dira, online edo telefono bidez, Ebaluatze-Batzordeak proposatutako konponbideari eta talde sustatzaileari buruz informazio gehiago izan dezan.
Bizkaia 4.0 Immersion Trip-en parte hartzeko aukeratuta gelditzen diren proiektuei horren berri emango zaie posta elektronikoz 2017ko martxoaren 16an.
Bizkaia 4.0 Immersion Trip egin ondoren (2017ko martxoaren 29, 30 eta 31n dago aurreikusita) aukeratutako proiektuek beste bi aste izango dituzte beren konponbideak garatzeko eta berriro bidaltzeko. Konponbidea Demoday birtual batean defendatuko da 2017ko apirilaren 18an.
Orduan Ebaluatze-Batzordeak Irabazlea eta Finalistak nor diren erabakiko du. Emaitzak posta elektronikoz jakinaraziko dira 2017ko apirilaren 28an.
Adierazitako datak aurreikuspenekoak dira eta beharrezkoa izanez gero aldatu egin litezke.
Proiektua aztertu eta ebaluatzeko, parte-hartzaileek baimena ematen diete antolatzaileei Ebaluatze-Batzordeko kideei deialdi honen parte hartzearen ondorioz parte-hartzaileak emandako ideiak, dokumentazioa eta informazioa emateko.
10. Jabetza industrial eta intelektuala
Proiektua eta haren ondorioz sor litezkeen patenteen jabetza hautagaitza aurkeztu duen pertsona edo enpresarena izango da. “Bizkaia Open Future_ OSI Ezkerraldea Enkarterri Cruces (Gurutzetako Unibertsitate-Erietxea) erronka”-n parte hartzeak ez du esan nahi hautagai den pertsona edo enpresak ekimena sustatzen duen pertsona edo enpresari ezta enpresa erreferenteari partaidetza uzten dionik.
Halaber, parte-hartzaileek, deialdi honetan parte hartzeagatik, onartu egiten dute antolatzaileek beren izena, startuparena, eta dagozkien irudi edota logoak erabil ditzaketela, edozein bidetatik eta soilik korporazio, publizitate eta sustapen helburuetarako, edota irabazi duen proiektua gainerako parte-hartzaileei eta jende orori ezagutarazteko, lurralde eta denborari dagokienez inolako mugarik gabe eta haien alde inolako ordainketarik sortu gabe.

11. Azken kontsiderazioak Erronka hau aldatu, eten, indargabetu edota bertan behera utzi ahalko da horretarako arrazoirik egongo balitz. Halaber, antolatzaileek onura guztiak edo batzuk eman gabe uzteko eskubidea izango dute, Ebaluatze Batzordearen arabera aurkeztutako proiektu batek ere ez badu merezi finalista edo irabazlea izatea.
