capital of Silicon Valley. All Rights Reserved: No part of this publication may betransmitted or reproduced in any form or by any means, this includes photo copying

Avery good objective is beingmissed altogether by the currentCA High Speed Rail Authority

(CAHSRA). Actually, several current needs ofthe CA economy and its peoples would be ad-dressed: creation of jobs, enhancement of thedevelopment of areas now ‘underdeveloped’and the encouragement of people to reside inthe Central Valley. The long term objectivewould be the connection of California’s highspeed rail system to the one being developedto the north. The final outcome would be ahigh speed rail service from San Diego all theway north to Seattle, Washington. Is this nota reasonable project which qualifies for federalfunding? It would be similar to the establish-ment of the national U.S. Highway systemunder the Eisenhower Administration afterWorld War II.

Why not have the CAHSRA have as itsfirst objective the establishment of high speedrail service from San Diego up the Central Val-ley all the way north to Sacramento and be-yond to Red Bluff, Redding, Chico andCresent City? Then the CAHSRA trains willgo from nowhere to somewhere. Know that ifbuilt along this route “they will come”…busi-nesses, contractors, jobs, people and govern-ment agencies. The economic development ofNorthern CA would become enhanced.

The current extension from San Jose toSan Francisco can be deferred to a later date. The resources to be used there would have ahigher return on investment when applied toareas having lower right of way costs. An up-grade of the current CalTrans commuter serv-ices from San Jose to San Francisco is possibleat much lower costs and without the disruptionof the Mid peninsula urban area which con-tains Silicon Valley whose ecosystem wouldnot be impacted for the present time.

If this addition to the current mission ofthe CAHSRA requires going back to the vot-ers, the possibility of approval is very highwhen presented as the needed economic devel-opment of the entire state. Demographicgrowth projects require the development nowof future living areas for those additional 20million Californians projected to reside here. Why not prepare the lower population densityareas for them?

The high speed railway service could gonorth from Sacramento, to Chico, Redding, and all the way to Crescent City at the northern

CA border. Its construction would be analo-gous to the intercontinental railroad whichconnected America’s Midwest with its westerncoast during the Abraham Lincoln administra-tion. In this case CA would install a high speedrail service from San Diego in the South toCrescent City in the north. The outcome wouldencourage settlement and development ofNorthern CA where there is low cost land, more potable water, and Shasta’s Dam electricgeneration capability would be put to full use.Let’s establish the goal of encouraging CA’spopulation growth to settle in Northern CA.High speed rail service could be used to en-courage development of ‘empty’ Northern CArather than continual growth of the existingmegapolis at San Diego, Los Angeles and theSan Francisco Bay Area.

Additional beneficial outcomes are thatthe peripheral canal around the SacramentoDelta may not have to be built; The Americanand Californian Aqueducts would not have tobe enlarged. Because of high speed rail servicewhich encourages development of NorthernCA, a higher resident population there wouldmean that certain services could be providedat lower and reasonable costs. The long termobjective would be to connect San Diego withSeattle to the north with high speed rail serv-ices.

This is a planning and development con-cept that may be evaluated now prior to thedisruptive proposals required for the San Joseto San Francisco high speed rail service. Thinkof the many legal challenges to eminent do-maine proceedings for site acquisitions, yearsof disruptive construction and excavation, etc.All that can be done in Northern CA with aminimum level of disruptions and cost of rightof ways Let’s get the biggest return on invest-ment in Northern California.

Let’s redefine the purpose of CA HighSpeed Rail Service to connect the southernlimit with its northern limits in the interest offacilitating future development of Californiaand enabling the future growth in populationand economic capability.

This alternative high speed rail serviceconcept serves the national interest. It is wor-thy of being evaluated and implemented be-fore establishing high speed rail servicebetween San Jose and San Francisco.Δ

SAN JOSE, CA –– San Jose – the largest city in the Bay Area and the third largest city in California, passed landmark legislation to ban plastic bags that will reduce the amount of plastic pollutionthat is clogging our creeks and San Francisco Bay. As the policy with the most coverage proposed

anywhere in California, this ordinance would ban plastic bags and require a small charge on recycled-contentpaper bags at most retailers.

The ban that passed with a 10-1 vote, will take effect in 2012 and also requires retailers to charge 10cents for paper bags starting January 2012 and increase that to 25 cents in 2013.

Bay Area residents use an estimated 3.8 billion plastic bags per year and discard over one hundredplastic bags per second. The average use time of a plastic bag is only 12 minutes.

Plastic bags are a major component of urban litter. Even when placed in trash cans, these lightweightbags are often picked up by wind and blown into the gutters – where they flow into creeks and storm drainsand then into the Bay and the ocean.

Plastic bags are among the most harmful, ubiquitous and preventable types of pollution. San Jose waterways threatened by trash and plastic pollution In 2007, the San Francisco Regional Water Quality Control Board declared three waterways in San

Jose – Guadalupe River, Coyote Creek and Silver Creek – so polluted with trash that they violate the federalClean Water Act. As part of Coastal Cleanup Day, volunteers reported removing over 1,000 plastic bagsfrom Coyote Creek in 2008. Just this past summer, per new regulations outlined in the Water Board’s mu-nicipal stormwater permit, the City of San Jose identified 43 “trash hot spots” that the City will now be re-quired to clean up. The City anticipates it will cost them $4 million over five years to comply with strictertrash discharge requirements in the new regulations. Further, both Coyote Creek and Guadalupe River re-peatedly make Save The Bay’s annual list of Bay Trash Hot Spots.

Plastic trash solutions Tough policies and regulations are needed to reduce plastic trash flowing to the Bay and ocean. Smartly

crafted ban or charge policies, such as the one proposed in San Jose, are proven ways to create a mass switchto reusable bags to clean up our communities and San Francisco Bay, and save cities money. WashingtonD.C.’s five cent charge on bags has resulted in an estimated 80 percent decrease in plastic and paper bagdistribution, and 66 percent fewer plastic bags found in the Anacostia River.

San Jose city staff estimates that it costs the City at least $3 million annually to collect plastic bags thatlitter creeks and clog storm drains. The City’s recycling contractors also support this policy, as plastic bagsjam machinery, causing work flow stoppages and threatening worker safety.

Keep Kids LearningDuring Winter Break

(NewsUSA)

Are you a parent dreading the an-guished cries of "I'm bored!" fromyour kids during the long winter

break? Are you a teacher concerned that yourstudents will forget most of the skills you spentthe last few months teaching them?

This winter, do something to stem theknowledge loss.

If you're a parent, when you're done visitingthe museum, going down the sled hill or bakingholiday goodies, try out something new withyour kids this winter -- design a video gamewith them. If you're a teacher, make it a holidayassignment.

That's right. Not just play another videogame -- design and develop one.

Developing video games is a great way tokeep your kids learning over the holidays andwhen indoors during the cold winter months --in a way that is fun and appealing to them.Video game design has been proven to help ad-vance kids' critical science, technology, engi-neering and mathematics (STEM) skills, and italso teaches them invaluable 21st-century skillslike problem solving and critical thinking. And,it's a great way to spend quality time with yourkids to help them learn.

So now that you're bought into the idea, how do you get started? Boys & Girls Clubs ofAmerica (BGCA) offers two options:

* Find your local Boys & Girls Clubs.

Many of the 4,000 Clubs across the countryoffer the Club Tech program, which promotestechnology literacy and access. And selectClubs also offer Club Tech: Game Tech througha partnership with the AMD Foundation and itsAMD Changing the Game initiative. This pro-gram is specifically designed to teach videogame development.

* Visit BGCA's youth website MyClub-MyLife.com to download information that isappropriate for all ages. Navigate to Game Techunder the ARTS & TECH section for a copy ofthe course guide, which will direct you on howto implement Game Tech at home.

Game Tech has a bonus learning compo-nent in that it challenges kids to create a gamewith a social component. That is, the gamesteach the players about solving a real-worldproblem, such as saving energy, or reducingpoverty, or helping the environment. So notonly are your kids learning STEM skills, they'rebecome better citizens in the process.

Best of all, when kids design video games, most of the time they don't even realize they'relearning. So that means they'll keep doing it andkeep learning.

For more information about technologyprograms offered by Boys & Girls Clubs ofAmerica, visit www.bgca.org. You can use the"Find a Club" feature to locate your local Club. For more details about AMD Changing theGame, visit www.amd.com/changingthegame.

(ARA) - For millions ofAmericans, Thanksgiving sig-nals the start of holiday shop-ping madness. For others, it's ayear-long journey, with pres-ents carefully and thoughtfullyselected along the way. Mirac-

ulously, others manage to get itall done in just one day.

Just what type of holidaygifter are you and what exactlydoes it say about your person-ality?

According to a new na-

tional survey of Americanwomen on the psychology ofgifting by Kelton Research, commissioned by eBay, themajority of women identifywith one of four gifter profiles:emotional gifter, convenience

gifter, practical gifter and last-minute gifter. And, regardlessof the gifter profile - and de-spite popular belief - 60 percentof women say holiday shop-ping brings more joy thanstress.

"That number surprisedme, especially since so manywomen do the lion's share ofholiday shopping," says LisaCavanaugh, USC professor andexpert in consumer psychol-ogy. "More than 80 percent ofmarried women said that theywere responsible for 75 to 100percent of their household'sholiday shopping - that is a lotof shopping. The prevalence ofhappy holiday shoppers may bedue, at least in part, to the in-creased number of possible giftoptions and ease of shoppingonline."

Based on the profiles iden-tified, Cavanaugh offers in-sights on how to embrace yourinner gifter by finding the bestshopping resources and how tokeep stress levels in check dur-ing the holiday shopping sea-son.

The emotional gifter: Thisprofile resonates with morewomen than any other profile.Forty-two percent of womenconsider themselves emotionalgifters. They put a tremendousamount of effort into the giftingexperience, buying unique, thoughtful gifts for each personon their list to show they reallyunderstand that person. Theyplan ahead, take time to wraptheir own presents and hand-write a card to accompany eachgift.

"The emotional gifter lovesto give. A lot of time and en-ergy goes into choosing one-of-a-kind gifts for everyone onyour list. If this is you, sites likeeBay can be particularly help-ful in finding something uniquefor friends and family," saysCavanaugh. In fact, eBay hasmore than 200 million listings, which makes it easy to find thatjust-right gift.

The convenience gifter:Sixteen percent of womenidentified with this one-stopshopper profile. These women

approach holiday shoppingwith maximum efficiency, get-ting shopping done early andusually all at once. This type ofgifter prefers to find one greatitem and buy it for more thanone person on the list.

"Convenience gifters rarelytake joy in the shoppingprocess," says Cavanaugh. Ifyou're a convenience gifter, Ca-vanaugh says more shoppingcreates more stress. It may behelpful to identify a single storeor website that allows you tocomplete your shopping effi-ciently so you can move on toholiday activities that bring youmore joy.

The practical gifter: Doyou often feel that no oneknows better what they wantthan themselves? Like 21 per-cent of women, this profiletends to give gift cards or cashas presents and allow the giftrecipient to make the decisionof what to buy.

"Despite their popularity, each year a large percentage ofgift cards are not redeemed,"says Cavanaugh. "To avoidthis, consider giving gift cards

from a mall so the recipient canuse it at any store of theirchoosing, or purchase a giftcard from a favorite shop orwebsite you know they fre-quent."

The last-minute gifter:Thirteen percent typically findthemselves buying gifts quiteclose to the holidays, even theday before. These gifters don'tplan ahead and often rush, hop-ing to find things family andfriends will like.

According to Cavanaugh, last minute gifters should dotheir best to protect themselvesagainst overspending in a lastminute shopping panic. To re-duce stress, know your budgetand keep it simple by goingwhere family and friends com-monly like to shop.

No matter what type ofgifter you are, enjoy the holi-day season. More than half ofwomen say winter holidays area joyous time of year - a fulfill-ing and rewarding time tospend with friends and family. For gift ideas, check outgifts.eBay.com.

BOLETIN DE PRENSA

(ARA) - "Eat your vegetables!" has been themantra of the frustrated parents of picky eaters forgenerations. And the encouragement is needed nowmore than ever as recent research from the NationalCancer Institute in Bethesda, Md. found that 40 per-cent of the calories children ages 2 to 18 consumedwere empty calories.

So what is the secret to getting kids to eat theirother veggies and follow other "moms know best' ad-vice"? Enter www.ClubMum.net, an online commu-nity for parents featuring four bloggers (who just sohappen to be parents) dedicated to sharing their best-kept secrets and tips on how to deliver the good stuffto their kids.

Sponsored by Chef Boyardee, Club Mum is leadby a panel of four mom bloggers who tell of

their own struggles and successes in keepinghealthy foods on the home menu, keepingkids active in the colder months and find-ing engaging community service projects.

"Being a mom is tough work, and thisonline community is a great place to learn

tips and tricks on parenting from other moms,"says Jodi Grundig, mom blogger and Club Mum pan-elist. Grundig is joined with Laurin Evans, HeatherSpohr and Sylvia Martinez (who posts articles both

in English and Spanish). Here's a sampling of some of parents' best-kept

secrets shared on the site: * Grate apples or carrots and add them to the clas-

sic PBJ for some added fruits and veggies (not tomention some crunch).

* Puree onions, peppers or mushrooms and addthem to pasta or pizza sauces for added flavor and nu-trients.

* To get more whole grains and vegetables intoyour kids' diets, look for products they already lovewith added whole grains and vegetables.

* For super picky eaters, make a "menu" with alist of options - according to the mom bloggers, kidsare more likely to eat the things they played a part inchoosing.

* One great way to bond with your kids beyondthe kitchen is to introduce a community service proj-ect like volunteering at a homeless shelter or partici-pating in cleaning a public park.

But the bloggers are only half the story - the siteis looking for moms an dads across the country toshare their tips about how to deliver the good stuff tokids as well. Join the conversation on www.face-book.com/ChefBoyardeeClubMum

Parents' best-kept secrets to delivering the good stuff to kids

SANTA CLARA COUNTY,CALIF.—A study released yester-day shows that secondhand smoke

exposure for children living in multi-unithousing has serious health consequences. The study illustrates that even with very lowlevels of secondhand smoke exposure chil-dren are at a much greater risk for a varietyof illnesses ranging from asthma to cognitiveimpairments to sudden infant death syn-drome. The risk of secondhand smoke tochildren exists even if no one smokes in theirparticular unit.

“Kids who are exposed to cigarettesmoke are inhaling pollution directly intotheir lungs. This can cause illnesses and con-ditions like asthma. These children often missschool and aren’t always able to participatein normal activities,” stated Steve Harris,Chairman, Department of Pediatrics, SantaClara Valley Medical Center and President,California Chapter 1 of the American Acad-emy of Pediatrics. “Secondhand smoke ex-posure is completely preventable and weshould do everything we can to stop this fromhappening to kids.”

The “Tobacco Smoke Exposure in Chil-dren Who Live in Multiunit Housing” studyfound that among children who live in house-holds where no one smokes inside, those wholive in apartments have a 45 percent increasein cotinine levels (a common marker of to-bacco smoke exposure) compared with chil-dren who live in detached homes. Thisincrease could be caused by smoke seeping

through walls or shared ventilation systems.“This is the first study to take a look at

the exposure to secondhand smoke in multi-unit housing, and it shows there is no safelevel of secondhand smoke exposure for chil-dren,” commented Dr. Marty Fenstersheib,Health Officer for Santa Clara County. “Thisinformation should motivate all of us to domore to stop exposure to secondhand smoke, especially when children are affected.”

The study was conducted by the Ameri-can Academy of Pediatrics (AAP) Julius B.Richmond Center, the University ofRochester Medical Center and Mass GeneralHospital for Children. It is the first study toshow significant evidence of increased to-bacco smoke exposure in the blood of chil-dren who live in multi-unit housing. For moredetails on this study please visit: http://pedi-atrics.aappublications.org/cgi/content/ab-stract/peds.2010-2046v1

Additionally, the U.S. Surgeon Generalreleased a report earlier in the year indicatingthere is no safe level of tobacco smoke expo-sure for children or non-smoking adults.

Santa Clara County Public Health De-partment’s Chronic Disease & Injury Preven-tion Division, in partnership with local publicand private agencies, has focused local effortson reducing exposure to secondhand smoke.Recently, the County of Santa Clara Board ofSupervisors adopted comprehensive tobaccoprevention policies impacting the unincorpo-rated areas of the county, including a Multi-Unit Residences Ordinance.

“The residents of this county deservestrong policies to safeguard their health,” saidPresident Ken Yeager, County of Santa ClaraBoard of Supervisors, who brought the ordi-nance to the Board. “These ordinances makeSanta Clara County a national leader inblocking tobacco sales to minors and protect-ing residents from secondhand smoke.”

The Multi-Unit Residences Ordinancebans smoking in common areas of all multi-unit residences, and in all units of apartments, condominiums, and townhouses. The ordi-nance allows for designated smoking areasfor multi-unit residences. These areas mustnot be enclosed and at least 30 feet awayfrom doors, windows and other openings.

The other comprehensive tobacco pre-vention policies adopted by the Board of Su-pervisors were a Smoking Pollution ControlOrdinance and a Tobacco Retailer Permit Or-dinance. The passage of all three ordinanceslays a foundation to inspire cities withinSanta Clara County to adopt similar compre-hensive tobacco control policies.

In addition to the ordinances, the SantaClara County Public Health Department isusing grant funds to increase stop smokingresources, raise awareness about secondhandsmoke and provide information to youngpeople about not smoking. These combinedtobacco prevention activities serve to protectthe health of all residents of Santa ClaraCounty.
