Staff Action Officer (Jun 2012 – Sep 2013), J5 Pakistan-Afghanistan Coordination Cell, Joint Staff Pentagon: Coordinated over 25 weekly engagements of the J5 PACC with various branches of government to include Congress, State Department, other departments of the federal government, deploying brigade-level units, outside agencies, and members of the academic community.

Civil Affairs Primary Staff Officer (Mar 2011 – Mar 2012) – as G9 (Nonlethal Operations Section) for a Division Tactical Command Post (TAC): mentored the Afghan Army and led and coordinated Civil Military Operations (CMO), Information Operations (IO), Military Information Support Operations (MISO).

Created a program that doubled the efficiency of the monthly operations cycle of the Afghan Army. Project Manager: Developed a joint project with an international team (US, French, Afghan) resulting in

developing an Afghan tactical operations guide for nonlethal operations.

Civil Affairs Branch Doctrine Chief (Oct 2008 – Sep 2010): Led a team of five subject matter experts to develop doctrinal concepts, and write manuals covering the tactics, techniques and procedures (TTP).

Developed two new manuals and supervised the revision of nine other manuals.

Project Manager / Civil Affairs Primary Staff Officer , Division (G-9) and Brigade (S-9), Dec 2004–Oct 2008: led Civil-Military Operations at Division and Brigade level during two Iraq war deployments and pre-deployment periods, with significant accomplishments as a Project Manager and Organizational Planner.

Project Manager (Jan 05 – Sep 05 and Mar 07 – Jul 08) for over $100M of reconstruction, infrastructure, and emergency relief projects in Baghdad, Iraq. Implemented and managed the unit level process of - 1) Project Identification, 2) Project Approval, 3)

Project Funding, 4) Project Execution, 5) Project Validation, and 6) Project Closure Created the project organization and personnel for two units and eight subordinate organizations. Trained project personnel through a program designed to maximize their ability to gain certification,

assure quality control, and initiate projects to standard at the very start of operations. Projects ranged from $5Kto $10M dollars, and were coordinated with international end-users. Managed the project approval process leading to the success of over 100 projects.

Successful supervision of financial accountability leading to a 100% project closure rate. Assured quality control of the process through inspection and mentorship of personnel. Managed Distributive reporting that successfully maintained stakeholder situational awareness. Developed the audit process in compliance with the Army Management Control Program (MCP)

and Defense Finance Acquisition Regulations (D-FARS). Risk Management : Developed and implemented a new risk management procedure leading to savings

of over $350K in project costs, and avoiding schedule, human interaction, and material failure points.Organizational Planner (Mar 06 – Mar 07) as Division Civil Affairs Officer. In a new outreach, prepared three subordinate organizations for integration into division operations,

through a designed and managed nine-step program of training and synchronization requirements. Trained personnel for initial project operations, leading to successful operations that avoided the

pitfall of wasting 2-3 months and several million dollars of slow starts and costly errors.

Other achievements included conducting full-spectrum Civil-Military Operations support to a Division HQ (Mar 06 – Feb 07), and to two separate brigades (Dec 04 – Mar 06; Mar 07 – Jul 08) Delivered the model Civil Common Operating Picture (C-COP) for a unit through Civil

Reconnaissance and Distributive Reporting covering approximately one-third of Baghdad, Iraq. Supported senior leader decision-making with systematic CMO estimate development. Managed the Governance and Economic Lines of Operations for the deployed Brigade.

EDUCATION: Masters of Systems Engineering (M.S.E.), Penn State University, - August 2015 (GPA 3.81): a 2-year
