Dear fellow Oregonian,

It's a challenge to get people to vote. I don't know why, but that's a fact. As your Chief Elections Officer, I'm working hard to remove every obstacle I can to help youvote this fall. This year, we've made it easier than ever to cast your vote – and to know it gets counted.

As part of the Help America Vote Act, we’ve implemented new tools to answer everyquestion you can think of about voting:

• What if you’re a college student, registered in your home district, but living on acampus in another county?

• What if you have a physical disability that limits your movement or vision? How can you vote privately and independently? (Hint: it's possible now like neverbefore.)

• What if you're a soldier in the field? How do you get your ballot so far away?

All of your questions are answered by a real, live Oregonian at our toll-free voterinformation line: 1-866-ORE-VOTES (1-866-673-8683) or through our TTY line for thehearing impaired at 1-866-350-0596. Elections representatives are available, Mondaythrough Friday, 8:00 am to 5:00 pm – or you can log onto our website and look for youranswers there anytime at www.oregonvotes.org.

Remember: you have to return your ballot so it's received in your county electionsoffice by 8:00 pm on Tuesday, November 7th.

Our ability to vote in free, fair elections is one of the things that makes America great.Please take the time to read about the candidates in this pamphlet so that you canmake informed choices. Official 2006 General Election Voters’ Pamphlet

Voters’ PamphletYour official 2006 General Election Voters’ Pamphlet is dividedinto two separate volumes. This is Volume 2 and contains information on candidates. You should have already receivedVolume 1, containing information on the statewide measures. If you have not received Volume 1, please call the toll-free voterinformation line at 1-866-ORE-VOTES (1-866-673-8683).

In this volume, partisan candidates appear before nonpartisancandidates. All space is purchased; statements and photo-graphs are submitted by the candidates or their designatedagents. The information required by law—pertaining to occu-pation, occupational background, educational background, andprior governmental experience—has been certified by eachcandidate.

Volume 2 also includes other voting aids, such as a completelisting of state candidates, ballot drop site locations, and ballotinstructions. If your county has chosen to produce a voters’pamphlet in conjunction with the state, drop site locations willappear in your county voters’ pamphlet, which is in the centerof this pamphlet.

Candidate statements are printed as submitted by theauthor. The state does not correct punctuation, grammar, syntax errors or inaccurate information. Theonly changes made are attempts to correct spellingerrors if the word as originally submitted is not in thedictionary.

The voters’ pamphlet has been compiled by the Secretary ofState since 1903, when Oregon became one of the first states toprovide for the printing and distribution of such a publication.One copy of the voters’ pamphlet is mailed to every householdin the state. Additional copies are available at the State Capitol,local post offices, courthouses and all county elections offices.

Random AlphabetWhile the candidates’ statements for candidates running for thesame office appear in alphabetical order by their last name in this voters’ pamphlet, you will notice that they appear in adifferent order on your ballot.

ORS 254.155 requires the Secretary of State to complete a random order of the letters of the alphabet to determine theorder in which the names of candidates appear on the ballot.

Important!If your ballot is lost, destroyed, damaged or you make a mistakein marking your ballot, you may call your county electionsoffice and request a replacement ballot. One will be mailed toyou as long as you request it by November 2. After that, youmay pick it up at the elections office. If you have already mailedyour original ballot before you realize you made a mistake, youhave cast your vote and will not be eligible for a replacementballot.

Your voted ballot must be returned to your county electionsoffice by 8:00 p.m. election day, Tuesday, November 7, 2006.

Postmarks do not count!

County elections offices are open on election day from7:00 a.m. to 8:00 p.m.

Voters with disabilities who need assistance with markingtheir ballots now have an opportunity to vote privatelyand independently. Each county elections office inOregon has been equipped with a voting system for useby voters with disabilities.

Voters with disabilities who use assistive technology such as a computer with a screen reader or screenenlarger application to access printed material now havean alternative to the printed ballot. It is called a HTML(Computer) Ballot. The HTML (Computer) Ballot requiresthat the voter have a computer, web browser and printerand allows the voter to vote privately and independentlyfrom home.

In Oregon’s budget process, kids should not be at theend of the line. Time after time, the legislature passesagency budgets first. By the time education budgetsare discussed, most of the money has been spent, creating a crisis. I will veto any budget bill thatreaches my desk before the education and publicsafety budgets do.

• SWAP INCOME TAX FOR SALES TAX

Let’s eliminate Oregon’s income tax in exchange for a revenue-neutral sales tax. Certain living essentialswould be exempt. This would be a constitutionalchange, so the legislature could not reintroduce anincome tax without a vote of the people. The tax ratewould be lower because tourists and those in the underground economy would join the tax base.

• PROTECT CIVIL LIBERTIES

Terrorists win if the price for security is our civil liber-ties. I support making privacy an explicitly protectedright in Oregon’s constitution. I will keep our nationalguard out of foreign conflicts. I support a woman’schoice regarding abortion. I support Oregon’s Deathwith Dignity and medicinal marijuana laws. Oregonshould get out of the “marriage business” entirely,return control of the marriage sacrament to churches,and offer civil unions to all couples regardless of gender mix.

The illegal deployment of the Oregon National Guardto foreign countries to fight unconstitutional wars. U.S. andOregon Constitutions agree – our troops were sent to Iraq andAfghanistan illegally. I will demand their return.

Attacks on private property rights

State control of a bloated, ineffective education system.Decentralize the schools, give control back to local schoolboards and parents, allow education dollars to follow stu-dents. Support home schooling parents.

Out of control child protective service agencies

Forced drugging of children

Corporate data-mining of Oregonians’ personal/ financial information.

Requiring taxpayers to prop up a failed PERS system.Replace with a 401k type program. Privatize administration.

All legislation aimed at eroding the 2nd Amendment.Gun owners’ rights must not be compromised!

Education is the gift that we give our children and representsthe future of our country. I will advocate reform that producesstudents who can better compete in our global economy. Weneed to recognize teachers as professionals and accord themthe respect and resources necessary to teach our children.

We need to set aside politics, put children first andmake Oregon a true leader in education.

I live with my wife of 35 years, Marion. We have three children,and two adorable grandkids.

We are Oregon’s third largest political party, with about 16,000 members. At the local level, Libertarians win about two-thirds of the races they enter. Libertarians serve in public office throughout Oregon as members of your school boards, waterboards, city councils, planning commissions and similar bodies. Libertarians in government consistently vote to maximizeyour freedoms, protect your rights, and minimize the intrusion of government into your lives.

Are you tired of voting for the lesser of two evils? Then stop doing it. Republicans and Democrats have convinced millions ofaverage citizens that they are are powerless to take control over their communities. That’s why many people don’t vote. Don’t Buythe Lie. You and your neighbors have real political power. If you want a different world, start voting differently.

This year, don’t waste your vote on Republican and Democratic candidates. Their ideas and politics got us into our cur-rent mess and can’t get us out. If you always do what you’ve always done, you’ll always get what you’ve always had.

We offer this guide to voters concerning this year’s ballot measures:

MEASURE 48: YESSustainability is good for the economy just as it is for the environment. In the long run, it is impossible to sustain spending growththat exceeds population and inflation. Without Measure 48 there will be no “Rainy Day Fund” and people will become dependenton government services, only to lose them during lean times. In the long run, a YES vote is the compassionate choice.

MEASURE 45: YESAre you satisfied with the leadership our “experienced” legislators are providing? Service in a citizen legislature was never meantto become a career, and incumbents have written laws making it difficult for challengers to mount strong challenges. Term limitswill return the legislature to the citizens and wrest control from the lobbyists.

MEASURE 39: YESGovernment should never be allowed to seize your home in order to give it to a developer who promises to generate more tax revenue. This is legalized theft.

MEASURE 46: YESThe current system of regulating elections and election finances is designed to protect incumbents. The laws are so complicatedthat it is difficult and financially perilous for political challengers and citizen groups to seriously challenge an incumbent. This measure will make it hard for them to make the problem worse.

MEASURE 41: YESYour taxes will go down, and your taxes will be computed more fairly.

MEASURE 42: NOIf insurance companies can establish a link between risk and any legal criteria, they have the right to price their products accordingly. Stacking the deck against insurance companies will only drive them away, leaving people with fewer companies who will have more control over the market - that’s a REAL formula for high prices!

MEASURE 44: NOPeople complain about pharmaceutical companies, but they sure like their medications. By opening the Prescription DrugProgram to all, we effectively place a tax on pharmaceutical companies. Such companies may seem little more to us than facelesscorporate targets for populist rage, but they are the ones who invent the drugs we need. It makes little sense to erode financialincentives to create new and more effective medications.

MEASURE 47: NOReporting requirements on political campaigns are supposed to provide legal transparency. Instead, they create fear. Too often,individuals and groups with something to lose are afraid to contribute to political challengers for fear of antagonizing incumbents.What kind of democracy is that? Such regulations have a chilling effect on the democratic process. Restricting the ability of candidates to project their messages isn’t the answer either. Big money doesn’t always win, and voters have the ability to think for themselves. It is ironic that some who claim to treasure democracy place so little trust in the voters.

Build our economy by helping working families

Our first economic priority is to raise the minimum wage to $9 for all workers. By guaranteeing a living wage to workers, we willbring them hope. We will make sure that working families can meet basic needs like food and housing. Our second priority is toexpand workers’ rights to organize, bargain and strike.

Democrats and Republicans rarely put the needs of working families first. They are too dependent on corporate contributions.Greens are not for sale. We won’t sell out because we are from working families like yours.

Health care for all

Every Oregonian should have access to quality health care. Health care is a right, not a privilege for the rich.

We will stop pharmaceutical companies from ripping us off. We will end the mess that insurance companies and HMOs createwhen we need medical care. We will not compromise our principles like most politicians.

Make big corporations pay their fair share

Greens have the courage to look big business in the eye and demand they pay their fair share of taxes. Why? Unlike the other par-ties, we don’t take corporate contributions and perks.

It’s time to end corporate welfare for the largest businesses. They ought to pay more so that we can have better schools, healthcare and environmental protection.

And it’s time to get big money out of politics. The Pacific Green Party is pledged to endorse and work for Campaign FinanceReform Measures 46 and 47.

Vote by MailWhat is Vote by Mail?Vote by mail is a method of conducting elections. Instead ofusing traditional polling places where voters go to cast ballotson election day, a ballot is automatically mailed to each registered voter. The ballot is then voted and returned to thecounty elections official to be counted.

As a voter, what do I have to do?Your ballot packet will automatically be mailed to you betweenOctober 20 and 24, 2006. Inside the packet you will find the ballot, a secrecy envelope and a return envelope. Once youvote the ballot, place it in the secrecy envelope and seal it in thepre-addressed return envelope. Be sure you sign the returnenvelope on the appropriate line. After that just return the ballot either by mail or at a designated dropsite.

What if I am uncomfortable voting my ballot at home?Privacy booths are available for you to cast your ballot. Thereare privacy booths at your county elections office and theremay be others at dropsite locations elsewhere in your county.For further information, call your county elections official.

What if my ballot doesn’t come?If you are registered to vote and have not received your ballotwithin a week after they are mailed, call your county electionsoffice. They will check that your voter registration is current. If it is, they will mail you a replacement ballot.

What if I have moved and have not updated my registration?If you were registered to vote by October 17 but now have adifferent address, call your county elections office for instructions on how to update your registration and receive aballot.

Do I have to return my ballot by mail?You have the choice of mailing your ballot or returning it to anycounty elections office or any designated dropsite in the state. The times and locations of dropsites are available at yourcounty elections office.

How much postage is required to mail the ballot back?Your voted ballot can usually be returned using a single 39¢stamp. In those instances where additional postage is necessary, it will be clearly indicated on the ballot materials.

When must the voted ballot be returned?The voted ballot must be received in any county elections officeor designated dropsite by 8pm on election night. Postmarksdo not count!

How do I know if my ballot is received?You can call your county elections office and ask if theyreceived your ballot. A record is kept showing each voterwhose ballot has been returned.

Can anyone find out how I’ve voted once I mail my ballot?No. All ballots are separated from the return envelope beforethe ballots are inspected. This process ensures confidentiality.

What if I forget to sign the return envelope?Generally, your elections office will either return it to you forsigning or they will contact you, if possible, to come to the elections office to sign it. If the return envelope does not getsigned before 8pm on November 7, the ballot will not becounted.

Can the public watch the election process?All steps of the process are open to observation by the public.Contact your county elections official to make arrangements.

When will election results be known?Ballot counting cannot begin until election day. Initial resultsare released at 8pm election night and will continue to beupdated through election night until all ballots have beencounted.

Important!If your ballot is lost, destroyed, damaged or you make a mistakein marking your ballot, you may call your county electionsoffice and request a replacement ballot. One will be mailed toyou as long as you request it by November 2. After that, youmay pick it up at the elections office. If you have already mailedyour original ballot before you realize you made a mistake, youhave cast your vote and will not be eligible for a replacementballot.

Your voted ballot must be returned to your county electionsoffice by 8pm election day, Tuesday, November 7, 2006.

Postmarks do not count!

County elections offices are open on election day from7am to 8pm.

Provisional Ballot InformationYou will be issued a provisional ballot if:

Ô there is a question about your eligibility as a voter (for example, there is no evidence on file that you are anactive or inactive voter in Oregon)

Ô you need to vote at a County Elections Office in a countyother than the one you live in

In order to obtain a provisional ballot, you need to fill out aProvisional Ballot Request Form in person at the CountyElections Office.

Your provisional ballot will not be counted until it is determinedthat you are eligible to vote.

After you have voted the ballot, you can call 1-866-ORE-VOTES(1-866-673-8683) or the County Elections Office in which youvoted to find out if your ballot was counted. If your ballot wasnot counted, you can also find out the reason it was notcounted.

If it is determined that you are ineligible to vote in this election,the completed Provisional Ballot Request Form will serve asyour voter registration for future elections.
